breaking news as firefighters work to control a three-alarm fire in san francisco. it is the top story. good afternoon. i'm tori campbell. breaking news out of san francisco. firefighters there are battling a three-alarm fire in a building. this is at laguna and vallejo street. authorities say it's in a multi- story apartment building. the fire started around 10:50

this morning. firefighters got to the scene within about three minutes of the call. a viewer sent us some cell phone video of smoke rising over the neighborhood. these are pictures from newschopper2. so far, no arrests of injuries and no word on what started the fire. we do have a crew on their way to the scene and we hope to hear from them shortly. meanwhile, we've learned some important information on the bridge bolts that have caused so much concern on the new eastern span. bay bridge. ktvu's claudine wong was at this morning's press conference and i just us live. have engineers -- and joins us live. have engineers decided how to deal with these flawed bolts? >> reporter: they are looking at two options on the table. that in a minute. but first, we want to give you a look at the new span and the problem area. if we zoom on in, we can show you what's known as the e-2 pier, the bolts are there that broke and they secure the roadway to the pier.

it's part of the seismic safety design of this new bridge. weeks after those three dozen bolts broke, testing has now confirmed high trojan is to blame -- mitral again is to blame -- hydrogen is to blame. engineers haven't decided yet which is the better. >> both options are, again, well achieved. the design and intent of this system. >> reporter: while they analyze those options, they are looking at the other bolts on the bridge. the bolts that broke came in a 2008 shipment. but there was another shipment in 2010 by the same manufacturer. no problems with knows as of now. but it's still unclear if those should be replaced. >> this is not an easy call. this is going to be a difficult call to make. starting with the obvious difference, which is that after 15, 25 days under tension, none of the 2010 bolts have failed.

>> reporter: so may 8th looks to be the date to watch for big decisions. we should have a better idea how much that solution will cost and how long it will take which will affect the opening of the span. we'll also learn more about the 2012 bolts. they are gonna put them under a lot of additional testing to see if it's possible they are compromised as well. if they are and they need to be replaced that would affect the time line for the opening of the new span. claudine wong, ktvu channel 2 news. >> thank you, claudine. we have new information this noontime about a woman shot and killed in broad daylight yesterday in oakland. it was reported that the 21- year-old woman was the victim of an armed robbery. now, two police sources tell ktvu this may have been a drug

deal gone wrong. this happened on 24th avenue. she was in the car with her sister. a witness said two men walked up to the car. one of the men pulled a gun and shot the driver. she was able to drive a few blocks and died at the hospital. a 22-year-old rapper of san francisco has been identified of another oakland shooting last night at 13th street and broadway last night. the "oakland tribune" reports police have identified the victim as keith head. the death is the 30th homicide in oakland so far this year. the shooting forced b.a.r.t. to shut down the 12th street station for a time last night. police and the group crimestoppers are offering up to $10,000 for information leading to an arrest. a man was critically injured in a drive -- injured in a drive had i boof shooting in the excelsior district on -- drive-by shooting in the

excelsior district. the victim was taken to the hospital with life-threatening injuries and two people were seen fleeing in a light-colored dodge. witnesses say the shooter was latino, in his 20s or 30s, wearing a -- a black hooded t- shirt. coming up in about ten minutes, the improvements teachers say a school needs to keep the kids safe. the los angeles times says the surviving boston marathon bombing suspect reportedly told investigators he and his brother planned the attack just a week before the race. the statement supports the theory the deadly attack was planned in a hurry. we're also learning the older brother was listed on the highly classified central database on people it views as potential terrorists. how, fbi sources say -- however, fbi sources say this is a very long list and this would not mean the government would automatically track him.

concord, police arrested 31- year-old moner amir wanted on a felony warrant already. at least 87 people died when a building that housed garments died in bangladesh. it happened in the largest city. rescuers are trapping food to those still trapped inside as they mo move to free them -- as they move to free them. right now we have more on that breaking news out of san francisco. firefighters battling a three- alarm fire in a building at laguna and vallejo. brian flores just arrived a few minutes ago. brian, what have you found out? >> reporter: we just arrived here probably about five minutes ago. take a look. you can see a large amount of san francisco fire department crews still at this scene, at this building here. this was a large home where a

three-alarm fire broke out roughly around 10:50 this morning. you can see crews mopping up the scene. it's contained. crews will be here for a while making sure there are no flareups. the flames there, fire burning. firefighters responded pretty quickly, in fact, within three minutes. firefighters were on the roof because that's where they believe the fire started, somewhere on the roof and near an attic from what we're hearing. we also understand this fire started off as a two-alarm but went to three alarms. fire officials say it happened because it was relatively windy in the city. fire, again, started near the attic portion or the roof portion. firefighters for the most part have done a good job making sure the fire did not spread to other residential buildings. that's the latest from what we're hearing at this point. so far as well, firefighters say there's no injuries. people inside the building were

traffic is moving on the san mateo bridge again but that was not the case this morning. it happened at 7:30 this morning, this accident. the cell phone video was sent to us. the highway patrol had to shut down lanes to allow emergency crews access and traffic was backed up for miles. it started when a toyota corolla stalled on the bridge, it was rear ended by a bmw, which was then hit by the third car. the toyota driver suffered moderate to major limits. there's a beach curfew in santa cruz. janine de la vega is there getting reaction to this. >> reporter: it's overcast here at the beach. but that has not stopped people from enjoying the waves and

hopes of catching robbery suspects. this video it from val den tine's day at the -- valentine's day. the first suspect is in the gray hooded sweatshirt. the second week outside in an orange shirt. the man in the orange shirt is docked -- is accused of trying to rob someone at up-to-the- minute go. teachers are speaking out at a middle school saying they have -- at gunpoint. teachers are speaking out at a middle school saying they want to draw attention to safety problems at the school. that includes gang, racial goes, vandalism, drug use and infrastructure problems such as falling roof tiles. >> we want to make sure that before something severe happens that we're positive as teachers and our kids are protected.

>> a school district official told ktvu the administration is working on possible school safety improvements. they include adding an extra campus security officer and repairs to school buildings. the giants say the plaque honoring barry bonds is missing from the wall in at&t park. you can see it here during the world series opening ceremony. security officers have pored over surveillance video but have not found any evidence of someone stealing it. however, they've not ruled that out. the giants' brass say instead of putting up the new plaque they will just paint the same image on the outfield wall to not be removed. the federal government is suing lance armstrong for millions of dollars that the post office spent sponsoring his teams. the justice department filed the lawsuit under the false

claims act. it seeks to recover the $40 million the postal service spent as the title sponsor of armstrong's teams in six of his seven tour de france victories. government attorneys say his use of performance-enhancing drugs violated the contract. an effort to extend last call in california has run dry. a bill to allow to be kept until 4:00 a.m. was cut off. the current cutoff is 2::00 a.m. -- 2:00. well, the bay area cooldown has arrived. two days ago at this time, san francisco was approaching the 80-degree mark. today right now in the mid-50s. we had fog in the bay earlier this morning. all of that onshore wind, that

will ramp up and increase in intensity. as a result the cooling will continue for today and tomorrow. right now on live stormtracker two, you can pick out the fog toward point reyes and there's circulation out to the west. but this basically looks like a summertime weather pattern with the fog at the coast and the warm temperatures inland. you can see half moon bay only 54 degrees. but then the other extreme a lot of sunshine toward fairfield, 81. downtown santa rosa checking in at 62 degrees. as far as the wind speeds you can see a breeze out towards sfo, 17 miles an hour out to the west. that's why they are so warm. but that wind, that sea breeze will increase in strength by mid to late afternoon. forecast headlines for today. you can count on the cooldown. tomorrow will be the coolest day of the week. and then the weekend we'll gradually warm up with those

numbers. more of a southerly flow here transporting fog closer to the bay area. so with that, the coast will be a sweater weather. temperatures on the cool side. winds around 10, 20 across the bay and more sunshine with the inland spots with. upper 70s and lower 80s. here's our forecast model. it does increase the fog coverage later tonight. look what happens late tonight into early thursday morning, the clouds will increase in coverage coast side right around the bay. and then i will translate the cooldown for your thursday. forecast highs this afternoon for your wednesday, rain in pacifica, warmest locations, inland. still warm out towards fairfield, antioch and brentwood. approaching the lower 80s. san jose will go 72. here's a look ahead to your five-day forecast with your weekend always in view. as i mentioned, the coolest day of the week, we gradually warm up the numbers for saturday and sunday. notice no rain clouds on this

five-day forecast. that will be an increase in concern over the next few days. fire danger could be an early start to the season. so be speaking out for that. it looks cooler by today and then warmer by the weekend. in elk grove a dog is safe after being rescued from a drainpipe. around 4:00 a.m., a woman saw a white dog on brand shaw. when she grabbed, it the dog tried to bite her and ran into a drainpipe. the police and fire department got the dog out using bailing water and they say the dog appeared to be in good health. why investors are feeling blue on wall street and why a lot of eyes are on apple after its earnings report.

stocks are moving between slight gains and losses today amid a big bag of quarterlyern -- earning reports. u.s. factory good orders fell more than economists expected. the dow is down 29. the nasdaq is up 4. s&p up 1. apple reported its second quarter earnings after yesterday's close. the earnings $10 on 43.6 billion in revenue that reportedly met analysts' expectations but the company posted a sales forecast for the next quart ter that was below -- quarter that was below expectations. right now, apple is trading at

$407. that's up a quarter of a point. that's down from the record high last september of $705 a share. the metropolitan transportation commission is scheduled to vote today on reducing the amount of travel information kept on your clippard card. the proposal calls for the mtc to hold onto the records of clippard card passengers for four and a half years instead of seven. privacy advocates expressed concern about the data after learning it could be subpoenaed in criminal and civil cases. the subpoena says no information is not turned over without an order. there's an icon for b.a.r.t. app that will tell you whether heavy, moderate or light crowding is expected. they are using historical data to tell you how busy trains are at certain times.
