in her budget. meantime residents want more police. good afternoon, i am brian flores. that is the number 1 issue but what is being done about it. sal castaneda spoke with the mayor about the important meeting tonight that could have a direct effect on public safety, sal. >> reporter: all right, i apologize for the sirens going by, one of the biggest concerns for them is crime and today the mayor said she will introduce a budget to have a lot more money for police officers. now we saw a police academy squad drop by this morning. these officers are getting ready to come on line soon. the mayor said she wants to add 911 dispatchers more of them and turn administrative jobs over to civilians to free up officers for patrol. i spoke to her this morning. she told me she wants to have two classes every year and has money in her budget for outside help. >> i budgeted 2 million dollars for highway patrol help, as i

am trying to get the numbers up we need more police particularly on the weekends and i would like to continue the contract with the highway patrol to provide cars at least 4 days a week. >> while most agree crime is oakland's biggest problem some say the mayor is spending money to increase her staff, money they say should go to the police department, at least one city council member says it is not appropriate for the mayor to add staff while asking the city council to trim its staffing. other critics are more direct, they say the mayor needs to do something about out of control crime. today i asked the mayor what she would say to her critics. >> ask them to support my budget and to call their council members and to e-mail or come up to the meeting tonight. >> in the budget the mayor's staff has increased from 1.9 to 2.2 million and a lot of people who have something to say about where the mayor plans to spend

her money say they will be at the meeting which starts here at 6:30. sal castaneda, ktvu channel 2 news. >> oakland police are asking for your help finding the person who shot and killed a man after they got into a fender-bender. we report the victim was just driving home from a basketball game. >> reporter: a drive home from pick up basketball at uc berkeley took a turn few could anticipate. >> -- these are not bad people. you know even the youth here. >> oakland police say someone shot and killed a man around 11:00 last night. a mere hour from his 23rd birthday. >> who unfortunately is not going to be able to celebrate his birthday. >> police say the victim, iana nickano drove westbound on stanford avenueed a the intersection of market street the driver of a 4 door silver sedan rear-ended him. >> he did the right thing, he was involved in a collision and he pulled over. >> that is when police say two people got out of the sedan, an

argument ensued and a single shot killed him. it happened so quick some neighbors didn't hear a thing. >> no. that is why i am so amazed. i said wait a minute. i bet you that was a shooting in traffic or shooter's vehicle off. the liquor store behind me was a camera that points towards the intersection, it is this direction and all 4 corners there are traffic cameras, investigators tell me what they have learned about this accident comes from both that video and witness statements. exceptionalliy unsettling, police say nickano, a recent college graduate was simply driving home. >> our victim and suspects there is no relationship, this stranger to stranger. ktvu channel 2 news. >> this is a picture of the victim, ian nick cano there, much more on this on the ktvu

news at 5:00 and 6:00. jury selection has wrapped up in the murder trial of joseph naso, he is accused of killing women. he is acting as his own attorney. he could face the death penalty. opening statements are scheduled for monday. no question it has been a tough 48 hours for construction workers at the new 49er stadium. on tuesday a worker was killed and crews are back at work. ktvu's tara moriarty is live at the stadium with how the workers are moving forward despite tragedy. >> reporter: workers started the day with a moment of silence and many told us they were sad and anxious to know what went wrong tuesday morning. bulldozers, cranes and forklifts fired up again, as the new 49er stadium after two days of sitting idle. >> our hearts are heavy. our workers we gathered in the stadium this morning but really our thoughts and our prayers continue to be with donald

white's family. >> reporter: workers poured in wearing stickers on their hard hats to honor the 63-year-old killed in an elevator shaft early tuesday morning. >> it affect me a lot because i been in the trade for 25 years and that is the first time ever happened on a job i am working on. >> good morning. >> more than a thousand employees at levy stadium went home stunned when the veteran mechanic with more than 40 years of experience died when a counter weight fell on his head. >> i don't know how i am going to end all this today you know going to be a lot of low high believer up there today you know things will get back to normal. >> this morning crews gathered in the south end zone to pass the bucket, a construction tradition where people pitch in money for the grieving family, white had four sons. >> i am happy to say that the city of santa clara, the stadium authority and the san francisco 49ers have decided to

she died at the scene, this happened before 9:45 this morning. the drivers of both trucks stopped and are cooperating with police. two top safety experts say nothing should stop them from opening the bridge over the labor day weekend as first planned. the experts were hired for view the project. they say the bolt problem is small compared to the overall size and the new bridge is much safer than the ones they are using today. the announcement on when it will open is expected july 10th. police raided tree sitters this morning, landing 7 in jail. they are from the group liberate land and had been on the site since june 1st. when police gave the order to disperse around 1:30 a.m. there were more than 40 people on the property. three activists were on platforms and trees and refused to come down so police used cherry pickers to arrest them. the developer who owns it plans

to clear it and build a housing project. >> this action was necessary to spark the dialogue with the community members, with the police, you know with these developers who really have no interest in the commonwealth of the city. it is more about making profit off of this land, which is our land. >> construction of the housing project is expected to begin later year. well the supreme court did not issue a ruling on california's proposition 8 during its morning session. that means the earliest a ruling could come down would be next monday. the court only announces rulings on mondays and thursdays, this morning they did issue rulings but again nothing on prop 8, they are scheduled to make a decision on it before their current session ends at the end of the month. san francisco's district attorney joined this morning with new york state attorney general to announce an initiative aimed at cutting down on smart phone thefts. he wants cell makers to make it possible to disable a phone if

it is stolen. he and new york attorney general eric snyderman said that would make them worthless and take away the incentive to steal them. they are meeting with representatives to talk about a so-called kill switch. apple has already said it plans to install this type of software in its iphones this fall. only on 2, ktvu is giving viewers a look at train cars, they have the oldest fleet in the country, the average car is more than 30 years old, 2/3 date back to 1972. workers say propulsion, communication and monitoring systems are out dated. >> the average age identify our cars are the oldest. many went into service when the godfather was the number 1 movie, 1972. >> the transit has order 410 new cars for a total of 8 97 million dollars. the new cars include 3 doors for faster boarding as well as

welcome back to the ktvu news at noon, it is now the most destructive wildfire in colorado state history. so far at least 360 homes have been completely destroyed and the condition of nearly 80 more is unknown. paul is in colorado and has the latest on the evacuations and fire conditions for today. >> reporter: here in the colorado springs area more than 10,000 residents under mandatory evacuation orders, the fire 0% contained and more than 500 firefighters battling the blaze right now.

smoke blankets miles of colorado springs, some residents had just minutes to evacuate before flames consumed their homes. >> it started like getting black and getting a little bigger, so we just hurried home and started like packing up all the stuff. >> travis hinton managed to grab pets, photos and hard drives ahead of the fire, his family's home has been listed as a total loss. >> you look at each other and cried a little bit and we just tried to decide what is next. >> firefighters continue their assault on the flames from the ground and from above. this video was shot from a helicopter with the 4th infantry division helping with the battle. thousands of acres charred and 100 homes lost. the black forest fire, the largest of the fires burning in the state is taking the biggest toll on the land and on resources.

>> we do have very dry conditions. the possibilities for this fire to continue to spread are extreme. and one of the things that is -- if there is anything working to our benefit it is the terrain, there is accessibility. we have roadways we are able to access. >> for those standing by for word on their homes pictures like these only fan the feelings of helplessness. the forecast for today daunting. they expect temperatures to rise above 90 and winds could reach up to 40 miles per hour. i am paul reporting from colorado springs. >> an explosion at a petrochemical plant this morning in louisiana has killed one person and injured more than 30. it is located 20 miles south of baton rouge and owned by the williams companies and makes gases used in processing. plant officials say the flow of chemicals has been cut off and authorities say the fire is contained. ceremonies in oakland this morning honored a 7-year-old

boy for helping get medical attention for his mom. teareke blake called 911 after his mother suffered a seizure, his used a cell phone and the operator coached him to use a land line to find out their location to send help. >> he was amazing. he fold everything to a t. followed direction very well, very articulate and he did a great job. [ applause ] >> good job, when the fire department arrived his mother m needed and the story had a happy ending. san francisco police are also investigating a double homicide. the bodies of two young men found shot to death near john mclaren park before 1:00 this morning. officers say they were 22 and 24 but have not yet identified them. both were shot two to three times. investigators are now looking for three suspects, seen driving off in a white truck. a man was also stabbed to death near his home early this morning in east san jose. police say a neighbor found the 56-year-old man around 12:30 a.m. on checkers drive. he had been stabbed several

times. police say they are trying to figure out not only who did it but why. they say the stabbing does not appear to be gang related. >> being an older man like that, very concerning. i was thinking maybe a younger person, gang banging or something like that, but a gentleman like that is kind of scary. >> this is san jose's 24th homicide of the year. a big rig fire on a bay area highway caused big problems this morning for thousands of east bay commuters. a car carrier erupted into flames before 5:00 a.m. on westbound highway 24. flames spread to cars loaded on the truck, the driver was not injured, the highway patrol shut down 4 lanes while they worked to clear the scene. motorists had to squeeze by in the remaining lanes and traffic was backed up for miles into concord on 680 and 242. all lanes re-opened around

10:00 this morning. what sparked the fire is still under investigation. >> well, another very nice day out there, lots of sunshine, temperatures cool off a little bit compared to yesterday's warm readings but these are very tiny changes, here is our camera looking toward the bay bridge and san francisco bay and really just a beautiful day as you can see here, crystal clear conditions a northerly flow, typically we talk about the fog but right now just clear skies as that fog bank is pushed way to our south with this overall wind flow and as a result the entire coast is clear. a few patches near the shoreline near the san mateo coast earlier this morning. temperatures are in the 70s right now toward fairfield, concord and walnut creek. san francisco right now 62 degrees. san jose lower 70s at 71. as far as wind speeds tracking those as well. you can see here not much in the way of wind toward fairfield, talking about winds over the past few days around the delta. i suspect those speeds will

pick up throughout the afternoon hours. sfo out of the northwest at 17 and basically the same direction in half moon bay out of the northwest at 18 miles an hour. forecast headlines for today, more sunshine, a bit of a breeze by mid to late afternoon. tomorrow sunny and warm. the weekend some patchy morning fog, temperatures cooling off just few degrees, especially by sunday. high pressure has been in command of our weather this week but there is a weather system up to our north. it is weak. but for today it is going to bring temperatures down a few degrees. i am just saying a few, maybe one to three degrees from yesterday's highs, that still means inland spots 80s, and the beaches 60s. here is our forecast model showing you clear skies for today, take this into friday, notice this fog trying to approach or shoreline but still lots of sunshine for friday. we introduce more fog first thing saturday morning that will bring down temperatures a few degrees. forecast highs this afternoon

warmest locations on track to reach the mid-80s out toward antioch and brentwood, san francisco 68, pa sikha 63 and san jose a forecast high in the upper 70s, 79. look ahead, your five-day- forecast today, nice, tomorrow will be the warmest day of the week and then in the weekend see changes, will take temperatures down a little bit by saturday. sunday will be the coolest day of the weekend and brian looks like the cooling will continue monday but at least we are not talking about triple digit heat -- >> -- talking about- >> -- maybe approaching the 90 degree mark tomorrow. >> not too bad. >> yeah. >> thanks a lot, mark. >> sure. >> we are following developing news in san jose where a bicyclist has been killed, robert honda is on the scene and joins us live with more information. >> reporter: brian we are here at the intersection of ozerray and lincoln and as you can see the trucks were involved in a

collision and they believed the driver had been killed, it turned out the police later updated and said it was a pedestrian, a female pedestrian who was killed. they say she was with a bicycle, they don't know if she was riding or walking at the time of the crash but she was the person killed in this crash. san jose fire department is just arriving. you probably hear them behindme investigating this to see what occurred and how this happened. we are being careful with the shots because we understand the victim is still pinned underneath the wreckage there, so again san jose police are still investigating what has turned out to be the city's 17th traffic related death this year. reporting live in san jose, robert honda, ktvu channel 2 news. >> robert will have much more at 5:00 and 6:00 and, of course on ktvu.com, we will be right back.

welcome back to the ktvu news at noon. this morning we got our closest look yet at a fascinating discovery in san jose, archeologists are excavating a burial site found under a parking lot at the medical center. it was a graveyard known as a potter's field for people too poor to afford burial as well as unidentified or unclaimed remains and the hospital says it was active from the 1970s until the 20s or 30s. crews uncovered them while doing grading work. >> very respectfully those remains are done -- are kept

together. they are then sent to a laboratory at san francisco state university for further testing. age is determined, sex is determined. >> more than 600 coffins were found, some containing jewelry and even eyeglasses, so far no other identification has been uncovered. she is talking about that surprise. he surprised her in the mailroom where she was working for -- where she has been at work for 25 years, rivera played a pizza delivery man and as you can see julie was brought to tears, rivera, who is retiring, thanked her for two and a half decades of work and is making similar visits before he plays his final game there. the supreme court today ruled human genes cannot be
