recommendations for crime suppression that have already sparked controversy. federal oversite may have played a role in the chief's decision as well. >> reporter: that's correct frank. we were trying to get ahold of the police chief, but there's been no answer when we knocked. city officials thanked him for nearly 25 years of service. >> we as the city, and the police department don't plan to skip a beat. >> reporter: mayor jean quan and others plan to prepare an outside team. instead, they were addressing howard jordan's sudden departure. >> i personally, was very saddened, and surprised to hear the chief's decision this morning. >> reporter: her voice breaking with emotion. the mayor spoke of the chief's early years. >> i met howard jordan when he

was a young lieutenant. this is a man who could talk to young people, who would walk the walk. >> reporter: though the mayor expressed surprise. >> the chief provided me in the early this morning that he is on medical leave and taking steps toward medical retirement. >> i'm extremely frustrated. >> reporter: city council member, larry reid is a supporter of chief jordan. >> the chief was just starting to put together a comprehensive plan to address the issue around violent crime in the city. >> reporter: he has been with the department 23 year it's, starting as a patrol officer.

>> i'm very focused on moving forward with this department. as i have said earlier, we have started a lot of important initiatives. my focus will be to carry out those initiatives. >> reporter: mayor kwan says there will be a nationwide search for a new police chief. live in contra costa county, amber lee, ktvu, channel 2 news. we speak with noted criminal defense attorney john burres this evening, following chief jordan's announcement. burres said the departure is not a complete surprise. >> once i read the report last week, it just made sense to me that he would have to go. >> more details now, jordan was named police chief in february of last year. he served as acting police chief once before in 2009. after chief wayne tucker resigned.

anthony batch was hired later that year. he is the fourth person to leave the department in four years. at ktvu.com, we have posted the brief email chief jordan sent today announcing his decision. you can read it by going to ktvu.com, and looking under hot topics. in 18 minutes, an oakland neighborhood fed up with crime walks the walk. the action they took tonight amidst more change at the police department. caltran has said it has decided how to repair with chains on the new bolts on the bay bridge. transportation officials were brief today on the fix for the bolts that were made back in 2008. engineers have decided to place a steel saddle across the anchor structure to help stabilize the bridge in the event of an earthquake. the repair is expected to cost between 5 and $10 million. officials say in about two to three weeks, they'll have a better idea of the progress,

and when the bridge will finally open to traffic. >> we do believe when you look at the volume of work that needs to be done for the retrofit of the 2008 bolts, that that work can get done by labor day. >> caltran says it's also testing more than 2,000 other bolts. they're integrity has also been called into question. new developments in the cleveland kidnapping case. authorities said only one of the three brothers arrested in the case will be facing charges. some of the women are now back with their families after being missing for nearly 10 years. >> reporter: well julie, as ariel castro faces charges now of rape, and kidnapping, much of the world is not focused so much on him, but still on these three women, and the 6-year-old girl who escaped from that home just a couple of days ago. today, they started reuniting

with loved ones. after nearly a decade apart, nancy ruiz said it was like a dream when she finally reunited with her daughter, gina dejesus. >> my first reaction, as i saw my daughter, the only thing i did was grab her and hug her. i didn't want to let go. >> dejesus, amanda berry, and michelle knight were held captive by 52-year-old ariel castro since the early 2000's. castro is charged with four counts of kidnapping, and three counts of rape. his own family shocked. >> my hope is that justice is served in the right way. >> reporter: as the girls returned home, their families rejoiced. >> i want to thank the public and the media for their support, and courage over the years. at this time, my family would request privacy, so my sister and niece and i can have time to recover.

land. the group wants the guild track to be preserved as open farmland. tonight, protesters said that land needs to remain as an urban farm. others say the city needs the development. >> first and foremost, i think this parking lot, while it may be sprinkled with trees, is still a parking lot, and it cannot replace farmland. >> it's a development exactly where you would expect the commercial development to be? it's the right size. >> reporter: members of the occupy the farm also say they plan to take over the guild track on saturday. you may remember that group occupied the land for three weeks last year, until police moved in to evict them. funeral services were held on the peninsula today for two of the five women killed in saturday's limousine fire. family and friends gathered to remember the new bride being celebrated last saturday night.

a service also honored michelle estreda. we're honoring the request for privacy. meantime, one of the survivers, 34-year-old jasmine was released from valley medical center in san jose this afternoon. only a 48-year-old is still hospitalized. she is reportedly in fair condition tonight. a ktvu crew tracked down the auto shop in south san francisco today where that limo went to be serviced. details about the limousine's maintenance history. >> reporter: the 1999 lincoln towncar that suddenly caught fire on the san mateo bridge came here for service. the owner says he doesn't think his mechanics missed anything. >> i don't think so.

looking pretty shook up. after that, it just turned chaotic. >> police say it all started around 2:00 p.m. this afternoon when someone spotted a young man with a gun near the hayward bart station. fbi investigators removed wood from the garage of a home where 8-year-old layla fowler was killed. the girl was found stabbed inside her home. sheriff deputies also continue to search nearby ponds and water ways, looking for evidence. jody arias is under suicide watch after an arizona jury found her guilty of first degree murder in the death of her ex-boyfriend. >> after the verdict was handed down this afternoon, arias said they would rather get the death penalty, than life in prison. she said quote, i would rather die sooner than later.

during the 4 month long trial, arias claimed she killed her ex- boyfriend in self-defense. prosecutors said she killed him in a jealous rage. a facebook page that included photos of female marines has been pulled tonight. heather holmes talked with the congresswoman who said this is another example of the military not taking the issue of sexual assault seriously enough. >> reporter: this is a letter that the congresswoman fired off today to the secretary of defense, asking him to take action against those behind the page that denigrates women in the military. >> reporter: it is a facebook page full of obscene photos of women, with lewd captions. this one says she burned the bacon, only once. with a picture of a woman in uniform, with a black eye. >> it speaks to exactly what's wrong with the way the military

has handled sexual harassment, and sexual abuse for decades. >> reporter: peninsula congresswoman jackie spear said the facebook page turned her stomach. she said it is just one of several defaming marines. spears says she has confirmed this page was being updated by active duty military. >> should be discharged with a dishonorable discharge immediately. >> reporter: she has authored three bills recently, aimed at reforming the military's handling of rape cases. >> sexual assault is a despicable crime and one of the most serious challenges facing this department. >> reporter: the annual report shows sexual assaults in the military rose to 3,374 last year. but that's only the reported incidents. the pentagon says many more troops have suffered sexual

new at 10:00, lawrence livermore lab is offering to lay off hundreds of employees. promising buyouts to 600 workers in preparation for budget cuts. those who volunteer for the cuts would receive a severance package of one year's service up to 26 weeks. the lab expects to see a 10% cut to its budget next year. san jose police say they have broken up a sophisticated identity theft ring, that had at least 100 victims. police identify the suspects. police say they break into homes, steal mail and use that mail to help them make fake identities. two other people are also being sought as persons of interest. wall street continued to climb into unchartered

territory today. the dow closed above the 15,000 level for the second day in a row. tessly recorded its first ever quarterly profits. the palo alto company said the results were better than expected. tesla reported $542 million. toyota is also reporting strong gains after struggling for the past self-years. the japanese auto company said its quarterly profit more than doubled. toyota was hurt when the economy plunged. then there were those recalls and the tsunami damaged its facilities in japan. as the saying goes, revenge can be sweet. in the internet age, revenge is taking on a whole new meaning.

didn't aim at vince himself, but on his elderly parents in silicon valley. >> they used this relay system to call in an emergency to the local police department that two armed men had broken into my folks house, and to send help. >> so what happened? >> 20 units were alerted, and came to the house. they shut down the street, my mother got a phone call from the pd, saying that they were outside. that they were armed, and asked her and everybody in the house to come out. she came out, and of course was shocked to see, you know, an army of armed police officers, they raided the house, and of course found nothing. >> s. swatting seems to be replacing doxing. swatting refers to police

s.w.a.t. teams. short for special weapons and tactics. maliciously sent to homes and offices under the pretext that a hostage has been taken, or a terrorist has a bomb. so far, the expensive, and potentially dangerous prank has been largely limited to a number of celebrities. but it is now beginning to emerge as a weapon against a wider group of people. >> this is not about just protecting the justin biebers of the world. this is about protecting a child crossing the street as an emergency vehicle speeds by. >> a bill moving through the legislature would add more criminal penalties to swatting. which is often done by using the internet to disguise a phoney emergency call. >> under current law, to make one of these calls is only a misdemeanor. this bill says it could become a felony if someone is seriously hurt.

san jose police are investigating the city's 14th homicide of the year, after a man was fatally shot this afternoon. it happened around noon, between capital and white in east san jose. investigators are now looking for the gunman. they say a man was seen fleeing in a car. police say they are also talking with witnesses, including people who were apparently inside the home. >> we do believe that there were other people inside the residence at the time. we're not sure if they heard, or saw anything, to what extent they're able to provide us with information. >> residents said a family dispute led to today's shooting. they have identified the victim as 46-year-old ralph gomez of modesto. a carbo ship plowed into

the port at genoa. the ship knocked over a control tower, similar to the kind that you find at an airport. italian officials say they're at a complete loss to explain how this happened on a calm night with two dug boats assisting, and a harbor pilot on the ship's bridge. in bangladesh, in the past few minutes, it was revealed that the death toll from that collapsed garment building has now topped 900. the building collapsed two weeks ago. just a few hours ago, there was word of a fire in a combination garment factory residential building in the capitol, and at least eight people have been killed in that incident. in belgium, authorities say they have arrested 31 people now for a daring diamond heist three months ago, worthy of a hollywood movie. the thieves stole about $50 million worth of diamonds at

an oakland bicyclist wants the public to know about a recent accident that left her badly injured, and unable to run her business. she was riding her bike with four friends near broadway and 14th last week, when a man driving a pickup truck grabbed her. she fell, and the truck ran over here, breaking her leg. she didn't want to go on camera, but talked to us about

the attack. >> i struckled because i was still on my bicycle. the gas was hit on the truck, and i ended up being taken with the truck. >> police say they arrested a 53-year-old registered sex offender on charges of hit and run, and assault with a deadly weapon. oakland police say a man who was shot and killed last night was attending a vigil for another hopped victim. police still haven't released the victim's name, but say he was a 19-year-old man from antioch. as we first reported last night, as many as three dozen shots were fired from the middle of melrose avenue, and some of the stray bullets actually hit fire station 18. two blocks away, you see the result there, shattered windows. firefighters say they literally had to dive for cover, but fortunately, they were not hurt. a fire earlier today caused extensive damage to oakland's well known merit bakery and restaurant. a ktvu camera was there just minutes after a neighbor called 911. the owner of the restaurant told us he intends to reopen as
