[ female announcer ] ...to love mcdonald's. ♪ it's being described as everything you love about facebook. but it moves. the new service unveiled by the social media giant. i'm tori campbell. a big announcement later this morning for social media. facebook is adding a video service to its instagram. ktvu's janine de la vega joins us live to explain how it will work. good afternoon, janine. >> reporter: good afternoon, tori. yes. facebook is really honing on people being able to share

video on facebook. it owns instagram and now an update is available on your phone if you just go to instagram, you can download it and creepate 15-second videos to show. >> 130 million people day one are gonna have access to video in the way that they have access to pictures. >> reporter: the co-founder of instagram, kevin systrom, took the lead at the conference and introduced this. now users will be able to use 15-second videos using multiple clips and different filters, the same way you it use filters on a still photo. instagram introduced a feature called cinema which stabilizes video for you. the new feature is available on ios and it will be available on the web and it will show up on your time line. analysts says this seems to be facebook's attempt to stay competitive because previously the only other video-sharing

tool was on twitter called vine. that application users can post six-second video tests. here's what a tech news editor had to say after sitting in on the news conference. >> i think instagram did a great job. twitter beat them to the punch in this short video app space. but they introduced a great product that i think makes sense on instagram and will make sense on facebook. >> reporter: instagram says this new video-sharing tool was not driven by advertising but tech insiders think it will lead to seeing more video ads on facebook and something that was clarified by the co-founder at this news conference is that instagram has no plans on sharing any of our photos or

videos. back to you. >> head to our website ktvu.com for more under hot topics. a federal judge in oakland will hear arguments today that could affect thousands of former and current college student athletes. san ramon native sam keller is one of the people suing the ncaa. he played quarterback forrard state. he and -- for arizona state. he and other am mature athletes say the governing body is profiting from video games that use their names and images without compensating them. now they want to turn their lawsuit into a class action lawsuit. pg&e is looking for the cause of an underground electrical vault fire in front of a house at almond and willow street in vallejo. this video of the flames was sent to us by a ktvu viewer. pg&e says a transformer blew

knocking out power for more than 780 customers in the neighborhood. we just checked and right now just 13 customers are still waiting for electricity to come back on. pg&e says it expects power to be fully restored early this afternoon. an apartment fire in san francisco has left one woman searching for a place to stay. it happened around 6:30 on jones street in the tenderloin. no one was hurt. but the building does have historical significance. it was built in 1924 and is on the national register of historic places. the building has retail businesses on the ground and apartment units on top. so far, no word on the cause of the fire. happening now -- a protest against the keystone pipeline is getting underway in san francisco. you can see from these pictures, live pictures from newschopper2, this is a group of nurses and environmentalists. they are meeting right now at crissy field. they plan to march across the golden gate bridge.

a group is gathered there. it looks like there's a platform and flags. you can get a sense of where this is in relationship to christie field. this group is calling on president obama to reject the controversial keystone pipeline. this protest is organized by national nurses united. they are planning to head west and go across the golden gate bridge. we'll stay on top of this and bring you any updates if we get them in this newscast. the supreme court did not issue a ruling on capitol hill's -- claim's proposition 8 during the session this -- on california's proposition 8 during this session this morning. the earliest a decision could come done would be on monday. and stay with ktvu for the decision online and on air. we'll bring it to you as it happens. it should come down between 7:00 a.m. and 7:30 during "mornings on 2" and then that night, when the decision is announced, we'll go in-depth on the decision in a

ktvu news special at 6:30 p.m. americans are split on whether the high court is doing a good job. according to a new cnn/orc poll, 41% approve of the job they are doing. the exact same percentage say they disapprove. now to the george zimmerman trial. we have learned that a jury has been seated. the all female jury is made up of all women. four alternates are being chosen. the sanford florida neighborhood watchman is charged with second-degree murder in the deadly shooting of unarmed 17-year-old trayvon martin. oakland's police department is introducing the five captains and lieutenants who will oversee the districts. you can see how the city will be divided from this map. ktvu's katie utehs just stepped out of the ceremony to explain

the major goal of this change. good afternoon, katie. >> reporter: good afternoon, tori. well, that introduction ceremony started within the last 15 minutes making those police captains more visible to the public is the main component of this new model. let me show you the video we just took of the captains. they will oversee one of oakland's five districts. they will each be dedicated to a district. now, by dividing the city into five areas, the geal is to dayer crime prevention for each -- the goal is to tailor crime prevention for each city. i spoke to one of the casten. >> it narrows -- captain. >> it narrows into one area. it's an area that i think is manageable, that as a commander, we can see the crimes that are occurring. use the tools to prevent the crimes. it's a good thing. >> reporter: another tool opd

plans to use is this mobile command unit. now, the dew point gave us -- the department gave us a sneak peek -- sneak peek. police can hone in on criminal activity from this device from 360 degrees in a four-block radius. another interesting component of this area police model is the accountability of officers. the captain i spoke to said, you know, there -- the captains can be held accountable when you have people assigned to a certain district. he's able to oversee his officers more closely. not only is it a face for community members to keep in touch with, it keeps people accountable per their district. we'll head back to the press conference and hope to bring you more in our latest newscast. you can also check out the details at ktvu.com. katie utehs, ktvu channel 2 news. police are looking for two

robbers who beat up a store clerk in oakland's grand lake school district. two men came into the 7/eleven. police say the robbers roughed up the clerk, emptied the cash register and ran off. the clerk was tangen to the hospital. his condition is unknown. the two robbers are still on the loose. san francisco police are searching for two people after a man was critically injured with an unusual weapon. this happened around 1:40 on mission street between 16th and 17th. police say the 51-year-old victim got into an argument with a man and a woman. the stan stabbed the victim in the neck with a piece of rebauer which is a -- rebar. police say the -- say the couple took off in a car. livermore police arrested eight people in a raid in a suspected drughouse. one of those arrested was the man who lives there, a 36-year-

old man, on charges of operating a drughouse. the other seven were held on various charges, including possessing drugs and drug paraphernalia and being under the influence of drugs. b.a.r.t. union employees handed out fliers to let riders know about labor contracts that are about to expire. the two largest unions have strike authorization votes set for june 25th. union negotiations are underway. the contracts expire june 30th. the main sticking points are salaries, benefits and worker safety. >> there are several days until the contracts end. the tension's high. we're still very far apart, i have to be honest with you. what we're asking and what they are asking is very very far apart. >> we just want want them to know our position. we want -- want them to know our position. we want to keep the trains

running. what we're asking for is fair. call management and let them know. >> because the two sides are so far apart, two state meditators have joined the negotiations. santa clara county has agreed on a new budget but it still has a $70 million deficit. supervisors say the new budget will avoid layoffs and minimize budget cuts. supervisors hope to make up the budget shortfall with labor concessions, revenue from a sales tax increase and by eliminating 64 vacant positions. a massive explosion at a fireworks fair house that could be seen and felt for miles. and warmer temperatures, just in time for summer. ktvu's mark tamayo will be here and tell you when a chance of rain will be in the forecast. the entertainment world is mourning the death of "soprano's" star, james gandolfini. we're hearing from those who knew him.

two people are confirmed dead at a massive fireworks explosion in canada. you can see a pillar of smoke riding up in the still photos from cnn. police have -- have evacuated homes and businesses in the area. a nearby freeway that connects

montreal with toronto was also shut down in both directions for several hours. another wildfire in colorado is burning out of control and pushing smoke no the denver area. the line gulch five is 30 miles southwest of -- fire is 30 miles southwest of denver in jefferson county. the forest service estimates the fire has burned 500 acres in pike national forest. officials say the fire might have been sparked by lightning. so far crews have no containment of the fire. a fast-growing through prescott, arizona broke out tuesday afternoon. right now more than 400 people have been forced to evacuate. the fire is 0% contained but so far no homes have been destroyed and no injuries have been reported. pacific police say an

attempt of a reported abduction was made up. the girl said she was able to fight off the man by punching her. one of the girl's friends backed up the story. police became suspicious when they were unable to find a witness. both girls made up the story. no word on why they did that. the city of walnut creek has a new police chief. tom chaplin has been in law enforcement for 23 years. he worked as a police commander in the sacramento area most recently. he replaces joel braden who retired last month. his first day on the month will be july 8th. happening now, people against san francisco's public nudity ban are protesting in i front of city hall. this is video of the last time they held a demonstration. they say their constitutional rights are being violated. one woman faces jail time

because of this. clouds are collected to flock to monterey bay after whale sitings. the owner of a -- sightings. the owner says it's unusual to see so many of them at one time. >> when food's on the surface, you see everything, fins up in the air, tails. >> since the weekend, there have been no major whale sitings, experts say a change in the wind could be the reason. great america is looking for some seasonal workers. the announcement park plans to hold a job fair tomorrow and saturday at the santa clara facility. hours tomorrow are noon to 8:00 and saturday from 10:00 to 4:00. great america plans to hire 300 people to fill out its seasonal allotment of 2500.

well, a beautiful afternoon across the entire bay area this thursday afternoon. the last few hours of spring. the summer solstice this evening at 10:00. you can see here a lot of clear skies. typically, we're talking about fog. but not the case today. this shows up on the satellite as well. latest on the weather maps, a few high clouds approaching northern california. that's about it. things are still mostly clear, include the bay area with a bit of a breeze. the winds have backed off considerably compared to yesterday and the day before on tuesday. as far as current numbers updated for the 12:00 hour, beginning to warm up, after -- after a cool start. santa rosa, 78. they started off in the 40s. san francisco, lower 60s. san jose 71 degrees under mostly sunny skies. forecast headlines for today, more sunshine, the sole tis at 10:04. warming up for friday and saturday. this is the next developing

headline. more cloud cover in the extended forecast, the latest models increase the chance of moderate rainfall in the bay area as we approach monday. here is the weather system we've been talking about over the past few days. this is moving to the north and east. as a result, being replaced by high pressure. that's the source of our warming for today, tomorrow and saturday. that means the inland spots. a lot of 80s. could be flirting with 90 degrees right around the bay, 70 and the beaches in the mid- 60s. maybe a patch or two of fog but still plenty of sunshine. here's the updated rainfall forecast model. we'll take this into saturday. then into sunday we thicken up the cloud cover. and then monday, activity moving in from the north to the south and close enough to the bay area, that some of the forecast is bumping you. rainfall potential on monday morning. we'll be watching out for that. forecast highs this afternoon, upper 60s in san francisco. santa rosa, 84. san jose in the upper 70s and

the federal reserve could step back from its stimulus program this year, and continue markets continue to slide and slowdown in china. the dow is down 351. that's 2 1/3. the nasdaq is down 81. s&p down 2.5%, down 40. a small but growing healdsburg wine company made its wall street debut. the initial public offering was priced at $6 a share. it's trading at $5.71. they are the first winery to go public in 13 years. most wine is sold under labels under trader joe's and safeway. the number of people filing for unemployment benefits picked up. 364,000 claims were filed. that's up 18,000 before the week before. jobless claims are down 6% since the start of the year. economists say that's consistent with modest but
