we do not know how many people. live pictures from san francisco. we do have a reporter on the way to the scene. hoping to get people who possibly may be trapped into a car that went over the edge and into the water. as soon as we get a reporter up and ready to go, we'll bring you a live report. san jose police are rolling out a new plan to crack down on a surge in gang violence. the city that has billed itself as the safest big city in america has seen 25 murders this year alone. robert handa to tell us what changes people can expect on the streets of san jose. >> reporter: right now san jose's police officer have started phase one of their summer-long crack down on violence. we have seen a lot of patrol cars coming and going. this is going to be a common site in sight. the hottest of the gang hot spots, a 16-year-old was gunned down this week. became the city's 25th homicide

and eighth gang-related killing this year. police and neighbors are concerned about retaliation. >> many people have weapons. scary. >> reporter: how easy is it to put yourself in a dangerous situation here? >> very easy because there's gangs everybody where. you don't necessarily know where. >> reporter: san jose police launched a summer crackdown on violence. mainly s.w.a.t. and special operations units. next month at another 24 will be added. in august a full time gang unit will be put in place. >> the reality is the department needs to do something. >> this salon ironically called lipsticks and bullets relocated and didn't realize its july 1st opening would be in the midst of a gang crackdown. >> business owners and the community that has to. >> reporter: some people in hot spots agree. >> i think it's better because

i don't want anything to happen. i have a lot of little cousins. it's dangerous. it's better they have more cops around. >> reporter: along with enforcement, police say over the next few weeks more prevention and youth outreach programs will be started in the same hot spot neighborhoods. live in san jose, robert handa, ktvu channel 2 news. richmond homicide investigators say an argument may have sparked a deadly shooting. police have are issue -- police are looking for this man. bailey fatally shot 51-year-old stay see marshall about 12:30 this morning. they do believe the two men got into some kind of fight. police have identified the victim inside a sporting goods

store. carlos carloca was killed june 7th. police say surveillance footage shows 26-year-old nathaniel chasing the victim, then hitting in the head with a baseball bat 11 times. the suspect claims carloca threatened him with a knife. more on the breaking news in san francisco. david stevenson has just arrived on the scene. he's at the marina green where a vehicle has gone into the water. >> reporter: i just talked to a witness as well. first, let's take a look at the scene at this hour. you can see there are a number of boats on the water. i counted two police boats, two fire boats have been out in the water. they are still looking for that car that went in the water. there are divers on the scene. they're having trouble locate the vehicle. now i just spoke to a witness under five minutes ago. he was out here with his girlfriend and says he saw the car racing towards the edge of the parking lot, up over a

short curb. he screamed to call the police. to call 91. he tells me he saw a woman behind the seat of a gold van and that the vehicle began drifting out into the water. let's take look at view from overhead. video shot by chopper 2. they are now trying to find that vehicle and check to see if an occupant is in that vehicle. this began after 5:00. crews were dispatched from the nearby marina fire station about 5:09. a civilian boat got on the scene first. those people on that boat actually got on top of the vehicle trying to open the doors, trying to get whoever was in there out. but were unable. the vehicle began drifting about 100 feet out from the shore and then submerged. they have -- as i said a number of boats on the scene. a dive team on the scene too. there's just dozens of people standing on the shore, shocked as they witness this rescue operation. there are at least two dozen

police lining the shore. keeping the crowd back. also scanning the water to see if someone will be brought safely out of the water at this point. this all began just shortly after 5:00. so it's been about an hour. we are waiting now on the ground. we'll be on the scene and bring you an update as soon as we have more information. for now reporting live at san francisco's marina green, david stevenson, ktvu channel 2 news. >> thank you. governor brown faces possible contempt charges for refusing to comply with a court order to reduce the state's prison population. a panel of federal judges ordered the state to take steps to reduce the number of inmates by 10,000. the panel claimed that overcrowding and poor health care in the state's prisons amounts to cruel and unusual punishment. governor brown is seeking a stay of the court order saying he will appeal the decision to the supreme court. >> the prisons are still

overcrowded. and it's still in the way of providing constitutional medical and mental healthcare. people are still dying. >> the judge has ordered the state to make a list of low risk inmates who could be immediately released. state officials have yet to do so. police today released two surveillance photos in an effort to catch a pair of burglars. these two men were seen running from a home yesterday. police think the pair are driving this white mercedes suv. they also broke into a home on cath lee that drive. the burglars typically knock on the door -- investigators are trying to figure out who destroyed more than 200 young trees. park officers discovered the most recent act of vandalism last weekend. targeting about 40 trees.

they were snapped at their tops. park officials say most will have to be replaced. since last september vandals have struck several times. at $250 each. california's unemployment rate is at its lowest level in almost 5 years. the rate dropped from 9% in april to 8.6% in may. the state remains above the national average of 7.6%. jade hernandez joins us now. she's live with one industry seeing a job boom. >> reporter: the thai noodle house is the kind of business that experts are seeing job growth. restaurants and bars. they're not the only place. half a million californians are back in the labor force. >> sun starting to come out on the california economy. >> reporter: the bay area says

today's news of nearly half a percentage point drop in the state unemployment rate to 8.6% is promising. colorado employers added more than 10,000 jobs in may. 9000 of them in the restaurant and bar industry. that's not the only industry seeking employees. former construction worker says this is hopeful news. out of a job for a month or so. today he was taking advantage of east bay work career center. >> got a little discouraging because i wasn't too computer literate at the time. >> reporter: he's willing to tackle any obstacle. >> i've had some interviews. six interviews. >> i have friends who have been unemployed as well. i think this is the time to be creative. >> should continue to grow over the summer. we'll see what the numbers say next month. >> reporter: wait to see if the

construction industry continues to hire. jade hernandez, ktvu channel 2 news. more details now. not only is california's jobless rate improving, the bay area is seeing growth as well. new figures released today show about 8600 jobs were added in the nine bay area counties. lowest is in marin county. two of the bay area's biggest cities topped the list for the 50 best places to work in the u.s. employment satisfaction report card showed san jose is the number one city in which to work. san francisco came in number two followed by seattle, salt lake city and washington, d.c. hundreds of people crowded into san francisco's city hall today as supervisors mulled over how to allocate city

facebook announced today a software glitch exposed the e- mail addresses and phone numbers of almost 6 million facebook users. the company says the problem has now been fixed and it's in the process of informing those affected by the problem. in a message from facebook's security team, the company explained the mistake was the result of a feature that enables facebook to access a user's list of contacts. the volunteer search group is moving its home base. the search center has moved from burnett elementary school in morgan hill. sierra vanished last year. since then hundreds of people have volunteered in 1100

searches organized by that search center. the new fourth bore of the tunnel remains on schedule to be opened in october. today it was the symbolic cherry toppings. the artwork created by children. >> reporter: six students from either side of the tunnels came to this factory where their art work was molded. cal trans chose them from more than 300 student artist entries. their work will forever hang over the new tunnel's parials. a sculptor turned their original drawings into three dimensions. >> i'm glad we got the opportunity. normally they would want professionals or other artwork. >> reporter: the four tunnels under a rising sun. >> it makes me really happy. >> reporter: why? >> just to think how long it'll be up there. >> reporter: an art deco sun

at a charging station and a platform rises. to illustrate how fast it is, he ran video of a gas powered car getting a fill up right alongside the battery change and the battery change was fasted. the u.s. supreme court's decision on marriage could come as early as monday. the court is also expected to rule on the constitutionality of the defense of marriage act, which denies federal benefits to same-sex couples who are married. >> i hope they will take care of this monday or thursday. i hope that we will soon have an answer to all of this. >> if the prop 8 decision does not come on monday, court observers say based on past practice it could come on wednesday or thursday. it appears pleas from parents have brought back a

of napster says his over the top wedding almost didn't happen. parker says the inn threatened to cancel the affair if parker didn't pay the fines for the unpermitted wedding construction. he says he had to pay fines for the resorts past land use violations as well. the inn hasn't commented on the claims. new at 6, people are gathering right now at berkeley for a fundraiser just days ahead of the restaurant's grand reopening. the owner was at the restaurant late this afternoon. she's hosting a fundraiser tonight. the restaurant is scheduled to reopen monday. a fire in march damaged a good portion of the restaurant. investigators say it was sparked by an electrical problem beneath the porch. a bit warmer today. temperatures increase add few degrees in some areas. patchy fog at coast now. 89 in antioch. 88 in santa rosa.

the approval process for a new warriors stadium is undergoing growing scrutiny tonight. the state commission whose job it is to green light the project wants to retain the authority to determine if the project meets the definition of

a desperate scene here in san francisco. according to a witness, a van was speeding through marina green and went right over the edge and into the water. we believe there were at least two people inside that van and at this point we are not aware of anyone being rescued from that van. it's been almost 90 minutes now that that van has been submerged inside the water. complete coverage coming up on the 10:00 news. >> we're always here for you at ktvu.com and mobile ktvu.
