jose where a man has been stabbed to death this morning in a neighborhood. we'll tell you what we're learning about the victim and what he was doing here. mornings on 2 starts now. >> bay area news coverage starts right now. this is ktvu mornings on 2. >> good morning. he is thursday june 13th. i'm dave clark. >> i'm tori campbell. let's get a quick look at weather and traffic. steve? all right, well, we're going to be going to breaking news instead. we want to begin with breaking news in lafayette where a car carrier has caught fire and causing major traffic delays. team coverage with sal casteneda monitoring traffic. first let's go to brian flores live on the scene there at westbound 24 in lafayette. traffic is moving past you brian. >> reporter: it's moving past, good morning to you, but damage is already done to the truck and

the traffic. take a look for yourself. the tow truck operators have a busy morning. but now the truck operators have a busy morning. not only do they have to unload the cars from the truck but clear the lanes as well. we just got done speaking to chp. 2 to 3 hours before all lanes open up here. what i want to do is go to video shortly after this happened. this was roughly around 10 minutes before 5:00 this morning. huge flames coming from the truck. we don't know the cause but the driver was on his way to the peninsula to deliver these cars when all of a sudden he heard a loud boom. he pulled over thinking the cars on top may have collapsed. but soon after flames appeared and he called the chp. this morning the driver is doing okay. a bit shaken up. here's more about what the chp says.

>> about 4:49, the highway patrol got a call about vehicle fire. we arrived on scene ten minutes later and it was fully engulfed and like you said also spoke with the driver and got about the same information you did. >> now, 7 of those cars are damaged. tow truck drivers very busy. we understand there might be a forklift called in. there's so much damage to the cars, there's no other way to put the cars on to tow trucks. that's probably what they are going to be doing here. >> reporter: back out here live, westbound traffic here on westbound 24. it is just a mess. trying to get the word out if people can avoid the area. silver lining, the biggest change is the left three lanes are now open. but, again, it's going to take 2 to 3 hours according to the chp. now,

let's go to sal in terms of traffic. traffic is already affecting lots of different areas including 680. >> that's right, brian. 680 southbound is very slow comg from pleasant hill heading on down to the 24 inter change. some people may want to use highway 4 westbound and stay on highway 4. but a lot of people are actually doing that. making their way over to interstate 80 and 80 is crowded as well. this morning people have been taking 80 coming through richmond and west contra costa county getting to the bay bridge have been crowding the freeway. it's somewhat strange. a lot of people use the bay bridge but the bay bridge has been light because people aren't showing up. i think the best alternate routes have been taken. mount diablo boulevard is one of them. if you are a local, you can get on the freeway after central lafayette. the best alternate really is for you to add your extra time.

brian mentioned three lanes are opened. two right lanes are closed. this is going to be out there for a while. stay with ktvu. let's go back to the desk . >> we're still following developing news from san francisco where 7 protestors were arrested. police raided their encampment. some of the protestors had to beced out of the trees. ktvu's katy has been out there. what are you hearing out there? >> reporter: we just heard from police that the tree sitter who appeared to have fallen out of the tree jumped into police padding that had been set on the ground. he had minor injuries from that jump. it was a swift movement this morning as police officers removed 44 people who were camping here. and the people were occupying the farm. >> over 100 police officers,

you know. an orchestrated thing with lighting and cherry pickers. it's very warranted to have an emotional response. if somebody was demolishing the home, the people who own the home would be upset. >> reporter: part of what fired up those protestors can be seen in this video. you can see what appears to be one of three sitters falling from the stand. as we just learned from police, that tree sitter jumped from the stand. five other people were also arrested. two who refused to leave the camp and three others protesting on the sidewalk. police say they gave plenty of notice. >> over the past week now, we've been giving notices coming out talking to the folks. let them know they are trespassing. we worked with homeless outreach to actually ask them if they couldn't take it with them.

several notices written and verbally. >> reporter: the people arrested are facing charges of trespassing and disorderly conduct. back out here live, things have calmed down within the last hour. and traffic is flowing again smoothly. laguna is still blocked off. crews clear out what used to be haze valley farm. ktvu channel 2 news. >> 7:06. san francisco police are investa double homicide early this morning. the bodies of two young men were found shot to death near john mcclarren park before 1:00 a.m. the victims were 22 and 24. both were shot two to three times. investigators are looking for three suspects seen driving off in a white truck. >> 7:07. new this morning, police in sane searching for suspects in a deadly early morning stabbing. this one

happened about 12:30 this morning. ktvu's back now and you have you have been talking to neighbors. >> reporter: they are very surprised to wake up and see police cars here and neighborhood roped off. they are eager to find out if they know the victim here. we're told he's a 56-year-old asian man and he lives here on this street. you can see it's blocked off so crime scene investigators can collect evidence. police received a 911 call that a man had been stabbed. when officers arrived, they found him in front of his house with multiple stab wounds. he was rushed to the medical center where he died an hour later. talk to potential witnesses and gather evidence. the neighborhood has been roped off with crime tape. it had been blocking some residents from getting back into their home. we spoke to one of the neighbors who says she is eager to find out more from police.

>> i want people who is responsible for this caught and make our neighborhood safe. it's frightening. it is close to home. >> reporter: homicide detectives were at the scene earlier but they did leave about an hour ago. and we learned they did go the hospital to talk to the emergency room doctors to find out more about the victim's injuries and the cause of death. nobody has been arrested yet. suspect description has not been released. still unsure how much police have to go on. we do know a motive is being investigated. at this point they don't think it's gang related. again, that could change. what we do know is it brings this year's total to 24 homicides this year. reporting live, ktvu, channel 2 news. >> all right. thank you. 7:09. we are closely watching the supreme court this morning to see if the justices hand down their ruling on california's

proposition 8, the ban on same sex marriage. the court announces rulings on mondays and thursdays only beginning at 7:00 a.m. we are monitoring a live blog and let you know the minute we find out if the justices are going to issue a ruling on prop 8 this morning. the court is scheduled to make a decision before the end of the month. if they don't make it today, there's only four more chances the next two weeks. >> all right. that's a big one. 7 :10. our commute, sal is watching highway 24, highway 680. both are a mess. >> that's right. if we look at some of these -- first of all, right to the problem. at the central lafayette exit. the two right lanes are blocked because of an earlier fire involving a car carrier loaded down with new chryslers that many of them caught fire and destroyed. they are having trouble getting the truck out of the way.

good morning. westbound 24 still affected by a truck that caught fire this morning near the central lafayette exit. the truck was carrying 9 new cars. many of them burned up. no one seriously hurt but the two right lanes are closed. traffic is slow not only on 24 but 680. the three left lanes are open.

two right lanes are closed. this is going to be extended closure. >> thank you, sal. 7:16. we have new information from santa monica about last friday's deadly shooting rampage. investigators believe the suspect assess believed rifle to deliberately circumstance come vent gun laws. used an ar-15 rifle. this weapon is banned in california. suspected of firing 100 rounds killing five people before police killed him. president obama wants to move forward with actions on gun safety. the president first laid out these orders back in january. kyla? >> reporter: president obama announced 23 executive actions with mental health database and

background checks being his top priorities. others include having centers for disease control conduct research on preventing gun violence. also wants the department of justice to collect and analyze information on lost and stolen guns. plus the president plans to have law enforcement, first responders and school staff members nationwide trained on active shooter situations. this happens as newtown families are on capital hill. parents are meeting with law makers today after sitting down with senators yesterday. >> there's a law abiding gun on myself. i have a responsibility to make sure i don't put the guns in the hands of the wrong person. >> senator mansion promises a new round of gun legislation in congress. pro gun owner groups say president obama is trying to circumvent what americans want.

deeper into both side's arguments next. ktvu, channel 2 news. >> 7:18. happening right now. fbi director robert muller is making final appearance before the house judiciary committee. this morning's hearing is supposed to focus on fbi operations. with the recent revelations about the national security agency, it's expected that john mueller will face questions. this is not the fbi director. that's john of detroit michigan speaking. step down as fbi director on september 4th after 12 years on the job. >> 7:19. back here at home muni inspectos will be checking on board cameras trying to figure out yesterday morning's crash that injured 15 people including 7 school kids. one of the historic cars rear-ended a 911 bus on market street. a group of 31 kids were riding to

bus on a field trip. most of the injuries in the crash were minor. >> they were very scared at first. we thought we had more patients but once we got them off and calmed them down, not transporting as many as originally thought. >> the kids were able to visit a nearby art museum. those injuries were not serious. it was a low speed collision. now, the two muni drivers were slightly injured and they are going to be tested for drugs and alcohol. a woman and a three year old child that were killed in a horrifying car crash will be paid to rest today. a funeral for joey and her son angelo scheduled to be held this morning. they died last week. the boy's father lost control of the car and rammed into a tree. he was arraigned on monday of charges of vehicular manslaughter and child endangerment. >> it's very clear morning across most of the bay area this

pope benedict resigned after being wored down. >> time is 7:23. in honor of gay pride month, east bay non-profit hosting a special coming out party for teenagers in oakland. there was dancing, a lot of musical performances, even a fashion show. this event was put together by the group youth uprising. the goal was to provide a safe place for gay and lesbian teenagers where they can be who they are and have fun. >> look like you that makes you way more comfortable and to know of a space that's full of people and staff that do care about you and value your identity. >> youth uprising does a lot of work for teenagers outside of the gay and lesbian community. their goal is to build positive relationships and develop skills that will help them succeed as adults.

>> 7:24. some nfl players are teaming upe or thing gay rights -- supporting gay rights. players such as oakland raider's punter chris clooey and scott fujita are putting their names and jersey numbers on these shirts to celebrate gay pride month. they want to send a message of tolerance and respect. we want to check in with sal right now. you've been busy this morning. how is the situation looking on 24? >> it's going to lead everyone to traffic reports. the problem is going to stay there for a while. earlier we had a truck on fire in case you are just joining us. 24 at central lafayette. this car carrier was on fire. it burned and damaged the cars. the two right lanes remain closed. three lanes are open but still very slow. and a lot of traffic has been held up. not only on 24 west heading toward the tunnel but 680 south. also this morning we're looking at the bay bridge.

a lot of people who come through there are held up and now at the toll plaza has been lighter than usual today. if you are driving on 680, i want to mention 680 southbound is busy from concord to walnut creek. that's extra slow. 7:25, let's go to steve. >> thank you. and a very good morning. mostly clear morning. only a few patches of fog . overall another cool morning. 40s on some of the temps. 50s, starting to warmup quick. some of the cool air is to the north. 40s and 50s but very similar to what we had yesterday. breezy, sunny, nice. temperatures not going far. you see that dip, that's the system going through. high pressure will build in behind it. temps are close to average. just a little bit warmer. i doubt much of a change.

an sig alert has been issued after a car carrier catches fire on westbound highway 24. chp says drivers should expect delays for the next few hours. let's go to brian flores who is live on the scene with more details on what happened. >> reporter: i don't know how else to describe it. it is a complete mess out here on westbound 24. we are east of

the central lafayette exit. taking a look at the car carrier that caught on fire early this morning before 5:00 this morning. a fully loaded car carrier damaging that vehicle as well as 7 cars on the carrier as well. in terms of traffic, still the left three lanes are open. the damage not only to the truck but also to the morning commute is already done. we just got done speaking to the chp. two to three hours before all lanes are clear. we want to go to video shot shortly after it happened. you can see huge flames coming from the truck. we don't know the cause but the driver was on his way to the peninsula to deliver these cars. about nine of them. when all of a sudden he heard what he described as a loud boom. he then pulled over thinking a car on top had collapsed. but soon after the flames appeared. he called the chp. the driver is doing okay. obviously, a bit shaken up. the chp says the fire spread as well. >> when fire showed up, there

was a small grass fire as a result of the vehicle on fire traveling up the hill there just to the north of the roadway. >> now, since then, fire crews have left the scene but now up to the tow truck drivers, they are very busy this morning. spending the next few hours, they have to unload the burnt cars and place them on tow trucks. also hearing they might be calling in a forklift to transfer the cars. may be difficult because parts of the car carrier melted through. but back out here live, traffic moving better this morning. the left three lanes are open. but to put this in perspective, firefighters say they use 4 to 5,000 gallons. not only the car carrier but nine cars aboard. each of them had gas on it and could have been a much worse situation. let's go back to sal who is keeping an eye on traffic. we talk about alternatives but at this point i don't know if they will work at this time. >> you are absolutely right. one of the things that happen

s is a lot of people are on the side roads, mount diablo and others. some are using 80. and 80 itself is very slow . a lot of people have avoided 680 and 24 and just kept going on highway 4 and gone the long way all the way out to 80. this is one of those things affecting the entire region and the two right lanes are going to stay closed for a while. let's go back to the desk. >> thank you, sal. we have breaking news right now. the supreme court did not issue a ruling on california's proposition 8 during session this morning. so that means, the earlier ruling could come down would be next monday. the court only announces rulings on mondays and thursdays beginning at 7:00 a.m. this morning, the court did issue rulings on other cases but nothing on

>> reporter: hundreds of workers poured into the stadium their first day back since a deadly accident when a mechanic was killed in an elevator shaft. more than 1,000 workers were stunned. they left the site and been home for the past two days. >> then yesterday we didn't get paid at all. >> you are anxious to get back on the job. >> i got to get my money. >> you have a family to support? >> i have a wife and two kids. >> 63-year-old donald white was standing on a ladder when he was struck and killed by a counter weight. we learned the man working in a shaft next to him heard the entire accident and was the one to pull the counter weight off of him. white has four sons and some of them were here and were on site when their father was killed. osha has been investigation underway and

contractors. and holding a press conference at 8:15. we're going to go and attend. we'll let you know what happens. live from santa clara, ktvu, channel 2 news. >> thank you. 7:35. new this morning, two top safety experts say nothing should stop cal trans from opening the bay bridge as originally planned. the bridge and seismic experts were hired to review the bridge construction project. and they say the highly publicized problem is very small compared to the overall seismic safety of the new eastern span and the new bridge they say is much safer than the one drivers are currently using today. the announcement on when the new eastern span will open is expected july 10th. the head of bart says the transit's controversial vacation policy is worth reviewing. grace told the contra costa times she understands the public

outrage that a former general manager cashed in 3100 hours of unused vacation totally $330,000. not promising any immediate reform saying she just doesn't know the extent of the problem and taking vacation time is an incentive to attract top quality employees. >> only on 2, ahead of tonight's bart board meeting ktvu is giving you a first look at bart's new train cars. the bart, according to a recent study, has the oldest trains in the country. the average train car is more than 30 years old. two thirds of the cars date back to 1972. maintenance workers say equipment like propulsion, communications, even the monitoring systems are out of date. >> they run more miles than just about any train car. the people who work at these shops, do a tremendous job getting them out everyday. becomes a hard earned job as those cars get

older. >> bart has ordered 410 new train cars. we've obtained drawings of the designs. they have three doors instead of two. faster boarding. also have bike racks, digital signs, maps and better public address and cooling systems. price tag, $897 million. the first trains could be here by 2017. another power outage blackout for treasure island. some of the residents are trying to look on the bright side. last saturday 2400 residents were in the dark for about four hours. a transformer burst. city officials are blaming the 80-year-old system over there. with six outages so far this year, some of the residents say they are better prepared for the next big earthquake. for these outages to stop, the equipment will have to be redeveloped. >> 7:28. public schools here in the bay area and throughout california are eagerly planning how to spend new money coming

peachtree drive. they found the victim with one gunshot wound. he was rushed to a local trauma hospital but pronounced dead. the suspects were seen running away. the investigation goes on. in about an hour from right now, san francisco's district attorney and new york city counterpart are expected to announce they are teaming up to fight an epidemic of stolen cell phones. the save our smart phones initiative will be a national coalition of police, prosecutors and other officials. they want cell phone makers to help fight the rise in stolen cell phones. san francisco district attorney says more than half of all the robberies involve a cell phone. >> 20 minutes before 8:00. the city of belmont is getting rid of red light camera program. it's the third city to do this since march following redwood city and hayward. council members say the program costs $1 million per year. and so far no evidence the cameras have made

the streets any safer. >> time now 7:40. sal, you haven't been able to help highway 24. it is a mess. >> it is a mess. could be worse, i guess. at one point all the lanes were blocked or almost all the lanes were blocked when this truck caught fire. they are trying to removethe tr. westbound 24 at central lafayette. they have the two right lanes closed and it's going to be like that for a while. it's what they call a hard closure. cones out there because they have to get this out of the way. the alternates aren't that great. the traffic stacking up on 680, 242. this is having a big train reaction. people are on mount diablo boulevard and people are taking highway 4 over to 80. even the alternatives are crowded. the best thing you can do is not go. i know that's an option. yeah, don't go to work today. it's one of those things where you are either caught in a lot of

traffic but if you have that luxury then you might want to do that. let's move along and take a look at westbound bay bridge. the traffic is backed up for a little bit. people aren't getting through and that's made it better for the morning commute. and this morning, looking at the san mateo bridge. if you look to the right, there is police cars pulled over. there is a boat that's run aground. chp and fire department are checking it out. you can see the units on the side. but the traffic on the bridge is not blocked. let's go to steve. >> sal, it's one of the best parts of our jobs, no traffic. >> being here early. >> yes, sir. look at the positive. very good morning, everybody. clear skies, patchy fog here and there. not much. very quiet. remember friday, saturday, sunday, monday. things have calmed down. low responsible for it. it's moving out. it's burning day light.

did neighbors hear anything? >> reporter: most neighbors slept through all of this. there is one neighbor who heard the commotion and told by police that he then came outside and found his neighbor stabbed to death. he's being interviewed back at headquarters. police have been here for 7.5 hours. they've been collecting evidence and conducting investigation. they received a 911 call after 12:30 this morning of the stabbing and when officers arrived, they found a 56-year-old asian man suffering from multiple stab wounds in front of his home. he died an hour later. police have spent the morning knocking on doors and talking to people in the neighborhood. neighbors are disturbed here the victim is older. and here's why. >> being an older man like that, very concerning. i was thinking maybe a younger person, gang bang or something like that. when a gentleman like that, it's scary. >> reporter: no suspects have

welcome back. time now 829 tame time. there's an sig alert this morning. it's been a mess for hours. a car carrier burst into flames. let's go now to brian flores. you've been out there for a couple hours. you've been right there. how is it right now? >> well, dave. there's no other way to describe it. it is a complete mess on westbound 24. it is just having this ripple affect all along the east bay this morning. you are taking a look now. this is from behind the car carrier now. they are trying to remove the cars that were on -- that was damaged from

early morning fire. it's going to take a lot of work. the chp say it's going to be two hours before all lanes are open here on westbound 24. what i want to do is go to video shot shortly after the car care yes caught on fire. it was roughly around 4:50 this morning. huge flames coming from the truck. still don't know the cause. from what we understand the driver was on his way to the peninsula. all of a sudden he heard a loud boom coming from the truck. he pulled over thinking a car he was carrying collapsed. soon after flames appeared. and he called the chp. the driver is doing okay. still a bit shaken up. the chp says the fire spread as well. >> when fire showed up, there was a small grass fire as a result of the vehicle on fire traveling up the hill there to the north of the roadway. >> reporter: now that most of the fire crews have left the

scene, going to be a very busy morning. at least 7 cars were damaged. the carrier was carrying 9 cars. this could have been much worse. not only the truck on fire. these cars were carrying fuel as well. firefighters say it could have caused explosion. 4 to 5,000 gallons. they'll be spending the next few hours unloading the burnt cars. a forklift is here to unload the cars on to the trucks. also proven to be difficult because parts of the carrier were melted through. i want to show you quickly the traffic that's going here, westbound 24. the four lanes are open except for this exit lane. you would expect that traffic would be moving nicely. there's this traffic going past the scene here that's causing this ripple affect going along the east bay on to 680. sal, you talk about alternatives but as you've mentioned, the damage

time is 8:35. tonight the oakland city council is considering the city's budget for the next two years. in an interview, you'll see only here on 2, oakland mayor is here now to talk about what she'd like to see, how it could affect public safety and why she wants to hear from you. good morning. thank you for joining us. >> gd morning. how are you? >> i'm doing well . good to see you again. so why is tonight's city council meeting so important? so significant? >> as you know the oakland city budget is on a two year cycle. and tonight is the first night the city council is taking up proposals. most of the proposals adopt about 98% of what i proposed. a couple of them question whether or not they are going to maintain the stable funding i need to bring the police department up to 700 as well as to keep the highway patrol working for us while we're graduating new officers. we hope to have four police

academies over the next four years. and i'd like to keep our contract with the highway patrol four days a week to make sure i have sufficient officers on the streets of oakland. lastly civilian positions and new 911 operatorst are really important to keep oakland safe. >> you're emphasizing here and other people emphasized public safety is a top priority. you are agreeing with that? >> absolutely. for me means not only police officers but good jobs for young people and programs that help organize the community and work with merchants. >> you are also dealing with the image of oakland when you deal with public safety and some of the things we've been saying and talking about. quickly react to some of the violence and other things gang related and otherwise. >> well, we've begun to bring murders and burglaries down in the city. as you know, i have a plan that was put together by

chief brattan that breaks the city into five districts. each had a captain we will hold accountable for crime in their district and rolling those captains this week. and breaking up the area. now have a problem solving officer looking at the issues in their neighborhood. this will be a more affective use. that's why some of the crimes are coming down. at the same time, we need to have more jobs and that's why i've been fighting for more economic development staff. oakland's booming these days. we have a million square feet in retail. 60 new restaurants. all of our hotel and other revenues on the way. oakland's on its way. i want to make sure we keep it on its way. and more importantly i have the job training dollars that will

8:45. we are following breaking news now of a homicide investigation in oakland. ktvu channel 2 reporter is live at the scene. this all began with a traffic accident. >> reporter: it does. and police are asking for the public's help because this is so random and brutal this shooting that happened last night. i'll show you the intersection where this happened. if this rings a bell to you, call police.

the victim's vehicle was driving westbound on stanford when he was rear-ended by another vehicle. then he turned southbound on to market. and pulled over down the street at a bus stop. the person who rear-ended the victim's vehicle pulled over behind that man and that's when they had some sort of confrontation. some sort of verbal confrontation and two men got out of that suspect vehicle. a four-door silver sedan. that's when a 23-year-old asian male was shot and killed. the suspect vehicle took off. this all happened around 11:00 last night. and police have no idea who the suspects are. appears to be random that a victim and a suspect did not know each other. hoping someone saw the car collision or the shooting. we have learned a little bit about that male victim. we've learned he is a college graduate and just in the area playing basketball and he was on his way home to emryville.

again. 334,000 americans filed for first time unemployment benefits last week. that's down 12,000 from the week before. most economists actually expected new claims to increase slightly. wal-mart has been hiring only temporary workers at many of u.s. stores. the first time wal-mart has taken that step outside of the holidays. the move is to make sure there are enough workers when stores need them without hiring full time staff. the discount chain says the temp workers are paid the same starting rate as full time workers. >> let's bring you up to date on some of the other top stories. in san francisco, 7 tree sitter protestors were arrested early this morning during a police raid of an encampment. one of the protestors jumped out of a tree but demonstrators are claiming the tree sitter was pushed. police searching for suspects in a deadly early morning stabbing on checkers

drive in east san jose about 12:30 this morning. a 40-year-old man was stabbed several times outside of a house. he later died at the hospital. and no ruling today from the u.s. supreme court on california's proposition 8. the court is scheduled to announce decision before the end of the month. the court issues rulings on mondays and thursdays. so we're going to keep monitoring on monday morning. >> a man accused of trying to kidnap a fremont girl claims the whole incident was a misunderstanding. 23-year-old erin k umar roy was in court yesterday. he is accused of hiding in the 16-year-old victim's car while she was in a grocery store on monday. he allegedly threatened her with a knife and indicated he was going to rape her. she managed to escape. a brief video shows her running to get help.
