complete bay area news coverage starts right now. this is ktvu channel two news at noon. >> we are trying to negotiate a deal at the table, we are committed to being at the table as many hours as it takes. >> contract talks continue after they vote to authorize a strike. good afternoon, i am tori campbell, labor negotiations are underway now between bart and its workers in an effort to avoid a strike as early as monday morning. sal castaneda joins us live from bart headquarters to let

us know about major progress being made. good afternoon, sal. >> reporter: good afternoon, tori, as you mentioned negotiations have been going on for about an hour. now you also mentioned that monday there could be a strike, if they don't reach a deal, so union and management realize that you know it is down to the wire. i just got some new information recently that bart has put a new deal on the table. they say they hope this goes a long way into making those talks work. >> certainly from our point of view our negotiators are available when necessary for as long as necessary to resolve these issues before 6:31 at 11:59. >> they have been at odds over salary, benefits and worker safety. they say they receive fair and generous compensation and benefits and says worker safety continues to improve. union leaders say workers have

not received a raise for years, safety is still an issue, and they say that the district has not been negotiating in good faith. >> we have been ready to negotiate since april first. and they are not negotiating with us. instead they are saying oh, look how much money they are making on overtime. >> in 1997 bart workers went out on strike for six days, which had a severe impact on the bay area commute. many riders we spoke with say they are not looking forward to a commute with no bart and seem to have little sympathy for either side, even people who don't ride bart told us they don't want a strike. >> get it together. figure it out, work it out. just get her done. >> today bart unveiled a prototype canopy it says it will try at certain stations that have escalators that go to the street. this is in order to protect the escalators and also to keep homeless people out of the stations. i got to tell you some of the

bart union workers were not too happy. they say it is a little too little too late. there seemed to be an air of animosity when we spoke to that union worker who came into the bart building so they hope it gets done. they are going to be here all weekend. bart as you heard is going to be here and so are the union workers in trying to avoid a strike which could come as early as monday. sal castaneda ktvu channel 2 news. >> a union representing ac transit workers says there are not nearly enough buses to handle the riders who normally take bart. in addition union contracts for ac transit expire this sunday, the very same day contracts between bart and its unions end. however an ac transit strike seems unlikely. ktvu news will let you know immediately if there is a bart strike, just sign up for the bart alert system by going to

ktvu.com and scroll down to the hot topics section. new details about boston bombing suspect dzhokhar tsarnaev. a federal grand jury has returned a 30 count indictment against him. a few hours ago tsarnaev was indicted on multiple charges including using a weapon of mass destruction and bombing a place of public use resulting in death. the u.s. attorney's office says 17 of the charges could bring life in prison or the death penalty. three people were killed and more than 260 injured in the twin explosions. new at noon authorities in contra costa county this morning showed off dozens of weapons seized as a result of the county's anti-violence task force. the task force works to get guns off the street. it is made up of officers from state and local agencies. the guns are not always illegal but the task force focuses on people for whom it is illegal to possess any guns. >> those individuals that are prohibited that have a criminal

history related to violence and narcotics trafficking and have some type of gange fill asian and those. >> they came from three seizures. police are investigating a pair of homicides that took place in less than 5 hours this morning. detectives are still on the scene there right now. that is where a man was found dead just about 10 minutings after 10:00 this morning. the cause of his death has not been released. and a few hours earlier and two miles away police investigated another deadly shooting. that happened around 5:30 this morning on a streets near international boulevard. a neighbor says the man was riding his bike when he was shot. police say it is not known if the more recent shooting was in retaliation for this killing. police are searching for a gray pontiac grand prix with

tinted windows in connection with the shooting, anyone with information should call 911. in san francisco police there are investigating a shooting in the bay view district. two people were shot and a third injured trying to run away. it happened at third and gillman avenue at 9:30 this morning. all three were taken to the hospital but their conditions unknown. no arrest have been made. a plea hearing was put off this morning no angela torres, charged with kidnapping and murder in the disappearance of 15-year-old sierra lamar. the last time anyone reports seeing her was in march of last year. garcia torres is also charged with carjacking and attempted kidnapping in a separate case in 2009. his plea in the sierra lamar case was continued until july 23nd to his attorney could have more time to examine the evidence against him. walnut creek city council members are now getting a look at an investigation report into employees of the leisure

center, it focuses on the actions of 4 employees after they learned a co-worker was suspected of sexually abusing a child. it was completed weeks ago and cost taxpayers 100,000 dollars. now the public is demanding to see the report but some council members think that is a bad idea. president obama traveling in africa praised the supreme court's recent rulings on same sex marriage. >> i think the supreme court ruling yesterday was not simply a victory for the lgbt community, i think it was a victory for american democracy. >> the president also said the recognition for same sex marriages should cross state lines. in san francisco public works crews spent 12 hours cleaning the castro neighborhood after thousands gathered to celebrate. we spoke to local business owners now looking forward to more celebrations. >> reporter: the die hards of a celebratory crowd headed home around 3:00 this morning as work crews cleaned the castro. they power washed the streets and sidewalks that held thousands of people yesterday evening. >> i don't think it would take us this long. we have a lot of able bodies and a lot of people are good at whatever it is that they do so as long as we try to stay under, which we are, i believe it will be done in a good fashion. >> with sun rise you could hardly tell the neighborhood was the center of celebration over two supreme court rulings in favor of marriage equality. the partial defeat of the defense of marriage act and the pushing of california's prop eight backed the lower court. city crews spent 12 hours cleaning the castro overnight but the focus now turns to this weekend's celebrations and the no parking signs are already up. castro area business owners are now preparing for what will likely be a huge crowd during san francisco pride, following the momentum of this week's

rulings. >> we have to double or triple our milk orders and cream and all that stuff. be ready for it. >> while the castro neighborhood gets ready for a victory charged weekend local governments and gay coms prepare for the day when same sex marriages can resume in california. >> i am very happy for my gay friends that they finally have this fair opportunity. >> ktvu channel 2 news. >> as for when same sex couples here in california can start getting married again that is unclear. they have 25 days to request a rehearing of the supreme court decision and the san francisco based 9th circuit court of appeals says it will wait at least those 25 days before lifting the state ban on same sex marriage. now governor jerry brown issued a statement saying he has order county clerks to begin issuing marriage licenses to same sex couples in

california as soon as the 9th circuit confirms the stay in lifted. but according to attorney general cammala harris there is a legal way for the 9th circuit to lift its stay immediately and she is pushing for that to happen. in washington, d.c. senators are on the verge of voting on a key piece of immigration legislation. while it may have a chance the same cannot be said for the house. >> it is landmark legislation that will secure borders and help 11 million people get right with the law. >> it is a much bigger and broader problem than just people coming north from mexico. >> the new immigration reform plan includes beefed up border security, would double the number of agents posted along the border and completion of the 700 mile border fence. the plan also calls for the 11 million undocumented immigrants living in the u.s. to start a 13 year path to citizenship. the city of oakland looking

nelson mandela's family says he remains in critical yet stable condition more than two weeks after being hospitald for a lung infection. we have a reporter outside his hospital in south africa to show us how the citizens are showing support for their former leader. >> reporter: south africans keeping vigil outside the hospital where nelson mandell is a receiving treatment, some releasing balloons to honor their former president, others lifting their voices in song. the 94-year-old is now on life support after being admitted for recurring lung infection earlier this month. it is the 4th hospitalization for him since december, his family thanking people around the world for their well wishes. >> -- i am here. they have given us friends. >> the south african leader also visiting him in the hospital after canceling a trip due to his predecessor's

attorney recused himself yesterday after a memo surfaced, that memo claims two other lawyers with the utilities commission did not ask to be taken off the case. those lawyers had clashed with the head of the commission's safety division over weather pg&e should be fined. a state budget ending years of deficits is now official. this morning governor brown signed the spending plan into law, the senate president and assembly speaker joined the governor in the ceremony in the capitol in sacramento, the 96.3 billion dollar budget focuses more money on school districts with students who are low income or who have limited proefficiency in english and expands those. they say they are forcing them to call a special election. they want them to approve a half cent sales tax hike, the

plan would generate 4.7 million dollars a year to expand the police department. city leaders say that is still not enough to return the department to the full staffing level it had 5 years ago. new at noon a number of bay area government fleets are going electric. the ceo of mitsubishi joined the city leaders for the announcement this morning. a total of 50 all electric mitsubishi cars will go into service in those areas. >> significantly they are anticipated to reduce los gatos greenhouse gas emissions by 20,000 pounds of co2 over the next three years. >> officials say if just 10% of bay area residents switched to a plug in electric car they could save a total of nearly a billion dollars in fuel costs. pacifica police need the public's help to figure out who

damaged several cars earlier this week. the cars were parked near roseita road there, police believe it was caused by a pellet or bb gun, there is a 500 dollar reward from information in the case. officers risked their own safety this morning to search a burning car. witnesses say a woman was inside this car as it hit a wall and burst into flames. this happened around 3:30 a.m. on northbound 880 in oakland, after the fire was out officers determined the car was empty. police believe the woman walked away from the burning car and was picked up by someone else. cal fire says it has zero tolerance for illegal fireworks

this july. they stressed the importance of fireworks safety and say hundreds of fireworks fires results in millions of damage every year, if convicted of violateses a violator could be fined up to 50,000 dollars and sent to jail for one year. well the advertised warm up right on track for most of the bay area, the one exception right behind me the fog developing near parts of the coastline. there is the golden gate bridge and that obviously a big drop off of visibilities right now. mid-60s in san francisco, 70s around the bay and temperatures inland already in the 80s, on track to reach the lower 90s this afternoon. so what is happening? we just showed you this dense fog at the golden gate bridge, a layer compressing that so below a thousand feet so with that dense fog we will couple that with the onshore breeze and as a result the beach is

not warming up too much because of that westerly breeze but away from all this is the key word hot over the next few days as an area of high pressure builds in this is the source of our warming trend, this area of high pressure workings its way more west over the weekend and as a result this will set up a very -- a big temperature spread on the order of about 35 degrees from the beaches all the way to the warmest spots inland so this weekend the key headline temperatures inland topping 100 degrees. as a result the heat advisory kicks in for the bay area, for parts of the bay area, the north bay valleys, the inland valleys and south bay for this weekend, temperatures ranging from 92 to 102 degrees. of course an increased risk of heat exhaustion and heatstroke, not only for this weekend for saturday and sunday but monday into next week that could be the hottest day. forecast highs this afternoon, 60s, not warming up too much pacifica, san francisco 72, more 80s and more

90s as you do work your way closer to fairfield, antioch and brentwood, more neighborhoods for you, san jose upper 80s, morgan hill 93 and santa cruz already enjoying sunshine, mid-80s for the forecast high of 85. here is a look ahead, your five- day-forecast and the key headline here us we are warming up friday and into saturday and basically the entire weekend but we have a big temperature range. beaches mainly in the mid to upper 60s, around the bay, low to mid 80s, the inland spots, that is the heat for saturday, sunday, and monday, tory look at that monday temperature, 104 degrees and probably the key concern here is the length of this for saturday, sunday, monday, possibly into tuesday, not that chilly overnight so prepare for that at least into the long-range. >> it is good to prepare. >> yes. >> thank you. >> sure. >> we learned a bomb squad is at a home in san jose right now

after six grenades were found at that home. deputies evacuated the home on chelsea drive not far from the shopping center. the neighborhood is cordoned off as the bomb squad evaluates the grenades. more on the story coming up on ktvu channel 2 news at 5:00. the city of oakland is still looking for ways to keep the as from moving south. the city's port commission is reportedly reviewing a settlement to free up 50 acres of water front property there. they proposed building a water front ballpark that could rival san francisco's at&t park but the a's owner still wants to relocate to the south bay. new federal regulations for school snacks, we will tell you what items could be a think of the past and have local reaction to the new standards.

better news on jobs and consumer spending pushing stocks higher today. in fact the stock markets have been on a rally since tuesday as investors took advantage of that. the dow up 132, the nasdaq up 27, the s&p up 11. another big name company is ending its relationship with paula deen, target is the latest company to part ways with the celebrity chef.

the company says it will phase out its paula deen branded cookware and other items in stores and on line, they also announced they were severing ties after she admitted she used racial slurs during a deposition. she is being sued by a former employee. new rules released today set limits for fat, salt and sugar in school lunches and snacks. under the new smart snacks in school standards snacks must have more protein, whole dprains and whole-grains and more nutrients and those high calorie drinkses are a thing of the past. most people agreed. >> i think that is right. >> i don't think it should be in schools in the first place.
