boston is a city still coming to grips with the tragedy. ktvu's patti lee has more. >> reporter: a line of people stretched around the block to enter the cathedral of the holy cross. >> everyone has come together as a community, as a nation and the world. >> reporter: thousands waited on the streets for a look at the first family. for many the tragedy at the finish line at the boston marathon represent as threat to the way americans live. they wanted hear reassurance from their president. >> i hope that -- i think it may have to change but it is sad that it does -- we have to go through this. >> reporter: president obama paid respects to those killed and wounded and promised this was not the end. >> i am proud and i feel so much better about, you know,

taking the next step to recovery. for those who could not attend this stretch of boylston street is serving as a standing and by this afternoon this memorial grown in size. >> we will take everything and move it somewhere safe. >> reporter: he is the protector of the memorial here and promised to patrol it at night so others could find strength in community. patti lee, ktvu channel 2 news. >> surveillance video and cell phones have become crucial to the investigation. ktvu's kristen c is live -- christian christien kafton is live with a new tool that could come in handy. >> reporter: a drone high in the sky could have provided video for investigators at the boston marathon. and he would like to see that

technology right here in the . >> reporter: the sheriff's office is working on a policy for using a drone for law enforcement. today he sited the terror attack in boston as a reason to use it. >> if we had a different perspective you can capture the people coming and going. >> reporter: he could see a use for it to patrol events in the east bay. >> the oakland marathon, before the race, during the race. >> reporter: he says he wants to see the suspects in the boston marathon bombing caught as much as anyone. >> a horrific attack on innocent people that took place on monday. >> reporter: he says in the past law enforcement used

evacuated neighbors and sent a robot to investigate. one neighbor is relieved the man is under arrest. >> he said he had two bombs and two guns. i believe he has the bombs but not the guns. >> reporter: why do you believe that? >> he was explaining to the cops about the two bombs. what triggered them. >> police say no explosive devices were found. officers are waiting for a warrant to search the apartment. oakland school officials say a woman with her baby were nearly hit by gunfire today. a spokesman says before 3:00 p.m. this afternoon someone fired at two students on the sidewalk. the gun shots missed the students but hit the windshield of a car where the mother and baby were sitting. no one was hurt.

ed. a suspicious package shut down cabrillo college for hours today -- for 4 hours today. a box was found after 10:00 a.m. this morning. authorities evacuated hundreds of people as a precaution. the bomb squad blew up the package but they haven't described the contents. the campus was reopened, no one was hurt. san francisco police said today they found a 12-year-old boy who escaped from juvenile haul. he was at his mother's home. he escaped before 10:00 p.m. on tuesday night by smashing a window. tonight police are looking for the 16-year-old who was in custody for a probation violation. some california drivers pay extra for special license plates but it is possible the

money was misspent or not collected. ktvu's ken pritchett is live with a new report that is blaming the dmv. >> some show love for sfo. others belong to lawyers and this one needs explaining. >> i have a yellow mini. looks bike a bee. >> reporter: she paid extra for this plate as did this owner. the money going to the coastal commission. but now it seems the money wasn't being collected or spent correctly. >> i am not surprised. >> reporter: the auditor's office found the problem. plate that help the environment, the art and more. >> department of motor vehicles has foregone $22.2 million over two years. >> reporter: the dmv failed to

collect $12 million in special plate renewable fees and undercharged by 10 million- dollars. a percentage go to administration but the auditor found on the environmental plates dmv over estimated those costs by $6 million. other special funds were under charged. >> seems like everything is going through the cracks. >> that was ktvu's ken pritchett reporting tonight from oakland. most voters approve of governor jerry brown's new school funding proposal. a poll finds 71% of people support giving more money to school districts with more english learners and lower income earners. 68% say state funding is not

enough. >> californians perceive -- school districts and wealthier areas. >> the poll found many believe the resource translates into achievement issues. the housing market is showing signs of life. new numbers show buyers paid $436,000 in march. that was up 7% from february. and up 21.8% from a year ago. however, while prices are up sales are down due to a lack of inventory. grants will help homeowners facing foreclosure. kamala harris made the announcement today. it will be distributed by 21 state organizations. five of the organizations are right here in the bay area to

former teacher plead no contest to 9 counts of having sex with a former student. she entered the plea. she worked as a math teacher.

the abuse happened from december 2010 to may 2011. police say the relationship began through the cell phone app words with friends. 13-year-old is the 6th suspect to be arrested in connection with the shooting death of a paramedic, quinn boyer. he was charged today, just 13 years old. also today a 16-year-old was charged with murder as an adult. he faces special circumstances to make him eligible for the death penalty. he is due in court tomorrow. those two along with four other teens are accused of killing the paramedic two weeks ago in an attempted carjacking. today marks the 107 anniversary of san francisco's 1906 earthquake but a suspicious package prompted organizers to move the ceremony

to union square. gregsan francisco police chief greg suhr said someone put a bag down and then left. authorities say in the end the bag turned out to be harmless. sirens blared at 5:11 a.m. this morning as they do every year to commemorate the earthquake. another tradition, the fire chief repainted the only working fire hydrant the way the earthquake hit. the earthquake and fire killed 3,000 people and left much of san francisco destroyed. san francisco homeowners are being ordered to address the safety risk of soft story buildings. new tonight at 6:00 p.m. ktvu's dave s with the -- david stevenson with more. >> reporter: san francisco mayor says buildings similar to this one face a deadline to

become seismically safe. >> reporter: on this anniversary of the 1906 earthquake and fire san francisco's mayor signed a seismic law. it targets 3,000 soft story buildings that may collapse in a strong earthquake. >> 58,000 people live there, buildings contain 7,000 workers and small businesses. >> reporter: several buildings collapsed in the 1989 earthquake. since then an industry sprung up to reto fit homes and apartment buildings. >> reporter: the city estimates the law will cost some owners 60,000 to $130,000. >> i think it is a lot of

after the richmond disaster and they say they have replaced the damaged pipes. pg&e today issued a reminder about the danger of doing major construction digging without notifying them first. today's announcement follows a gas leak yesterday in which crews ruptured a gas line. it prompted evacuations. pg&e says it all could have been avoided if they had just called 811. >> this 811 program is critical to the safety of pg&e's pipeline infrastructure. in 2012 over 1500 times an excavator struck and damaged pg&e's facilities. >> for anyone who calls a pg&e crew will come out and mark the gas lines, no questions asked.

today nasa announced the

kepler space telescope discovered two new planets. kepler 69e and kepler 69f are outside of our solar system. the significance is scientists believe they can sustain life. that is based on the size of the planets and the distance they are from their star, which is described as a hawaiian like planet on one. mark joins us now. >> california dreaming on that plane ride home from milwaukee. 3 game sweep and a losing road trip for the giants. matt cain hasn't won a game and the giants haven't won any of his starts. two run shot. the opposing pitcher with a
