on the news. claudine wong is in oakland with some of the details of that plan. good afternoon, claudine. >> reporter: good afternoon, tori. yes. the press conference wrapped up about 90 minutes ago and this is what everyone is talking about. this is the report that the acting chief says will be the changes made in the department. this is what the city and the top brass believe will be key to reducing crime. this morning, city leaders along with the department's top brass stood together to tell the city of oakland that change is coming. >> the report is very critical of the police department in several areas and we welcome the criticism because we want to get better. >> reporter: one of those areas, burglaries. the report says "effectively, burglaries are not investigated in the city of oakland. with only one part-time investigator assigned to more than 10,000 burglaries last year." >> what's happened in the department, they've been hit by a massive attrition over the last five years. they've been making adjustments

along the way. some of them have not been that well thought out and essentially burglaries go up and it has to be stopped. >> reporter: recommendations focus on getting things back to neighborhoods. a process that allows for accountability and the changes start now even in the wake of chief howard jordan's decision to step down. >> we're ready to go. we're already implements it. even though we'll -- implementing it. even though we're looking for a new chief, nothing will stop the progress. >> reporter: when will we be able to see if any of this is working? one member of the bratton team says he believes within six months, the people of oakland will be very happy with the changes they will be seeing. live here in oakland, claudine wong, ktvu channel 2 news. >> thank you, claudine. the man who allegedly kidnapped three young women and held them captive for a decade made his first court appearance this morning in cleveland. ariel castro was arraigned on

seven felony counts. he's charged with kidnapping the three women and berry's daughter. he's also charged with three counts of rape against all three women. >> the women are free to live their lives that were interrupted, also with the promise and the hope that justice will be served. >> reporter: castro's bail was set at $8 million. his two brothers who were also arrested monday remain in custody on unrelated charges. prosecutors have not prout any charges against them in this case citing a lack of evidence. san jose police are investigating a stabbing early this morning of a young man who was celebrating his 21st birthday. investigators say it happened after a fight broke out around 1:15 a.m. on cutter drive near doerr park.

the victim was stabbed several times. friends drove him to the hospital. his wounds are not believed to be life-threatening. police sealed off the area and arrested the suspect, 21-year- old peter brunetta, about three hours later without incident. he was hiding in the park. >> shockingly, this didn't wake up neighborhoods. the victim was stabbed multiple times. he went to the hospital in what we consider very critical condition. luckily he's out of trouble and will be okay. >> the suspect was book on a charge of attempted -- booked on a charge of attempted murder. he's committed crimes in seven northern california counties including several here but now dimitri storm is finally behind bars. ktvu's janine de la vega joins you live from the santa cruz mountains to explain how this most-wanted criminal was caught. good afternoon, janine. >> reporter: good afternoon, tori. we're here at the summit store, just off highway 17. deputies were just inside here last week warning the employees

and customers to be on the lookout for storm. i just told the manager here that storm had been arrested and he says he can now sleep easier. storm was arrested in berkeley for burglaries and resisting arrest two days ago. but he was using an ail legal just of -- anail legal just -- an alias. deputies say he's been on a crime rampage for more than 40 days. he's stolen ten cars, broken into 40 others and threat bed to kill police officers along the way. he's -- threatened to kill police officers along the way. >> it's just a relief. the huge thing was we were nervous because he would stop at nothing to get away. and he, you know, was arrested and taken into custody and nobody was hurt. that's huge. >> i don't have to sleep with a handgun now because he's off the streets.

i think our community is relieved as well. >> reporter: now, the details of how police in berkeley spotted storm is still not clear. but at this point, authorities are just happy he's been caught. they say in this last month, he has committed crimes in sonoma, ma rip, alameda, santa clara, santa cruz, monterey, and san mateo counties. storm has been booked at the santa rita jail on $1 million bail. reporting live from the santa cruz mountains, janine de la vega, ktvu channel 2 news. >> all right. thank you. district attorney george gascon is hoping to rekindle the search for a man accused of vehicular manslaughter. gascon along with other members of the district attorney's office gathered in san francisco about 90 minutes ago. prosecutors want to find this man, 52-year-old risa. he's a former cabdriver who authorities say last august sped through a red light and fatally struck a pedestrian. >> through his recklessness, he caused not only the death of an

honolulu yesterday. the chopper was on a photography flight when it lost power 3,000 feet in the air. one parked car was damaged during the landing. the pilot says she's glad no one was hurt but she's disappointed she ruined her brand-new chopper. doctors have upgraded a condition of the one survivor still in the hospital from the deadly limo fire. the 48-year-old is listed in fair condition at santa clara valley medical center. three other survivors have been released. in the meantime, investigators are still looking for the cause of the fire that claimed five lives. a shop that regularly worked on this limo said it underwent an inspection in december. the owner of the limo company is cooperating with the chp in the investigation. boston's police commissioner told a congressional hearing this morning that his department

never received information from the fbi about a russian warning regarding one of the marathon bombers. the russians reportedly told the fbi that tamerlan tsarnaev was a radical extremist. commissioner edward davis said that was never passed on, even though boston police had three officers working with the federal terrorism task force. joseph leiberman also testified, questioning the failure to share information. >> why didn't they involve the local law enforce who could have stayed on this case and picked up signals from some of the students who interacted with them, from the people in the mosque who threw out tamerlan because he was such an extremist. >> the commissioner would have liked to have had the chance to check out the reports. a man badly hurt in a hit-

had in aviation. i think everybody else who works here who say the same thing. >> the service is not cheap. $17,000. that came down to getting donations many from his high school in georgia, including former 49ers' player, james johnson. before the crash last may rowe's family said they didn't know he was homeless. he was hit and seriously injured crossing columbus avenue near stockton and green. police say the driver, a white suv, has not been found. rowe's family, including us his 87-year-old mother, will be waiting for him at the airport in georgia. >> everyone is hopeful with family and support that he will get better. >> the plane carrying rowe took off just after 9:00 this morning and should be arriving in columbus, georgia later this afternoon. in oakland, sal castanedo, back to you. >> thank you. today, caltrans is testing steel rods from the new bay bridge. it's part of the investigation into the 32 bolts that snapped

during construction. today's tests involve rods being hammered and stretched to measure their breaking point. caltrans has decided to fix the broken bolt problem by placing so-called steel saddles near the bolts to help stabilize the bridge. the repair cost between $5 million to $10 million. caltrans will need a few weeks before it can determine if the new span will open on labor day. tom vacar will have a live report at 5:00. commuters are more concerned about building a safer bridge than opening it on time. some of them told "the contra costa times" that safety is not only a top priority but the only one. they are urging the bridge administrators to take their time and do the job right. an oakland woman is recovering from a violent road rage attack that left her baddy

injured. ellie rays said she was riding her back with friends on 14th and broadway when she was cut off by a pickup truck. she said the driver grabbed her through his window and then dropped her. she did not want to go on camera but talked to us about what happened. >> and then once i, you know, fell i watched the truck run me over. >> i saw it happening. she was being dangled. i knew what was gonna happen. >> about 20 minutes later, the driver returned to the scene. he's now facing hit and run and assault with a deadly weapon. rays owns an art business in downtown oakland. her friends are raising money to help her while she's unable to work. commuters all around the bay area today are trading in four wheels for two. it's the 19th annual bike to work day. tara moriarty tells us more about what's become one of the biggest bicycle events in the country. >> reporter: the perks of pedaling to the office. >> some people are maybe

and in weather, the clouds this morning are beginning to lift. but a few stubborn patches towards the bay. this is the oakland estuary and some of the clouds still hugging parts of the et coastline -- coastline. the latest on the stormtracker 2, not much in the ray of rain activity. a few could help in the north bay area. we still have fog hugging parts of shoreline as you can see closer to point reyes and it looks like the marin headlunds are experiencing some sunshine and san francisco, though, still in the mid-50s. livermore right now checking in 64 degrees. antioch one of the warmer spots at 74. forecast headline, the fog a factor. still a factor near the shoreline this afternoon. some warm numbers inland. tomorrow we'll continue to warm things up. this is a big developing

headline, a big warming trend with temperatures on track inland to approach the upper 80s. this area of low pressure scoots out to the east. we have the dry weather pattern. so today, on the cool to mild side. look what happens on friday and into saturday. we'll call it warm to hot. somewhat of a big temperature range near the bay area shore line, mainly in the low to mid- 60s to the inland spots around 85 to 86. some patchy fog and clearing out during the afternoon hours for this afternoon, we could have showers flare up across parts of the sierra. once again tonight, the fog regroups into your friday morning, possibly some drizzle in the shoreline. a few patches of fog sneaking in the bay. especially south of the golden gate bridge. upper 50s today, 60s. warmest locations on track to he reach the -- to reach the mid- to upper 70s.

everyday, as always, there's a lot to love for a little on mcdonald's dollar menu. stocks a bit mixed in afternoon trading on wall street. the dow is actually closing above 15,000, the past few days and maybe a little profit- taking going on right now. the dow is down 9 at 15,095. the flak is up 2. s&p -- nasdaq is up 2. s&p 3. the weekly jobs report out today finds that layoffs in the u.s. have fallen to

prerecession levels. the labor department says the number of new unemployment claims fell by 4,000 to a seasonally adjusted 323,000. that's a five-year low. the four-week average dropped to just under 337,000. that's the lowest since november 2007, a month before the recession began. among the stocks to watch, tesla, i just checked right now. the stock is up over 34%. that's after the bay area-based electric carmaker reported its first-ever quarterly profit in the ten-year history. just this morning, tesla received another big boost. consumer reports mag stein says the model s is the best car in this year's field and that's for any car. not just an electric car and the best in six years. the last car to achieve a score of 99 out of 100 was the 2007 lexus ls. the tesla's sticker price about
