safely. this happened about one hour ago. we'll check back in with claudine for another update shortly. we will soon learn more about the deadly shooting of two santa cruz police officers earlier this year. ktvu's janine de la vega joins us live from santa cruz with the preview of the news conference that's set to begin in a few hours. good morning, janine. >> reporter: good morningge. we're here at -- good morning, janine. >> reporter: good morning. there's still photos here of sergeant baker and elizabeth budgetler. the chief plans -- butler. the chief plans to reveal new information on the murder information. yesterday, the entire force gathered to take a photo. it was the first time the department was together since the officer was killed. the two were shot to death in february while they were interviewing suspect jeremy goulet. the police say the two didn't have a chance to survive because of how fast it

happened. g -- goulet was shot to death by others. the chief will talk about the officer-involved shooting shooinvolving goulet and we may learn more about that shootout and how their actions were justified. it was the first case in this department where two officers were killed. we expect to hear a breakdown of exactly what happened. that news conference is hit to take place here at the headquarters. the sheriff of santa cruz county will be here, again, along with the police chief. reporting live from santa cruz, janine de la vega, ktvu channel 2 news. >> thank you, janine. president obama will lay out his administration's national security policies in a speech later today. the president will defend the use of unmanned drones and also reiterate his commitment for

closing the guantanamo bay military prison in cuba. coming up at 7:15, the president's speech comes a day after the obama administration revealed new information about u.s. citizens killed in drone strikes. we are also following new information this morning about that brutal killing of a british soldier on a london street yesterday afternoon. reportedly, the attackers were seeking revenge for the killing of muslims. british police shot and wounded the suspects. they are now in the hospital. ktvu's brian flores is following the latest developments this morning, including reports, that british police had previously investigated the possibles for possible terror links. he will have a report for us coming up at 7:30 from the newsroom. let's go to sal. more on that crash in san francisco, sal. >> that's right. this serious crash -- in fact, i want to ask the guys in the control room to put up a map for me. it's 16th and south van ness in san francisco. it's a very serious

another hurdle that this community certainly doesn't need. oklahoma is remembering the 24 victims of monday's vicious tornado. robinson who called her daughter to say i love you. a 4-year-old and mother, megan, killed. 8-year-old kyle davis, one of -- one of seven killed at towers plaza elementary. his mother raced there. >> the closer i got to the school, the harder it was because the houses were pretty much gone. >> reporter: now questions are being raised about whether there should have been a safer place for students to take shelter. >> with us living in oklahoma, tornado shelters should be in every school. >> reporter: in the 17-mile stretch of central oklahoma, pum ed by the storm, the arduous cleanup has begun.

new information this morning on the factory that collapsed in bangladesh, killing more than 1100 workers. a government investigation finds that poor quality construction materials and building code violations contributed to the collapse. the report recommends life in prison for those found guilty state john g building codes in kerry is in israel hoping to restart the middle east peace process. he's making a swing through the middle east. this is video of the secretary of state in jordan yesterday kerry has separate meetings scheduled with benjamin netanyahu and mahmoud abbas. for the past few years, the talks have been stalled. about in about four hours from now, president obama will give a speech on his national security and counterterrorism policies. kyla campbell live in our washington, d.c. newsroom. you just talked to an expert on

security policy, kyla. >> he expects the president to warn americans that threats to our safety do exist. we saw proof of that just last month with the boston marathon bombing. it doesn't end there. security experts say threats from al qaeda are ever present around the world and in the u.s. heritage foundation says more than 50 terrorist plots against the u.s. have been thwarted since 9/11. >> terrorists are looking for easier means to strike against the united states and having someone who can travel freely who can speak the language, understand the culture, that's a tremendous asset to them. >> reporter: another big topic -- closing guantanamo bay. president obama promised in his first year in office that he would shut down the prison. but he needs other countries to take on the prisoners and promise they won't escape. and some are fighting his moving some to the u.s.

prisons. and drone strikes, the obama administration admitted to killing a fourth american using a drone strike. more on the president's policy, what he's expected to say today when i see you next. kyla campbell, ktvu channel 2 news. attorney gloria allred is taking uc berkeley to court because of the way they handle rape cases. they allege there's a hostile environment for women who report incompetent ra and other campus crimes. a spokesperson for uc berkeley says it has not reviewed the complaint yet and they are not commenting. >> what do we want! >> when do we want it! >> now! >> this group of demonstrators chanted for adult education in oakland. they packed a school board meeting yesterday, demanding that the school district save the adult education program. however, administrators say the budget cuts are needed to offset an estimated $14 million loss in federal funding.

7:18. an sfo baggage handler suspected of stealing items from travelers' bags is facing felony charges. george reyes, 45 years old, did not enter a plea during his first court appearance yesterday. police arrested him on tuesday as he drove from his job at sfo to his home in san francisco. investigators say he had stolen ip es and other items in his car. oakland businesses are complaining about unlicensed vendors moving into their neighborhoods. the city has authorized 60 push carts but city leaders know there are a lot more than that on the streets, selling everything from fresh fruits and ice cream to hats and t- shirts. brick and mortar merchants say that's hurting people who pay for health permits and business licenses [inaudible]

accident in san francisco. >> it is, tori. at first we thought it was a pedestrian. it's a cyclist. we did talk to the police. they say this was a fatal accident near the corner of 16th and south have net. our crew is on the scene. we'll have a live report from the ground there in just a moment. we do know that this happened about 45 minutes ago now and certainly there's still a big police presence as the investigation continues on 16th at south van ness. let's move along to the bay bridge toll plaza. the traffic is going to be moving along relatively well for this time of the morning. it is a 20-minute delay. there are no major problems getting into san francisco. and the livermore valley, we had some earlier issues with a truck accident. that's been cleared. but 205 and 580 are a mess. it does get better by the time you reach dublin. let's go to steve. >> a very cold morning for us this time of year. no doubt about it. a few upper 30s. the windchill was in the 30s. a lot of 40s. mostly sunny. had some patchy, low clouds

we continue with our breaking news in san francisco at the corner of 16th and south van ness here in san francisco. one whole block is closed off due to a fatal crash involving a cyclist. ktvu's tara moriarty is live on the scene and has more details on what happened. good morning, tara. >> reporter: good morning. this is a pretty gruesome accident. from what we can tell, the bicycle is actually the way at 17th and south van ness. we're here at 16th. so we believe that, according to some reports, that this garbage truck, that the driver hit the bicyclist all the way at 17th and then dragged him all the way down to where we're standing and behind this group of people here, kind of next to the ambulance is the bodty which has been covered. over here at irma's restaurant, there are some people who actually witnessed some of the

accident so we're waiting to speak to them. police are down all the way -- police are all the way down to 17th. they have their measure stick and they've been measuring that distance from where the body is. we know the ctis a male. we don't have any identification on him just yet. it's too soon for that. this area of 17th and 16th on south have net, this entire -- on south van ness, this area is cordoned off. so no traffic traffic is being allowed in the area. we're gone to follow the this and let you about new developments. right now, police are interviewing the garbage truck driver to try to glean some more information. he's in the back of a squad car now. no word yet if any charges will be filed against that person. we're live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> all right. we'll check back for an update soon. thank you, tara.

7:31. an off--duty british soldiers is hacked to death during a daytime attack south of london by two men who claim it was revenge for the killing of muslims. brian flores is in our newsroom with how there's concern this may be part of a bigger terror plot. good morning, brian. >> good morning. this morning british law enforcement are searching several locations as they try to determine whether this is part of a bigger plot. bystanders looked on in horror. the video which we are about to show is grewsome. a warning. his hands obviously bloody there as he's also holding a meat cleaver and a butcher knife which was apparently used in the killing. there was also a machete nearby as well. according to reports, the two men tracked the soldier, they came out of a blue car and started to attack him.

soon after, one of the suspects tracked down a person with a phone. he apologized that women had to see ther and then says the -- this and then says the was in response to killing of muslims. the suspects are in custody and in a hospital. they and the victim have not been identified. we don't know the suspect's condition. the mayor of london said people should not be quick to blame while the investigation continues. >> i'm sure i want what's occurred to many people, it's completely wrong to blame this killing on the religion of muslim. it's equally wrong to try to draw any link between this murder and british foreign policy or the actions of british forces who are risking their lives aprod for the sake of freedom -- abroad for the

sake of freedom. >> now, david cameron says he will meet with the government's emergency commit tee after he says there's strong indications this was an act of terrorism. there's concern that this may be a wider plot to instill terror on the streets. british officials are not taking any chances, as security is also tight around army barracks around london today. this happened south of lon do. the muslim council of britain is condemning the -- condemning the attack. back to you thank you. a british woman is being called a hero for confronting one of the attackers. this is a photo of her posted on twitter. you can see her talking to the man holding the knife. she's a 48-year-old cub scout leader, mother of two, who came on the scene, shortly after the soldier was killed. when she saw the attackers with blood on their hands, she

thought to distract them by talking to them so they wouldn't attack anyone else, especially children. prime minister david cameron raised -- praised her bravery this morning. >> when told by the attacker, he wanted to start a war in london, she replied, you are going to lose. it's only you verses many. she spoke for us all. >> other women on the scene crouched near the soldier's body to shield him. morgan hill police are searching for a middle-abled man they say flashed two teenaged girls. police say it happened on may 16th behind the drive-in on monterey road. them say the girls were out for a walk -- they say the girls were out for a walk when an older modeled yukon pulled up. he's described as a white man in his 40s with a medium build. he was wearing an american flag baseball cap and a black

sweatshirt. anyone with service is asked to call police. new this morning, a real close call in pinole for a man whose bedroom was on fire. take a look at this fire sent to usby the -- by the pinole fire department. they rushed to a house where flames were shooting out the back of the house on wallace court. a man smelled smoke and ran out. it appears this fire was started by a cigarette. the damage is estimated at about $75,000. vandals and taggers in the south bay, they truck struck again. our ktvu cameras took this picture on highway 101 in san jose. the taggers squalled graffiti again on the train trestle at old oakland road. we showed you this. people were complaining about the graffiti being an eye

sawyer. caltrans is inviting reporters to watch the massive repair job underway on the new bay bridge. the state is spending millions of dollars replacing those bad bolts that failed earlier this year. the media will get an update on both the repair job an -- and the results. it's still not clear whether the world's largest single tower, self-anchored suspension bridge will open on labor day weekend as planned. in the meantime, would we're learning more about -- we're learning more about the decision to use the bolts. it's a decision tied to the richmond/san rafael bridge. that's coming up at 8:00. it's been a violent two weeks in east palo alto. now the police chief is turning to former it gang members for help. starting today, an outreach team will talk to current gang members and discuss different programs to get them out of the streets. that comes after eight

shootings in the past two weeks. the police chief says turmoil within gangs is to blame. >> this may be groups trying to break off into smaller groups. but we have seen some pretty significant levels of violence. some of the ideas include a hot line people can call for help getting out of a gang. >> the other is a prison outreach program to help gang members integrate back into society. hundreds of south bay nurses walked off the job and picketing at good samaritan and regional, both in san jose. they are protesting what they call unsafe staffing levels and also plans to cut their pensions. the first day of their walkout is meant to coincide with the last day of the strike in the east bay. 2,000 nurses and technicians at five sutter hospitals, they've been protesting proposed cuts to their contracts. a strike at ucsf and other university of california hospitals is over.

the two-day strike prompted hospitals to cancel dozens of surgeries. the workers say the hospitals are understaffed. but hospital officials say the real issue is the union's refusal to accept a new pension plan. the director of the america's cup has released a long list of safety regulations. among other things, this new plan lowers the wind limit by more than 10 miles an hour for this summer's yacht races on the san francisco bay. it also requires better body armor for the sailors and a minimum of two rescue boats per yacht. andrew simpson died during a training session near treasure island. the b.a.r.t. board could -- could vote to ali bikes on board any time of the day. 84% of the riders say allowing bikes did not change how they

welcome back. i'm tori campbell. >> i'm dave clark. we have breaking news in san francisco where we know one person is now dead after a collision with a garbage truck. it happened a little while ago. ktvu's tara moriarty is right there. an entire city block is shut down during this investigation. tara? >> reporter: well, you know what, this is a really gruesome accident. we're actually standing in front of the cop cars here which is shielding the body. we really don't want you to see that. it's a pretty bad accident. basically, the entire block of south van ness between 16th and 17th has been shut down. if you take a look behind me, you can see it's quite chaotic here at the scene. the medical examiner just arrived. from what police are telling me, the victim was hit while riding his bicycle here at 16th and south van ness. the bike a mangled mess. it was dragged an entire city block to 17th street.

the person who hit him, police say a garbage truck driver worked for ecology waste. this happened around 6:00 this morning. tons of people have gathered here. police arehoping to talk to witnesses. we did speak to one. we saw police examining the underbelly of the truck looking for evidence. they've been taking measurements, the ambulance has left. the coroner has just arrived. you can tell the victim is a van. he's been covered over with a tarp and the garbage truck driver is in a patrol car being interviewed by police. if we take aerials, we do have this entire city block block -- blocked off. a lot of people use 16th street to get down to the freeways. i would advise going over to 15th or 14th, go to that direction because it's rewill -- rearly quite a mess here. we're going to try to get more

saturday. a resident in east palo alto refused to become a robbery victim. two men broke into a house on capital avenue yesterday. they pistol-whipped the victim and tee mannedded cash and his -- demanded cash and his collection of guns. he was able to get his weapons and fired off warning shots scaring off the would-be robbers? in two hours, investigators will hold a news conference on the tragedy that stunned santa cruz this year. they will release their findings into the deaths of two police officers killed in the line of duty. ktvu's janine de la vega joins us from santa cruz. good morning. >> reporter: good morning. every day officers and the community are reminded when they come here to headquarters and see this makeshift memorial that is still out aer. a little bit smaller than it was before. they will be reminded again today because in two hours, the chief will update the murder investigation. yesterday, the santa cruz police department gathered for

a photo and they included pictures of sergeant butch baker and detective elizabeth butler. they are wearing new pins with baker and butler's badge numbers on their uniforms. police say the two officers were shot to teeth in february by jeremy goulet who they are interviewed for a sexual assault investigation. goulet stole one of their cars and weapons and got into a shootout with police wherer was killed. we're expecting to hear the shooting was justified as well as the names of the officers involved. authorities are supposed to reveal a more specific breakdown and the time line of what led up to the deaths and the sheriff's department internal investigation. the santa cruz county sheriff will be here as well as the district attorney. at 10:00, they will speak about what their departments have found. we are also being sold that, you know -- we're also being told again, more specific time lines and the police chief will

address the crowd and make a statement about what they found. reporting live from santa cruz, janine de la vega, ktvu channel 2 news. 8:04. safety remains a pressing issue for the new eastern span of the bay bridge. there are still many unanswered questions about the bolts that snapped during construction. ktvu's claudine wong is at treasure island as caltrans prepares for a very important preview today. good morning, claudine. >> reporter: good morning. we're talking about prep work as they try to fix the broken bolt problem on the eastern pier of the new span. let's show you where they will be this morning, where the media crews will be allowed to do. if you follow that suspension cable all the way town to where it hits the deck of the eastern side of the span, that's what's called the eastern pier. that's where all of this work is going to happen. today marks another step in this bolt problem as caltrans tries to fix it, though, everyone else still trying to figure out how we got into this mess in the first place.

now, earlier this month, engineers announced their plan to fix the safety problems and concerns created after 32 bolts were tightened and broke back in march. what's going to happen starting today is that large steel saddles are gonna be put over two seismic safety devices. it's still unclear how long that fix is going to take. if it's all gonna be finished in time for the scheduled labor day opening. in the meantime, a lot of questions on how we got here. earlier this week, caltrans released some documents to give us a better idea on the pathway here and these documents focus on e-mails between the bolt supplier dyoson and the bridge designer. corrosion, not a new issue. engineers will tell you this. so the question is how much discussion came up over these rods. well, it appears part of the argument made pack in 2003 was that these types of rods, the ones that did break, are the same types of rods used on the

richmond bridge. there's 272 of them on the richmond bridge. however, it's important to note the tension is different. the tension on the new bridge, seven times greater than what was applied to the rods on the richmond san rafael bridge. it was during the this process that the bolts broke. but again, back to what's happening today, and we take a look at the span, a beautiful shot we have for you this morning, the work on the solution, that's the first step while we look back. engineers say it's also very important to move ahead. you can't do that unless you fix the safety problems and they believe that the saddle -- the two saddles they will put over the seismic safety devices are the answer. live here in on treasure island, claudine wong, ktvu channel 2 news. the chp is trying to find witnesses to a very bad accident in the east bay yesterday morning. a metal rod smashed through the windshield of a car and killed the driver. it happened on westbound 580 near grant line road between livermore and tracy. now, that car crashed into the center divider.

after a deadly gravel slide. the students were on a field trip looking for fossils when the ground gave way and four children were buried in dirt. one child died. two others hurt and the fourth one, still missing. rescuers have been out there digging with shovels and their bare hands. two firefighters were hurt by falling rocks. but their injuries are not serious. a massive landslide seems to be stabilizing. it's the first time since march there's been no significant movement on the hillside. seven homes have been destroyed in the landslide. several others have been abandoned. the county has asked the state for emergency funding but so far governor brown has not responded. the city of san francisco will pay up to $4 million to homeowners flooded by a water main break earlier this year. 25 homes and a dozen cars were damaged when a cast iron pipe burst on winona street and 15th

evidence. british law enforcement have spent the day searching several locations. on top, one of the suspects even says that there may be future attacks which explains why there's heightened concern as well. now, earlier today, british prime minister david cameron met with the committee. they were discussing whether to raise the country's threat level amid concerns of a bigger terror plot as a result of the killing. this next video is disturbing. what you are looking at is one of two suspects accused of murdering the unidentified british soldier. his hands bloody as he's also tolding a -- holding a meat cleaver and butcher knife used in the killing. there was apparently a machete used. according to the reports, the suspects tracked the soldier, hit him in a blue car and started to attack him. and then someone tracked down a person with a camera phone. he apologized on the video that

in san jose, a stubborn brush fire is under control this morning, the fire started in hel yard county park about 8:30 last night near continental drive and coyote road. it took firefighters about an hour to get -- to get it under control. no one was hurt and the cause is being investigated. we're beginning to find out which insurance companies will take part in california's insurance exchange. it's a new report that says kaiser permanente, blueshield and anthem bluecross are expected to be part of covered california. however, united health, etna and cigna plan to sit out the first year of this state-run, ma. some doctors are worried about a loophole of the affordable care act that could mean they won't get paid. when people buy subsidized insurance through covered california, they only have to pay for one month to start. then they get 60 days before they have to pay again. well, consumers canceled their insurance during those two

the selloff that began yesterday afternoon is continuing on wall street due to concern the fed may start to ease back on the bond buying program. investors also disappointed by a report that showed manufacturing in china contracted this month. but stocks have come back. the dow was down 100 at the opening. but there's been good news on unemployment and good news on hewlett-packard. the dow is down 18. the nasdaq is down 9. s&p down 7. 8:45. let's bring you up to date on some of the other top stories we're following for you right now -- san francisco police are investigating a deadly collision at 16th and have net.

they've blocked off traffic in the area. a garbage truck and a bicyclist collided, killing that cyclist. the driver of the truck is cooperating with the investigation. police are also out there searching for the driver of a pickup truck that smashed into a san francisco house. it happened last night in the outer mission district. police say the driver fled the scene. the truck, it was later found abandoned in daly city. we're gonna find out later this morning more about the deadly shooting of two santa cruz police officers earlier this year. ktvu's janine de la vega joining us live from santa cruz with a preview of that news conference. it starts in just about an hour, janine. >> dave, even though it's been several months since those two officers were killed, it's still difficult for the department. it's not pleasant for them to have to delve into the grisly he do tails. but that's what they will be talking about, specifics about what they learned about their murder investigation. yesterday, the department's entire force gathered to take a

photo. it was the first time the department was together since sergeant butch baker and elizabeth butler were killed and honored at their memorial. their photos were included in that group picture. the two were shot to death in february while they were interviewing suspect jeremy goulet. police have told us that the two didn't have a chance to survive how quickly happened. goulet was shot to death when police tracked him down and he fired at them. the chief and sheriff will be talking about the details about the officer-involved shooting involving ga lie. we may learn -- goulet. we may learn the names of the officers involved in the shootout and hear how their actions were justified. we're told the district attorney will be present and make a statement. it was the first time in the department's history that an officer, in this case, two officers were killed in the line of duety. they will tell us about the time line that happened that day. it's set to take place right

here at headquarters at 10:00 a.m. janine de la vega, ktvu channel 2 news. 8:47. police in hayward searching for witnesses to a brutal attack on a woman. it happened early sunday morning. she was stabbed several times near the hayward b.a.r.t. station. police say she walking down the street when she was approached by two people who beat and stabbed her. the police are trying to find a motive for the attack. the woman, by the way, still in the hospital listed in stable condition. 8:48. an sfo baggage handler suspected of stealing items from dozens of travelers' bags is facing felony theft charges. george reyes, 45 years old, did not enter a plea during his first court appearance yesterday. police arrested him on tuesday as he drove from his job at sfo to his home in san francisco. investigators say he had stolen ipads, purses and other items in his car. 8:48. oakland business owners are complaining about unlicensed vendors moving into their
