similar bill and it's going statewide. as for la recent analysts shows a number of guns reported lost or stolen doubled since the law took effect ktvu. >> a man suspected car thief put concord high school and enabled dorado middle school on lock down. police say the suspect was involved in a hit-and-run accident on west street. the man then tried to carjack another driver before running off towards the schools. police combed the area for the man but he managed to escape. and over in antioch deer valley high school was evacuated again today headed to another bomb threat. school officials say the vague anonymous threat was called in just after 11:00 this morning. the school's 2200 students were taken outside while police searched the campus. the lock down was lifted at about 12:45 this afternoon. as we reported earlier a similar threat yesterday also turned out to be a hoax. >> an oakland man was recently robbed and gun point he was so frustrated by a lack of response from police.

he hired a private investigator to look into his case only on 2. they're live now in oakland with the man's story and why he says he's so frustrated. eric. >> julie, this man says his private investigator has developed some promising leads and he can't get police to check them out. opd officials told me they welcome the extra help but this victim says it should have never come to this. >> it took my wallet, my keys, my cell phone. >> this man doesn't want his identity revealed out of concern for his safety. he says he was robbed at gun point earlier this month walking near park boulevard in oakland. >> my instinct told me don't run, don't scream, don't fight, just do as they say. >> the man says officers responded quickly and took his report but it's what did not happen next that has him so upset. >> that's when -- that's when i got mugged by opd in a very different way. >> he says he took 3 days to

reach anyone investigating his case at opd so he hired a private investigator to do the job for police. >> reporter: how much have you paid this investigator so far? >> so far $1,170. but i think i owe him a few hundred dollars more right now. >> they're now following up on stolen property but he still can't get officers to do anything with the information he's gathered. >> they are telling me a victim of crime and everyone else who they can are understaffed we only work regular business hours. we only do what's required of us by the rules and absolutely no more and if you don't like it, talk to your council person. >> reporter: when he heard about it council member told us that's not good enough. >> for you to have to hire your own private investigator, it's, you know, i'm sad to hear that and my apologies go out to the family and individual. it's sad that we've gotten to this state. >> reporter: today i did speak to opd chief of staff sergeant chris bolton, he said if one of

his officers failed to follow up on evidence he won't defend it. the department has taken action to improve its follow up. right now he says opd has six dedicated robbery investigators who handle an average of 18 cases each a month. we're live in oakland derrick, ktvu channel 2 news. >> 56 people have been arrested and 84 guns are off the streets because of an undercover operation in stockton. today the u.s. attorney's office announced the results of a four-month long investigation called operation grid i don't know. the stockton police chief says the operation help reduce the city's violent crime in the past four months something residents say they're very grateful for. >> it's so much stuff going on it makes the stop and it's good came out and took all the stuff out that's real good. >> police say they have been ten fewer homicide this year compared to the same time last year. last year the city saw 71 homicides. >> crimes from across california gathered at the

the early assessment. ken. >> reporter: frank, we are along the banks of american river. you can see it's moving fairly slowly right now. that's due in part to our record and dry winter that we just experienced. it effects river flow and also effects hydroelectric power generation. as you will see it's not going to effect our power supply as much as one might think. >> lake levels, snowpacks, the state of our transmission lines just a few things factor that go into forecasting our power outlook for the summer ahead. >> over all california is looking to be in fairly good shape going into summer. >> stephanie with california independent system operator says despite a record low snowpack, hydroelectric generation will still be at about 85% of normal. that's because our state's reservoirs remain in good shape. look at three of the top reservoirs. it's at 99% of normal for this time of year.

public safety with the extra drinking hours. apple announced today will buy back $60 billion worth of stock letting shareholders get their hands on massive stock pile of cash. apple is come -- has come under fire for keeping a tight grip on its money. but the news wasn't all good today. after the closing bell apple posted its first decline in expectations in a decade. it's financial also included a decrease and that income but increase in revenue. apple stock ended the day up about 7.5 points just above $406 a share. virginia judge has denied request to run its own dealership. the based electric car maker had submitted request in state of virginia. state law there requires manufactures unless the manufacture can show that no dealer is available. saw an exception saying its unique model for selling cars would not be attracted to a traditional dealer. it can still appeal that ruling. >> a long plan project to widen

the avenue is set to begin next month in pleasant hill. the design calls for widening the avenue from two lanes to four along the cross line. the goal here to improve traffic flow through that area. the 13th $.6 million project is expected to take about 18 months to complete. two more fire stations could be closing a proposed budget cuts are approved. county board of supervisors considered the plan today. firefighters argue the closure should jeopardize public safety after four stations closed earlier this year. county officials say they have no other choice after voters rejected a partial facts that maintained funding a final vote is set for may 14th. military veterans will be getting a helping hand looking for work at east bay event next week. more than 25 employers are scheduled to take part in hiring heroes job fair in walnut creek. it will be similar to this one that took place earlier this

your monthly payment to see if you qualify and click on web links. >> the fog is rolling in out there. temperatures really fell off today. especially along the coast 10 to 15 degrees great shot and fog now, deeper, so marine layers over the heals start cooling across the bay, into berkeley and albany. further cooling i suspect we're going to see much cooler temperatures in the inland bay vallies tomorrow another 8 degrees of cooling. here is the fog now you see right along the coast. the shot we were taking is right in here. so right there. right by twin peaks that fog is going to get about this far tomorrow morning and late tonight and that's going to cool a lot of these areas. temperatures on the down trend certainly dropped off today at the coast. there will be more noticeable. it will be noticeably cooler tomorrow inland as that moist marine air filters in. inland antioch, liver moore, fair field, up towards the

davis area and napa up towards santa rosa as well. this kind of classic a little bit early summer too. no rain in the forecast. more of this fog sun combination which will include temperatures continuing to trend down. not the coast because they've got it. temperatures inland tomorrow are coming down. you ear going to see numbers inland instead of the in the upper 80s. you're going to see them in the upper 70s, low 80s. those oranges are 80s. right on the edge of warmest parts of our bay area, they're just touching 80 degrees. look at this cool moist air. see the greens and blues. it's classic, cooler weather, much better than the broadcast. helps out with your allergies quite a bit. also helps out with air quality. so it's a good thing. here is how it breaks down with the pollen count, we have oak pine and all of that is still up there. grasses is the thing that came in to play last 24 to 36 hours you're starting to see more
