ride. no one was hurt. hand, body and baby wipes are a big problem for sewage treatment plants across the country. although they are advertised as flushable they say they don't break down the same way toilet paper does. toilet paper breaks down in 8 seconds and the wipes take 30 seconds. >> this is a classic example of the marketing industry getting ahead of performance standards. there are no performance standards for the wipes. >> they are suggesting throwing all wipes into the garbage. they say tests show flushable wipes dissolve but there are no performance standards. homeowners who live in a sinking subdivision filed claims against the county, alleging their leaking water system destroyed their homes. they are seeking $5 million.

the officials have 45 days to respond to the claims. tonight there are growing concerns that the guava fruit flies could be damaging fruit crops. this morning crews began spraying trees trees and poles. between today and tomorrow they hope to cover a 13 square mile area in san jose to kill off the male flies. officials have already trapped three of the flies but say if they find 5 more they will declare a quarantine in the area. >> this time they said there was larger potential for quarantine and we would have to stop taking our produce off site. >> the guava fruit flies is from the tropics in asia and was illegally transported here. experts captured a beaver

new at 6:00 p.m. ktvu's alex savage explains why this group is such an easy target. >> reporter: at first place for youth in oakland foster children get help starting life on their own. they need to find a place to live, a job and attend college. many are facing another road block, identity step. she is a former foster child who said this is a common problem. >> we don't have a support system. we are on our own. who do we go to say this person took my identity? you have a hard time trusting people. >> the director estimates a third of all the foster youth are victims of identity theft and many don't realize it till years later. a negative credit report could keep them from getting a place
