>> reporter: the search set to resume in clearlake this morning for a 9-year-old girl from san francisco missing since sunday. we'll tell you where searches will be focused. a spy scandal brings back memories of the cold war. it involves russia and a diplomat. >> reporter: we're live in san francisco where a fire rips through a building destroying two businesses. we'll tell you what the firefighters are saying about the investigation. and one of hollywood's

"mornings on 2" begins right now. well, good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's tuesday, may 14th. happening now, search and rescue teams are preparing to resume the search for a missing 9-year-old girl with autism. ktvu's alex savidge joins us live from clearlake at the search command post where people started arriving about 20 minutes ago. so alex, what will be the focus this morning? >> reporter: well, the focus will be on the waterways next to clearlake because this young girl was attracted to the water, according to authorities. we're seeing searchers beginning to arrive at the command center. you can see a search and rescue car that pulled up with a four- wheeler on the back. this is a lake county sheriff volunteer. we are seeing people coming in from all over to take part in

this search effort. they are coming from at least ten different counties across northern california. everyone looking for 9-year-old mikaela lynch from san francisco. there's a great deal of concern for this deal who is autistic and can't speak. she and her family were staying at a vacation home in clearlake when the girl wandered off sunday afternoon. yesterday, about 100 searchers, some with dogs, worked their way through the neighborhood. authorities say mikaela is drawn to the water but doesn't know how to swim. the vacation home where the family was staying is just a few yards from the water. so dive teams were called in yesterday. she was playing in the yard with her brother and was left alone for j university a few minutes -- for just a few minutes. clearlake police have no reason to believe she's been abducted. >> we researched res residences -- residences, backyards.

nothing is indicating the child was taken. >> reporter: authorities are saying mikaela was not wearing any clothes at the time she disappeared. she had taken them off because it was hot and that's something she did quite a bit. she goes to an elementary school in san francisco. along with a number of friends and relatives, there are even some teachers, taking part in the search. volunteer searchers are beginning to arrive here at this command center. we're told the search area will be broadened out later on today. we're live in clearlake, alex savidge, ktvu channel 2 news. >> thank you, alex. the father of leila fowler is standing by his 12-year-old after the boy was arrested in connection with his sister's death. the boy was arrested saturday two weeks after 8-year-old leila was stabbed to death at her home in calaveras county. the boy told investigators an intruder stabbed leila. their father tells "the associated press" that he will unl he sees evidence proving

otherwise. the family had been planning to hold a press conference but canceled it. we're learning the 12-year-old boy may have been in trouble before. according to cnn, he was suspended from his middle school this year after being accused of bringing a small pocketknife on campus. the report says the boy was suspended for five days because of the incident. san jose arson investigators want to know what caused an early-morning fire that damaged two businesses. investigators searched for evidence on sharon drive near highway 85 and deanza boulevard. ktvu sea janine de la vega has been on the story since the fire start -- ktvu's janine de la vega has been on this sawyer since the fire started five years ago -- story since the fire started five years ago. what do you know? >> reporter: firefighters are back in the back of the building making sure things are okay, nothing will spark back up. the building is boarded you.

the fire ravaged this building which sauced a salon and a personal car shopping business. now, here are some pictures that were tweeted by the san jose fire department showing the flames consuming the building. this happened at 2:00 a.m. near highway 85 and deanza boulevard at the silk day spa and salon and at advanced results. that's the personal car shopping business. firefighters had to attack the fire from the outside because the salon was fully engulfed. it was too unsafe for firefighters to enter. it took them about an hour to knock it down. >> fire was coming out of every window. there was a hazard initially because of fear of collapse. we did a complete suite of the roof. the roof did collapse during the firefight. >> reporter: here's new video that we just took inside the business which shows us all of the burnt debris. you can see what a total loss

this was. the owner t she left the business at 10:00 last night. she said she doesn't believe that she left anything electrical on. so right now, firefighters are still investigating to figure out what may have caused this blaze as well as the other business, advanced results business. we called the phone number on the outside of the building. no one answered. we left a message to see if they had even heard that a fire happened at their business. but they've still not heard back. right here live, you can see firefighters sort of inspecting the building walking around. still under investigation. we hope to get more answers as the morning goes on. reporting live from san jose, janine de la vega, ktvu channel 2 news. push 7:06. new developments in the scandal over the internal revenue serviceth taking tea party groups for extra scrutiny. according to "the washington post" two irs offices in southern california and the irs headquarters in washington, d.c. also were involved in

investigating conservative groups seeking tax-exempt status. that would mean the practice was not just restricted to one office in cincinnati, as the irs indicated. some tea party groups in the bay area say they gave up trying for tax-exempt status because other chapters warned them of the irs demands. >> as the membership rolls, donators, contributors, there was no way we were gonna give that information up to anybody. >> the law is demanding more information. the house ways and means committee has scheduled a meeting for friday. lawmakers are also demanding an explanation about reports the justice secretly obtained phone report from "the associated press." coming up what the just physical department was reportedly trying to find out -- justice department was

reportedly trying to find out. an 88-year-old woman is in serious condition for being trapped in other overturned car for days after veering off porter road in sonoma county. the car hit a utility pole, rolled 40 feet down the embankment and landed on the roof. yesterday, a truck driver spotted the wreck and flagged down a sheriff's deputy. the woman is being treated for broken bones and dehydration. if you use doyle drive in san francisco overnight, you will have to find a new roof for the new weeks. starting tonight -- knew route for the next knew weeks, it will be closed. the work is expected to last at least the rest of the month. all right, tori. 7:08. let's get everybody out the door. sal, you weren't sounding very encouraging about highway 24. >> well, the accident has cleared near the orinda cross roads. the damage is done.

russian security agencies. reportedly the man was carrying special technical equipment, disguises, written instructions on how to recruit a russian citizen and he had a lot of money. there's no immediate comment yet from the u.s. embassy in moscow. many republicans and democrats appear to agree the justice department should not have snooped through journalists' phone records. the agency admits it tracked phone lines connected to "the associated press." as kyla campbell reports from our washington, d.c., the aclu is up in arms over this as well. kyla? >> reporter: an aclu says the secret subpoena is supposed to be the last resort to obtain information and it should not have been as broad as this. the justice department told the associated press, it secretly connected phone records from april of may of last year. and not just their work phones but also their personal phones. the justice department did not

explain why but the associated press believes it is connected to a criminal investigation. the justice department has said publicly it wants to know who leaked information to the press, regarding a thwarted bomb plot last year. the government does try to protect issues of national security. but some political analysts say the government often uses that as an excuse to cover up information the public does have a right to know. congress is demanding answers from the justice department and its leader, attorney general eric holder. i will tell you when they will get their chance next hour. live in washington, kyla campbell, ktvu channel 2 news. 7:17. happening right now. the senate judiciary committee is getting back to work on immigration reform legislation. new york senator chuckerrer there. the commit -- chuck schumer. among the issues up for discussion today, two separate provisions for a visa, one for

high-skilled workers and another for lower-skilled workers. your time, 7:17. new reports are out saying that defense secretary chuck hagel will announced reduced furloughs for employees as part of the sequestration budget cuts. hagel will announce 800,000 civilian employees of the pentagon will face 11 furlough lays. that's a lot less than the 22 days originally proposed and even less than the 14 days that hagel announced just last month. if you have $50,000 just laying around, you could place a bid on a piece of american history. that's a minimum price for a d.c. 9 that acted as air force two. it goes on auction tomorrow. that plane was used by nelson rockefeller, george h.w. bush and al gore. the auctionhouse says that plane may have been used by a president and would have been

called air force one on those flights. a deadly police beating case on video. it was shot on may 8th in bakersfield. it appears to show officers using objects to strike 33-year- old david silva more than a dozen times. police say he was intoxicated and fought him asy tried to arrest him. a witness called 911. >> eight sheriffs, the guy was layingen the -- on the floor and -- laying on the floor and they ran up and started to beat him with a stick. >> sylvan developed breathing problems and was taken to a hospital where died. the sheriff's office says it is investigating. an investigation also continues into the death of the daughter-in-law of former state senate leader don perata. investigators say 38-year-old katherine perata was found dead saturday in the swimming pool at her home in napa. you can see katherine in this

photo thhusband, nick perata. napa police say it appears catherine perata browned and there are no signs -- drowned and there are no signs of foul play. they are awaiting reports from toxicology tests. we're getting new details about a deadly shooting over the weekend on grizzly peak above uc berkeley. police say the victim, 21-year- old alberto santana silva tried to break up a fight before he was shot. silva was in his car when someone shot him several times. police say he tried to drive away but he ended up stopping on an embankment off the road. so far, no arrests have been made. menlo park's fire chief is recovering from a very serious back injury suffered at his home in san jose. the mercury news reports that the chief was doing some yard work when he either fell from a ladder or the ladder gave way. this happened saturday. he's expected to have surgery. still not clear when he will

yacht race. all four teams will discuss last week's deadly accident that killed andrew simpson. tara moriarty is live from san francisco. we understand that you found out when the meeting will begin. >> reporter: we just spoke to the promotions director on the phone for the america's cup. he says this meet be will happen at 9:00 this morning behind closed doors in an undisclosed location. this after the horrific accident off treasure island where team sweden's boat capsized killing andrew simpson. investigators looked at the artemis's boat fire structure. some say it was too light and broke apart in bay waters. we spoke to an expert and he doesn't know how the boats could be made safer. >> the boats are bigger than they have to be, they are taller, taller at 13 stories but they are taller than you

have to be. but they are complexes of engineering. you can't just re-engineer. it's like redesigning an airplane. >> reporter: the german youth team announced they are pulling out of the race due to safety concerns. the youth teams are made up of young salors ranging in age from 29 to 24. they use the 24-footers rather than the 72-footers. the youth team's decision has no effect on the main race but it's kind of awkward. we don't know how long this meeting that we mentioned will hast. there will be a media briefing at 2:00 this afternoon. live in san francisco, i'm tara moriarty, ktvu channel 2 news. the manhunt in humboldt county has expanded for an accused killer on the run. shane franklin miller is an ex- con suspected of killing his wife and two young daughters. u.s. marshals are now in this manhunt. miller is believed to be heavily armed. investigators say he shot and killed his family one week ago today in their shasta county

home. his abandoned truck was found the next day in humboldt county. hours ago, british prime minister david cameron paid tribute to the victims of the boston marathon bombing. you can see them him there with deval patrick. now, mr. cameron toured the site. it's part of his three-day trip to the u.s. yesterday, he met with president obama at the white house. he called the bombing attacks an appalling outrage. mr. cameron wants to offer condolences to those victims. actress angelina jolie has revealed she has undergone a preventive double mastectomy. she wrote that she has the gene that sharply increases her risk of dreping breast cancer. coming up at -- developing breast cancer. coming up at 7:45, pam cook will have the deeper reasons behind angelina jolie's surge to get -- surgery to get surgery and how her family

played a big part. jerry brown will release his budget plan and will reveal what he wants to do with the surplus money. he doesn't want the state to go on a spending spree. the budget has to be approved by the state legislature before it takes effect on july 1st. 7:33. new in palo alto, you smokers will soon have one less place to light up. last night the city council passed a city ban in parks. brian flores is live in palo alto right now. when will the new rules begin, brian? >> reporter: in a couple of months. >> reporter: reaction is mixed. you have advocacy groups who say this decision will make it easier and healthier for everyone. the smokers feel singled out and don't wae ban.

the palo alto city council overwhelmingly last night voted 7-1 pretty quickly to ban smoking in public parks and open spaces. the plan was to ban the smoking in parks that are less than five acres. but the mayor said it should be expanded to 38 parks in open spaces. the lone descending vote was from -- was from pat burk. reaction from palo alto this morning was mixed. >> the parks are natural environments. you think of parks and nature and health. so -- it makes sense. >> people who want to smoke. they feel alienated and they feel they are being pushed away. they are finding less and less places to do this. >> reporter: even though the ban will affect the city's open spaces as well. their parks and rec department will decide later whether they should be -- whether there

should be designated smoking areas. they join san jose, mountain view and cupertino that have the ban. this ordinance is expected to take place in mid-july. i posed this question whether residents agree on my twitter page. we hope to share those reactions and gather re reaction from the st. louis this morning morning and -- from the city council this morning and have more later on "mornings on 2." back to you. >> thank you. there's a new study out linking marijuana with a lower risk of bladder cancer. researchers from kaiser permanente found that people who smoke marijuana will less likely to get bladder cancer than those who smoke gets. researchers have a theory that marijuana affects receptors in the bladder. this study has been criticized for not including any nonsmokers. it is 7:35. another protest will be held tonight as the san francisco pride debate over bradley

manning continues. sf pride's facebook page says manning will not be named honor airy grand marshal and the discussion -- honorary grand marshal and the organizationers had named manning as a grand marshal but rescinded the offer. the gay soldier is in military custody after leaking classified government documents. tonight, san francisco city planners will unveil a final design plan to improve castro street. the goal, making it easier for pedestrians to navigate between market and 19th. issue the project will tackle  is the street's narrow sidewalks. the public is invited to attend the community's openhouse at the market and knowwy center starting at -- knowwy center -- noe center starting at 7:00. a deal is supposed to make google list more competitor services. this is after charges that

google unfairly steers users to maps and travel lists. now google's rivals say the proposed settlement could increase the imbalance in the internet market. they are worried about a condition that -- about rivals and the search feature. the courts says google must act on requests to remove auto complete entry after a lawsuit claims the feature made defamiliar tori suggestions. the lawsuit suggestions that google's search sucked links to scientology and fraud by one users. the court says google does not have to eliminate all of the suggestions but it does have to remove defamiliar tori results whenever they are notified. there will be a state hearing today as well as the federal investigation. over the new span of the bay

pinole and richmond on 880. when up get to the bay bridge, there's a bick backup, about a -- big backup, about a 30- minute delay if you are in the lanes trying to get to the metering lights. let's go to steve. still some fog on the san mateo coast, the peninsula, a little bit of san jose, but they are still mostly sunny. it looks like the weak system is kind of chewing up the fog. there wasn't much to begin with, especially north and east. a little bit cooler air mass coming in. 77 in san rafael. livermore and san carlos down 2. 81 was yesterday at read ville. i'm bumping the forecast up 1 because of the decrease in the fog. yesterday there was a lot of fog. today north of san francisco there's hardly anyone. we'll go for a high of 62 to slightly below. there goes one system. a little pin in the atmosphere.

according to cnn, the boy was suspended from his middle school this year after being accused of bringing a small pocketknife on the school campus. that report says the boy was suspended for five days because of the incident. 8:02. in overnight news, fire destroyed a salon and car shopping business in san jose. the building they shared on sharon drive caught fire six hours ago. and firefighters dumped so much water on the fire, the roof caved in. janine de la vega is there live to show us the damage inside. good morning, janine. >> reporter: good morning, tori. this building is completely gutted. just take a look at the roof that collapsed because of the flames. we took a peek inside the windows that had not been boarded up yet. it was just a complete mess in there. a lot of water damage as well as burnt debris. the opener of the salon was shaken when she arrived earlier. she told firefighters, she told had the business here for three

months. here's the pictures of the flames that broke out at 2:00 at this building near highway 85 and deanza. the silk day salon and the business, a personal car buying business, were completely engulfed in flames. the firefighters sprayed the fire. during the firefight the roof collapsed. flames got very close to a daycare center next door. >> when we arrived on scene, the flames were about 20 feet above the building. the daycare was threatened. we were able to get lines in place to protect the building. we utilized almost all of the resources from the first alarm assignment. >> reporter: now, there was a lot of damage, again, inside. we had -- our photographer went in there and he took a look and took some video at the complete total loss of this beauty salon and this car shopping business. the fire investigator did come out here, collect some evidence.

crashed into a tree and other two cars were damaged. doctors have upgraded the condition of one of the women still in the hospital after that deadly limo fire on the san mateo bridge. now, that woman has been in the fire since the fire on may 4th. doctors at santa clara valley medical center say her condition has improved from fair to good. she was one of four survivors. five other women died in that limo fire. the cause of the fire is still under investigation. and we spoke to the chp about last night's very scary scene on highway 4 near martinez. look at this video. investigators say a car just exploded into flames in the eastbound lanes, not far from 680. fire crews got there within minutes. they managed to put out the freeway fire before the flames spread to a nearby hillside and incredibly the driver escaped safely. still no word on how that fire

questions for the head of the justice department. kyla? >> reporter: congress will have its chance to get answers from attorney general eric holder at a house judiciary hearing tomorrow. this hearing was scheduled before the justice department admitted to "associated press" that it secretly seized two months worth of employees' phone records from office lines and personal phones. they listed incoming and outgoing calls and the duration of each call. there's nothing right now that suggests the justice department listened in on those conversations. the "associated press" calls this a massive and unprecedented intrusion and demanded the phone records be returned and all copies destroyed. "the associated press" believes the justice department wants to know who leaked information to the press regarding a thwarted bomb plot last year. but a secret subpoena like the one used in this situation is supposed to be used only as a last resort. if this question went to the attorney general, then he's responsible and should be held

showing up. i was also told a couple of minutes ago that there are boats already in the water, searching clearlake right now, trying to find this missing 9- year-old girl, mikaela lynch. she's from san francisco. mikaela is autistic and can't speak. she and her family were staying at a vacation home here in clearlake when the girl wandered off on sunday afternoon. i'm told by police there's surveillance video from a neighbor's home as she ran down the street from hot us. she's from san francisco. her family and friends are up here involved in the search. a few minutes ago, mikaela agodfather talked to me and -- mikaela agodfather talked to me and is -- mikaela's godfather is staying optimistic. >> we're ecertainly grateful for volunteers and law enforcement and the people who have come out, the community, the family remains hopeful at

beating case. now it's hard to see but this was shot on may 8th in bakersfield. it appears to show officers using obcorrects to hit 33-year- old david sila more than a dozen times. police say silva was intoxicated and fought them as they tried to arrest him. one witness called nbc. >> eight sheriffs. the guy was laying on the floor and eight sheriffs ran up to start to beat him with sticks. >> the kern county sheriff officials say silva developed breathing problems. he was taken to the hospital. that's where he died. at least two witnesses say deputies confiscated their cell phone video of this beating. the sheriff's office says it's investigating. another investigation goes on into the death of a daughter- in-law of former state senate leader don perata. catherine perata was found dead saturday in the swimming pool at her home in napa. this is catherine hiphoto
