a lot of these residents are struggle with some of the violence going on in these neighborhoods. and now the san jose police department is rolling out a new crime-fighting plan. good afternoon, i'm tori campbell. san jose police are starting a new plan today to address the crime in the city. janine de la vega is live with

more. what's gonna be done? >> reporter: they are gonna put more officers on the street. the chief says they are going to basically target hot spots to reduce crime. a 16-year-old boy was killed this week and that's what in part helped prompted the chief to restructure the way the department is working. now, for the rest of the month of june. the department will be adding 20 gang suppression cars that will patrol high crime areas. specialized unit from the merge team, s.w.a.t. and the metro unit will be helping. so a total of 45 officers will be helping in this effort and then the officers will increase to 64 because more gang- suppression cars will be used and they will have a heavy presence in the afternoon and on the weekend. s.w.a.t. officers used to have weekends off and now they will work on saturdays. a team of traffic enforcement officers will be reassigned to focus on street patrols. >> we want it clear that this

is not okay with us and we're doing everything we can within our means that the squeaky wheel is getting oiled. these officers are being deployed in these areas. if that's what we have to do to save lives, that's what we'll department. >> reporter: in august, the gang suppression unit will operate seven days a week. this is inform response to a rash. violence and assaults. yesterday, 16-year-old manuel urzoua died at the hospital after police say he was beaten and shot on wednesday. police sources say he was confronted by a rival gang as he was walking on virginia avenue near king road. police have not made any arrests in the case yet. that brings the total number of homicides this year to 25. eight are gang-related. we'll have much more on this new enforcement coming up in our later newscast at 5:00 and 6:00. janine de la vega, ktvu channel 2 news. >> thank you, janine. richmond police are looking for a gunman wanted in text

with a deadly early-morning shooting. police say the shot spotter alert system picked up the gunshot around 1:30 this morning at an apartment complex on pullman avenue. when officers arrived, they found the victim, 41-year-old stacy marshall. witnesses say they heard an argument before the shot was fired. police tell us this killing is not the first at this apartment complex. >> that apartment complex is one of our more active areas in the city. we've had several -- we've had a few homicides there in the past. >> detectives are working on several leads and say there could be multiple suspects. happening now -- three people have been hurt in a motel fire in livermore. livermore fire officials tell us the fire started at the studio inn. that's on the 1300 block of portola avenue. dispatchers say a woman locked herself in a bathroom and called to report the fire. two people were treated at the scene of the fire and one was

taken to the hospital. there's no word on the type of injuries they suffered or on the cause of the fire. police on the peninsula are looking for a san francisco man suspected in several knock- knock burglaries. those are burglaries where thieves knock on the door to make sure no one is home before breaking in. san mateo police have issued an arrest warrant for 20-year-old melvin belliard. he's wanted in connection with three break-ins in april in san mateo, hillsborough and belmont. he's described as 5'9", 170 pounds with a stockky build. police say he should be considered dangerous. the state of california has been ordered to release 9600 prisoners by the end of the year. the federal court wants overcrowding reduced in 33 prisoners. governor brown has been asking for more time to do that. but the court wants immediate action and has even threatened to hold the governor in contempt of court. law enforcement throughout the state are warning that releasing thousands of inmates,

even low-risk offenders could touch off a wave of crime. >> it's bad news. i think it would be foolish to think they are not going to pose the well-being to those in the state of california. >> the governor says the state will challenge the order. some south bay starbucks customers got an extra jolt with their coffee this morning. a driver crashed her honda kick right through the front door this morning before 7:po. there were about a dozen customers and employees inside. fortunately, nobody was injured. this is off 680 in milpitas. the driver says she was on her way to buy coffee when she mistakenly stepped on the gas pedal instead of the brake. a 4-year-old girl is recovering in an oakland hospital after falling two stories it happened in the fruitvale district. firefighters -- firefighters say a quick-acting bystander rushed to help her. she was rushed to the hospital

with head injuries and is expected to be okay. new at noon, contra costa firefighters are burning an open field. this space has seen many fires caused by trespassers. katie utehs has more. good afternoon, katie. >> reporter: good afternoon, tori. well, it's a win for the homeowners who live behind me. there's a housing development right across the street and the fields where we're standing, i'm told that local teenagers break over the fence. they trespass, hike over the hills. you can see where the fire crews are working. that's where i'm told the teenagers start a bonfire and this grass is dry and golden and easily ignites. >> we were coming down here pretty much on a weekend basis every single week. >> reporter: firefighters are tired of responding to this undeveloped antioch property plagued by trash dumping and

teenaged partiers. >> especially nowadays with the lack of resources. we want resources dedicated to actual emergencies. >> reporter: so they are burning this field near vista grande road. >> it's beating them to the punch to mitigate this before it becomes a problem. >> reporter: the private homeowner had to remove the bulk of the trash. we came into the collaboration with the land over. >> reporter: and in return, local firefighters returned the field for training and helped the landowner prevent wildfires. back out here live, over the hill that you are looking at, that's highway 4. so keep in mind that if you see any smoke in this area, it's this controlled burn and firefighters tell me they will be out here until about 3:00 this afternoon. so keep that in mind. it's not a wildfire. it's a controlled burn. i'm also told that after they are done burning this land, the private property owner will come in and do another round of cleanup and hopefully better secure the property.

rates low now that the u.s. economy is doing better. taking a live look at the big board, the dow is back in positive territory. right now it's up 74. the nasdaq is down 6 and s&p up 7. a breakthrough on immigration reform means a vote could be just three days away. as kyla campbell reports from our washington, d.c. bureau, senate democrats are offering republicans what they've been asking for including beefed-up border security. >> reporter: harry reid believes this border surge will be strong enough to win over republicans in the house. he wants the senators to vote on monday but not everyone is on board. >> we finished here late last night. we had a lot of issues that were unresolved then. we have just a couple of this morning. >> we're told today now we're going on 11:00, that we still will see today a magic amendment, the amendment to fix everything, that we can just

we're getting word of a grass fire burning along 880 in oakland. here's a live look from the ktvu roof cam. you can see the plume there. so far traffic does not appear to be affected on 580. we do have a crew on the way to the scene. we'll bring you more details as they become available. only on 2, a new effort to catch the person who killed a single mother. silvia valdivia was found stabbed in her home at the river shore apartments on willow pass road six years ago. investigators say there was no sign of forced entry and no sign of sexual assault or robbery. the victim's brother said she moved to baypoint to start over after separating from her husband. she's surveyed by children --

survived by two children. >> we have to be okay so the kids are okay. we just hope that some day whoever did this is, they will get caught. >> investigators believe someone out there noes who the killer is -- knows who the killer is. they say the victim's ex- husband and boyfriend were -- were cleared. there's new efforts to find sierra lamar. the search center has moved to central high school. it had been located at burnett elementary. sierra's father said the move will allow volunteers to refocus on finding sierra who disappeared last year. antolin garcia-torres has been charged with her kidnap and murder and is scheduled to be in court last week. tonight, alice waters's restaurant is reopening. a fire badly damaged the

restaurant. there will be a private fund- raiser tonight. it's already sold out. the money raised goes to the edible school program. the gordon birsch restaurant is trying to dry out after a sprinkler system flooded the building. it happened on east san fer ran doe. firefighters say there were -- east san fernando. there's no word on what caused the sprinkers to go off and no word when the restaurant will be able to reopen. about 100,000 people are expected to head to sonoma for nascar. the 25th toyota save-mart 350 is back at the raceway this weekend. ktvu's brian flores joins us with a preview and the traffic expected to hit the area as well. good afternoon, brian. >> reporter: good afternoon. crews have been prepping cars and doing practice all morning long. word from rescue officials. if you are gonna come to the

race expect a lot of traffic. it's going to be loud and packed at the sonoma raceway this weekend. >> just being in a race car doing what i do is very awesome. >> reporter: his road here has been tough. he has diagnosed with diabetes and doctors said he cannot drive but with proper medication and juice on standby he's looking forward to racing. >> i have a lot of family coming out. i'm from california. it's a lot of fun. >> reporter: whether it's ryan, jimmie johnson or dale earnhardt, junior, expect the road to get here to be tough as well. 90,000 to 100,000 fans are expected toking the raceway -- expected to come to the raceway. >> if you are not coming in, don't come in this area. we do a pretty good job of getting the people off the highway and into our parking

lots. traffic is in here won't be as bad as it was back in the old days. >> reporter: but there are other options, other than sitting in traffic. a sports fan express bus that will take fans. sonoma county transit will transit fans from the snow na plaza and -- sonoma plaza and amtrak service will have stops in davis and suisun city. that's sold out. taking a look at the practice runs, 90,000 to 100,000 fans expected. security will be tight as well. racing officials say they work closely with the department of homeland security. but in terms of security measures, nothing out of the ordinary except thorough checks. back to you. >> thank you. police in palo alto have announced plans to deal with the issue of people camping in cars. neighbors have complained for years about the problem.

placecy -- police say they will first educate people about the ordinance before issuing citations. an ordinance to ban this was introduced to the council first in 2011. safeway has a plan to relieve long lines on 707 contra costa boulevard next to the sun valley mall. since the opening 16 months ago, it's had lines stretching out to the streets at times. the contra costa times reports that safeway plans to add four double-sided pumps and rearrange the entrance and parking lot. the first full day of summer and our bay area weather is responding with a warmer day. in store, temperatures a few degrees warmer than where we were this time yesterday. take a look at all of that beautiful blue sky. air quality good to moderate. good news in that department. summer is gonna stick around for a couple of days and then

we'll transition to a cooler even weather pattern. for today and tomorrow, our warming trend will continue. inland, 80s. around the bay 70s. along the coastline in the 60s with an onshore breeze for the afternoon. our winds will be anywhere from 10 to 20 miles an hour. it could be breezy in the afternoon, especially along the coastline. as we get into sunday, sunday is going to be a transition day with the possibility of sprinkles coming our way as early as sunday evening. monday looks to be the wetter day. .25 for some areas right along the southern half of the bay. if you are to the north, you could see anywhere from .5 to 1 inch. this is typical this time of year. notice we wake up mostly cloudy. as we get into monday evening, a few cells moving over the area. it's really not until monday morning where it looks like we get our better chance. monday looks to be the bettest -- wettest day.

markets have stabilized a little bit after investors recover from the jolt about stimulus days being numbered. taking a live look the, the dow is up 89. however, oracle has become a big drag on nasdaq and s&p after failing to meet expectations. right now, the nasdaq is down 4. s&p is up 8. california's unemployment rate has dropped below 9% for

the first time in nearly five years. the state employment development department reported today that may's unemployment rate was 8.6%. that's down from 9% in april. the report says the state added 10,000 non-farm jobs. life, science companies and luma is opening up offices in the mission bay development. the 98,000-square foot state of the art research facility will be at 499 illinois street. they use technologies to study genetic variation and function. it will be the 56th life science company in the mission bay. it's time for the 25th annual world's ugliest dog contest at the sonoma marin fair. today, more than 25 dogs are expected to compete in a contest. the spokesperson says many of them are pugs. this is mugly last year's winner from the united kingdom.
