is causing problems for muni. sal? >> that's right, brian and tori. this tree came down sometime overnight and is precarious hanging on one of the power lines on garfield street in the city's merced heights neighborhood. i want to mention that will the 21 sunset goes -- that the 21 sunset goes right by there. pg&e crews are there with their heavy equipment working on live power lines. they don't want any vehicles to be underneath when when they are doing this. this is the outbound line. if you are going outbound, it will affect you. the outbound is there. you will have to go one more stop to get to the 29. back to you. >> thank you, sal. a hit-and-run suspect leads police on a bizarre chase from san francisco to the east bay.

he's accused of bashing a neighbor's window and having a run-in with a neighbor. the vehicle ended up in lagoon. >> reporter: yep. it began with a hammer attack and ended in the estuary. you can see the mud tracks. the drivers helped pull the range rover out of the vehicle at 5:00 a.m. the man in the car was able to get to shore around 11:30 last night. this all began -- police say the suspect smashed into a neighbor's door with a hammer. we noticed the surveillance camera nearby. sources close to the investigation say the suspect went to a off 6th and harrison -- went to a gas station off

6th and harrison. the man led police and the chp on a low-speed chase through the city, crashing into a car along the way. the suspect eventually hit a police spike strip and pulled over in berkeley driving into the estuary. >> they reported that he might have had a hammer and might have been suicidal. but we didn't find a hammer. it might be at the would. to of the estuary -- bottom of the estuary. >> reporter: the suspect was not hurt. he was taken away for a mental evaluation. police say he has a history of mental illness and he will face charges. live in berkeley, i'm tara moriarty, ktvu channel 2 news. a thief may be to blame for a fire and power outage in fruitvale overnight. this power pole at coliseum way and high street caught fire at 11:30 last night. oakland fire and pg&e thinks someone tried to steal copper cut into a live wire.

most of fruitvale lost power causing at least one crash at a dark intersection. the outage lasted about an hour. in san francisco, hundreds of people are without power after a tree fell on power lines on garfield in merced heights, south of ingleside. the outage started before 1 1:00 last night and is affecting 600 customers. pg&e expects the power to be back on by noon. a warning for uc berkeley students this morning about an increase in bike thefts. staff members at university village say nine bikes were stolen between may 13th and may 17th. university village provides housing to graduate students in albany. a new anti-bully tool is promising help for a school correct. tara moriarty is live with more and says the school district is

junior. more than 50% of the vote was need for this. cindy chavez has has 41%. teresa alvarado received 31%. chavez and her reporters gathered in san jose raft night for an election -- last night for an election party. chavez wants to see more attention on public safety. >> in the time since i've left office, we've lost enough officers to staff sunnyvale and mountain view. we have work to do. >> voters will likely return to the polls on july 30th for a runoff. in marin county, a parcel tax appears to be winning. measure-a received 66% yes wrotes and 33% -- votes and 33% no votes.

it only needs a two-thirds majority to pass. in contra costa county it appears that voters have approved a measure that would raise the utility tax for five years. the measure received 70% yes votes and 29% no. it needs a simple majority to pass. it's estimated this would raise a million dollars a year. sal is keeping an eye on traffic, especially in merced heights area. any updates there? >> ier, we're looking at -- yeah, we're looking at that. we're also looking at the toll plaza. it's improving. you can tell it's improving. it's not quite as bad as it was. we mentioned the power outage in the merced heights neighborhood because of a tree limb. pg&e has to fix it. there goes the 29 sunset, rerouted because of this is. there's also some tree crews out there trying to trim the

trees back from the power lines. some neighbors, as you heard earlier, are gonna be without power in merced heights. they are gonna try to get this done by noon. let's take a look at the concord to walnut creek. it looks lighter from pleasant hill to walnut creek creek. 80 is still backed up because of an earlier crash in el cerrito. it's backed up all the way to pinole. let's go to steve. a very cloudy, gray morning. a lot of cloud over the gray. another day, where it will be on the cool side. i will ya, i'm starting to wonder about thing with. it will get warmer, but one forecast model has pulled back on the in -- intensity. it will warm up. we'll see if it gets as toasty as original thought. maybe some clouds and a pretty big cooldown as we head towards sunday. today it's another day of -- well, back to back of a lot of low clouds and a strong sea

good morning. we have some power lines down that are affecting -- that is affecting some power in the merced heights, you see the tree crews and pg&e crews are trying to untangle a tree limb that came down on some lines and caused the lines to go out. caused power outage and also is rerouting the sunset -- the sunset muni line, the number 29

blueshield. the exchange will begin selling policies on october 1st. 7:18. we want to go to some breaking news, to sal castanedo, following a fire in downtown -- >> okay. okay. hold on. this is breaking up here. these -- let's go right to the picture here. oakland fire is now being dispatched to this fire at 7th and harrison in oakland. this apartment building, it's kind of an old victorian building that burned about a month and a half oak it's been the subject of people who have broken in, squatters, according to people in the know. this building is burning again. 7th and harrison, very close to interstate 880 and we already have one engine company there, they are just arriving now. so fire units are responding to this scene. the smoke is visible from all

over oakland. we're on the way. we can see it here in oakland. at the corner of 7th and harrison. second-alarm responses. >> sal, quickly, we can see the freeway there. does traffic look like it's starting to slow down or is there a backup at all? >> yeah, that's the freeway northbound moving from right to left on your tv screen. people are curious, slowing down, the smoke is blowing onto the freeway. more fire units are responding. if you are in the neighborhood, you hear a lot of sirens. that kind of thing. this is -- this is just outside of chinatown in oakland here. you can see -- you can see some flames in the video coming up. the flames and black smoke. this is gonna be a tough firefight in this abandoned building. i drive by this almost every day. it's boarded up. but apparently people have been getting in and squatting in

that building. they will probably have to close 7th and harrison for quite sometime -- in fact, i'm hearing now they've already done so. >> sal, have you heard of any evacuations? any evacuations that you know of in nearby buildings at all? >> no, we don't. i've been listening to the fire dispatch here. right now, their first order of business, brian, is just getting units to the scene. they don't have enough fire units there. they are sending more units. it's a second-alarm response. if it goes to a third alarm, we'll let you know. alarms mean number of firefighters and the firefighters are on their way. >> all right. we're gonna stay with this for a little while. as you can see -- we can see this building literally becoming engulfed in flames as we're talking. again, this is now a two-alarm fire that's burning at 7th and

harrison in oakland. this is at a victorian building sal was mentioning that was on fire six weeks ago in the evening. we covered it here on ktvu and the belief is at that time there were some squatters -- squatters that were the cause of the fire. we don't know the cause of the fire this morning. but there is a lot of flames and smoke, a lot of -- a plume of smoke coming from the fire. this is northbound 880. the traffic you see in the foreground. it looks like it's causing traffic to slow down a little bit as they are watching this fire. we do have at least a few fire trucks on the way. not sure if i'm seeing water being sprayed on the fire. >> right. the weather kind of playing a role in this. the winds are pretty calm, steve? >> this should not be blowing on the freeway, west to east. however, the fire can create its own wind sometimes.

some of that could backtrack over the freeway. right now it's a westerly breeze about 10, 15 miles an hour. >> this is kind of on the edge of chinatown, i'm looking at a map between webster and jackson street. just on the other side of the 880 freeway. the nimitz freeway. a rather busy area. as we pan out, you can get a sense of mostly industrial buildings but possibly some residential buildings in the area. >> it looksic loo the firefighters -- likes like the firefighters are arriving on the scene. and they are spraying water on this. this is an abandoned building affected before. >> yeah, this is not the first time. >> you can see the smoke spreading on the right side of your screen there. this is a rather busy area of chinatown, it can be busy in the early-morning hours with a lot of merchants in the air, getting set up for the business of the day. we believe this was an

abandoned building. there are fire crews on the scene and trying to do their best to get the fire out and stop it from spreading to other nearby buildings. >> a lot of looky-loo traffic. you see a fire along the freeway, you tend to stop. how is traffic looking, sal? >> obviously people are beginning to slow down here. we're keeping our camera on the fire. northbound 880 is slowing. people naturally will see the flames and the smoke and you can see -- even water being poured on the fire from down below. it wouldn't surprise me if you start to see some sort of a water tower come up and that will make it more interesting for drivers to see and it will slow traffic. if you are thinking of an alternate route, you should use 580 instead. you can still see the smoke from 580. this building was heavily damaged in the first fire and

it looks like more damage is being done now. >> i'm looking at a map and this is very close to the exit of the posey tube where it looks like traffic will be coming from alameda into oakland. so that might impact people trying to cross that way. >> that's a very good point. people coming out of the tube, they turn right, an access 880. if you are coming out of the west webster tube and trying to get on 880, you're route may be impacted. people come out of that tube, the posey tube, the tube coming from alameda. you come out and turn right on jackson street and get on there, you didn't do that right now because the city has closed down the street to let the firefighter fight -- to let the firefighters fight the fire. you will have to figure out another way to get on 880 and get yourself to san francisco. i wouldn't be surprised if

traffic will be very slow because of this fire. >> and i'm also seeing a chinese community united methodist church very close by and a couple of medical clinics as well. that may be impacted at this point. boy, we have seen the fire grow since we've been covering this. we started to see close smoke. now we see flames all the way through the roof. so fully engulfed fire at this point. let's check in with steve right now, once again, for the weather conditions. the winds -- >> west-northwest, tori, brian, and so the smoke is blowing it looks like towards lake merritt, b.a.r.t. station or laney college. it's not going back over the freeway. sometimes that fire can create its own diversion with its own wind. but it's a westerly breeze or a northwesterly, so blowing toward town or south of town. >> and there's concern of sparks growing or spreading.

that's something they have to keep an eye on. >> yeah, there's nothing that strong. i mean, the direction that the smoke is blowing, you can see it's heading more southeast. north wind is taking over more than the west wind. >> again, if you are joining us this morning, you are looking at an abandoned -- i guess, house, would you say? >> yes. >> it's been affected by firefighter. oakland crews are battling the fire, pretty intensely. i think there's about two or three fire engines there from what i'm hearing right now. obviously a lot of looky-loo traffic. that goes by that house there as well. do we have katie utehs available for us right now? is this she live on the scene? okay. okay. well, we -- we should have crews there -- that he had -- that he hadding -- heading there. the fire department is there. >> as sal mentioned earlier,

there was another fire at this house just about six weeks ago that it is believed was spotted by squatters or homeless people. it looks like an abandoned building, a victorian that is two or three stories tall. a very intense fire started. but at this point, we have no idea how it started. as we pan back all of the plumes of smoke, you can see. it seems to be white mostly gray, which means they are usually making progress. when it's black smoke, that means it's going without any water on it or chemicals. it's obviously creating -- creating quite a hazard. the fire heading from right to left is heading northbound on 880. quite a distraction, just past the oak street onram. >> and sal, have we -- >> go ahead. >> i was gonna say, you can see the smoke is covering it.

you can see oakland fire, one of the truck companies has a tower up on the right there putting water on the fire. it looks like -- i can see on the left there's another tower up. there are two towers. two of the truck companies there are at the fire and putting water on the fire. we'll come back to this. i'm going to toss it back to you in the studio. we'll come back to this and i will be echadding how it will affect your -- checking how this will affect your commute. >> okay. turning to our news -- it happened in a matter of minutes. a vallejo police officer said he had to fire his gun in self- defense after coming face to face with an armed suspect. katie utehs isive loo at the vallejo marina were -- is live at the vallejo marina with more. >> reporter: good morning. investigators tell me they are still working to determine exactly what was said between the officer and the man, if anything. it happened so quickly. that shooting took place behind

me on the c-dock. you can see the police line tape where they have it blocked off. there's yachts an large boats where people live -- and large boats where people live. the 911 call came in. the caller heard death threats. an officer was sent out, responded around 8:00. we're told as he approached the yacht, the man on board pulled a gun. the officer fired in self- defense. the interaction happening within the maker of minutes. the backup of a was on his way. the man shot was in his 40s. >> it's my understanding that he lived on the vessel. whether he lived there with other persons at this point is unknown. >> reporter: police are looking for the other person involved in the original argument. there was only one man on board the yacht, when the officer

arrived, police tell me they are working to confirm the man's identity from the coroner's office and we may also learn are the officer's name as well. coming up in our next live report, i will have more details about the officer who fired those shots. reporting live in vallejo, katie utehs, ktvu channel 2 news. >> did and that shooting marks the second deadly officer- involved shooting in vallejo. the other mapped on march 20th when a man got into a four-hour standoff with officers. the ising was found dead inside his home. last year, the department got a lot of attention when the city of vallejo had six deadly officer-involved shooting shootings. new this morning -- officer- involved shootings. new this morning, dozens of senior citizens were evacuated when a pot on the stove activated the sprinkler system. about 100 people had to be evacuated from the senior center when the sprinklers and fire alarms went off just before 1:00 am a. water damage

is preventing some people were returning to their homes. >> we arrived to find one unit on the fifth floor, it activated two sprinkler heads. it caused further damage to the units below. all the way down to the first floor businesses. >> fortunately, no one was hurt. but it was a different story. that same building in 2008. three people were killed in a fire that badly damaged the complex. investigators said fire alarms were not working the day the fire started by a tenant smoking in a. roo. the openers of the -- in the room. the building reopened in january. a federal raid ends in sacramento with fbi agents removing several boxes from a state senator aoffice. here's video from sacramento where boxes were wheeled you out of the his office.

the l.a. times reports the raid is part of a larger corrupt investigation in los angeles county. calderon is a democrat in l.a. county. the senate sergeant of arms had to say this -- >> i have no idea what's in the warrant. it's a sealed warrant by the court. >> federal agents also served warrant at the latino caucus office. cal deran ron -- calderon is a member of that caucus. students at uc berkeley are on high alert after a student was assaulted and grizzly peak. the 20-year-old man and is two of his friends parked their car at a lookout point when they were approached by ten people. pun of the students was -- one of the students was punched and kicked several times. oakland police are searching for a suspect they say committed three carjackings, two kidnappings and shot his girlfriend and his

father yesterday. his name is jamar cleveland. police say he's a 9, weighs about 200 -- he's 5'9", weighs about 200 pounds. this is him driving on the international boulevard. he tried to carjack a car parked out front. >> police are working with his friends and family to try and find him. oakland as' pitcher bartolo colon will pitch today under a cloud of suspicion. it's reported that he is about one of 20 players facing suspensions in a widespread

the freeway in oakland. >> we want to go right to the live ctbrinin oakland fire battalion chief, eleanor bowlen. can you tell us more about the fire. >> yeah, this is a large victorian that's burned approximately two to three months ago. they are doing an aggressive exterior attack because the stairs are gone due to the fire two or three months ago. we have a two-alarm response there. seven engines. we have a total of 45 personnel there. we arrived from the first 911 call. we arrived on scene in three minutes. two minutes later, they struck a second alarm. as you can see by the pictures, they are making good progress on the fire. >> that's right, chief. we do see the two companies up

there. do you if there was any exposure to the other buildings? >> the buildings there are very close together. that was addressed by the first on-scene company. >> this building had already burned once. is itoo early to t may have caused it fire? >> yes. the investigator is on scene and they will -- and they will have more information coming in. >> they are doing a defensive attack on this building. and even though no one was legally supposed to be inside, is it a possible someone could have been inside, even a homeless person, someone who was not supposed to be? >> you can never rule that out. it would be unsafe for the firefighters to go in. there's no interior stairwells due to the last fire and the -- the structure was already comprospliced in -- compromised in the first place.

block. tara moriarty, ktvu channel 2 news. >> thank you, tara. 8:03. meanwhile, we're learning more about how a car suspected in a hit and run ended up in a berkeley estuary. dive teams pulled off the range rover about 4:45 this morning. police say the whole incident began in san francisco late last night. the suspect a accused of smashing a neighbor's door with a hammer, had a run-in with him and drove his car off. the suspect told investigators he drove into the estuary in order to hide. >> he said he just wanted to get away from the police. he pulled up here, made a right turn and drove straight into the estuary. >> the suspect was shivering when loaded onto an ambulance but officers do not believe he suffered any serious injuries. a fire and a power outage in fruitvale overnight. thieves may be to blame.

teenager who committed suicide last fall. her parents say she was bullied and now the los gatos/saratoga school district will look into a free service offered by blackboard, inc. it's two-way texting. students can confidentially tend texts about bully and abuse to officials. this is available to all schools grades kindergarten through 12th. the district would have to pay $125 for the phone -- phone line but the service is free. the assistant superintendent says they are very interested in using anti-bullying tools like this and sounds like it a val ruable mechanism -- valuable mechanism, he says. here's what one thought -- >> i've never been in a huge group where there's huge social

the rubble. we'll continue to bring you breaking news as soon as we get it. an abandoned victorian home near 880 in oakland caught fire a little more than an hour ago. it's the same house that went up in flames in late january. ktvu's tara moriarty is near the house near chinatown with the latest information there. >> reporter: these flames were spectacular. firefighters say they had a lot of calls on them. commuters on the freeway could see them shoots up over the -- shooting up over the rooftop. there was heavy smoke that could be soon. this was off 7th and harrison in chinatown, not far from ktvu headquarters. crews responded at 7:15. within a half an hour, they had it under control. this was an abandoned building. officials don't believe anyone was inside. that's the good news. more than 40 firefighters tackled the flames and did a

continues after a man was shot and killed by police at the vallejo marina. that's where we find ktvu channel 2 reporter katie utehs. katie, you just spoke with someone who heard those crucial moments before the officer fired his gun. >> reporter: that's right. he gives a vive jade -- vive yesterday recollection of what he heard. there's the c-dock you can see the police crime scene still there after blocking off the scene. there is a pathway that goes around the marina, a lot of walkers use it both morning and night. i just spoke with the man who heard the shots and the officer. >> i was talking on the dock and i heard an officer clearly yell, hands up, hands up and then it was five to seven shots. >> reporter: the walker who did not want to be identified said the shooting happened around

8:00 or so last night. he said about 8:08, 8:1. someone called northbound -- 8:12. someone called 911 about an argument here. the caller said death threats had been made. investigators confirm multiple shots were fired and a man on the boat had a boat -- a man on the boat had a gun. police did not say how many times the man was hit. the officer responded on the scene was alone. his backup was on his way. this happened in a matter of moments. police are still -- are still looking for the man involved in the original argument or the person. they are not really sure who that original argument involved but they do want to talk to that person if there was another one involved. we may also want -- learn more information about the man involved. vallejo police hope to get us that information later today.

the scene. janine de la vega is live from saratoga and tells us about a school district adopting a texting service. >> reporter: it's the last day here at saratoga high. they are in the midst of planning for graduation. district officials say they plan to explore this anti- bulling tool which students can use through their cell phone. the assistant superintendent of curriculum at the los gatos saratoga school district says over the summer, they are interested in looking at a service called tip-text. blackboard, inc is offering it free to every school from kindergarten to 12th grade. the district says the challenge to get students to open -- says it is cammed to get students to -- it is challenging to get students to open up. audrie pott committed suicide last fall after a picture of

service. 8:51. in the city of sonoma, they are throwing political weight behind the drake's boy oyster company. they voted to sign a resolution of support for the oyster farm in west marin county. the national parks service refused to renew the list. the farm's operator filed suit to stay open. the appellate court has not handed down a decision yet. big changes are coming to a park in san francisco. this fall a renovation project will get underway at delores park. this will include the insulation of new bathrooms, upgraded walkways and a designated area for dogs off their leash. in october, the northern half of the park will be closed for the first part of the improvement. the entire project is expected to last at least a year. still painful to talk about

they caught this 12-foot long, 1300-pound shark off the coast of huntington beach beach on monday -- of huntington beach on monday. this is believed to be the biggest shark ever caught by individual fishermen. the anglers used chop mackerel for bait. an $18,000 reward is being offered in a case of dog abuse. someone abandoned a severely injured german shepherd at oakland animal services last thursday. the animal was dying of starvation and dehydration. the vet said they had to put the dog off. the dog was dropped off here by a man in a crate without food or water. if you know this individual, please call police. let's go to live pictures now of president obama. he's hosting the super bowl
