. we're devastated by this incident. we struggle to make sense of how a seemingly great event turned so tragic. >> investigators updated reporters this morning as they worked to find the reason for saturday's limousine tragedy. employ afternoon. i'm tori campbell. lead investigators held a press conference less than two hours ago on the deadly limousine fire on the san mateo bridge. we'll have a report on the victims and the survivors if in a moment.

we begin with alex savage with the new information we learned a short time ago. from good afternoon. investigators still have a lot of questions. they cannot say at this point why the five women were unable to escape through the limousine's side doors when that fire broke out here on the san mateo bridge on the decline portion close toast foster city. it was saturday night. the coroner said this morning that all of the women were found pressed up against the front partition that separates the passenger area from the driver's seat. a short time ago the chp held a news conference to talk about the investigation into this deadly fire. this group of friends was heading to a wedding celebration when their limo caught fire on the bridge. five women were killed including the new bride. today we learned this limo run by a company called limo stop out of san jose is regulated by the public utilities commission and the chp says it's only permitted for eight or fewer passengers. there were nine people on board

saturday night. one question is whether this will be a criminal or civil investigation. a chp commander said that will depend on what investigators uncover. >> our report is merely fact finding investigative at this point and to determine what would have contributed to this and if there were any other legal or regulatory issues that were associated. >> reporter: chp investigators have yet to inspect that limo. it's a 1999 lincoln town car. at this point they cannot really offer any theories about what sparked that fire. the fire did break out in the back part of the car and quickly spread to the passenger area. those five women became trapped inside the burning limo and ultimately died. they were found huddled near the front of the passenger area but somehow four women who were in the back were able to escape the fire. the limo driver, the man driving at the time, says they climbed through the partition to get

out. >> that's still part of investigation. once the fire department and the highway patrol and my office has a chance to talk to the survivors, we'll be able to confirm a lot of that. >> reporter: the limo driver did give a preliminary statement after the fire but chp investigators will re-interview him in great are detail in the days to come. today a chp commander said the limo driver was appropriately licensed to be driving that limo. at this point investigators have yet to inspect the car's maintenance records. that's one thing they will be doing here soon to see if there were any issues that could help explain why that limo burst into flames killing five people. back to you. . we are learning more about the victims and the survivors of the limo fire. we're live at santa clara valley medical center in san jose where some of women who escaped are being treated.

>> reporter: we just learned that one of the women who is from san jose has been upgraded to serious condition. the other victim, a woman who is 48-year-old amala loyola is still here at valley medical center in critical condition. both of the women are in the intensive care unit. had her family and friends said they were too distraught to talk to the media. the women were part of a group of nine women celebrating neriza fojas's upcoming wedding in the philippines. condolences have been pouring in on her facebook page ever since the accident occurred. the other two survivors are at stanford hospital. we're told by one of the women's mother that she's in the icu suffering from smoke inhalation. the four other women who died in the fire have not been identified. the coroner will be performing autopsies today and may release their identities later this afternoon or tomorrow.

>> in the 21 years i've been with the who was, all deaths are horrific in their own nature. this is very i am pactful and is the worst one i've ever seen working for the coroner's office. >> reporter: friends say the bride neriza fojas lived in fresno. the groom and her family were packing up her belongings at her house this morning including her dog. they said they're not sure when the funeral will be. there is family on planes right now headed here from the philippines. neriza fojas was a registered nurse with the community medical centers. they released a statement saying, our thoughts and prayers go out to these employees' family members, the community will have grief counselors available for our employees. the hospital there is working to confirm if the other deceased women were also employees. there is a humpleg that they also worked there. we'll have much more on this story and the investigation in our later newscasts at 5:00 and 6:00. back to you.

. we received a statement from the national highway traffic safety administration. it says, nhtsa is aware of the incident and will contact the local authorities who are investigating to determine if there are vehicle safety implications that merit agency action. stay with ktvu for complete coverage of the limo fire tragedy. you can get updates anytime at ktvu.com. three people died early this morning in a mobile home fire in the sonoma county city of cloverdale. the fire started around 1:45 at the home on sherwood circle. authorities say the dead included two adults and a child. they've not released any further information about the victims. this video is just in from chopper 2 when it went to check the scene late this morning. it took firefighters about a half-hour to get the fire under control. the cause is still under investigation. several cars were damaged this morning during a fire in a

parking garage at a south bay apartment complex. the latest on the damage and the investigation is coming up. . i'm tracking light showers around the bay area. let's look at storm tracker 2. over the peninsula, we do have a bit of light rain over 280, had highway 101, around redwood city, menlo park, palo alto. light rain in sunnyvale, mountain view. we have some scattered showers over the hills of the east bay, pleasanton, livermore. a few showers in areas like rohnert park and toward st. helena. scattered showers will remain in place for today. even some snow over the mountains, lake tahoe reporting 6 to 8 inches of snow in the

last 24 hours. snow levels are down to 6,000 feet. bring along the chains. the system bringing us this rain is right here. it will stay parked here for the next 24 hours. it will slide south and east. this chance for rain is going to continue through today, perhaps into tomorrow morning. we'll talk more about this when i come back. seasonal temperatures expected for today. a shooting in east oakland has left one man dead and one wounded. it happened last night around 10:45 on 86th avenue near doweling street. one of the victims died as a friend drove him to the hospital. the other shooting victim was taken by ambulance and is expected to survive. so far no arrests have been made and the investigation continues. east palo alto police are holding a news conference right now to talk about plans to address an upswing in violence

there. that comes after a drive-by shooting at a bus stop on university avenue yesterday afternoon that left five people wounded. police say several of the wounded appear to be gang members. a grandmother at the bus stop with her 6-year-old grandchild was also hit. san bruno city fishers are demanding that pg&e shareholders be held financially responsible for the deadly pipeline explosion of 2010. we're live in san francisco with the extraordinary fine the city is proposing. >> reporter: good afternoon. it's been more than two years since the deadly san bruno pipeline explosion. for many they believe pg&e should bear a greater financial responsibility. eight people killed, dozens injured and more than 30 homes destroyed, sometimes the images are too much to bear for many of the 2010 pipeline explosion. this morning the city leaders in

san bruno say pg&e is responsible and the utility needs to step up and pay up. >> today the city of san bruin ole file its demand for penalties and fines of over $2 billion for pg&e's gross mismanagement and failure to safety operate their gas pipeline system. >> in front of pg&e's main headquarters in downtown san francisco, san bruno city leaders along with a consumer advocacy group announced their push for pg&e to pay more than $2 billion in fines. city says that the utility should be responsible for about $1.25 billion of the cost and that the money should go toward a state general fund. while shareholders should cover the rest. they believe that's fair. pg&e's c.e.o. says he expects the utility to be fined. they're responsible and he hopes the cpuc decision to be fair. >> we're fully committed to really leading the safety effort in the gas pipeline business in the u.s. we certainly hope all that gets taken into account as we work through the final

stages of the various regulatory processes. >> reporter: the cpuc will be the ones making the final decision on this on whether there will be any penalties. pg&e says they've already spent more than $1.4 billion in safety upgrades. at 5:00 and 6:00, we'll have more on this story and the c.e.o.'s reaction on whether the penalties are fair. back to you. . >> thank you. tensions escalated over the weekend between israel and syria after air strikes the syrians blame on israel. amateur video showed explosions at a military facility. syrian rebels say 42 government soldiers were killed. the israelis have not confirmed or denied the attacks. u.s. officials say israel would feel it had reason to attack syria. >> the syrians and iranians have crossed a red line of the

israelis. that means that weapons of advanced nature, probably missiles, have been moved from iran into syria with intentions of moving them to hezbollah. the whole thing is escalating. >> there is still controversy over who might have used chemical weapons in syria. the u.s. says it was the government. at least one united nations official said it was the rebels. . just ahead, new video from chopper 2 after a strange incident. why a man was driving his truck through backyards causing a lot of damage. rosemary orozco is back with more on the forecast. the decision just announced by the california supreme court that can impact medical marijuana clubs.

. eleven people were arrested after violence broke out last night on the streets of san jose during celebrations. they were arrested on a variety of offenses including being drunk in public and drug possession. the biggest problem was a large crowd that spilled out on the santa clara street. people in the crowd began throwing rocks and bottles at

police officers. a spixed car thief plowed through backyards in rohnert park this morning during a low speed police pursuit. witnesses say the suspect stole a landscapeing truck and drove through the backyards of several homes knocking down fences and leading a trail of debris in his wake as he allegedly evadeed officers. he clouded with at least six other cars during the pursuit and hit one pedestrian who refused medical treatment. the driver crashed into a budget inn on redwood drive and was arrested after he tried to get into one of the motel rooms. investigators are looking into the cause of a fire in an underground parking garage at a san jose apartment complex. when fire crews arrived at the complex on sands driver around 4:00 a.m. they found thick smoke coming from the garage. about 200 people had to be evacuated from the building. fives say the fire started in a car parked in the garage. two cars burned and several

were damaged by heat from the flames. investigators say it's too early to know what started it. it's not unusual for a parked car to catch fire. >> we do get car fires quite often that catch on fire after they've been used, parked. they sit for a while. there's a lot of things that can start fires, electrical systems, things like that that can overheat. >> some of the building's residents went into the garage before firefighters arrived to drive their cars out. two had to be taken to the hospital for smoke inhalation. this week caltrans is expected to' nowns an estimate of the cost and the opening date for the new span of the bay bridge. the opening was scheduled for labor day but that is now in jeopardy after engineers discovered dozens of broken bolts. wednesday caltrans plans to announce how they'll make the repairs. engineers are trying to determine if 200 remaining bolts that were made two years after the defective ones also need to

be replaced. starting today bart can ban some people from riding on bart trains. bart will be targeting riders who are caught harassing other passengers, urinating in public or defacing trains. if someone is banned from bart they could be ordered not to ride the trains for up to a year. passion injures can dispute the ban at a hearing. . in a long awaited pot club ruling the california supreme court says a local governments have the legal right to ban store front marijuana dispensaries within their jurisdiction. the ruling came down this morning in a lawsuit challenging a ban the city of riverside put in place three years ago. the ruling affects roughly 200 california communities that have enacted similar bans on the retail sale of marijuana. riverside had used its zoning authority to declare the dispensaries a public nuisance.

today bay area animal organizations are launching a month long campaign called the great chihuahua challenge. the goal is to spay or neuter 500 chihuahuas and chihuahua mixes this month. they'll provide discounted surgeries for the tiny dogs. they have been popular in movies. that's caused a boom in breeding. many of them end up in shelters. . a bit of wet weather in the forecast for your monday. we have mostly cloudy skies and we have a little light rain falling in some cases. you may even see a popup thunderstorm for the afternoon. a look at the hills, i think that is where we'll see that best opportunity for maybe a thunderstorm or two will be the east bay hills. to the peninsula, it just may be falling along 280, 101, in between areas of san mateo,

redwood city, menlo park, all these small communities in between, woodside, into parts of sunnyvale. to the east bay pleasanton perhaps livermore, east bay hills near san ramon, a few returns picking up there. over parts of the north bay on and off scattered showers throughout the afternoon is what you can expect. we're seeing widespread rain clear lake, even possibly heavier rain, maybe a thunderstorm within the lake county area. yuba city and the central valley some light rain. this system here parked off the coastline, couple hundred miles out, it will creep to the south and east. for the most part it will remain right here for the next 12 hours or so. you can see the counter clockwise motion and how the bands will continue to feed into the bay area. a few hit or miss showers for

today. partly sunny, partly cloudy, perhaps a thunderstorm in the afternoon. i think over the hills is our best bet. 69 in concord right now, 67 in napa, 66 san francisco, so temperatures are not bad. we're seasonal. temperatures in the 60s and 70s this afternoon. this will be what we're seeing at this hour, what we'll see for the afternoon, mix of sun and clouds, a little rain. not a big dent in our deficit, but better air quality has reduced the fire danger concernses. 68 in vallejo for the afternoon, 72 degrees oakland, 72 degrees livermore. we'll see a near repeat tomorrow, but begin to dry out in the afternoon and evening much we're clearing out and warming up mid-week wednesday. the warm-up will continue into the weekend with low 80s in

the forecast for inland communities, perhaps 70 for the coast. tonight the golden state warrior ares open round two of the nba playoffs in san antonio. they worked out in san antonio over the weekend getting ready for game one against the spurs who are heavily favored. warriors star stef curry says the warriors are up to this latest challenge. they have not won a game in san antonio since 1997. tonight the pleasant hill city council will decide if a theater can be torn down. an appeal was filed to stop the destruction of the dome theater which is set to be replaced by a dick's sporting goods store. the property owner has a demolition permit. the city temporarily revoked the permit after supporters rallied to save the dome. ahead, the reason gas prices in some locations are heading up. q

. stocks getting a boost today lifted by financials and apple shares helping tech stocks after barclay's raised its price target on the stock. apple stock is up 2.5%. the dow is currently down 6. nasdaq is up 13. s&p up three. crude oil prices are rising again approaching $97 a barrel. that's helping boost gas prices for the first time in eight weeks. the report says across the

country drivers are paying a penny a gallon more. locally prices are holding steady or have dropped a cent or two. in san francisco gas is now $4.02. prices are slightly above $are 3.90 a gallon around the best of the bay area. this afternoon the u.s. senate is expected to approve a plan to let states collect taxes from online shopping. it requires businesses to collect sales tax and then pass the revenue on to the state where individual shoppers live. supports say that would increase revenue for states and level the playing field between brick and mortar stores and online businesses. only five states do not have sales tax. the plan faces opposition in the house. today on our news at 5:00, we're looking into the deadly limo fire on the san mateo bridge. we'll take you inside a
