some registered sex offenders. deputies arrested the 12- year-old brother of leila fowler for her murder. the brother's attorney tells ktvu formal charges were filed today they are second degree murder with a special allegation, the use of a deadly weapon. today a memorial was held for the five nurses that were killed in a limousine fire. eight of the nine women involved in the accident were current or former nurses. the group was celebrating the recent marriage of one of the women. four of the women in that limo ended up surviving the deadly fire. in fresno, friends and family also held a memorial service for newlywed fohaus along with michelle astr era. fohas was set to have a second wedding in her hometown in the philippines. you can see her new husband

with his 8-year-old son along with michelle's husband. it is one of the most visited cities in the world but all of those tourists can be easy targets for criminals. only on 2, ktvu's david steveson is live now with san francisco with the police chief's personal plea to tourists who are visiting this summer, david. >> reporter: julie that's right. we got a behind the scenes look as the police chief prepared a friendly warning visitors. at mccuvey cove, greg suhr today taped a special greeting to visitors to san francisco. >> we have visitors from all over the world. the last thing we want is from them take away from san francisco is that they had something taken away from them. >> reporter: the chief is asking tourists to put away their cell phones during their time in san francisco. >> robberies are up 13%.

arrests are up over 45%. >> we're here for two days, but for the moment we are safe, yes. >> reporter: the department doesn't keep statistics in the number of out of town theft victims but officers in union square told us tourists are more trusting and more easily distracted than natives, often leaving luggage and purchases unguarded just to take a picture. >> they get careless. they get so engrossed with what they're doing with their iphone, and they're not paying attention to who's beside them or who's behind them. >> the phones are taken right from them unsuspected. >> reporter: they hope the video will be played in hotel rooms and the airport. >> you're texting your friends to find out where they're going to be, looking for restaurants, accessing the various apps it's best to do that in the hotel room. in a lobby, in a door way. the police department hopes to begin airing the chief's public service announcements within the next several weeks.

david stevenson, ktvu channel 2 news. today governor jerry brown offered up a revised state budget that's leaner than before. despite a projected $850 million surplus. >> we have climbed out of a hole with a proposition 30 tax. that's good. but this is nothing the time to break out the champane. the governor's revised budget is more than $1 million smaller than projected due to the recent federal budget cuts. it still includes an extra $1.5 billion for lower income school districts and it will increase funding for the university of california and cal state university systems by $500 million. advocates for families and the poor sounded off against governor brown's revised budget in oakland today. >> what do we want? >> restoration. >> when do we want them? >> now. >> programs such as child care for the working poor have been

taken away. >> parents want the best for their children so they can work. if we want children to be successful when they enter the k through 12 system it's really important to have that foundation. >> the group says in part because of the state cuts, california now has 8.7 million people living in poverty nearly 24% of the population. some democrats said today they would also like to see more money spent on those in need. republicans argue excess cash should go into a dedicated rainy day fund. >> we have to deal with the crisis of childhood poverty in the state of california. we will continue to look at that. >> we were disappointed he didn't talk about putting that rainy day fund in the ballot it's been kicked down the road. republicans did give the governor credit for working to pay down the state's debt. the democratic controlled senate and assembly have until june 15th to pass the spending

plan. >> we learned today that the america's cup race plans to go on despite that deadly accident that happened last week. today race organizers announced all four amare expected to compete including artimus racing. last week one of artimus racing boats capsized and badly damaged the catamoran. a warning is going out in santa clara county where a rabid bat was found on a popular trail. a few days later, they found out that bat was rabid. >> they found two or three rabid bats. >> three have been positive so far this year. none of them had any human exposures. >> officials say if you see a sick or dead bat don't handle

it and call animal control immediately. >> a vote on whether to build a new fire station in contra costa county has now been postponed. supervisors decided more discussion is necessary before voting on a proposal to build a new station in lafayette. that station would serve both contra costa county and the moraga fire district. a vote is now scheduled for june 4th. >> there's more positive for the bay area housing market as foreclosures continue to decline. the report by foreclosure radar found the number of homes foreclosed by banks are sold at auction last month dropped 58% in alameda county from the year before. the decline was 54% in contra costa county. temperatures continue their downward trend. i'll outline where they will bottom out and how cool they will get. >> we're going under the water and i think about it every single time i take the b.a.r.t. >> a damage detector to protect the transbay two. the new system that is

happening now a man hunt in humble county is now entering its second week. authorities are searching for a man who was accused of killing his wife and two young children. ktvu's ken wayne joins us now with why it is such a challenge to find this man, ken. >> reporter: julie i have to use this satellite phone to hear you because this area is so remote there's no cell phone coverage. that's the volunteer firefighter station. there's a shift change that is about to take place.

we're going to start to see more activity with officers leaving after their 12 hour shift and more officers coming in for the overnight shift. s.w.a.t. teams spent the day searching the conservation area. other wise known as the lost coast. there are public and private cabins scattered across the 60,000 acres of forested mountains here. authorities say shane miller grew up in this area and spent many years in these mountains. >> he has a lot of experience in the woods. not only just the woods in themselves but these particular woods. the king range, he grew up as a child. spent countless hours hiking and vacationing and recreating in the area. >> you know he's been hunting, traveling these hills ever since he was old enough to walk. like i said i can't really speak for him because i don't know him personally. but i suspect he's probably a

lot more comfortable out there than those who are hunting him are. >> reporter: miller is accused of shooting and killing his wife and two young daughters age 5 and 8 in shingleton in shasta county. shasta county authorities say that he has a history of marijuana cultivation but nothing as violent as this. >> for me, it's as bad as it gets with a wife and two kids involved. i can't picture anything much worse. >> reporter: now you're looking at a live picture of the mountainous area known as the lost coast. and one of the things authorities are telling us is that shane miller if he's out there some where he's also been known to stash weapons in secret hiding areas. so that's another concern for law enforcement authorities. so this will continue overnight, we're going to try to hook up with deputies and do a ride along and find out what they're doing as they go out,

going cabin to cabin to find where he might be hiding here in the lost coast. live in humble county, ken wayne,ktvu news. there were some tough questions for cal county officials as they prepare to continue the repairs of the bolts. >> who makes that decision where and what are the guidelines they are going by. >> committee chair state senator says he wants to understand the full chain of decision making that led to ordering and installing the bolts that later failed. caltrans officials say they will be holding a special meeting tomorrow as they gather records dating back to 2002 to try to answer that question. new at 6:00, b.a.r.t. is proposing a new system to dete corrosion along the

crossing looked like just yesterday. what a difference, huh. the city says it plans to tackle more clean up projects in the coming months. pretty warm day inland again today. but temperatures were cooled off significantly around the bay. at e t we dropped five to 10 degrees today in some places. look at the antioch, still 88 degrees that was one of the warm spots. napa cooled off with that sea breeze and oakland just 67 degrees. as we go into the next few days, temperatures are going to be trending on the mild to cool side. current numbers are on the mild side. san jose you're 68 degrees. kind of the peninsula south of san jose. the current temperatures, 69 in mountain view, so just have a nice pleasant day but it was cooler. cooler because the fog and the marine layer stretched out. so you're not seeing fog. the fog went away because it stretched out so much. it mixed out. but the cooler numbers pushing into your neighborhood that's where those temperatures really fell off around the bay and in parts of the coast today.

so fog and low clouds tomorrow. another day, tomorrow kind of a lot like today. the general trend is for another low pressure center to bump up against the coast a stronger one. temperatures continue their downward trend into thursday and friday which will be the two coolest days of the week. computer forecast for highs tomorrow. yellows are 70s and you see the oranges are well inland now. 70s are 80s. you don't see 90s anymore. temperatures are cooler. 60s are showing up in oakland, showing up in san rafael and fremont. you get the picture. cooler, cooler cooler, thursday friday the coolest days. computer model shows a little fog in the morning when you wake up that's thursday morning. here comes that trough or low pressure center that's going to cool things further. look how the clouds will come in tomorrow night. a lot of clouds. look at the clouds on thursday morning. there's a lot of clouds and then showers start to show up offshore and east of us. are they going to hit us? it's all around us right. thursday night into friday
