accident while work today was suspended. >> we have released all of our workers to go home, be with their families. we will -- the investigation will occur and the site will be freed up and people can handle the grief and the grieving on their own. >> construction work on the new stadium is expected to be shut down again tomorrow and then resume on thursday. and new at 10:00, amber lee is live in santa clara after she shot down and spoke to white's sons about the workplace accident and their loss. >> reporter: donald white's family came down here to the construction site after they heard the news. tonight they're remembering a man whose laughter brought everyone closer to together. >> was 'more like a best friend than a dad to me. to all of us. >> reporter: he is the oldest of the four sons, all gathered

together tonight. >> we're still in shock at this point. it kind of hits us in waves. we're trying to keep it together. >> reporter: he told me that their father shaped who they are today. white worked as an elevator mechanic for 43 years. he was a proud 49er fan who took great joy in being part of the construction crew to build the new stadium for the beloved team. >> he told me it's the safest job that he's ever been on. said he loved working there. >> reporter: but now the brothers have questions they hope the investigation will answer. >> i just kind of really want to know what happened, you know. safe guy, doing it his whole life. he knows where to be and where to go. >> reporter: samuel followed in his father's foot steps. he too is a elevator mechanic. >> we know that he was wearing all of the safety gear and the hard hat. so you can only be so safe. >> reporter: white lived in sacramento but frequently saw

his four sons, all in redwood city because of his work on the 49ers stadium. they say it was an opportunity to reconnect with their father. he got the chance to know his young granddaughters. >> i'm lucky because i was fearful that something would happen to him and that we wouldn't have that moment. the fact that we've had that moment for the last couple of months, before he passed away, is kind of surreal. >> reporter: the brothers say they now find strength in each other and share the memory of a father that they describe as magnetic and larger than life. he also leaves behind a wife in sacramento. amber lee, ktvu channel 2 news. >> more details now. the 49ers issued a statement saying in part our thoughts and prayers are with the family, friends and coworkers affected by this tragedy. the 49er family has lost a teammate today. >> a 23-year-old man is behind

bars after they say that he held a knife to a teenager's neck and kidnapped her with the intention of raping her. aaron roy hid in the back seat of a 16-year-old girl's car at the shopping center on fremont boulevard. when the girl returned to the car, police say he forced her at knife point to drive to a remote area but the teen escaped and got helped. they identified roy from a fingerprint found on the car. now to berkeley where police are searching for a man that they say sexually assaulted a young girl at a playground around 1:30 this afternoon. the child went alone into a public bathroom at the berkeley marina near the adventure playground. when the boy came out of the playground, he told his family he had been assaulted. he described the man as a blackmail with blond hair and green streaks in it. he said the man was wearing a green shirt and dark pants. police say the public's help is key in identifying the man.

>> bart management is asking a state mediator to step in and help contract train operators and other employees. the contract expires at the end of the month. bart management says that the two largest unions are asking for a 23% pay hike over the next few years. officials say that is far above what is financially sustainable. this comes on the heels of a revelation that dorothy earned $330,000 last year in unused vacation time and other perks even though she had been forced out of her job and didn't work a single day. after years of furloughs, thousands of state employees are set to receive a pay raise under a tentative agreement between governor jerry brown and the largest public employee union. it covers 95,000 members of the union. in addition to the pay raise, it includes a guarantee of no

lives after a frightening car accident. ken. >> reporter: we're downtown on fourth street near e. the car was going out of control backwards when it took out a parking meter that was right there. the car continued down the sidewalk, hit this building, and smashed out this window, skidded against the side of that building. you can see the rubber on the side of the building. almost ran over a guide dog team and their dog during a training mission. continued into the intersection. and as you said, it was all caught on tape. this is video from monday morning as the car jumps the sidewalk and heads towards todd and his guide dog team. >> he kind of alerted me that there was something pretty bad happening behind us. >> uh-huh. >> reporter: he says that o'neil, the 18 month old yellow lab was on the final field test when he suddenly turned around. >> he reacted probably two seconds before i did. he turned around, saw it and then i turned around and saw it. >> reporter: he says when he saw the car barreling between him and his colleagues, he

pushed them out of the way, including the woman that was blind folded as part of the training. >> the worst could have happened. how we were positioning and how it happened is incredible that no one got hurt. >> reporter: lewis hernandez saw it all across the street. >> they were so lucky not to get hit. if somebody got hit, they would probably be killed. >> reporter: after narrowly missing the group, the car came to rest across the street, the tires still burning rubber. the driver was a 93-year-old woman who appears to have had a major parking mishap. >> her driving abilities are in question. we will be asking that she be reexamined by the department of motor vehicles. >> reporter: no doubt the quick actions saved potential injuries or death and he credits o'neil as well. >> he actually turned around and kind of was in this mode of we've got to do something. he was going to do something, but then i interacted. >> reporter: by the way, o'neil passed the field training test

25th. >> east bay mud today approved a two tier rate increase. it will increase rates nearly 20% over the next two years. the first 9.75% hike is scheduled to go into effect on july 1st. a year later, another hike of 9 and a half percent is scheduled to kick in. they say that both hikes will increase monthly bills by about a total of $8. the utility needs to raise rates to upgrade pipelines. caltrans has less than a month to decide if the bay bridge will open as planned on labor day weekend. more than 2,000 rods need to be tested. and there's the matter of building saddle holddowns to bypass bolts that have already failed. the contract responsible for the saddles hasn't started building them yet and they will need to be mounted and encased in con treat. caltrans will announce a

decision on july 10th about the opening. >> as we first reported last night, governor jerry brown and democratic leaders have reached a deal that will result in an on-time budget. education is the big winner. >> reporter: governor brown and leaders of the senate and assembly were all smiles and gloated over what was once a rarity. >> another on-time balance budget in california. >> reporter: for the third straight year, lawmakers will vote before the june 15th deadline and for the first time on a budget with a significant surplus, exceeding $2 billion. >> the balanced budget, a change in the formula that will strengthen local school districts, help poor kids and kids that have serious language barriers. this is a real step forward. >> reporter: the budget will send more money to school districts with a higher percentage of poor or english-

are investigating the death of a man. police tell us that the victim's partner entered the home this evening and discovered the body. so far investigators have not released the man's name or commented on how he died. law enforcement officers in the south bay have put a serious dent in crime with the arrest of dozen members of a notorious gang. authorities call it one of the largest gang indictments in state history. >> reporter: it's a gang family tree of sorts. a record indictment targeting a prison gang. >> the shots in some situations are called by people in prison but you provide safety to the community by carrying them out in the city. >> reporter: 48 members with nicknames such as silver boy,

began late last month. four people have been killed, thousands more injured. in bang le dash, police beat garment workers with batons and used tear gas to break up demonstrations. the workers want higher pay and safer working conditions. the current minimum wage for garment workers is $38 a month. the garment industry in bang le dash is a $20 billion industry and employs at least 4 million workers. and in china, torrential rains are blamed for the deaths of at least three three people and the evacuations of thousands of others. meteorologists say 8 inches of rain fell on saturday alone. across the country, damage to crops is estimated at nearly $20 million. >> the president of the golden state warriors took his billion dollar pitch for a waterfront arena to the san francisco chamber of commerce today. he said that the privately

while battling one of this week's many lightning sparked wildfires. he was hit by a falling tree in the national forest in the northeast corner of the state. he was from susanville and a member of the california smoke jumpers. they sky dive into remote locations unreachable by other fire crews. >> police in pleasant hill are blaming street racing and alcohol for a crash earlier today involving two cars and seven people. carol tells us that the crash resulted in at least one very serious injury and also the arrest of a teenage driver. >> reporter: a silver ford focus, air bags deployed and belly-up, surrounded by a mess of shattered glass, shoes and debris. this is the ugly result of street racing. >> my first thought was is there a fatality here. >> reporter: police say about 12:40 this morning, two cars racing down gregory lane in pleasant hill clipped each other and spun out of control.

a green honda didn't hit anything else but the silver ford jumped the curb right here and went down this embankment, hit a concrete wall, flipped up and over a metal fence, before landing finally upside-down in this parking lot. investigators say they were likely going at least 70 miles per hour. that's twice the posted limit. >> it wasn't a planned race. they knew each other and they were going up the road and i guess more or less horsing around that led to a speed contest between them. >> reporter: police say there was a total of seven young people in both cars and alcohol was involved. >> there was some alcohol found in a bush nearby that may have been taken there by one of the occupants and alcohol found in a nearby neighborhood that was discarded bypass engineers. >> reporter: the driver of the honda, 18-year-old paula of concord was arrested for dui

>> california could soon become the first state in the country to ban lead ammunition for hunting. the natural resources committee voted in favor of the bill to ban ammunition. it is illegal to use lead ammo for hunting in places where california candors live. supporters say the endangered birds can be poisoned if they eat the carcasses of animals shot with lead bullets. opponents say nonlead bullets are more expensive. san francisco state university will stop its investment in -- the san francisco state foundation oversees an endowment of over $51 million. it is part of the campaign. >> a big change coming to the san francisco housing market. the board of supervisors voted to modify the condo conversion

law. ktvu david stephens tell us us what it means for property owners and tenants. >> fireplace over there and then you have one condo above you. that's the penthouse unit. did i mention there's an elevator? >> reporter: with san francisco real estate and rental prices approaching new highs, developers are looking to convert apartments into condominiums. >> i have client that's would buy a beautiful property. but once they learn that it's a tic, the blinders come up because they just don't know. >> reporter: it only allows 200 of the city's estimated 2200 tenancy in common units to convert to condos each year. the advantage, better refinance rates for those who own the units individually than owning them as a group. the lottery would eventually be suspended for ten years to help ease fears of a loss of affordable rental units.

>> that way we can guarantee that tenants are not evicted because realtors get excited about the market changing and doing condo conversions and start getting rid of the tenants. >> reporter: the mayor said that the plan is too complicated. >> i'm trying to understand it myself. i don't know what i'm going to end up doing. >> even if it passes, there could be legal challenges to it. >> reporter: san francisco supervisors passed the legislation by eight votes, enough to prevent a veto by the mayor. >> two workers at a north bay medical malpractice insurer had to underdoe decontamination after possibly being exposed to anthrax. it started at the doctor's company in napa. a receptionist opened a letter that claimed to be laced with anthrax-infected blood. the receptionist and another woman were quarantined, decontaminated and eventually released. the fbi is now investigating.
