i think everyone is very frustrated over this. >> transportation officials, what they just said about two issues for the bay bridge including when it may open. good afternoon, i'm tori campbell. will the new bay bridge open in time for labor day weekend? engineers make a major announcement on that and how they plan on fixing those questionable bolts. ktvu's ktvu brian flores with the new information just released.

good afternoon. >> reporter: good afternoon. engineers were hoping that traffic just like this would be going on to the new bay bridge by the labor day weekend. for now technically those plans are in place but it's dependent on whether a contractor working on the bolt fix can get it done by then but they say they can't commit to the date at this time. caltrans officials this morning decided on a steel saddle fix to the broken bolts which would essentially strengthen them during everyday use and during a natural disaster. they were made around 2008 and showed signs of hydrogen corrosion when installed in march. engineers also reveal like the bolts similar to the ones in question were used on the san rafael bridge but say those bolts are safe. they say the cost to fix it would be $5 million to $10 million and th alternative would have been up to $20 million. they also say they are testing newer bolts like the ones in 2010 that were installed and say so far those are holding

up. >> you take them into a lab, put them under tension and see if they break. we didn't do that with the 2008 bolts and we should have in hindsight. because that would have probably shown us if we had a problem, it would be in the lab instead of on the bridge. >> reporter: engineers say they are hopeful the new bridge can open on the labor day weekend but again it depends on whether the contractor can make the necessary fixes beforehand. it also depends on the testing on the 2010 bolts. that may also play a role on whether the bridge will open that weekend as well. >> i think everyone is very frustrated over this. i think a lot of the big engineering challenges of the bridge had been overcome. i think everyone thought we were really in the final last lap aiming toward an opening of the bridge getting people off the existing structure and getting people on the new structure. we had set a date of labor day for it. so it was a really unexpected event that took place. of course it's been frustrating i think for everyone.

>> reporter: transportation officials say they will gather more data and more results on may 29th. more at 5:00 and 6:00 on the ktvu news as well. >> thank you. continuing coverage now on the investigation into last weekend's deadly limo fire on the san mateo bridge. it took the lives of 31-year-old narisa fojas, michelle estrera of fresno, jenny bologna of dublin and anna alcantera and 40-year-old filomina geronga. four other women survived. calls were released responding calls about the fire.

>> some survivors and family members of those in the limo said they didn't think the driver did enough to help people get out. the driver has said he did all he could and feels terrible about the fire. the limo driver also said he does not think there was a fire extinguisher inside the limo and current state law does not require limos to carry fire extinguishers but that could change next week. the state senator jerry hill of san mateo says he will introduce the bill requiring fire extinguishers in all limousines. engine company 18 is used to dealing with emergencies but last night they had to take the unusual steps of diving under trucks and decks in their station to get away from flying bullets. the bullets have been fired at the scene of a fatal shooting a few blocks away.

ktvu's claudine wong joins us live with the story and the latest from police. good afternoon. >> reporter: good afternoon. yes, we're at oakland police headquarters where investigators are still trying to figure out who fired the shots last night that killed an antioch man. we know dozens of shots fired and stray bullets had a nearby fire station ducking for cover. a frantic rush to safety. >> he was under here. for him to get under here, just imagine that. this was all metal so if he messes up he hits his head. >> whatever he heard was enough to say i'm getting under that truck. >> that's correct. they saw the glass shattered and the hole in theo was about this -- in the window was about this big. everyone else was running through the door. and coming through here. coming through here, underneath this little desk. >> reporter: they went under that desk. >> yes. >> reporter: how many guys?

>> two. >> reporter: firefighters at the station on 50th and bancroft say they hear gunshots all the time but this bullet traveled at least two blocks before going through the back window of the station and across the equipment bay. >> half the firefighters had been climbing up here. the bullets would have come right through here and hit them in the chest. we would have lost a firefighter. that is how serious this is. >> reporter: the timing. >> absolutely. >> reporter: that shot was one of many fired blocks away before 9:00 last night. one in a hail of gunfire that left a young man from antioch dead. firefighters didn't know that until today. they only knew they were in danger and needed to take cover. today it's hard not to think of what could have been. >> a firefighters, 6'3", had he been standing there, would have hit him directly in the head. >> reporter: another stray bullet broke the window of a nearby house but firefighters say even in the wake of this they remain focused on the job

and on serving the community. live in oakland, claudine wong, k9 channel 2 news. a federal agency is named oakland the robbery capital of america. a new fbi report says oakland reported more than 4,300 robberies last year. that is more than any other city in the united states. the mayor is calling the figures unacceptable. this week william braton, the newly hired police consultant for the city is expected to release his recommendations on how to handle the problem. there are many new details this noontime about the horrific kidnapping and captivity of three women in cleveland, ohio. one victim reportedly mentioned a possible fourth victim and police are searching other properties today. in the meantime, the homecoming celebrations have begun. this is video of amanda berry and her daughter returning home with the police escort today where her family asked for privacy. there are reports that victims berry, gina dejesus and

michelle knight were bound with chains and rope in the home where they were in prison for almost 10 years. allegedly by three brothers. there are also reports of multiple pregnancies and beatings that caused miscarriages. family members of the suspects say they never knew anything was wrong. >> we are deeply saddened that members of our family could have had anything to do with this. >> they never showed signs of any -- evil, evil on them. >> neighbors were equally surprised saying that the suspect jacob -- ariel castro participated in vigils for dejesus, even consoled her mother. cleveland police are defending their investigation saying they had exhausted all leads in their search for the women. >> i do not question the investigation. i will not question -- certainly, there's always could

two iconic brands coming together with similar values, a rich heritage and pioneering spirit. and we're both looking forward to watching sourdough sam rush out on to the football field wearing a pair of levi's jeans. >> reporter: the ceo jed york and levi strauss ceo chip berg and both the mayors of santa clara and san francisco were at the news conference that took place in the last hour. levi strauss is proposing a 20-year $220 million agreement to name the 49ers stadium levi's stadium. berg says it's perfect. the levi's president says they began to negotiate a deal in december and as the team began winning more games talks got more serious. today york and berg joked about what has been said about the stadium on social media. >> i think the best thing i've seen is welcome to the field of jeans. hour. highway 92 backed up all the way to interstate 880 and on to hayward city streets. the lanes reopened about 8:45. the traffic was jammed for hours afterwards. golden gate bridge authority will consider increasing tolls in the coming months. they face a $29 million budget gap. the last toll hike was september of 2008. bridge officials say one bonus of the new electronictology system is the increased can be less than a dollar because traffic won't be tied up as toll takers try to make change. police in berkeley are investigating a crash that seriously injured a pedestrian. the intersection at 10th and university was reopened around 2:30 this morning after a small sedan hit a man about 8:20 last night. the investigators say it's unclear whether the injured pedestrian was in a crosswalk. the person was transported to the hospital in critical condition. police say the driver stopped and is cooperating with investigators. police say they are looking

into whether drugs or alcohol played a factor. bay shore boulevard near san bruno avenue is open after an early morning accident. police say a car and big rig tractor were going southbound when the car tried to make a u turn. it collided with the big rig which went off the freeway and down the embankment. the driver of the big rig was treated for minor injuries. the big rig was towed away about an hour ago. new video of the crews tearing down the dome theatre at the pleasant hill shopping center. these images were brought to us 90 minutes ago. of e 1960s era domed theater called it a historic landmark and tried to save it. despite their efforts the pleasant hill city council voted yesterday to allow demolition of the movie theater to go ahead.

>> you build up a community all these years and then what? in less than 30 minutes it's gone. it's crazy. >> the developer plans to build a sporting goods store on the site. flames engulf ena landmark in oakland this morning. at the merritt bakery and restaurant off lake shore avenue. tara moriarty spoke to the owner after the fire. >> reporter: this exclusive video was taken 3:00 this morning, minutes before a neighbor called 911. >> i noticed burning. >> reporter: the merritt bakery and restaurant which has been dishing up popular pies and weddingcation for 16 years was up in flames. >> it was thick black smoke. >> reporter: describe what could have been burning. >> plastic or petroleum

products. something of that nature. something plastic, very hard to breathe. at that point everyone's on oxygen. >> reporter: it took about three dozen firefighters 40 minutes to squelch the fire. the building has had two previous fires in recent years. on the brink of closure once before the city put up the money to keep it open. >> it's really sad. are they going to rebuild? >> reporter: the owner didn't want to appear on camera but told ktvu he intends to open as soon as the health department gives the ok. fire investigators say the flames broke out in a back storage unit of the building. they don't know what caused the fire yet but you can see all the damage and they estimate it will cost tens of thousands of dollars to repair. >> it's been here forever. and it's a great place to meet everybody. i mean, everybody came here. >> i would come here for breakfast. no breakfast. it's a hell of a thing. >> reporter: charlie has been coming here since the 1950s. regulars like him and the

dozens who work here hope it will reopen soon. in oakland, tara moriarty, ktvu channel 2 news. ktvu has just learned breaking news that could have a major impact on law enforcement in oakland. rick -- eric rasmussen has more. what have you learned about the police chief? >> reporter: sources confirmed to ktvu that chief howard jordan is stepping down. according to our sources the chief sent an e-mail to the oakland police department saying he was leaving and sources say it was for medical reasons. in facts apparently we were told the chief told the rank and file he had contacted the city manager, said that he was stepping down for medical reasons and that he would not be coming back. we're told this resignation is effective immediately. chief jordan officially became chief in february of last year. february 2012. mayor qwan appointed him

shortly after the previous chief stepped down. there was a contentious situation there as he stepped down. again chief jordan had taken over the police department officially in 2012, appointed by the mayor. and had been through a lot. of course there's the specter of a federal takeover that had been taking over the police department. they had come to sort some of resolution there. we were expecting to hear more about recommendations from a consultant that they hired today. it appears that was cancelled perhaps in the wake of this big news. again we understand from sources to ktvu that chief howard jordan is in fact stepping down. at this point we only know the reason is medical. of course this is something we're going to stay on all day today and gather more information. of course much more today on ktvu. for now back to you. in weather, still stubborn clouds. in fact our live camera in oakland showing mostly cloudy skies and still lots of

overcast over a good portion of the bay area. not only tracking the cloud cover but also a few showers beginning to push in moving in from the east, moving moving out toward the west. you can see on the satellite and radar over the past three hours a little bit of green activity now and the focus in the south bay, mainly in the hills as we come in tighter, closer to san jose. on the light side but can't rule out the chance of a sprinkle or light shower in the short term especially this part of the south bay. we'll shift the maps to the east, toward the livermore area around 580, this area is basically dissipating as far as the shower activity but still around the altamon tepass we could have sprinkles in the short term. it's right now on the cool to mild side. 60s towards san jose. downtown san francisco only in the mid-50s at 55 degrees. a lot of clouds still a big factor for wednesday afternoon. and for today partly cloudy to mostly cloudy. tomorrow morning cloud cover.

we begin to warm up for thursday and the weekend, the warming trend will continue. that means the warmest locations inland on track to reach the 80s. this weather system has been an interesting one. last saturday, it was over nevada. on monday basically backed off to our west. now you can see it moving back into nevada and arizona. its proximity close enough to the bay area, we keep the clouds and chance of a light shower or sprinkle, just a slight chance but still lots of cloud cover and temperatures in the warmest locations not so warm, in the 70s. high pressure returns the next few days, especially by the weekend. that means inland spots on track to reach the 80s. our forecast model is showing you the bulk of the shower activity to the north and east of the bay area. we'll take this into thursday. probably drizzle showing up coast side tomorrow morning and skies will be partly cloudy into the afternoon hours. maybe patchy fog lingering near parts of the showerline for thursday afternoon. temperatures this afternoon ranging from the low 60s all the way to the low 70s. remember just a few days ago we were talking about the 90s across parts of the bay area.

not the case today. san jose a forecast high of 72. here's a look ahead at the forecast with the weekend always in view. pretty much a stable weather pattern. clouds to start thursday morning, becoming partly sunny in the afternoon. this weekend looking pretty nice, a comeback to the 80s. next week though it's interesting, we could be tracking a few showers for tuesday and wednesday. not just yet. when we come back, the warriors get ready.

investors focus on company earns and profits at record levels. dow continuing to climb in record territory. the nasdaq up 14 and s&p also in record territory up five. the golden state warriors take on the san antonio spurs in game two of the second round of the nba playoffs tonight in texas. the warriors lost a heartbreaker monday in game one. it went into double overtime. the best of seven series with game three and four in oakland friday nights and sunday afternoon. the san jose sharks move a step closer to the stanley cup last night. they beat the vancouver canucks in a four-game first-round sweep in the nhl playoffs. sharks don't yet know who their next opponent will be. that is determined by who wings
