complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. >> on this hottest day of the week firefighters are making progress on fires in the north bay but the situation in southern california is growing more serious. good afternoon, i am tori campbell. firefighters in southern california continue to battle a wind driven wildfire that scorched thousands of acres. the so-called summit fire is moving fast through a rugged area in riverside county, 25

miles west of palm springs. it started yesterday afternoon and so far more than 2900 acres have been burned. at least one structure has been destroyed. we checked with cal fire. it says winds are gusting as high as 40 miles per hour, right now, this fire is 40% contained. another fast moving fire is also threatening hundreds of homes in ventura county, the springs fire started at 6:30 this morning there and has already burned several mobile homes. flames are moving down slopes towards subdivisions, so an evacuation order is in place for residents in the area, that includes the smoke choke campus of california state university, channel islands attended by 5000 students. cal fire says 2200 acres have burned and that fire is nowhere near being contained.

here in the bay area firefighters are still on two fire lines in napa and sonoma counties. one fire burned 125 acres and a second fire in napa burned 20 acres and that is now fully contained. claudine wong explains the challenging conditions firefighters had to deal with while bringing that fire under control. >> reporter: this morning you could still see the fire burning there but the danger wasn't just on the ground, up above the trees damaged by the fire created more hazards. >> the trees when the fires come through them they become dangerous, the limbs could break on them and fall and hit somebody. >> the fire started at 6:30 last night but moved through the terrain, when we arrived this morning hot spots could still be seen, as the sun rose the path was easy to follow. it made its way up this highly side and across this roadway before it was stopped by the walls of the ruins.

they used to make up a resort that was the playground for the rich and famous. >> locals tell us in the decades spanning the 70s through the 20s this spot was the place to be. today there is there is not much left but the stone was enough to keep the flames from spreading forever, the house used by the caretaker was destroyed and work will need to be done and it is not clear who will tackle that. >> during the day we will hire up fallers to come in and professionals will come in to make them safe to re-open it. >> today we watched them snake their way around, joining the firefighters that will make sure the fire is out and doesn't flare-up again. claudine wong, ktvu channel 2 news. >> if you see smoke south of livermore there is no need to

be concerned, a control burn is being conducted there. we found this scene south of livermore but again it is a controlled burn, no need for residents to be concerned. >> the advertised warm up right on track with temperatures soaring already this -- already this thursday morning into the afternoon hours. if you look outside you can see haze, some of the smoke claudine was talking about transported closer to the bay so san francisco, oakland, so as a result you might smell that smoke toward san mateo and here is what is happening. more of a northerly flow developing so wine country fires with north to northeasterly winds pushing the smoke closer to san francisco and as a result the air quality and haze in the air as well. heat the big story today. the red flag warning has expired but still have fire danger, right now san francisco right around 80, san jose 83, the lower 80s toward walnut

creek and livermore. a heat advisory is not in place. it begins at 1:00, so an hour from now for the area. the coast and the 70s around the bay near 90 and the inland spots on track to reach mid- 90s. coming up we will take a closer look at the temperatures in your neighborhood and also let you know when real cooling moves back in to the bay area forecast. >> thanks, mark. 1 reason the fire danger is so high is the lack of rain this winter and spring. the final snow survey of the season just came in from the sierra, the results for you in about 15 minutes. all lanes of interstate 580 in livermore are open this noontime following a deadly solo vehicle crash. the highway patrol says a land rover was traveling west on interstate 580 at 8:15 this morning and authorities say the car was only traveling 35 miles per hour when the driver suddenly jerked to the left and overturned near the airway boulevard off-ramp, authorities say a man was pronounced dead at the scene, two others were

taken to the hospital with injuries. the highway patrol closed all lanes right in the middle of the morning commute and traffic was backed up for miles. all lanes were re-opened by 10:45 this morning. the search for a wanted man is heating up in santa cruz county. janine de la vega joins us where they give us more information on the hunt for dimitry storm in the last hour. >> reporter: good afternoon, the sheriff's office is receiving phone calls from the public and they are worried he is still on the loose and worried for their safety and officials tell people to lock their cars and holmes homes because he is considered armed and has a criminal record. he has been on the run for the past month and he has broken into and stolen items from 40 cars and stolen 10 vehicles they say, mainly suvs. they say he has pulled a gun on one of his victims and also threatened a police officer

with a gun. authorities say he has committed crimes in several counties, including so sonoma, and those, he has captured on video on the prowl. authorities think people who live in the area are most at risk. >> he travels alone and he is a loner. he don't have a residence to tie him to. he doesn't appear to have any friends or a girlfriend or anything like that, so there is really nowhere for us to find him. every time that either the public or law enforcement has come upon him it has been generally by chance. >> investigators say storm appears to be sleeping in the cars he steals. his family has told law enforcement he has a history of mental health issues and that right now he believes he is a police officer. deputies say storm's criminal background includes arrests for drugs, threatening police and indecent exposure. investigators say storm is highly unpredictable and most

likely is carrying weapons. they need the public's help. >> if we can get a sighting we believe that we have sufficient staffing in the areas that we know he has been to that we will get a response up there and -- and try to get him into custody. >> storm was last seen several days ago driving a white toyota 4 runner in boulder creek, authorities believe he has switched the license plate and known to do that and telling the public to check your license plate. you may have one on the front or the back of your car but it may not be the one that was originally yours, live from felton, janine de la vega. >> police served a search

san jose police say they caught a burglary suspect. news chopper 2 took video of the arrest. a chase started when officers got a report around 5:30 this morning of a burglary in progress on 28th street. officers pulled up and saw a suspect in a car, a chase started. the pursuit ended though and the suspect was caught when he jumped out of the vehicle on

lockridge drive. san francisco police are searching for a suspect after an early morning shooting. it happened at 2:00 a.m. in 19th and mission, police chased the suspects to candlestick park. two were captured when their escaped. ed but a third the shooting victim is being treatd for a leg wound. new research from uc berkeley shows many of the lipsticks and lip glosses found in drug and department stores contain potentially dangerous toxins. ktvu's tara moriarty is live at san francisco to show us just how hard it is to find out what is in your make up. good afternoon. >> reporter: good afternoon. i have two lip glosses here, one contains lead the other does not. the one that has lead in it i actually bought here over the counter like so many women do and did not realize it contained lead. now a new study finds dangerous chemicals in lipsticks including cadmium, researchers

found trace amounts of 9 metals, some harmless, some harmful in 32 lipsticks and glosses used by women in oakland, that is why one woman decided to launch her own line, named after a street in san francisco none she says contain lead or preservatives. >> i had worked for companies like bobby brown and mack and chenel and i would like at ingredients and sure enough they are masked in minerals but they are there, the zincs and things like that, so it is important for me as a business owner and as a mom to be putting a product out that is clean. >> lead levels found in 24 other products were be low hazardous levels although no level is safe for children. >> it is a bit scary to know that that is what we are putting on our face and lips and we are constantly putting it on so we are exposed to it a lot. >> it is a little concerning. i hope we have you know

regulations in place to prevent that kind of thing so you know that is my concern. >> now evough ne of the lsceeded public health exposure standards make up users could be getting as much as a 5th of their accessible dose of some metals by applying it more than twice a day, after all when your lipstick wears off it doesn't evaporate you swallow it. you can follow me there. >> investigators are looking into what sparked a fire at a convenience store. it broke out at 4:30 this morning at the market there. the market was closed. the store owner lives upstairs on the second floor. he says he was awakened by the security alarm and was able to get out without being injured. the fire made quite a bit of smoke and damaged a lot of the product stored at the business. >> due to the nature of the business here has quite a bit

of high piled storage. therefore the fire was pretty deep seeded in a lot of paper products you would normally find at a convenience store. >> an estimate to the damage has not been determined. a backyard fire in san jose released smoke that was dangerous. this is the scene on south almadine avenue last night. firefighters are concerned it may have contained sulfuric acid he kept to fill batteries, a garage, sheds tools and equipment went up in flames, the main house was not damaged and no one hurt. for the third time this week the fire alarm went off there and everyone inside had to evacuate. it houses the police department and the courts. the alarm went off at 9:25. the fire department investigated but did not find anything. people were allowed back in 25 minutes later. the fire department is looking to see what triggered the

alarm. they say it might be a malfunction in a new system installed two months ago. today is the deadline for governor brown to announce his prison reform plan. the governor and the department of corrections and rehabilitation must spell out how they will comply with a court order to reduce the prison population. they have to file the plan in federal court in san francisco by midnight. the goal is to reduce overcrowding by nearly 10,000 inmates this year. the state water department issued a dismal report late this morning after conducting the latest snow survey. they found the water content in the snow pack to be only 17% of normal for this time of year. and that means a below average water supply this summer. this is video from an earlier survey. the bad news comes after the driest january and february on record in many parts of the state. however state water managers say they are not panicking yet

because many reservoirs have above normal supplies. >> it is hard to believe with all this heat today we could be tracking light showers as we do enterearly next week but today of course, we do have the heat out there. a lot of some haze. we were talking earlier about the fires and that smoke transported closer to the portions of the bay. on my weather page lots of reports of smoke and a scent of smoke in those areas. so that will be a factor with at least at that haze out there at least for this afternoon. current temperatures they are warming up across most of the region. i have to say most because we have a breeze developing out to around the half moon bay area and as a result they have been cooling off. right now 64 degrees. in fact you can see that south wind at half moon bay. but we will move across the region. you will notice this more of an offshore breeze northeasterly toward fairfield 17 miles an hour, in fact let me do that. 17 in fairfield, that is the

wind responsible for our warm up for today. forecast headlines for today hazy sunshine. the hottest day of the week. we will begin to cool things off for the coast. coolest -- cooling for the coast tomorrow. temperatures low 90s inland once again for tomorrow. once again this heat advisory this begins at 1:00 so up until 9:00 for the bay area, especially for the bay side locations and inland spots. high pressure, that sinking air, that is warming air and with that flow transporting it closer to the bay near parts of the coastline so parts of the shoreline 70 t's shore 70s to 80s except for there. so we have sunshine out there except for haze and that red contour links up to that. so that is high, and those are

your temperatures in those areas for highs. half moon bay will be lucky to make it to the 70s, we will go with 75, san jose 90. look ahead your five-day- forecast with your weekend always in view you will notice temperatures hot inland for your friday. we will cool things off for the coast as you can see for tomorrow and then some more real cooling kicks in for saturday and into sunday. for next week by sunday and monday we could track late showers tory so a big change in the overall weather pattern. not a big deal but definitely a big drop off in the temperatures but today try to stay cool, get that -- and if you can drink ice water. >> yeah, 95 to 72 that is a big swing. >> yeah, big temperature range. >> okay, thank you. >> yeah. >> the world trade center is about to taller. the spire that will top one was lifted this morning to the top of the tower. it is actually now sitting on a

facebook and other companies are lifting stocks in trading. also a report this morning the labor department said applications for unemployment benefits fell to a five year low last week. taking a live look at the big board, the dow up 128 at 14,829, the nasdaq is up 43 and the s&p at a fresh entry day high, knocking on 16, it is up 15 at 1597. president obama is about to arrive in mexico for a 24 hour trip expected to focus on immigration and the economy. he left this morning from joint base andrew in maryland, he will meet with the mexican present. he is expected to try to enlist his help in pushing for an immigration reform bill here in the united states. of course a lot of bay area people have ties to mexico and are following the immigration debate. before he left he announced two
