more details now. contract incentives are nothing new on major bay area projects when part of highway 4 was widened to 8 lanes. contractor would have paid a penalty of $8500 a day for being late. when the bridge deck was replaced on the bridge, the incentive was $10,000 a day up to $300,000 for an early finish. paid when cc myers quickly replaced a burned out mcarthur maze section. included the controversial -- concord amended a state law to widen the scope of the investigation by the legislate i have analysts office. he's asking investigators to give him a report before the new span especially.

cause. >> reporter: the collision happened just a few dozen feet behind me. now investigators are trying to determine the cause of that crash. 15 people were sent to san francisco hospitals this morning after this historic f line trolley car. the injuries were mostly bumps, bruises and headaches. the injured included 7 children from the city's vision academy on a field trip to the cable car museum. >> i saw the children when i came out the children were crying. they were traumatized probably. >> reporter: some children were treated at the scene. the trolley car and bus operators suffered minor injuries. the search is on for the cause of the collision. >> we'll drug test the operators ab we'll put them on nondriving status. but we'll do a thorough evaluation of the vehicles. particularly the rear vehicle. >> reporter: that's because the front vehicle was at a complete standstill while the trolley car was moving slowly.

both victims of homicide. now neighbors we talked to, people in antioch say they have seen a rise in crime over the years and they believe that police need more resources here. the candles and the red wax mark where roberto lopez was shot. two groups were firing at each other just after midnight. lopez died at the hospital. becoming antioch's fifth homicide of the year. the fourth, just hours earlier when ronald rush was found dead with a head injury in his south antioch home. >> his roommate was distraught. just asked what was wrong. he said someone killed ron. we were all in shock. gives me goose bumps now. >> reporter: cara liu lean says she's not say -- >> last night there were two murders. other incidents going on. >> reporter: jeff patterson's

project managers say the elevator company and contractor were on the site today as part of the investigation. officials say 63-year-old donald white died when an elevator counterweight struck him ashe stood on a ladder. cal is investigating the accident. new details on the deadly officer-involved shooting at awind soar starbucks 10 year can veteran donald fletcher and 14-year veteran andrew cash shot and killed a man saturday. officers say he had just stabbed his former partner at starbucks. that woman is now home from the hospital. the two deputies are on paid leave. san francisco's facing a lawsuit that could result in fines of more than a half billion dollars for allegedly violating air pollution rules. bay area air quality managers filed the lawsuit against the city for failing to upgrade

fuel pump nozzles at six city gas stations. the new nozzles were due to be installed by april 1st 2009 and keep gasoline fumes from polluting the air. >> vapors come out and go into the air. all of those vapors from all of the collective gas stations are what forms ozone and smog in the bay area. >> a lawsuit is asking for damages of up to $75,000 a day per pump, which adds up to $542 million. the vehicle code section nos les have replaced. talks are expected to resume tomorrow between bart management and unions. bart has asked for a state mediator. according to bart, its two largest unions want 23% in raises over the next 3 years. that's more than the district says it's willing to pay.

the jdsu company plans to lay off 125 employees. mostly in the north bay. layoffs will affect workers at the company's optical products decision. the layoffs are a result of the decision to stop making several products. the layoffs are expected to happen during the next six months. family and friends of a soldier killed in afghanistan were on hand today as his remains returned home. the casket carrying 20-year-old specialist ray ramirez was met by an honor guard and a group of about 30 mourners as it arrived this morning. ramirez was on his first deployment to afghanistan when his unit was attacked earlier this month by an i.e.d. his family was too emotional to speak on camera today. last week his father told reporters how he felt about his son's sacrifice. >> that boy is more of a man

live in oakland, lorraine blanco. a man who allegedly tried to kidnap a fremont teenager reportedly told police the whole thing was a misunderstanding. aaron roy was in court today but did not enter a plea. roy hid in the 16-year-old victim's car while she was in a grocery store monday. roy allegedly threatened her with a knife. the teen managed to stop the car and escape. the surveillance video shows her running to get help from a neighbor. >> she said he's chasing me with a knife so wait for her to come so she met me halfway up my driveway. we ran in the house. >> roy is charged with kidnapping, robbery and possession of cocaine. roy told police that he got into the wrong car by mistake and the girl wouldn't let him out. the family of brian stow says it is scaring for him at home because his health

insurance stopped paying for his stay in a residential treatment center. health and hospital system officials meeting today in san jose said his situation shows the need for healthcare changes. some critics say dealing with long term health problems would drive up costs beyond acceptable limits while supporters say reform will bring in young, healthier people into the insurance pool who rarely need extensive care. stow's family says they're happy to have him home but he'd have been better off in a full time therapy facility. a textbook rental company is getting ready to go public. chegg has asked j.p. morgan chase and bank of america to handle its stock offering. the time frame has not been released. the site started in 2007. they have expanded to include online study health, course reviews and e-books. another silicon valley
