the rail stopped near the entrance to the tube. while sources tell me two men were outside using a hand grinder on the rails. it may have been brake failure but on the downgrade into the transbay tube, even the manual override brake was ineffective. the locomotive did not stop on time. >> that collision moved the two cars down the track probably several hundred feet. >> reporter: b.a.r.t. won't say more but sources tell me the that two men at the pickup at first got in to back up and then ran for their lives as a car hit insulators. >> we're certainly investigating exactly what happened and why it happened and how we can learn from it. >> reporter: sources tell me it was a near tragedy. that quick reaction from workers likely saved their lives. we contacted rail authorities but have been unable to confirm

so far that either state or federal regulators are investigating as well. reporting live in oakland, john fowler, ktvu channel 2 news. on the roadways this friday evening commute is slow. but it's still a lot better than it was this morning. you're looking live here at highway 101 in san francisco, the drivers there on the far left where it's all backed up. they're trying to make their way out of the city to the bay bridge and then into the east bay. this is what it looked like earlier today at the toll plaza as drivers made their way into the city. surprisingly though we're told that the number of cars on the bridge this morning were actually down from a typical friday evening commute. and that the slow commute could have been due to an accident and stalled car. commuters trying to find an alternative to b.a.r.t. lined up this morning. most people waited almost 30 pháeups to -- minutes to get on a bus. some people turned to ferries,

some people lined up for hours to catch a ferry. we have a weather alert to tell you about tonight. a red flag warning is in effect at this hour for part of the bay area. officials say the hot weather, high winds and dry brush should have residents on alert for brush fires. we have live team coverage tonight. cara liu talked with firefighters today about the danger, the fire danger and how they're preparing for that. but we begin with chief meteorologist bill martin with more on that red flag warning, bill. >> reporter: we told you about it last night. a red flag warning was set to go into effect this morning and in fact, it did. look at mount diablo it's dry. a week ago we had a little green on that hillside but now it's mostly brown. red flag warning is not for contra costa county but for solano county. stays in effect through

county. it was easy to find dry brush. and fire officials spent the afternoon making sure they could get to high risk areas. caltrans has increased their staffing. those areas are under red flag warnings tomorrow. any kind of flame or spark could start a wildfire that returns out of control. >> warning that has been issued is for heightened fire danger tuesday to the -- fire danger due to the gusty winds we have, high temperatures and low humidity. >> today i collected the dry brush around my house. my neighbor did it. this is the only prevention for the fire. >> reporter: calfire says if you have not cleared a defensible space around your home they say now is not the time to start. it's best to wait after the red

flag when temperatures and winds drop. cara liu, ktvu channel 2 news. you can go to ktvu.com for the latest weather advisories and warnings across the bay area. just click on weather near the top of the page. we have some breaking news now to report out of the south bay. we are learning a man has been shot in east san jose and as a result a near by school has now been put on lock down because afterschool activities were still going on there. ktvu's robert handa is live now in san jose near the scene. robert. >> reporter: we have been reporting on a week of violence in san jose that reported in four homicides in numerous shootings. it appears san jose police have another situation like that on their hands. we've been told that a young man has been shot here at the s & s market which is near capital expressway. he was shot by another young adult male. and who has fled the scene. we have been told that the victim was shot several types and has been seriously wounded and was recently taken to the

hospital. we don't know his condition right now. we've been watching officers search businesses as well as the apartments across the street where they have been searching for the man. they have been making some stops but so far we have not heard of any suspects. lieutenant george beady is here on the scene. thank you for taking the time. can you tell us how the search is going right now? >> officers quickly saturated the area. we made a pedestrian stop. we're waiting to do a search for one individual. >> reporter: you believe he's still in the area. >> we're treating it as such until we determine other wise. >> reporter: the search is continuing, we understand that ryan elementary school was locked down. mostly afterschool activities are shutting down.

it appears nobody was hurt at that situation there. at this point the search is going on in the culmar area of san jose for possibly another gang related shooting. we will bring you an update as soon as we get it. robert handa, ktvu news. as robert mentioned, san jose police are planning to put extra patrols on the street to help keep the peace. thhaveeen four homicides in less than a week along with this other one today. plus shootings and attacks. san jose police say they are sending out an additional 40 officers all trained to deal with gangs. police have not said when the crack down will start but some residents say they already feel an increased police presence. earlier today in oakland, local state and federal law enforcement conducted a large scale parol and probation sweep at the acorn public housing complex. agents say it's all part of an

ongoing commitment to keep people in oakland safe and reduce crime. an off duty san francisco police officer who is black says he was mistreated by three white officers during a traffic stop last night. 43-year-old lorenzo adamson says he was pulled over in the y ct just before 9:30 last night and the altercation then turned physical. his attorney says that adamson was rough housed and targeted. but officers say his vehicle looked suspicious. >> that's not the issue, he was asked instantly, immediately are you on parol. that is profiling. >> reporter: a san francisco police spokesperson says the department will conduct a full investigation into the alleged

incident. san francisco mayor lee said the almost $8 billion budget will bridge the city's multi million dollars budget gap. >> now it is not the time to take our eyes off the ball. we have to continue reforms to protect our city's economic recovery and make our cities safe, solvent and successful. >> the budget allocates money for more police officers and firefighters and resource some child care and hiv prevention programs that were affected by state and local cuts. today marks a deadline to pass bills out of their house of origin. some of the bills will make changes to gun control and medi-

a new legal battle could stop the state's high speed rail project. two central valley farmers are suing the high speed rail authority saying they will be adversely affected by the high speed rail line. they claim that the authority is not complying with the rules of the bond measure that gave the project the green light. >> they haven't complied and in consequently both the authorities approval of the funding plan and everything that flows out of that is

cameras it's hard to believe that obe's owner tried to misrespect his dog as a service animal. oakland animal services these photos of 19 -month-old obie before they took him into custody. >> the lab report on his labs came back normal. >> he had significant muscle atrophy. >> reporter: the dog stayed at the shelter on court order up until nine months ago when placed in foster care. the difference between now and then is striking she says. obie's owner provided this photo of obie who said his dog was the runt and on flee medication. >> he probably had 3% body fat. that's not a good deal of body fat. but any formittable athlete

would like to have 3% body fat. >> reporter: the spca would like to restrict smith on owning dogs if he'sot>>r dogs and play with them. >> reporter: all things his foster mother says he couldn't do before. >> again that was jade hernandez reporting. smith was not convicted of animal cruelty but found guilty of misrepresenting his dog as a service animal. marin county -- county health officials want parents to be aware of whopping cough. unvaccinated children are at least eight times more likely to get and spread the disease than fully vaccinated children. the last severe outbreak was in 2010 with more than 350 cases in marin county and more than 9,000 cases statewide.

the berkeley school teacher's union has announced a new tentative deal along with a one time bonus and no cuts in benefits. ballots are out and teachers have until july 13th to vote on whether to accept or reject the agreement. the california assembly today passed a bill that would allow the creation of a new license plate featuring the beloved cartoon character snoopy. ab532 allows the california cultural and historical endownment to set up a new program from sales of this new plate. the move now -- the bill now moves to the senate. and we go to tornado valley. we're still getting reports a

large tornado warning was in effect for oklahoma city. right now you can still see some areas of rotation that means there's possible more tornadoes on the ground. so they are just getting whacked going into these spring months. for us we're dealing with a red flag warning that went into effect this morning and is going to hang out to tomorrow afternoon and evening. for elevated fire danger not just for the solano county area but for most of the area. i think the hills of the east bay and north bay will be up to 30 miles per hour. there's no red flag warning in these areas but when you're in that close of proximity you can assume those will bleed into your area. tomorrow is the warmest day of the week, tomorrow is the warmest day of the weekend. it's 15 degrees warmer than it was today. out in the bay or moving into berkeley, oakland mid-80s. over the hill, upper 80s low 90s and mid-90s.

temperatures on the increase. you'll see mid-90s maybe even upper 90s as you get east of that area. low humidities and the winds kick up into tonight and tomorrow night. not crazy winds but 25 to 30 miles per hour. we'll be tracking those for you. 94 in livermore. as we head into sunday the marine layer starts to stretch out. the fog returns and temperatures trend down. sunday is still nice but coast back at the coast. these highs will drop off on sunday about five or 8 degrees. temperatures are going to come down. so that will alleviate the fire danger. we'll be watching that. but as it stands tonight overnight the winds kick up. tomorrow is the nicest day of the week. fire danger is up there. not just for solano county but for all of us. we'll have more on the oklahoma
