complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. >> a crowded commute this morning after a maintenance accident shuts down the transbay bart tube. good afternoon, i am tori campbell. thousand of commuters had to deal with serious delays on bart or bumper to bumper traffic this morning. it all started when two bart repair vehicles collided inside the transbay tube in the middle of the night. we have team coverage,

including live reports on how commuters harnled the delays. we begin with tom vacar on what happened in the tube and what is next for repairs, tom. >> reporter: it all began in the wee small hours of the morning, specifically at 2:35 this morning, two bart transbay tube construction vehicles collided. a large welding unit rail car accidentally rear-ended a rail mounted truck, pushing it forward. that damaged almost 400 feet of one of the electric third rails, which forced bart to send trains both ways across the single remaining track. that cut transbay traffic by 2/3 while crews made repairs until those repairs returned the system to 2 trakh operation in the middle of the morning. but at the same time bart officials counter anded an earlier decision to resume single tracking at 11:30 to make additional repairs delaying traffic until later tonight. spokesman jim alison joins us

now and what was the changing not single tracking midday for? >> we learned when we started to use that section this morning we ran a few trains through there, things were not impacted this badly, so we determined that the negative impact of shutting that down to do the full repair would be greater than going more slowly so we were able to go more slowly throughout the rest of the day and overnight tonight when we shut down we will get the thing fixed for good. >> the point is that people will have the normal commute, it is just a little slower travel through the tube. >> right. those trains slow down through a very short section of track and so we are expecting about 5 to 10 minute delays for most people. >> when do you expect to have the system up fully available for the public in its normal state? >> they hope to get it done overnight so when we begin service tomorrow morning things will be back to normal and this will be a bad memory. >> now back to the studio.

>> thank you, tom. as expected this morning bart troubles caused and increase in traffic on the bay bridge though it wasn't too horrendous, delays stretched out beyond the maze throughout the normal commute hours and it did last longer than usual, some headed to the san mateo hayward bridge which carried more traffic than normal for a friday. bart trains were still running during the commute but delays were huge. tara moriarty and the photographer jumped on a train broadcast for us live and tara joins us live from the rock ridge station now to show us first hand what passengers faced. >> reporter: we had a lot of back up here with the trains, particularly at the rock ridge station and earlier we tested the commute from here into san francisco. 6:14 a.m. we arrive at the lafayette station platform, after 10 minutes we board. 6:24 things start off smoothly

then hit a rough patch right out of the caldecott tunnel and by 6:39 we are struck. >> this is the rock ridge station, you can see not too many people waiting here, they have all gotten on here so we are getting ready to pull out. we wait for a half-hour and looks odd because birth returns a train next to us, they get off and join us. >> we are still edin on our way to the big city but we are in oakland, we are here, we adjust. >> 7:02 we hit the station and it is delayed. it is 7:00 and we have permission to do it. it took us an hour and 7 minutes to get from lafayette

into san francisco and it is quite crowded here at the station. at 7:31 our trip takes 45 minutes longer than usual. tell me how long were you on? >> two hours. i started in birkly. >> frustrated? >> no. it happened. >> frustrated, 45 minutes. >> where do you have to go? >> right here. i am home now. >> took me about almost two hours. >> where were you coming from? >> castro valley. >> it took jennifer an extra hour and 15 minutes to get to work in san francisco. >> i am in pretty good spirits. >> it is friday and payday so you know you can't beat that. >> for those who left later, say 7:00 or later it took an hour or two extra to get into the city. fingers crossed our commute will be much better. right now over to janine de le vega live with other options as far as transit goes for commuters. >> reporter: things are back to

normal here at the bus stop at 20th and broadway. earlier they went into emergency mode to help. >> i have got a bus coming. we will pack this bus. okay. i need to pack it. >> ac transit supervisors tried to reassure riders they would make it to san francisco. it was just going to take it longer. at 8:45 the line wrapped around the block. >> i am already late so i guess you know, i guess they are going as fast as they can, so got to deal with it. >> just looked like it was too crowded for my bike, i wasn't going to be able to get on there so i took a bus. >> big inconvenience or? >> a delay, i had to text my boss and tell him i was late. >> most waited 20 minutes for a bus. ac transit normally runs 1 but

they scrambled to get extra buses into service. it is close to the bart station and figured riders could hop above the train and walk over here. >> we are not adhering to a schedule, loading people on as fast as we can and getting the buses out as fast as we can. >> 7 extra buses came to the rescue and were rotated throughout the morning. another alternative were the ferries. at the harbor bay ferry the crowd started building. a back up boat was put into the mix to help alleviate congestion there and at jack london square. some came earlier than usual. >> i am normally at the front of the line when i come the same time. >> transportation agencies will monitor the bart repair work to see if extra service is still needed for the afternoon. ac transit put 7 extra buses into service and will be on stand by in case they are needed in the afternoon. reporting live from oakland, janine de la vega, ktvu channel 2 news. >> thank you. we will continue to follow the bart story on our website.

you can get updates on the traffic section of our web site at ktvu.com and on mobile ktvu.com. breaking news now out of the phoenix area, where two small planes collided midair, killing four people. the collision happened about 10:00 a.m. local time in the desert north of phoenix. both were single engine planes. aerial footage shows one charred wreckage, the other plane is actually fairly intact. the faa and ntsb are investigating the cause of the collision. it is shaping up to be a warm afternoon around the bay area today. and even hotter temperatures are coming our way this weekend. a red flag warning is posted for the strait and the delta until tomorrow night. extremely low humidity along with gusty winds prompted the fire danger warning. meteorologist rosemary orosco will tell us how hot it is going to get.

people evacuated in the path of a fire in southern california have been allowed to return home. it started in the angeles national forest 3:30 yesterday afternoon. that order was lifted as the winds died down, 500 firefighters are working to contain the fire which has burned 1500 acres. an early morning fire caused more than a million dollars damage to a restaurant in san francisco's inner mission district. the fire started at 1:30 this morning at shea spencer on 14th street. see the flames burning inside as crews worked to put it out. the fire spread to two nearby buildings, including an apartment. >> there are people involved, people living in the exposure and we got them out. the fire was probably contained in approximately 30 minutes. >> nobody was hurt. the cause of the fire is under investigation. and the french restaurant does

local, state and federal agents conducted a parole and probation sweep at the acorn housing projects in oakland this morning. we brought you this story as breaking news on mornings on 2. the fbi and other federal agencies joined the oakland police and alameda county sheriff's office in the sweep. news chopper 2 was overhead as agents gathered this morning. we are told no arrests were made but that was not the goal. >> our goal today was to get some information to help target some of the violent crime here in oakland and this is a collaboration of a local, state and federal partners and it is basically demonstrates our commitment to reducing crime here in the area. >> the fbi says they will be doing more of these compliance checks in the future and urge members of the community to submit tips about crime to law enforcement. just a couple of hours ago

san francisco mayor ed lee unveiled his proposal for what would be the city's largest spending plan ever. he spoke to the board of supervisors a few hours ago, his two year, 7.9 billion dollar budget attempts to close the city's multimillion dollar budget gap. it also calls for more hearing of police officers and firefighters and restoring some cuts to child care and health services. >> i am proposing a budget that protects our social safety net, 1 that increases public safety, and one that invests in our city's infrastructure at unprecedented levels and it is a budget that significantly grows our city's reserves. >> one item the budget does not address is how to curb rising pension costs, city supervisors are expected to take a few months to hammer out a final agreement. today president obama spoke at the white house, calling on congress to keep federally

subsidized student loan rates from doubling on july first. >> americans now owe more on our student loans than we do on credit cards. those payments can last for years. even decades. which means the young people are putting off buying their first car or their first house. >> this marks the beginning of a public campaign by the president to arilextend current student loan rates or find a long-term compromise that avoids the scheduled rate increase. a san francisco non-profit is helping bay area students get to college. the san francisco business times reports scholar watch.org is getting underprivileged students a place to describe their academic records and funding goal. there is no minimum donation and donors get frequent updates on how their student is doing. backers call it crowd sourcing for education. we are learning about a new string of threatening letters sent to president obama and other officials this noontime.

agents are questioning a texas man about letters tainted with the poison ricin sent to president obama and new york mayor michael bloomberg, sent from shreveport, louisiana, an hour and a half away from where the texas man lives, another man is under arrest in washington state for sending more tainted mail, at least 4 envelopes were post marked in spokane, including one addressed to president obama. three of the letters contain the poison ricin. the santa clara county district attorney has charged two with grand theft and fraud. they are unrelated. they are both accused of charging the state for home healthcare while the patients were actually being taken care of in nursing homes. each could face more than three years in prison. they are scheduled for arraignment june 13th.

danville police are looking for a man who robbed a subway sandwich shop yesterday afternoon. this is a picture from san ramon police in an earlier robbery case. investigators believe the same man committed both robberies. yesterday's hold up happened at 5:20 p.m. in the rose garden shopping center on camino ramon, the man is in his early 20s, 5'5," 130 pounds. the chp has released the name of a man killed last month when a sheriff's patrol car hit him. the accident happened on april 19th. 38-year-old slald a a march rojas was crossing the street

and died, the woman did not. a bill has sailed through the assembly. he introduced the bill. it takes away from the commission the power to determine whether the arena meets the public trust requirements for shoreline development and gives that power to the state legislature. the bill now goes to the state senate. >> temperatures will soar as we get into the weekend, already beginning to feel it outside our doors now with temperatures several degrees warmer than 24 hours ago, especially inland. how about a view of all that blue sky? wall to wall sunshine from the coast across the bay and inland for the afternoon today. tori mentioned it a little while ago we do have a red flag warning. i want to show you where it exists, long the sacramento valley and stretching into the delta as well as the strait, this means tomorrow those

areas, winds gusting 20 to 30 miles per hour and critically low humidity. we are talking humidity down to about 10%, the entire bay area is going to be warm, very dry, but it is that particular spot that has a red flag warning. that is because your area is under the jurisdiction of the sacramento national weather service, not necessarily the bay area one. napa has a southerly breeze at 9 miles per hour, it has been southerly all day long. fairfield has an easterly breeze. here is a perfect example of the way that wind is blowing and the direction it is coming from makes a big difference in our temperatures, 75 napa with a cool pacific onshore breeze, fairfield 86 degrees already outside your door, it is going to be a hot 1 in your neighborhood with the offshore winds blowing throughout the afternoon. sunny for all of us, warmer, anywhere from four to eight degrees, inland 10 to 15 degrees for some of those isolated hot spots. tomorrow is the warmest day, temperatures will peak tomorrow afternoon.

we will continue with the dry north winds and fire danger at least through saturday. dry for this time of year, i expect we will see fire danger for the next several months, 87 for novato, 78 for those areas and those are your temperatures in those areas. into the santa clara valley, 84 san jose, 83 santa clara, 82 sunnyvale, the peninsula warm, 79 san mateo, 81 palo alto, low 70s san francisco. there is your extended forecast with your weekend in view. saturday is going to be a hot one for inland areas. on the other hand it is going to be a gorgeous beach day. as we get into sunday we do begin a cooling trend, our onshore breeze strengthening and usually a 1-2 step, we get it first at the coast, comes in the bay and eventually the inland areas feel it so the cool down continues next week. >> thank you.

>> you are plk. >> a single engine cessna plane crashed into the living room of an apartment in virginia during the early morning hours today. early reports indicate the aircraft may have run out of fuel. two people were on board and both survived. the passenger and two people sleeping inside the apartment suffered minor injuries 1 tenant said he woke up after hearing an explosion and was shocked to see parts of a plane in his home. a career day for veterans in the south bay, 40 employers have set up booths there and handing out applications and company information for veteran job hunters. some of the employers include broke aide, chase, facebook and ja 99 teak until 3:00 this morning. more companies are hiring in the bay area but many young people are still having a hard time finding work. the labor department says unemployment is about 25% among teenagers and young adults.

against the typical wall street adage of sell in may and go away, they are all down a little. japan's nippon airways says it will resume service with boeing dreamliner jets tomorrow that includes flights all week between them. they say they have run 170 training flights in its fleet of 17 planes. boeing replaced batteries that overheated and led to the grounding of all dreamliner jets last january. astronomers around the world are keeping watch on an asteroid coming close to earth. these images show it. it will swing by earth at 2:00 this afternoon our time. considered large for an asteroid and if it hit earth could be devastating but they are not concerned and say it
