this hour. different story at the bay bridge toll plaza where the metering lights are on. give yourself an extra ten minutes as we get into san francisco. we're following breaking news coming in right now from richmond. a gunman is still on the loose following a deadly shooting. it happened about 12:30 this morning at an apartment complex. police say when they got there they found a man who had been shot several times. the coroner just arrived on the scene there as well. witnesses say they heard an argument before shots were fired. residents had to be evacuated out of their homes. police were also trying to figure out if there could be more than one suspect in this case. if you have any information call richmond police. we have katie utehs there she'll have more coming up at 6:30. a boy has died from

injuries suffered in gang related attack. janine de la vega joins us now from san jose to talk about how the police department is responding to the latest violence. janine. >> reporter: pam, police are concerned about possible gang retaliation. especially weekend. so we know the police chief was at last nights 9:00 p.m. briefing. telling officers to remain visible. they were also told that a specialized unit would be coming in to help with gang suppression. now homicide detectives though are still looking for one or more suspects responsible for shooting 16-year-old emmanuel aroza monday afternoon when he was walking on virginia avenue. a group of young men approached the teen. one person beat him where another person shot him. he was rushed to the hospital that evening but died of his injuries yesterday. sources say the victim and suspect appear to have been afail yeted with rival gangs

and wearing opposite gang colors when the crime occurred. this is the 25th homicide of the year in san jose. the city is on base to pass last years high of 46. now police are still looking for information on this latest inside. they are asking for the public's help. reporting live from san jose janine de la vega ktvu channel 2 news. a woman facing very serious charges after police say she drove into a house and then took off. this happened about 10:00 last night on kioke court in santa rosa. 32-year-old angela angerman was drunk when she backed into a car, hit a tree and drove into that house. jury deliberations will

continue into san francisco for a cab driver accused of hitting and killing a pedestrian three erasion. ktvu news obtained exclusive video of the incident. we want to warn you it is graphic. cameras captured the moment of impact. the victim was 19-year-old alberto rodriguez. prosecutors says taxi driver hen ran a red light. and after the red light drove a half mile until friends of rodriguez chased him down and demanded he go back to the scene of the crash. if convicted he faces a year in jail and up for four years of leaving the scene of an accident. the drunk driver who hit and killed a 17-year-old girl in march is due back in court today. she was speeding westbound on

slope -- his bail is set for $300,000. time now 6:04. the upcoming budget looks more promising than in recent years. the board of supervisors will make their final decisions on the $4.6 billion spending plan today. there is a $70 million deficit. it will be covered through department cuts, labor concessions, and revenues from a voter approved sales tax hike. the board says they are pleased there won't be any layoffs. funding for some programs have been rescored. some senate republicans have cut audit with the democrats. coming up in eight minutes the agreement that may fast track an immigration bill toward

estimated one million brazilians hit the streets of more than 80 cities. this was the biggest demonstration yet against the government the protestors say corrupt at every level. brazil's president will hold an emergency meeting with his cabinet to talk about the growing unrest. pg&e bills go up if state regulators follow through with a proposed hefty fine. pg&e says it all depends. they face a $2.2 billion fine. the company tells the chronical that if it gets credit for repairs and improvements that were already made, customers bills will pretty much stay the same. but without the credit pg&e says customers will pay more. take a look at this. a gas station in oakland is in need in major repair after a truck crashed into the front of the a building. it was all caught on surveillance cameras that

happened -- that is at a 76th gas station. so far no word on how many money was taken. hundreds of airline passengers are in for a big surprise after finding out they will have to go without a major essential during their ten hour flight. the flight took off from london heading to san francisco when flight attendants realized they were low on toilet paper. airline attendants put the cocktail napkins in the bathroom. it says fly by the tips of your tingers. >> i would rather use cocktail napkins in the bathroom than have an hour delay. >> i think most people would not want to be delayed though. 6:18 is the time. tara is in for sal on this friday morning backup at the toll plaza.

a lot of 50s. antioch 58 to almost 60 in pittsburg. this warm air aloft. high pressure building. it's not a big guy or anything but it's there. passes along some of that fog to be very, very shallow. big changes start. a little bit on sunday. today and tomorrow warmer inland. 80s maybe a few locations. 60s and 70s around the bay. everybody and everything says clouds start to increase on sunday and rain moves in on monday. not a little bit of rain but decent rain totals so it makes sense. fog, sun, warmer. morning fog. a little breezy at times. temperatures 60s and 70s and 80s. some areas pushing the upper 80s. these are slightly above to near average this time of year. we will continue this theme

into saturday and here comes more fog. caller pattern. there is a report the faa will relax its controls on what devices you can use when flying. the report says cell phone use would still be off limits. no final decision likely until late this year. once they have accidentally left some device on throughout the flight. for the first time in seven weeks mortgage rates down slightly. the national average for a 30 year fixed rate slipped to .05 of a percent. just less than 4%. analysts expect rates to stay in that general range. but they add they are likely to head up next year.

welcome back to the ktvu channel 2 morning news. a group of delivery men were caught on video saving a little girl's life in china. they saw her dangling from a fifth floor window and positioning her in the right stop. the men broke the fall with their outstretched arm. two men were injured in that rescue but the girl escaped with just a cut on her face. a popular stretch along san francisco's fisherman's wharf is now tourist friendly. crews added two new way traffic configurations. crosswalks and more lighting. pedestrians will be able to enjoy twice as much sidewalk space as before. parks in santa rosa are about to be rear toed. the grass at many city parks is brown because of a lack of water. the problem is the irrigation

stacy marshall. the victim's mother spoke calmly to us. said her son was kind and always helpful but as the coroner pulled away his body she broke down and had to be escorted away by family and friends. she heard there was a fight before the shooting. richmond police say they are still working, talking to witnesses. trying to determine what lead up to the killing. police say shot spotter activated around 12:30 this morning. officers were nearby and found marshall at the parking lots dead of a gunshot wound. nearby apartments were evacuated. >> there was information that the suspect or suspects may have still been on the complex property. so as a precaution officers then started checking some of the apartments. some of the apartments in that complex are currently vacant. >> reporter: police say the shooter is believed to be a

black man in his 30s. possibly five feet tall police say dozens have been on scene last night and not all helpful. they are asking those with additional information to come forward. the suspects believed to have left the scene here this morning. coming up next, i will have more on why police say this is such a dangerous and busy apartment complex for them. live in richmond katie utehs ktvu channel 2 news. time now 6:32. pretty scary moments in san francisco. a muni bus careening out of control and then a passenger helped save the day. the 43 masonic bus was carrying about a dozen passengers when it collided with a volkswagen when it made an illegal turn. the bus with that car stuck in its grill barreled across the panhandle and people were struggling to get out of the way. about that time passenger frank

rushed out of the seat to the driver's seat. >> he was conscious the whole time. he was conscious after. i think he got into some type of shock on the bus and just couldn't react. >> the bus driver was treated for back pain. luckily no one else was hurt. police say the driver of that volkswagen may be cited for making an illegal turn. a four-year-old girl is recovering in the hospital after falling two stories. this happened at a home on 23rd avenue in the fruitvale district of oakland. a quick thinking bystander jumped a fence to help the child. she has head injuries but expected to be okay. a new effort to catch the person who killed a single mother. sylvia was found stabbed in her home on willow pass road in bay

point six years ago. investigators say there was no sign of forcedn'tly. no sign of sexual assault or robbery. sylvia's brother she moved to bay point to start over after separating from her husband. she is survived by two children. >> we're going to be okay. and we just hope that some day whoever did this is going to get caught. >> investigators say sylvia's ex-husband was cleared. a man convicted in the richmond gang rape case testified in the trial of his two former codefendants. he is serving a 27 year prison sentence as part of a plea deal. yesterday he described his role in the 2009 attack and testified that 22-year-old jose montano had sex with a 16-year- old victim who was unconscious. montano is on trial. if convicted both face life in

prison. >> time now 6:34. a federal court is ordering california to release 9600 prison inmates by the end of the year. the three judge panel wants prison inmates reduced. they are even threatening to hold the governor in contempt of court. law enforcement throughout the state are warning that releasing thousands of inmates even low risk offenders is still very dangerous. >> i think the public needs to be aware that this could have an adverse impact on your safety, quality of life. >> governor brown says the state will be challenging that court order. alameda county sheriff says releasing inmates would touch off a wave of crimes. >> happening now drivers who only take the fast lane. thousands of racing fans will pack sonoma raceway. brian flores is there up in sonoma with a preview of the big nascar race.

plus the drivers will have a new qualifying format on saturday morning. >> i want to talk a little bit about traffic. it's no secret highway 37 will be a mess when people come here. what are some of the ways that they will alleviate traffic? >> sure. one of the new exciting things is a train from sacramento. it's told out earlier this week. we have folks that are riding the train ton as consider for the first time on sunday morning. we also offer a bus program as well as a number of different options for getting folks here. and camping. we have thousands of folks camping all week long. >> what are some of the times people need to know about? if you are coming up here. should people come early? try to avoid the area? >> if they are not coming to the race, avoid the area on sunday. that is for sure. we know people want to come up to the wine country. friday and saturday today the cars will hit the track at noon for practice as well as 3:30 and qualifying tomorrow morning and the toyota save mart takes the flag at noon on sunday.

blocked due to an overturned car and that is an injury accident. at the toll plaza it's sort of hard to see because of the sun. we have seen backup for at least 45 minutes. there is a little bit of fog on the san mateo most. it's going to be sunny side up today and warmer. coast i don't think changes too much. inland temps will continue to come up a little bit. clear skies looks good. warm air aloft. squashing that fog. that fog is right down there. it doesn't have much of a chance. there isn't much of an offshore breeze. if you are far enough inland it doesn't matter high pressure wins out today and tomorrow and rain comes in on monday. today and tomorrow patchy low

the top story yes, sir following for you right now at you have 145. police in richmond out there searching for someone who shot and killed a man over night. shot spotters alerted police to that shooting. witnesses say they did hear an argument before they heard gunfire. in washington d.c. a breakthrough on immigration reform. democrats and some senate republicans have worked out a deal. it caused for doublings signs of the border patrol to 40,000 agents. democrats think this deal will get through, get enough republican immigration reform. republicans have been emphasizing border security has been strengthened. and later today in berkeley the world famous chez restaurant will reopen. it was badly damaged by a fire in march. it's been closed ever since. but tonight they will be holding a grand reopening fundraising event. the money raised will go to the

new edible education program. a san jose teenager who was beaten and shot in a gang related attack has died from his injuries. janine de la vega is outside san jose police headquarters now to talk about what investigators are saying about the victim and suspects. janine. >> reporter: police sources tell me the victim and the group of young men that approached him are gang affiliated from rival gangs. they were apparently wearing opposing gang colors when the shooting went down. there are concerns about retaliation. right now there is a police briefing going on. there is a shift change. officers are being briefed for what is going to be happening today. it's most likely that the latest homicide is being addressed. homicide detectives have not released the names of description of the suspect or suspects they are look for.
