practicing for the america's cup. >> just shows that the -- the thrill of it comes with hazards. >> reporter: police say they will use the same team that investigated another fatal yacht crash, after that one the coast guard issued tightened regulations. i contacted the america's cup officials but so far they have had no comment. reporting live in san francisco, health and science editor john fowler ktvu channel 2 news. >> a few minutes ago oracle put out this statement saying today is a sad day for all of us in the community. andrew simpson was a great person, terrific sailer and a good friend. our thoughts are with his family and the artemis racing team. he will be missed. >> today's tragedy was the latest in a series of problems to hit the america's cup as

they practice on san francisco bay. adamartemis racing -- artemis racing had a previous set back. a beam failed. the team completed repairs. two days before that oracle flipped in the bay during a training run. a strong current pushed the catamaran under the golden gate bridge. last summer the catamaran raced in the america's cup world series more than one flipped over, including this one and on june 13, 2011, oracle's racing boat cart wheeled on the bay. one crew member suffered minor rib injuries. our chief meteorologist bill martin has been looking into what the conditions were like when the artemis racing boat flipped over. >> nothing unusual. wind conditions exactly what you would expect and that is why they were practicing.

>> we are awaiting to hear from the artemis racing team tonight. the minute they start talking we will bring you that live. meanwhile there are new questions about the timing and reasons for the sussen de-- sudden departure of police chief howard jordan. he said he was taking a medical leave. ktvu's eric rasmussen is live in oakland and has new information the chief may have been asked to leave? >> reporter: there is conflicting information out there tonight but sources with direct knowledge confirm to ktvu police chief howard jordan said he was called to a meeting yesterday before his announcement that he was seeking the medical retirement. >> reporter: police chief howard jordan has said the decision was his to step down for medical reasons. law enforcement and other sources tell ktvu howard jordan told his officers he could not attend a meeting yesterday because he had been called to a

meeting. it was after that sources say the chief sent an e-mail announcing his departure. >> i was saddened and surprised to hear the chief's decision. >> reporter: despite the comments from mayor jean quan yesterday, he was involved in a decision to ask for the chief's departure. >> i am going to state the facts as we know them. >> she declined to answer whether they requested the chief's departure. >> i am going to acknowledge again and confirm the facts. the chief provided notice that he is on medical leave and taking steps towards a medical retirement. >> reporter: we reached out to police chief howard jordan today and the director and we have yet to receive a response. we got a chance to talk to the

city administrator again here moments ago. she again declined to talk about whether there was a meeting. mayor jean quan said she did not have a conversation with howard jordan yesterday. eric rasmussen, ktvu channel 2 news. the police department today got to the business of releasing a report they were planning to discuss yesterday before police chief howard jordan's announcement. ktvu's rob roth with the three short comings the report identifies. rob? >> reporter: right now mayor jean quan and police are inside here attending a forum on how the police department can be more effective. this comes as they release recommendations that will reduce violent crime in oakland. with crime spinning out of

forward to 6th months from now. >> reporter: coming up at 6:00 p.m. we talk to a mother afraid for the safety of her children about improvements she would like to see. rob roth, ktvu channel 2 news. in san francisco a hazmat scare shut down a post office. five workers at a post office started feeling sick and then found a mysterious white powder on their clothe. they were shut down and the employees were sent to the hospital for evaluation. investigators say they traced the powder to a conveyer belt and that powder is not hazardous. it is not clear why they felt sick but they were cleared to return to work. man stabbed while celebrating his birthday is recovering today in a hospital. investigators say he was stabbed after a fight broke out

this morning. the victim was stabbed multiple times and friends drove him to the hospital. police sealed off the area and arrested a man three hours later. he was hiding. >> this did not wake up neighbors. this is a very violent crime. he stabbed the victim multiple times. he went tee the hospital in critical condition. luckily he is now out of trouble. he will be okay. >> he was booked on attempted murder. the condition of one of the survivors from the limo fire last saturday night has been upgraded. they say she is in fair condition. three other survivors have already been released from the

hospital. investigators are still looking for the cause of the fire that killed five other women and a repair shop that worked on the limo said it was inspected last december. the owner is coping with -- cooperating with the chp in the investigation. committee grilled boston police officials about the boston marathon bombings. ktvu's scott mcfarlane reports from washington, lawmakers want to know if clues were missed before the attack. the chairman of the house committee said our system failed. >> reporter: he assigned four -- one of the brothers, this was the exchange that silenced the room. >> before the bombing were aaware that the fbi opened an -- aware that the fbi opened an

capture dzhokar tsarnaev. the suspected bomber. scott mcfarlane, ktvu channel 2 news. the fight over where to burry ball one of the suspects is finally over. the body of tamerlan tsarnaev has been buried. a funeral home had been holding the body unable to find a cemetery willing to accept the remains. a police statement said a compassionate individual came forward to burry the body. in clearland the man who kidnap -- cleveland the man who kidnapped three girls made a court appearance today. ariel castro kept his head down the entire time. ariel castro is facing 7 counts of kidnapping and rape and he may face homicide charges.

crews rescued a man in mission peak about 3:30 p.m. this afternoon. he ended up down a hillside. rescuers, you see here, used ropes to retrieve the man. he was not hurt. caltrans is testing some of the bolts that are similar to the ones that failed on the new eastern span of the bay bridge. the testing that is taking place at a special lab and. >> consumer editor tom vacar was able to watch and he is on terminally ill and has -- and he is on treasure island and has more. ktvu channel 2 news. >> reporter: it will be the most studied bridge in history. >> reporter: here in sacramento

berkeley hills. ktvu's mike mibach is live outside the jail where dimitri storm is being held and tells us how he was caught. mike? >> reporter: well, he was spotted doing what he likes to do, trying trying to get into cars that are not his. he was busted in the berkeley hills. currently dimitri storm is inside a cell. held on a million dollars bail and set for court tomorrow. >> reporter: dimitri storm, investigators say for 40 days he alluded law enforcement agencies till now. he says it was tuesday around 4:00 a.m. when his car caught the eye of dimitri storm. >> lurking around my car and then looking at my mom's car, a bmw. >> reporter: police got the

news. the suspect in the shooting and crash that killed three people in las vegas may face the death penalty. prosecutors filed a notice of intent to seek the death penalty. he was arrested in los angeles in february following a man hunt. he is jailed in las vegas. the shooting crash happened after a dispute between them. sheriff's deputies described their search for a murder suspect like going to war. he is suspected of killing his wife and daughters. authorities found his truck. investigators say he knows the area well and can fortify himself making the search dangerous for deputies. police want to know if you recognize a couple accused of swindling a victim of their valuables. they created these sketches.

the victim was approached by the man and woman last month in mountain view. they said they won the lottery and needed help collecting the winnings because they were in the united states illegal. so they convinced the victim to handle over money in return for a share of the winnings. the suspect drove off in a black ford suv. anyone who recognizes either of the two sketches is asked to call police. we told you about the thousands of burglaries across oakland detailed in the crime report. ktvu's jade hernandez is live where thieves have been targeting a certain kind of home. >> reporter: this neighborhood is just one area that has seen break ins but we found where they have targeted realtors with staged homes and it is one good example how outmanned police are in the city. >> they broke the glass.

. the body of a surfer washed up on shore this morning in san diego after he was reported missing last night. someone saw the man dangling naked from his board with his wet suit tied around the board. he then disappeared. a chart and life guards searched for him all night. -- a helicopter and life guards suched for him all night. -- searched for him all night. >> the initial investigation indicates this happened after death. at this point awe feel this person became submerged. we don't understand the circumstances around how that happened. >> they are still working to determine the exact cause of death. the discovery of a human head at a recycling plant in oakland had people going through the facility all day today. ktvu's ken pritchett is live where you learned what kind of condition it was in and how
