in 30 minutes, more answers could come on what to do about broken bolts that may delay the opening of the bay bridge. claudine wong joins us live from oakland where she's also learning more about how the bolts came to be used and why some of them failed.

good afternoon, claudine. >> reporter: good afternoon, tori. when it comes to these broken bolts, there are two things happening. engineers are looking to the future and how to fix it. but multiple agencies are looking to the past to figure out how we got here. we're out here at the bay bridge because in the next half- hour, reporters are gonna go out there and check out the prep work for the saddles they are gonna put out there to fix this broken bolt problem. but we're also looking at this stack of caltrans documents. we spent a lot of time going through these. they give us a look at the discussions that happened ten years ago. the question is, do anything have been done to avoid where we are now. there are almost 150 pages. engineers have said hydrogen embrittlement is to blame. that was on the radar back in

2003. these documents obtained the discussions and concerns of that time. in a memo from 2003, they talked about using a specific type of coding on the code because they said that hydrogen embrittlement should not be a concern. but the following month, the issue came up again. in the minutes of a march 27th meeting, caltrans expressed concern saying -- it doesn't stop there. a month later, officials looked to the richmond bridge for guidance. it uses the same type of bolts so officials were asked about hydrogen embrittlement. embrittlement

so the question that needs to be answered right now is did the process fail or did caltrans fail to follow the process? that's gonna take a while because to be honest, if you take a look back at these documents i have in my hand a handful of documents that need to be kwon through to figure out that question. in the meantime, the solution moves forward. in about a half-hour, reporters heading out to watch the prep work for these saddles that caltrans hopes will fix the problem with the broken bolts. we'll have a full report later on. back to you. >> thank you, claudine. a garbage truck hit and killed a bicyclist this morning in san francisco's mission district. the crash happened around 6:45 a.m. on 16th and south vanes avenue. witnesses say the bike was riding parallel to the truck when they came to the intersection. >> the truck is in green --

green light. he turn right. and i see the guy jump. he's down on the tires. >> other people yelled at the truck driver and he stopped. police questioned him. the cyclist died at the scene. authorities have not released his name. hundreds of registered nurses in san jose walked the picket line today as they start a two-day strike at two hospitals. [chanting] >> 1400 nurses walked off the job at good samaritan hospital and regional medical center. both affiliated with the hospital corporation of america. the nurses are angry that the hospital wants them to pay a portion of their healthcare and contribute to their retirement. >> we're trying to keep our pension. we're trying to keep our health care plan and we're trying to get more staffing so that we are staffing this hospital to provide the care that our

patients deserve. >> a hospital representative says they are using replacement nurses who, by contract, must be hired for five days. so that means the nurses will be locked out when they try to return on saturday. police in hayward are looking for witnesses to a stabbing attack. officers say a woman was stabbed several times early sunday morning. police say she was walking on grand street when two people approached her, beat her and then stabbed her. police are looking for a motive. the victim is in the hospital in stable condition. authorities in the u.k. are calling on the brutal hacking death of an off-duty british soldier, an act of terror. two men hit the soldier with their car and then attacked him with knives and a meat cleaver in broad daylight in south london. this all happened while horrified bystanders watched. one of the attackers shouted political slogans and complained about british troops fighting muslims. one of the witnesses is being called a heroine. this is a photo of her on the

right that was posted on twitter. you can see her talking to one of the suspects still holding a knife. the woman said she was trying to distract him so he would not attack anyone else. >> said, don't touch or kill him. why? he's a british soldier. he killed people, he killed muslim people in -- muslim countries. president obama delivered a major speech during the last hour on national security. the president was at the national defense security at fort mcnair in washington, d.c. among other things he spoke about two of the most controversial issues facing his administration, the use of unmanned drones and guantanamo bay prison in cuba. he announced a renewed push to close guantanamo bay and said he's lifting the ban on transfers of detainees to

yemen. he also said there will be no drone strikes on suspected terrorists without near certainty of no civilian casualties. >> from our use of drones to the detention of terror suspects, the decisions that we are making now will define the type of nation and world that we leave to our children. >> the president also said his administration briefed congress on all drone operations but is stilling to accept increased oversight of lethal drone strikes outside of war zones. we're learning disturbing new details about the ill canning of two santa cruz police officers earlier this year. the sheriff and police chief just spoke to reporters about the intense gun battle that took their lives earlier this year. new at noon, janine de la vega joins us live from santa cruz with law enforcement's view on whether the shooting of the suspect was justifiable. good afternoon, janine. >> reporter: good afternoon, tori.

rehashing the event of february 26th was not easy for the police and sheriff. they wanted to reveal what they learned in their investigation. there was an incredible amount of gunfire exchanged between the gunmen and police officers and it was determined officers were justified in shooting and killing him. the santa cruz police chief, the sheriff and the district attorney broke down the events of the day that baker and elizabeth butler were shot to death by jeremy goulet. they had been interviewing him as part of the sexual assault investigation. when they told him he was under arrest and he agreed to come outside of his home and he ambushed his officers. authorities say he fired a totele a of nine rounds shooting butler first and then baker, killing them. there were three police officers and one off--duty sheriff a's -- off-duty sheriff's deputy when he was cornered in -- in an alley. >> goulet was shooting 15 rounds at the officers and then the officers returned some the same amount of rounds through him. a significant amount of rounds

struck goulet and he was continued to fire and that exchange took quite a long time. the officers shooting were reasonable, prudent and heroic. >> reporter: between the officers and the deputy, they fired a total of 54 pounds at goulet. it's unknown how many bullets actually hit him. the sheriff, police chief and d.a. praised the four officers' actions saying they were heroes who saved the lives of other officers and the community who could have been caught in the crossfire. the police officered were officer more say, officer clark and officer shields. the deputy was stephon fish. they are owl back on -- all back on duty. the police department is trying to complete its internal investigation. they will examine if there's anything they could have done that day. reporting live from santa cruz, janine de la vega, ktvu channel 2 news. >> thank you. the sad goodbyes began today in moore, oklahoma. a funeral service was held for

one of the children killed when monday's tornado hit her school. also today, there was no rereef for weather-ravaged oklahoma. rain poured down on the town of moore, slowing down recovery efforts and flooding roads. the number of injured has risen to 353. and 24 people were killed in the storm. in washington today, house minority leader, nancy pelosi, commented on the tragedy. >> i hope it's a comfort to them that so many people share their grief, mourn their losses and stand by them to help them recover and to rebuild. >> the national weather service is warning of more possible storms in oklahoma tonight. lifting the rush hour ban on bicycles on b.a.r.t. why some think that may make the system too crowded. changes are coming for your holiday weekend. mark tamayo will have details in about nine minutes and you can see practice trials again

city officials and community activists this morning cut the ribbon on oakland's new champion transit plaza in the diamond neighborhood.

the plaza is the final step in a seven-year, 4.4 million revitalization project called fruitvale alive. >> the whole neighborhood is revitalizing. these neighbors every day clean up litter. they have their own little grant where they do like little plays at the bus stop when the kids are here to emphasize how they need to keep the neighborhood clean. >> the new plaza includes a larger waiting area for passengers, an information keyes and upgraded landscaping. some transsam riders and driver had a scare. a telephone line fell. people were kept on the bus until it was determined that it was not a power line so it was not dangerous. the passengers were transferred to another bus and there were

no injuries. it may be easier for cyclists to get around on b.a.r.t. the agency is considering a major change in policy. new at noon, sal castanedo has the details on the change and how passengers can voice their opinions. good afternoon, sal. >> reporter: good afternoon, tori. the way it is now, you cannot take your bike on b.a.r.t. during peak rush hour. that may be changing but not everyone thinks it's a good idea. tonight, the b.a.r.t. board of directors is expected to vote on lifting the bicycle ban on b.a.r.t. during peak commute hours. right now, certain morning and afternoon trains do not allow bikes at all. but the system has been experiencing with allowing bikes. b.a.r.t. says it's received favorable feedback during trial runs this past year. but allowing bikes on b.a.r.t. during peak hours may not work. >> it's pretty crowded and during rush hour, around 6:00 in the evening, it gets really

crowded because it's time for everybody to go home. >> reporter: b.a.r.t. officials say they've learned a lot from the trial period and are making more room for bikes which should make it easier for all riders. >> the big issue is getting in and out of the cars and we don't want bikes blocking the doorways. we're attempting to make more space that benefits wheelchairs and others when the trains are more crowded. >> reporter: even if the ban is lifted, they will not be allowed on any peak commute or crowded trains. many say the time has come to allow bikes on b.a.r.t. >> as long as there's cooperation and the bikers are courteous, allow people to sit down and provide the room, let's go for it. anything that improves the environment. >> reporter: tori, tonight's board of directors' meeting has been moved. it's usually during the day. but they've moved it to tonight at 6:00. it's in the same place over at b.a.r.t. headquarters. but they moved the meeting to allow more people to weigh in

on whether this ban should be lifted. live in oakland, sal castanedo, ktvu channel 2 news. >> thank you, sal. a top transportation expert says the u.s. must find a way to catch up to the rest of the world's high speed rail program. ron deradon says california in particular needs new clean mass transit systems, including high speed rail to keep up with the growing population. he says the u.s. will find it difficult to compete with japan, germany, taiwan and other countries that already have bullet trains. he's chair of the u.s. high speed rail association board. george gascon is working to reduce the theft of stolen metal but instead of going after the thieves, the city has filed a $10 million lawsuit against a scrap metal recycler. prosecutors say j and s recycling directed employees to destroy computers and filing cabinets full of records after learning about a subpoena. its warehouse on third street

was vacated in a hurry back in march and a large metal container is gone. in alameda, a u.s. coast guard cutter was turned over to the bangladesh navy in a solemn ceremony with salutes and i signatures, the cutter jarvis was demissioned to make room for new cutters. the 378-foot ship was renamed. coast guard officials say the coast guard will continue to perform some of the most difficult josh os -- jobs on the high seas. >> in bangladesh you are subject to typhoons. just a week ago a typhoon did miss but did take some lives as well. so safety at sea is also an integral part of what we do. >> 26 former members will serve

as advisers until the cutter departs later this year. america's cup yachts are back on the bay after safety recommendations were proposed this summer. the yachts along with other vessels were sailing on the bay this morning. yesterday, the director of the america's cup regatta proposed dozens of new saty rules for the rest. in the wake of a deadly accident earlier this month involving the artemis catamaran. some safety includes, slowing down speeds 5 to 10 knots for the competition. we have an update on the pony found wandering around in the iron triangle. animal control officers took the pony to martinez. that's where the owner claimed it. he said he was in the neighborhood giving rides to children. he was spotted eating shrubs around 7th and rippley avenue. the owner took the pony home.

another round of full sunshine today across the bay area. the winds have backed off a bit but a bit of a breeze out there. that's after -- that's after a cold start. a lot of 40s. you can see the clear skies with our oakland camera with san francisco out in the distance. quick update on the severe weather situation. you can see the latest on the satellite, the radar out towards oklahoma. basically, the area of concern today will be the northern parts of texas, the texas panhandle, closer to the southern portions of oklahoma and right now there's a storm developing just outside of lubbock. we'll be watching out for that later on this afternoon. but especially for this evening, that could be the timing of the timing of more severe storms. back here in the bay area, a lot of clear skies out there and temperatures -- we'll show you the wind speeds. winds have backed -- have backed off quite a bit. sfo sustained out of the west at 7 miles an hour.

50s in san francisco, napa right now, checking in at 65. san jose, 61. forecast headlines for today, a lot of sunshine, a bit of a breeze. winds from 15 to 25 miles an hour. tomorrow morning fog. we could be tracking a few showers, only a chance right now but that would be just in time for memorial day. here's the weather system up to the north. this area of low pressure and we have the rain and snow up to the north. the main impact for us, the couldledown, temperatures have been cooling off. not much of a change for today. this area of high pressure, that pressure difference sets up the wind. so the wind speeds will pick up. as far as the forecast this weekend, clouds approaching the area. we could have a few spots of drizzle sunday morning. look what happens monday. this forecast shows showers spreading as far south as the bay area. not sold on it just yet. but something we'll be watching out for -- watching out for the
