state rule. >> reporter: the california highway patrol announced they are launching an investigation with the help of the fire department and the coroner. >> reporter: investigators say they don't know yet how the limo caught fire but they revealed one detail today. the limo was carrying one passenger more than allowed under regulations. >> this vehicle is listed with the p.u.c. as for carrying 8 or fewer passengers. we will be working with member of the p.u.c. to determine what mandates are required in this situation because there were 9 people in the vehicle. >> the p.u.c. told us the chp is required to check limos carrying more than 8 passengers but it is unclear if that was done. the chp said they didn't know if that played any role in the

cause of the fire or whether it made to more difficult to escape. >> there will be help from experts, different departments, chp, and ours to determine the cause. >> reporter: 5-9 women on board, including a newly wed on the way to a bachelorette party were unable to escape and died. investigators they have not checked the limo to see whether the doors and locks were working properly. >> the limo is from limo stop in san jose. they have been operated since 2006. coming up, the driver of the limo lashes out about the time it took for firefighters to arrive. we are looking at that for 6:00 p.m. rob roth, ktvu channel 2 news. the national transportation safety board said they are aware of the incident and will contact the local authorities

to determine if there are implications that merit action. we are learning more about limo safety. >> christien kafton is here with what is being done to keep limos safe. >> reporter: limos like this one carry just 8 passengers so they are not regular inspected. it is up to the passenger to make sure the company goes above and beyond. >> reporter: before any of his limos can go out, they go in for an inspection. >> we do a 10 minute walk around inspection to make sure we have everything covered from tires to windows -- >> reporter: while investigators piece together to what led up to the deadly fire he said customers should look for limos withifying

extinguisher. >> we stall -- with fire extinguisher. >> we stall them. >> reporter: unless they carry more than 10 people they are not subject to chp inspections. they are required to maintain inspections, take part in safety education programs and maintain the vehicles but there is no requirement for emergency doors. he said passengers should be able to get out quickly. >> we like to make sure they are unlocked because if someone wants to run out of the car, we could let them get in and out as necessary. >> reporter: p.u.c. requires that companies carry liability insurance and that all drivers participate in state drug and alcohol testing programs. live, christien kafton, ktvu channel 2 news.

lightning strikes near the livermore area and lightning and thunder as well. and the last thing we need with the dry ground is the lightning strikes. we will watch it for you as the system winds its way around. it rill stick around so the special -- it will stick around so the potential for heavy rain and lightning exists. heavy rain today. when i get back i will make sense of it. see you back here. mobile home fire left two adults and a child dead this morning. it broke out about 1:45. firefighters say the mobile home was filled with smoke when they arrived and half the mobile home was in flames. authorities haven't released any information about the victims. it took crews half hour to put out the fire. investigators are still looking for the cause. investigators are looking into the cause of a fire in a parking garage at a san jose

apartment complex. when firefighters arrived at 4:00 a.m. they found smoke coming from the garage. 200 people had to be evacuated from the building. the fire started in a parked car. two vehicles burned and several others were damaged. investigators say it is not unusual for a parked car to catch fire. >> we do get car fires quite often that catch on fire. after they sit for a while there are lot of things that could start fires. >> some of the residents went into had garage before firefighters had arrived to get their cars out. authorities released the two men killed yesterday in a canoe accident. they recovered his body an hour after the boat cap sized and couple -- capsized. a couple hours later they found

the other body. none of the four was wearing a life vest. a judge agreed to release a man accused of lying to investigators in the boston marathon bombings. robel phillipos is one of three roommate whose helped dzhokar tsarnaev cover his tracks. he was released on $100,000 bond but will be under home arrest. the two other suspects remain jailed. prosecutors say threw out evidence that linked dzhokar tsarnaev to the bombing. and raising money to send the body of the second suspect back to russia. people have been demonstrating where the remains are being kept. family says there is no one who will accept the body. we have good news to report about a victim of the boston marathon bombings.

ktvu's john sasaki learned that aaron hern returned to school today for the first time since he was injured in the boston marathon. >> they took these pictures after he arrived home last week. aaron hern was waiting for his mother when the bombs went off injuring his leg. the family says he stayed the day in class today and he is recovering well. the fbi says a raid on a home in minnesota may have headed off a terrorist attack. investigators arrested a 24- year-old last friday after they searched his home. they say they found molotov cocktails and they think the target was in western minnesota. he is held on a charge of being felon in possession of a fire arm. man is facing human trafficking charges after a arrest in santa rosa. they arrested him yesterday.

he was arguing with two women at a hotel. one woman asked the deputy for help. he is being held in jail tonight. >> we will find out this week if the opening of the bay bridge is going to be delayed. on wednesday the management team will announce whether or not the bridge will open on september 3 as planned. they will announce how they plan to repair the broken bolts and how much it will cost. it may include using steel sleeves. they say any repair will be just as safe as the initial design. a ruling today by the california supreme court could mean medical marijuana businesses will be banned. what is next and what is at stake. >> looking for help. the measures a community is taking after a drive-by

continuing coverage of the limo fire on the san mateo bridge. a staff is devastated today. ktvu's ken pritchett is live where their grief is clear. ken? >> reporter: this is the healthcare center here in oakland. of the 9 women in the limo 8 were current or former nurses at this facility. four of the survivors and four of the dead. one of the survivors returned home last night to her apartment across the street. >> reporter: throughout the day people came by with flowers. the management said their focus is on the staff. cowboyers have been prout -- counselors have been brought in. she was released from the hospital last night. also taken to the hospital was

a 42-year-old. the other two survivors of the limo fire were taken to san jose. today she was upgraded to serious condition. she remains in critical condition. the limo was on its way to a bachelorette party. today we learned she was one of the victims kill in the fire. she was also a nurse at a hospital where the bride-to-be neriza fojas also worked as a nurse. she also perished in the fire. three of the victims haven't been yet identified. ken pritchett, ktvu channel 2 news. cities and medical marijuana dispensaries are planning their next move after a ruling today said they can ban medical marijuana

their medicine. >> he doesn't believe they will choose a ban. >> we can just provide enough medical marijuana dispensary to provide for the seriously ill people who need access. we don't have to accommodate the recreational use. >> reporter: in san jose the mayor says it could take several months before the city comes up with its final plan. in san jose, robert handa, ktvu channel 2 news. in east palo alto police are beefing up enforcement to address violence there after a drive by yesterday that left five people wounded. four are gang members. a special response team, is tasked with stopping gang violence in the area.

east palo alto police chief says the operation will get help from the gang task force. >> parts of our strategy to deal with the gang violence is to continue operation smart and target the gangs we think are involved at this point. >> none of the injuries from saturday's shooting are believed to be life threatening. a 17-year-old has been shot and killed. he was killed in a double shooting last night at 10:00 p.m. investigators say the gunman walked up to him and another man, shot them and ran away. the victims were rushed to the hospital where he died. police have no motive and no one in custody. bart began enforcing a new state law that allows it to ban people if they commit offenses in the station or on the train.

the golden state warriors are drawing opposition to their plan to build an arena. yesterday the warriors released their renderings in the area now oped by peers 30 and 32. a huge window with a view of the bay bridge. today opponents said they don't oppose the warriors move to san francisco but think the process is moving too fast.

5:00 p.m. new information tonight in the limo fire on the san mateo bridge. the driver of the limo that caught fire saturday night spoke out today for the first time. ricky brown told ktvu it took 90 seconds for the limo to burst into flames, giving him time to help a few passengers to safety. today authorities confirmed the names of two of the four women killed in the tragedy. she was a newly wed, neriza fojas. her friend also died. the investigation into the fire is just beginning. ktvu talked to the expert about the key issues he believes will be addressed. >> five women killed after the limo caught fire. now begins the investigation. half of all vehicle fires are

caused by mechanical or electrical failures. >> are they doing things to upgrade it without looking at all the implications of what they are doing. >> reporter: many regulations apply only to vehicle manufacturers. a company can buy a limo and rework its wiring but they don't require a mechanic to look over the wiring when it is done. >> reporter: the department of transportation reviews them and if they see trends officials consider new laws and they start with the log kept by the driver. >> i haven't seen the log but i am sure the government is looking at it. >> once there is more information on the crash he expects the committee to call for a closer look. that could lead to legislation

through a gate, leaving tread marks and damage in several yards. >> reporter: police cornered the driver at this rohnert park street. >> he decided he wasn't going to stop and he smashed through two fences. >> they live here. the driver tried to get away, went through two gates, several yards, missing a pool and construction workers. she was in her bedroom. >> something was rumbling. >> she ran outside. >> when i looked out the backdoors i saw the truck. it was plowing through everything. >> we are fortunate that people weren't outside at the time. the driver indicated he wasn't going to stop. >> reporter: rohnert park

a vote on capitol hill, states can require retailers to request sales tax online if the store has a presence in that state. that leaves out big online retailers like ebay and amazon. but this afternoon they approved a bill that would allow states to collect sales tax from the internet only merchants. it now goes to the house. google may be on the verge for charging a fee to youtube channels. users would have to pay to watch video on 50 channels. the minimum fee is $2 a channel. the driver says it took 90 seconds for flames to engulf the limo but too long for help to arrive. the challenge emergency crews
