passengers in the east bay. those buses will take them on into san francisco. b.a.r.t. train stations are empty right now but service is expected to resume by 3:00 this afternoon. contract negotiations are still ongoing. the two sides have 30 more days to iron out a permanent deal or we could see the workers strike again. now, we do have team coverage this morning, including an update on the temporary agreement to the b.a.r.t. strike. but first, we want to go out to sal castanedo, with a look at the morning traffic after this holiday. hey, sal. >> and the key word is "holiday." good morning to you. yesterday was the 4th. a lot of people are taking the day off. it's really helping us out with the morning commute. let's go to the maps first and take a look at highway 4. even there on highway 4, we have lighter than usual conditions. the road sensors are usually lit up in red when there's slow traffic in antioch at this time of the morning. we don't have a lot of that. the east shore freeway, it's

the same thing between vallejo and richmond. it's a nice-looking drive. if you are driving on any of the bridges, it's been light as well a live look at the san mateo bridge shows traffic moving well to the peninsula and on the golden gate bridge and in marin county in general, it's a nice drive. another traffic update ahead. back to the desk. after a very frustrating commute this week, there's some relief for b.a.r.t. riders. last night, state meditators announced live on the 10:00 news that while there's no permanent deal yet, striking b.a.r.t. workers are going back to work for the next 30 days. ktvu's tara moriarty is at the west oakland b.a.r.t. station right now where the train service comes back this afternoon. tara? >> reporter: yeah, but the -- the bus shuttle service is in effect right now. it's been pretty dead. the commute, pretty much nonexistent right now because a lot of these buses are being seen leave and they don't have anyone in them. but for the first time this week you can see the lights are

on inside the b.a.r.t. station. the trains should be rolling out of here by 3:00 this afternoon. passengers gonna feel some relief right now. you can see relief on the faces of b.a.r.t. management. union leaders seem pretty frustrating. one union president said on a scale of one to ten, ten being the closest to striking a deal, they were still at a three. there's still time. the state meditators gave time for both sides to work out a deal in the next 30 days but then after that, the b.a.r.t. strike could resume. >> b.a.r.t. needs to understand 30 days is all it is. we don't want to hold the public hostage. we expect b.a.r.t. to do their job. and we want the riding public to know we're sincerely and deeply horrified the moves that b.a.r.t. put on the workers and the riders. >> reporter: she said the trains would be rolling by

3:00. union leaders said this was of the first time they had seen her. she's not been at the negotiating table. live from oakland, tara moriarty, ktvu channel 2 news. >> all right, tara. west oakland is just one of the east bay b.a.r.t. stations where b.a.r.t. riders can take charter buses to san francisco. at 5:00 this morning, the line out there was fairly long for the first shuttle out of fremont. coming up at 7:30, we'll tell you about the five b.a.r.t. stations offering free shuttles. the charters are not the only transportation option for you this morning. all major public transit agencies in the bay area, including ac transit, muni, samtrans and the bay ferry, they are running on normal, week-day schedules today. ac transit will run additional shuttles. however, the bay ferry will not have extra ferry boats today.

for autopsy all of the up-to- the-minute developments on the b.a.r.t. labor station, go to ktvu.com. we have a tab there devoted just for the b.a.r.t. news. we're following breaking news out of richmond this morning, where a deadly house fire killed two people and seriously injured a third. ktvu's brian flores is live in richmond and says this all started in a converted garage. brian? >> reporter: claudine, good morning. just a devastating situation for a large family who lived here in richmond. you are taking a look at the converted garage. take a look at this damage from the early-morning house fire that happened around 2:40 this morning. two people are now dead. one person in critical condition. as we go to video, when fire investigators and firefighters arrived from richmond, they found the two bodies inside. the first person, a man in hit

20s. he was first taken to kaiser with burns throughout his body. from what we understand, he's at st. francis burn center with critical injuries to his body. still unclear what caused this fire this morning but here's more on what fire investigators are saying. >> they did have some extension cords running back to the building which lets us know it was under code with the building department. >> all i can say, quite a few days living at home. as far as what's bht back, i have -- what's in the back, i have no idea. i have seen people come out. >> reporter: this was a large family that lived at this residence. we understand that three people lived in this converted garage. five people lived inside the main house. from what we understand they are injured. fire investigators are here. neighbors also say that the family was also lighting off some fireworks last night. it's still too early to tell from fire investigators whether that played a role.

but they will be here throughout the morning taking a look at what caused this fire. we're live here in richmond, brian flores, ktvu channel 2 news. there was no official 4th of july celebration in oakland. last night, there were plenty of illegal fireworks. want to show you video from the camera on top of our studios, which captured illegal fireworks going off over the city despite the efforts to crack down. yesterday, oakland firefighters added extra patrols so they could respond to any fireworks- related issues. >> they are looking for anybody who might be doing illegal activity such as fireworks, educating the public on fire prevention if we see someone having a barbecue in dry grass and discarding cigarettes as much. >> firefighters set out bins to turn in illegal fireworks but many of the bins we checked were empty. so far this morning, sal, the commute has been light. you are still watching the east bay. >> yeah. that's the area most affected by the b.a.r.t. service being not available.

fog. yesterday was way down. well, from no fog to a lot of fog. in fact, some areas near the coast will see the sun today. it was actually pretty warm for parts of the bay and the coast. tropical clouds are gone. they've pushed off. the high has been sent packing to the south. fairfield, antioch, concord, 86, 94, 86, 88 today. the temperatures will come down 15, 20 degrees. the fog tried. it was so shallow. the fog is lifted it's flying over the coastal hills. big thunderstorms erupting. but i think they are gone. as fog comes back in, it turns out westerly. 5, 20 degrees cooler not only on some of the lows but also on the highs that will translate to the highs. friday, saturday looks to be the two cool days.

low clouds and fog and there's lot there and a very pronounced west wind, all going to equal much, much cooler temperatures today. temperatures inland could come down as much as 20 degrees. 7:14. little boy was killed yesterday in a 4th of july holiday parade in edmond, oklahoma. the 7-year-old either fell or jumped off the parade float. he was then run over tragically by a trailer being towed by his own father. the father and the nurse tried to perform cpr. the little boy died at a hospital. and then tragedy also hit a 4th of july celebration in maine. police say the driver of an antique fire truck lost control. it crashed into a tractor killing the driver of the tractor. the vehicles were taking part

in the banger brewer july 4th parade. there were thousands of spectators there and they saw it. police arrested a man they say was armed with stolen buns, molotov cocktails and body armor. the 21-year-old man was seen sleeping in a truck near the university of washington on tuesday. he was arrested the next day after police realized the truck was stolen. they contacted seattle police and the fbi after searching the truck and finding weapons and explosives. >> we have no idea what his intentions are. this is an active investigation. we're trying to rule out everything at this point. >> police say the man was from nevada. the truck was stolen from montana. police say they have no reason to believe the university of washington was the target. snowden remains stuck in a moscow airport transit hotel. he's seeking asylum, from more than a dozen countries,

including iceland. but in order to apply for asylum in iceland, he would have to go there. but he can't. because his passport was taken away. granting him asee hum there would solve his problems -- asylum there would solve his problems. 195,000 jobs were added to the u.s. economy last month. scott macfarlane is digging through a new report. it came from the labor department. the nation's unemployment rate remains stuck in the mud, dave. 7.6% still in june. there was some growth in the private sethor. they are doing most of the hiring in part because of a boost in construction which is do to a rebounding housing market. but the federal government is struggling. 65,000 jobs lost in the u.s. government in the past year alone. this morning, there are

sweeping furloughs. three federal agencies -- the irs, the epa and the u.s. department of housing and urban development have told workers to stay home with no pay. that's 115,000 people. and those agencies will have more furloughs later this summer. live in washington, scott macfarlane, ktvu channel 2 news. thousands of members of the national guard will take a 20% pay in cut because of budget cuts. they are classified as military technicians, they will be furloughed one day a week starting monday. that could affect efforts to fight wildfires and also respond to natural disasters. military technicians make up about half of california's national guard. it's sentencing day for a former preschool teacher accused of spiking toddler's sippy cups with sleeping pills. debra grass pleaded no contest. she worked at the kiddie

academy until her arrest. authorities say the cups were confiscated before the cups could drink from them. happening out there in sanford, florida. trayvon martin's mother has taken the trial in the george zimmerman trial. it looks like they are taking a break or getting another witness up there. within the past hoffer, she said -- hour, she said it was her son that could be heard on those 911 calls yelling for help. >> do you recognize that screaming? >> yes. >> and who do you recognize that to be, ma'am? >> trayvon benjamin martin. >> the calls are considered crucial evidence in the case because they would indicate who the aggressor was in the confrontation. prosecutors are expected to rest their case today. 7:18. students and professors at city college of san francisco hope to prevent the school from

closing. on wednesday, a national accrediting commission announced city college did not meet the standards and they will lose accreditation next july. the coalition of students and professors will be holding a news conference this afternoon. they will announce the plans to keep the doors open. now, city college is the largest public school in california with an enrollment of about 85,000 students. new court documents showing nelson mandela is close to death. he's been in a south african hospital for a month. documents filed in a court case involving the reburial of three of his children say he's being kept alive by a breathing machine and faces impending death. one of his grandson's moved the remains back to the original graves in the family's hometown. that's where nelson mandela most likely will be buried. much-needed reef leaf from the extreme heat is on the way.

welcome back. major new developments out of egypt. there are reports that the egyptian military has fired on muslim brotherhood protesters who are demanding that mohamed morsi be returned to power. the muslim brotherhood called for major protests in what they are calling the friday i of rage -- friday of rage. since the military's forced him out of power, it's been arresting senior figures in the brotherhood and morsi is now

reportedly under detention in the ministry of defense in cairo. a group of uc students arrived at san francisco's airport last night after their steady abroad program in egypt was cut short because of all of the turmoil in egypt. the students' parents say it's been a nerve wracking week because of all of the developments. >> the last 48 hours were stressful. ignoring that the coup was coming. the removal of the president was coming. >> i wish i could have stayed longer to see how things pan out. i wish i could have stayed longer. >> the uc students were suppose -- were supposed to stay in egypt until later this month. there will be a mission launch from vandenberg air force base in santa barbara. this will be launched from the marshal islands. the defense agency says this is

a test to protect from missiles. let's go right out to sal to see how we're doing. we ordered the friday light like three hours ago. how's it coming? >> it's not that bad, claudine. i think we're doing the friday light. we don't have b.a.r.t. service this morning ng. it should -- morning. it should start up in three hours again, the b.a.r.t. office. the traffic is still light. moving along to the freeway here at the toll plaza westbound traffic still very light coming into san francisco. we've been watching between vallejo, pinole and richmond on traffic 80. it looks good. we have been hearing some tweets that caltrain service on the peninsula is stopped for some reason. we're getting some reports of caltrain service being interrupted on the peninsula in the atherton/menlo park area. we'll get to the bottom line of and try to confirm things.

several reports on twitter that we're trying to confirm right now. here's steve. >> thank you, sal. well. tweets keep coming in. spweather by the way. thank you -- i've been hearing your cries for help. some people don't like the warm weather. seven days after 100 or higher for some, that's a little unusual here. look at all of the fog right there. i mean there's a big fog bank out there. it was so shallow. high pressure was so strong. it was squashed. it didn't have anywhere to go the past couple of days. it would burn off. not do much. it's lifted. it's flying over the coastal hills. i know antioch was close to 79 at this time. and here 24 hours later, many temperatures are 20 degrees cooler. we're lost the higher clouds. there will be a huge drop in some of the inland temperatures. some areas, may, well, well

bay area commuters are waking up so some good news. b.a.r.t. trains are start to roll by 3:00 in the afternoon. the labor chief announced that b.a.r.t. workers have temporarily agreed to return to their jobs. there's still no permanent deal, no permanent contract but the union says the two sides remain very far apart on salary

and security issues. b.a.r.t. and the workers will have 30 days to negotiate a deal before the threat of another walkoff. despite this agreement, union representatives say they are upset with management. they are critical of b.a.r.t.'s manager who says was absent until last night. >> this is the first time i've seen her, to my knowledge. she's not been at the table. i've not had any conversation with her regarding negotiations. >> the gm did in the not discuss her role in the talks but did make that brief agrownsment last -- announcement last night to say that service would be back until at 3:00. janine de la vega, live in fremont where charter buses have been out there all morning. what are people saying about the service coming back this afternoon? >> reporter: a lot of people are relieved.

but there's still some concern. that's the sentiment out here. i want to take a look. this is the last bus here. these buses are filling up. you can see there's still some seats left this bus is going directly to san francisco after it fills up. no more buses will leave. people on board are generally in a good mood, happy that b.a.r.t. service will resume. this is what it looked like at 5:00 a.m. there was a long line of people waiting to get on the bus to san francisco, not as many buses are running this morning. seven were provided at east of the five stations which include fremont, walnut creek, dublin, pleasanton, el cerrito and west oakland. each bus holds about 50 passengers. again, b.a.r.t. riders are pleased the strike

has been put on hold but they are worried if a strike happens again. >> i feel very extremely happy. it's been a nightmare for four days. i think this is it. we're happy. hopefully they will come up to an agreement. >> reporter: b.a.r.t. trains will start to run at 3:00 p.m. there will be free afternoon bus service for those people who were given round-trip tickets when they left the five stations. bus service begins at 3:00 p.m. the last bus leaves at 7:00 p.m. so again, a lot of these people are happy that b.a.r.t. service will resume because they are tired of taking these buses, at least today's trip will be shorter because of this bus, not stopping in west oakland which has been happening previously. it will go instead of san francisco. same thing for the trip home. janine de la vega, ktvu channel 2 news. >> all right, janine.

i'll take it from here. first we'll look at the toll plaza. you don't have anything to worry about. the buses and everything -- else will get through. we're getting lucky this day, the day after the holiday. a lot of people have taken the day off. this is westbound 92, traffic looks good heading out to the high rise with no major problems. we have -- more information and up-to-the-minute developments on the b.a.r.t. labor dispute go to ktvu.com. we have a tab there, as you can seen on the screen, devoted to b.a.r.t. news. it's helpful to have the news. back to the desk. breaking news. firefighters are at the scene of an early-morning house fire. ktvu's katie utehs joining us live from the scene to tell us what prompted a call to the police. katie? >> reporter: well, dave, a firefighter was actually driving to work, an oakland firefighter saw this around east 8th street and 11th

street. they tracked it to this house. you can see the no trespassing sign, the smoke was billowing. fireworks in a trash can sparked and that went up the side of the house. flames didn't get into the house. however, that drew them to even more activity where they stumbled upon a large marijuana grow. they say about 100 plants. i just spoke to a fire captain and he explains what they saw. >> you could see the flames, you could see the smoke heading up. it was easy to spot. we thought it was behind this green building. it took us a little while to figure out exactly what yard it was on. it was basic like the garbage cans burning. >> reporter: now oakland police are taking over this scene. they are talking to possibly the person who is the homeowner or who is living there.

again, a lot of marijuana plants found at this location. pg&e is here also shutting off power to this home. firefighters tell me that the power and the wiring was illegally rigged for this marijuana grow. after this live report, we'll talk to opd, hope flip get some more details on their ongoing investigation. katie utehs, ktvu channel 2 news. firefighters are also closely watching where there was a late-night brush fire up in the oakland hills. it started about 11:30 last night at a former girl scout cabin in joaquin miller work. the cabin is no longer being used and was destroyed in the fire. two and a half acres burned. no evacuations were ordered but a lot of nervous neighbors decided to leave on their own. >> we set up evacuations if needed. luckily, we didn't have to do any of that. some people did self-evacuate. the fire crews did an excellent job of esponding up here -- of

responding up here. >> in 2011. there was a letter from friends of the park urging the city to tear down the old cabin. they say often vandals were targeting the cabin. firefighters say it's too early to say what caused the fire. those are goats. a herd of goats moved into safety. the neighbors say the goats have been grazing in the air bra where the fire -- area where the fire broke out. this is part of a fire prevention program to help cut down on the fire danger in the oakland hills. firefighters scrambled to put out two fires in san jose. want to show you cell phone video of a neighbor. this is around 5:30 last night. more than 60 firefighters fought to keep the flames spreading. the fire caused minor heat

damage to two other houses. >> it was horrific. the longer -- the longer we were out there, the fire came closer and closer and closer. it was literally licking our fence. >> trees got fire on piedmont road and -- trees caught fire on piedmont road. a san francisco police officer is being hailed as a hero after rescuing an elderly woman from an apartment fire in japantown. neighbors flagged down the however who happened to be driving by yesterday when the fire broke out. the officer kicked down the door of the apartment and carried the woman out of the building. the woman did suffer some minor burns. the officer was treated for smoke inhalation and heat exhaustion. six unions representing workers head back to the table

day. they held a one-day strike. they've had their pay cut 25% in the last five years. now, police, fire and other emergency workers, they are not involved in this contract dispute. 7:37. want to go right out to sal who is other mon a caltrain alert for us -- on a caltrain alert. >> yeah. this is on the peninsula near the atherton station. want to put it on a map for you. this is near the atherton station. the service is stopped in both directions because of this incident. caltrain has confirmed for us that trains are stopped and it's unclear when they will start running again. if you do take caltrain you will be in for delays. we're trying to get more details for you right now. taking a look at interstate 880, the traffic does look good. it has been lighter than usual. some peach are stretching it out -- some people are stretching it out. bay bridge toll plaza, no problems getting into the city.

as you've heard, b.a.r.t. service is not running. but b.a.r.t. says service should be up by 3:00 this afternoon. let's go to steve. thank you. well, for those of scanning the -- for scoes of you scanning the -- for those of you scanning the horizon, it will cool down dramatically today. yesterday, there was very, very little fog. it got wiped out fast. it didn't last long. about 3:00, it started to sneak back in. it was very shallow. high pressure has lost its grip. the system moved into the pacific northwest. that allows the sea breeze to kick in. it was rip roaring earlier. about 25 to 44 miles an hour between sfo and travis and -- seven day, the hot temperatures. today, cooler and we'll take it right into saturday. lows at this time were in some areas, upper 70s. some of the higher elevations

in the 80s. that west wind in place. some of that will be really strong. some of the higher elevations out towards the delta, even oakland has a west wind. some areas get the south wind. it's very strong. even if livermore is getting a west wind, that tells you the sea breeze is in full force making its way all the way out valley. there's a lot of fog out here. there it is. beginning to fill in a little bit. it will continue to be with us i think nights and mornings for the next day. low clouds, fog, breezy to windy. temperatures drop right on down here, 60s for some, 70s, 80s. there will be some temperatures coming way, way down compared to where they were for a week's time and yesterday. carry that right into saturday. some of the most inland locations. i think we just kind of keep it there sunday and not much change into monday and tuesday. claudine? the hot dog man joey chestnut of san jose has set a

caltrain service has been stopped on the peninsula between a fatal crash -- a trespasser on the right-of-way in the menlo/atherton area. all service has been stopped in both directions as an investigation is done. it is unclear how long this will take. a train hit a person that was on the tracks. we'll let you know more as we find out here in the newsroom.

7:44, let's go back to the desk. stock markets opened about an hour ago. so far there have been fixed results. we want to give you a live look at the big board. you can see the dow is up about 10 points. we had the good jobs numbers that came in showing 195,000 added in june and then more in april and may but then we have this talk that this is a stronger economy, so that makes it likely the fed will slow the bond purchases. that had the markets going the other way. they are in positive territory. that's good news. s&p is up a couple points. new information about a water main break in danville avenue. hearts avenue reopened about 6:30. but they say diablo road in the downtown area is still close. that will be remaining closed indefinitely. the broken water main sent water pouring into that intersection. last night at about 6:00. and the crews have been on

scene all night and through the morning trying to make the repairs. two fires causing scary moments in contra costa county last night. flames were actually leaping in martinez on trailview circle. the cause of the fire is not known but neighbors say they did here fireworks. the fire views also responded to a vegetation fire in el sobrante. it briefly threatened homes near appian way. one acre burned. no homes were damaged. in marin county, full containment of a veg takes fire on mount tamalpais was expected this morning. about 80 fires were sent to the scene on indian fire road after smoke was spotted around 9:30. about two hours later, crews had the fire 50% contained. about two acres did burn. no structures were threatened. the cause of the fire is under investigation.

a 4th of july show took a dangerous turn in southern california. fireworks accidentally went off in the crowd leaving more than two dozen people hurt. hal eisner is in simi life and has more. >> reporter: by all accounts, this is scary stuff. it happened in this passenger behind me. you can see the crates. inside those crates you have mortars. those are very large pvp pipes. those are connected electronically to triggers and inside the pipe goes the aerial shells that triggering erg the designs in the sky. last night a little after 9:00, a few rockets went up and then all of a sudden things started to go sideways. take a look at this youtube video right here. >> that wasn't supposed to happen. >> yeah. >> reporter: there were 8,000 to 10,000 people here, according to simi valley police. many ran for cover.

they were scared. this stuff got into the crowds. there were people who got hurt. heat very intense. i'm told by many people that i've spoken to. yee -- triage areas were set up. almost 30 people were injured in this thing. you had four seriously inr injured. 16 that had minor injuries. but serious enough they had to go to the hospital. others were treated and released. it was panic. that's what some people told me this morning. take a listen. >> i panicked. things were coming at us. i dove for cover. i didn't know when it was gonna stop. i thought we were gonna get burned. i thought it was that close. >> you could hear other people screaming, running out of the way. >> you are a little emotional? >> yeah. >> what are you feeling? >> i feel bad for the kids. the people who were injured. when you see them getting wrapped up, it's not something you want to see. >> reporter: a measure of how

panicky people were, the charcoal broilers, coolers, the blankets. we found kids' shoes over there. people picked up and ran as others were picked up and being put in ambulance. it's being called, at least at this point, an industrial accident. i'm hal icener in southern california for ktvu channel 2 news. firefighters are asking contra costa county officials to [audio difficulties] >> there may be enough tax revenue to keep that station open. officials had calculated a 2% growth in property values in their 2013/2014 budget. ♪ >> look at that crowd. this was a very special 4th of july appearance for an officer injured in a shootout with the

accused boston bombing suspect this year. officer dick donahue conducted the boston orchestra last night. there were also other tributes to the boston marathon bombing victims during that ceremony as well. and pope francis has cleared the wait for pope john paul ii to be canonized as a saint. he also decided to canonize pope john xxiii. ceremonies are expected by the end of the year. there's new hope in england that a young girl who has been missing for six years is still alive. her name is madeleine mccann. she was 3 when she vanished during a family vacation in portugal. the scotland yard announced it's launching another full- blown investigation. dearthives have new leads and witnesses that have led to 38 persons of interest in the case. investigators say there's no evidence that madeline was

killed. police officers will go to portugal in the next couple of weeks. back here at home. a fremont man is accused of an auto repair scam. police say the unidentified man targeted drivers in the washington, d.c. plaza parking lot in san leandro. police say a man disabled the victims' cars and then offered to fix the cars for about $75. police arrested the 54-year-old suspect on wednesday. now they are asking any other possible victims to call the police. several u.s. airlines temporarily suspended to and from mexico city because of the ash coming from a nearby volcano. the volcano is about 35 miles from mexico city. it's been spewing out ash, steam and rocks as a precaution, at least 47 flights were cancelled by carriers, including united, u.s. airways, american, and alaska airlines. and check out this water.

drivers $15 to go from san francisco to berkeley. >> don't want to do any interviews. it's not for us to get rich. we're just trying to help out the public. >> the cane drivers say the limos -- the cabdrivers say the limos are not safe. certified cabbies cannot give unsolicited rides. they have to be flagged down first. one driver says business is down 30% because a lot of people are avoiding heading in san francisco. they may be avoiding it for one more day. we'll have to see. even though b.a.r.t. will be running today, sal is watching the roads for us. do you think more people are driving in or staying home? >> i think staying home. people may be going in later. there is the giants and dodgers tonight at at&t. but right now, the roadways here in the east bay look pretty good. they look lightly traveled at the bay bridge. we don't have a big backup at

on 2." i'm claudine wong. >> i'm dave clark. charter buss are picking up passengers and those buses will take them right into san francisco. the b.a.r.t. train stations are empty but now service is due to resume by 3:00 this afternoon. negotiations are still going on. however, the two sides in the labor dispute have 30 days now to reach a permanent deal. we have live team coverage this morning. let's go to sal. >> good morning. we're looking at the commute. the east bay, the traffic there in the east bay has been pretty good. as you can see, about the only slow traffic we have is minimal slowing in the macarthur maze areas. but even that has not been up to par. it's looked like a weekend. let's go to the toll plaza. the only -- the golden gate toll plaza, you can see the

traffic here looks good. the fog has not been thick on the bige and the toll plaza bay bridge westbound, very light coming into san francisco. the only slowdown you will see if you have to stop and pay cash. back to the desk. there's some good news for b.a.r.t. riders. normal service is expected to be back this afternoon. while there's still no long- term contract, thousands of strikers will go back to their jobs. tara moriarty is live in oakland with why there could be another walkout in a month. tara? >> what this means for the riding public is the trains will be open tomorrow afternoon

at 3:00. >> reporter: if the two sides can agree by -- ksh not agree on a contract by august 24th, they could resume the strike. >> on a scale of one to ten where are you from being done? >> as far as an agreement? >> yeah. >> three. >> reporter: we've not seen too many commuters out there this morning due to the holiday but we'll keep tabs on the commute later this evening. live in oakland, i'm tara moriarty, ktvu channel 2 news. west oakland is one of the east bay b.a.r.t. stations where b.a.r.t. riders can take charters into san francisco. at 5:00 this morning, that was the fairly long line for the first shuttle out of fremont. coming up at 8:30, the five

b.a.r.t. stations offering free chart esand how the number of -- charters and now the number of riders are today compared to this week. all major public transit agencies in the bay area, including ac transit, muni, samtrans and the bay ferry are running on normal weekday schedules for today. some agencies are running additional shuttles but the bay ferry will not have extra service today. for those of who park near the b.a.r.t. station, there's reports of cars broken into. one driver reported her window was broken in. several cars had their ka ta will thetic converter -- catalytic converter stolen last weekend. to get all of the up-to-the- minute developments, go to

ktvu.com. we have a tab there devoted just for the b.a.r.t. news. we're following breaking news for you out of richmond. an early-morning fire killed two and seriously injured a third. this all started in a converted garage. brian flores has more. >> reporter: i want to start off with the new information that we're learning from fire investigators. one woman says they've ruled out electrical as a possible cause. you are looking at fireworks, alcohol and cigarettes. this residence has a main house and a converted garage. from what we understand, two of them are dead. we want to look at the fire damage. it's completely charred inside. this fire was first reported around 2:40. this will quickly extinguish by the richmond fire department. when they arrived, not only did

they have to deal with the fire but the victims. fire investigators say both victims were killed inside the converted garage. and they were in their 50s. parents of the third victim, a man in his 20s. that man was seen outside of the converted garage. he was first taken to kaiser but later transported to st. francis burn center where we understand he's in critical condition. two bodies were taken out of the residence. it's still unclear what caused the fire. but investigators here are looking at several affecters. >> they did have extension cords running back to the building which lets us know it was not under code. >> i'm disappointed to see this happen in my neighborhood. i live right down the street and i see these people practically every day. >> reporter: again, investigators are here and will be here piecing together what happened. we also understand that other family members with another group of family members down the street.

back out here live, neighbors say the family was celebrating with fireworks last night for the 4th. but again, still early to tell if that caused the fire. but it is considered a factor this morning. we'll have more information here on "mornings on 2." we're live here in richmond, i'm brian flores. >> firefighters in prescott, arizona spent the 4th of july holiday remembering the 19 firefighters killed in an out- of-control firefighter. a makeshift memorial has been set up. 100 buildings have been destroyed. the wildfire is 80% contained and evacuation orders have been lifted for some communities. emergency vehicles from the bay area will head to arizona this morning to support those affected by the wildfire. they are going to leave the oakland office right about now at 8:00. volunteers are ready to serve up hot meals and will be helping those who left their homes without prescription medication and eyeglasses.

new reports that say the bolt problem on the new bay bridge may not be as bad as first thought. officials say hundreds of bolts made from the same steel as anchor rods that broke in march. they've been tested. so far there's no sign of failure or that they've become brittle. high levels of hydrogin reportedly caused 32 steel bolts on the bridge to become brittled and fail. official results will be announced next week. we've been following this problem down in the peninsula with caltrain. sal has an update. >> we do have an update. good morning to you on the peninsula. caltrain hit and killed a pedestrian or a trespasser, as caltrain calls them, on the tracks near the atherton station this morning. trains are stopped. trains are single tracking through the area. caltrain just said in an e-mail they are offering shuttle

service between redwood city and menlo. looking at the commute, the roads still looking good in the east bay even though there's no b.a.r.t. service this morning. you may have heard that b.a.r.t. reached a temperature agreement. trains will start at 3:00 p.m. this afternoon according to b.a.r.t. but they are not available this morning. it doesn't seem to matter, though, because traffic is so light coming into san francisco. a lot of people are taking the whole weekend off surrounding the 4th of july. 8:08. let's go to steve. what? taking -- what are you talking about? thank you. well some of that fog has not made it all the way inlan. but there's a pretty good surge. the west wind is ramped up. fog, there wasn't a lot there. it came flying back. noise making a strong push, moving over the bay. very, very shallow fog bank. high pressure and warm air

aloft chewed up it. it lifted like crazy last night because the high finally got pushed away. yesterday was the last hot, hot day. we might warm it up by sunday, monday, it won't get close to anything we've had. the next couple of days will be much, much cooler. the lows are 15 degrees cooler compared to 24 degrees ago. west-southwest fairfield gusting 26 -- excuse me. sustained 26. higher gusts. here's the key, though. hayward west at 9. livermore west at 16. if it's 16 and west at livermore, that tells you, it will be cooler than everybody. 73 reno and tahoe. it will still be hot in the desert southwest but for us, the cooler patterns here, a lot of fog, no a lot of fog in a few hours. low clouds, breezy. the areas that usually get the wind are cranked you.

chloe said there's a west breeze up in clearlake. how about that? it's been a long time since we've had that. a lot of 70s and 80s in areas that were 100. antioch, it's tough to drop temperatures. today looks like a 15, 20- degree temperature. it will be cold and foggy and also parts of the coast. much cooler saturday. it doesn't look like anything dramatic. >> okay, steve. a crackdown on the dog walkers in san francisco is about to begin. starting monday, the parks and recreation department will be looking for people who are walking too many dogs. the new law which limits the number of dogs that can be walked at one time took effect july 11st. under the law, anyone who is paid to walk two or more dogs, you have to get a permit. had costs $240 and then you pay $100 every year to renew it. the player the warriors are

stockton now. illegal fireworks started a fire at a packing plant. this is cardboard and packaging materials burned. this fire is not out. it's still burning and is expected to burn until tomorrow. firefighters say they found evidence that suggests illegal fireworks. a little boy was killed yesterday in a 4th of july holiday parade in edmond, oklahoma. the 7-year-old boy either fell or jumped off a parade float and was then run over by a trailer that was being towed by his father. his father and a nurse try to the per cpr -- tried to perform cpr. but i died at the hospital. two vehicles were taking part in the banger brewer july 4th parade. there were thousands at that event. police in seattle arrested a man who they say had stolen

gups, body armor and molotov cocktails. he was seen sleeping on tuesday in a truck near the university of washington. he was arrested after police realized the truck was stolen. they called police and the fbi after searching the truck and found finding the weapons of explosives. the man is from nevada. the truck was stolen from montana. lawmakers in iceland introduced a proposal to grant asylum to ed weard snowden. he is seeking asylum from a dozen countries, including iceland. in order to seek asylum there, he has to go there. he can't do that. his passport was taken. only six out of 66 members of the parliament in iceland voted in favor of the idea.

the nation's unemployment rate stuck at 7.6%. scott macfarland is live with more. >> reporter: 195,000 jobs were created. the government has put a squeeze on local governments, including local schools and the federal government is simply hemorrhaging jobs. 65,000 lost in the past year. today, three federal agencies put workers on unpaid furloughs here in d.c. 115,000 people eight. it's all linked to the total sequestration. >> this is very dangerous. very hard time. people are living on the edge anyway and then you come up with this. this is adding insult to injury, the see getter cuts. >> the irs, the epa and the

agencies have ordered furloughs today and will do so again later this summer. live in washington, d.c., scott macfarland, ktvu channel 2 news. national guard members classified as military technicians will be furloughed one day a week starting on monday. that could affect fighting wildfires and the response to natural disasters. military technicians make up of a of the natural. huge crowds turned out in san francisco for the big 4th of july fireworks show despite the b.a.r.t. strike. now, that show included about 4,000 explosives. some say the crowd was bigger than previous years but it was noticeably cuer people from the -- fewer people from the east

bay. those who did come over to the city say it took longer to get there because of the b.a.r.t. strike. >> i left at 7:00 in the morning. i took all of the side roads all around the freeway in order to get around. >> the fireworks show lasted a little more than 20 minutes. there was no frill 4th of july celebration -- official 4th of july celebration in oakland. last night, there were a lot of illegal fireworks. the cameras on top of the studios captured these illegal fireworks being shot off around the city. law enforcement answers are patrolling roads looking for drunk drivers. the 4th of july is typically one of the busier weeks for law enforcement agencies. san francisco police plan to add extra patrols starting tonight. so far, the chp has arrested 196 people for drunk driving which is slightly down from last year. in the bay area, 28 people have

a man was found shot to death in a car on 92nd avenue and cherry early in the morning. the car was up on the sidewalk. police think the man was shot trying to get away and escape. police are also investigating a deadly shooting on elizabeth street about 10:00 last night. if you have any information about these shootings call oakland police. caught op video an escaped inmate literally being taken down by an alert customer in a store. james myers was tackled and held until the police arrived in ashland, ohio. authorities say meyers is a convicted sexual predator. he escaped from mansfield correctional facility wednesday night.

a flier with his mugshot was posted inside the store. >> i see this guy come up to the register. i double glanced at him and i'm like is that him? i finally see a customer -- yeah, that's the guy. >> the store clerks say meyers bought some tea, a snickers bar and a lighter and asked to use the phone because his car broke down. he's been taken down to prison. still not clear how he escaped. esp -- espn is reporting players on the chapping block for the warriors, and howard is expected to make a decision today. 8:23. we're gone check in with sal. you are -- we're gonna check in

8:28. bay area commuters, a lot of them waking up to good news, better news. b.a.r.t. trains will start to run again at 3:00 this afternoon. late last night, california's labor chief announced b.a.r.t.'s striking workers have temporarily agreed to go back to work. however, there's still no permanent deal. the union says the two sides remain far apart on the main issues like salary and security. but now the two sides have 30 more days to work out a deal before another walkout could possibly begin. despite the stop gap agreement, union representatives say they are pretty angry at b.a.r.t. management. they are particularly critical of b.a.r.t.'s general manager. they say she's been absent from negotiations before yesterday. >> to my knowledge, this is the first time i've seen her. >> she's not been at the table. i've not had any conversation with her regarding

negotiations. >> she did not talk about her role in the negotiations. she did make a brief announcement last night that normal train service would return by 3:00 this afternoon. this morning, riders are reacting to b.a.r.t.'s announcement that service will resume later today. janine de la vega is live for us in fremont. janine, what are people saying out there? >> reporter: they are relieved, claudine. all of the from buses are gone now, at least from this fremont location. they were lined up on civic center drive. but the last bus filled up before 8:00 a.m. a few stragglers were left behind. i want to show you a sign that's up here. the b.a.r.t. strike is over, the sign says. well, over for now, halted. you a least that news made people on board feel relieved they won't have to rely on the buses next week. here's video of 5:00 last night. there was a long line of commuters waiting for buses at

san francisco. the locations included fremont, dublin creek, walnut creek, el cerrito and oakland. many people are pleased to hear the strike is halted but they are staying cautiously optimistic. >> i'm relieved for now. i'm definitely concerned. i hope they don't go on strike again. i hope they have come up with a solution and things can get back to the way they were. >> reporter: b.a.r.t. trains will start running at 3:00 p.m. there will still be free afternoon chartered bus service for the people given round- trick tickets when they left those five eastbound locations. bus service begins at 3:00 p.m., the last service leaves at 7:00 p.m. b.a.r.t. is saying to arrive before then. as far as the traffic goes this morning with the b.a.r.t. not resuming until 3:00 p.m.,

by fireworks. it was something found after the fireworks were discovered that prompted a call to police. what's going on out there, where are you and what's going on? >> reporter: well, police just escorted a family from this home at 8th street and 11th street. this blue home behind me. they've been talking to people for about an hour ago now trying to figure out what happened. this fire was initially seen by a firefighter driving to work who saw the smoke. he called it in and then responding crews tracked the fire down to the blue house. firefighters say fireworks say fireworks sparked in garbage cans. the fire spread up to the side of the house. crews contained the flames before it spread to the interior. they say nobody was home at the time. however, police have been talking to people who they say lived in the home. firefighters then found what they call a large marijuana grow about 100 plants behind the home. oakland fire captain steven

mcgill explain where they discovered the grow. several structures added on the back of the building. it was on the very rear. >> reporter: mcgill says the grow area was powered with what appears to be illegal wiring. pg&e is on scene disconnecting the power. back out here live, oakland police are still out here investigating this marijuana grow. like i said, a family just left the home. that was a man and a woman and their young child that just drove away. we will be touching base with opd to see where the investigation stands. as he said, they just wrapped up the interviews. live in oakland, katie utehs, ktvu channel 2 news. firefighters are closely watching an area in the oakland hills where there was a late- night fire. it started around 11:30 last night at a former girl scout cabin in the joaquin park. firefighters say the cabin is no longer there. two and a half to three acres burned. no evacuations were ordered. but police say some nervous

neighbors left on their own. >> we set up continuecy for -- occupancy for evacuations if they needed. the fire crews did an excellent job reep sponding up here, contan ig the -- responding up here, containing the fire and putting it out. fire officials say it's just too early now to say what caused this fire. meantime, herders moved a herd of goats. neighbors say the animal had been grazing in an area where the fire started. the goats are part of a fire prevention program approved by the city of oakland to help release fire danger in the hills. the overnight fire is a sharp reminder about the high fire danger in the oakland hills. this is video from the 20th when three acres burned off high line boulevard.

fire crews thought illegal campers started it. no one was hurt. there was no official 4th of july celebration in oakland. last night there were plenty of illegal fireworks. look at this. the camera on top of our ktvu studios captured illegal fireworks going -- going off all over the city despite the crackdown. oakland firefighters added extra patrols to quickly respond to any fireworks- related issues. >> they are just looking for anybody who might be doing any kind of illegal activity such as fireworks, educating the public on fire prevention. if we see someone having a dry barbecue with dry grass or discarding cigarettes. new information coming in right now about a water main break in downtown danville. now we're learning that homes have lost their water service. the east bay municipal utility district says a 48-inch water main broke right there at the

station. 8:37. let's go to steve. all right, sal thank you. our fog bank came back. it is back now in a big way. west wind decided to crank up. the fog held in check has squashed it down on the deck. it was coming down a couple of days ago. it's flown over the coastal hills allowing the cap to lift. temperatures are much, much cooler. at this time yesterday, we were near 80 on some of these inland temperatures. we had a little bit of rain from paul low alto to the east bay. it didn't last long but the clouds left the lows much, much lower. 26 gusting over 45. almost every location has some co campo nent -- some some co nent of a west -- component of a wefd wind.

that usher in a lot of cool ocean air. the fog is here. i think today, tomorrow are the two days we see the plunge. windy and cooler. low clouds and fog. a breezy pattern for some. very breezy for others. but dare i say it could be cold out there. a lot of fog. 60s, 70s. a 15, 20-degree drop from yesterday's highs. seven days in a row of 100- degree temperatures. i know sacramento tied a mark going back to 1990. they will be cooler. six unions representing thousands of oakland city workers head back to the negotiations today. on monday, workers from parks and recreation, libraries and parking enforcement held a one- day strike. they say they had their pay cut 25% in the last five years. police, fire and other workers are not involved in the contract dissput.

sideways into the crowd. happening today, more america's cup yacht race celebrations at 11:00 a.m. there will be a parade of boats that will be in the races. the time trials will be held about an hour later. and a deadly house fire early this morning in richmond killed two family members and a third person was seriously hurt. the fire started in the converted garage that the family was living in. ktvu's brian flores is there now in richmond. what are firefighters say aboutle the cause -- about the cause? >> reporter: they are ruling out one major factor. take a look at this. you have the main house to the right and the converted garage in the back there. that's where the fire broke out. from what wen understand, three family members living inside. two are dead. one is in critical condition. as we take a look at the garage, it's completely charred

inside. the fire was fit reported at around 2:40, quickly extinguished by the fire department. fire investigators say that both victims killed were inside the converted garage. and they were also -- they are identified as -- as a mother and father in their 50s and the third victim, a man in his 20s. now, that man was seen outside of the converted garage, still on fire. he eventually passed out with severe burns throughout his body. he was taken to kaiser but transported to st. francis burn center. he's in critical condition, we understand. two bodies were taken out of the residence after 6:00 a.m. this morning. still unclear what caused the fire. they have ruled out electrical. but they are looking at several factors including alcohol, cigarettes and fireworks. >> because in the rear we have cigarettes alcohol and fireworks. >> i'm so disappointed to see this happen in my neighborhood.

i live just right down the street. and i see these people practically every day. >> reporter: and in terms of the converted garage, investigators believe there are no permits for it to be here. there was an electrical cord that ran from the main house. but electrical has been ruled out. we understand other family members are staying with another group of family members down the street. back out here live, you can see alcohol bottles. there were fireworks seen around the main house as well as the converted garage as well. this morning, investigators are looking at both of those factor as possible igniters for this fire that killed two people this morning. we're live here in richmond -- richmond, i'm brian flores. >> we're following several developments out of egypt. reportedly, the interim president has dissoferred the islamist parliament.
