dave clark is on assignment. >> good morning. i'm tori campbell. let's look at weather and traffic. steve, a little warm? >> yeah, a little warm inland. there's a lot of fog out there. that's making things tough on visibility. here we go again. 60s to 90s. here's sal. >> right now we're working at highway 4. slow traffic already sunny in baypoint as you head up to concord. we're looking at traffic on interstate 80. it looks good. we have a couple of trouble spots. we'll get to those in a few minutes. back to the desk. we begin with developing news from oakland. an 8-year-old girl has been killed and two others have been wounded in a shooting. one woman was also injured in the gunfire. ktvu's paul chambers joins us from the crime scene to tell us what we've learned so far from investigators. good morning, paul. >> reporter: good morning. a family is grieving after this happened last night in this apartment complex behind it. it's correct. an 8-year-old child was killed.

we can take a look at video here, and we personally counted 12 bullet holes in the security gate leading into the home. that's at least 12 right there. police say around 11:15, shots spotter picked up gunfire in the 3400 block of wilson avenue. police say there were shots an the apartment complex. it's unclear if it happened inside or outthe shooting. police say an 8-year-old girl was transported to the hospital where she was pronounced dead. police are still trying to piece together how the children knew each other. >> there was some relationship between the children and adults. there is was reference to a grandmother. >> reporter: the adult woman and the other two children are listed in stable condition. police are asking people for any help in this situation. as of right now, they don't have any leads or motive for

the shootings. it's unclear if they are looking for a single or multiple shooters. police have not released any information about a suspect. we'll stay on top of this and bring you the latest as this develops and as soon as we find out we'll pass it along to you. an oakland city councilman wants to ban protesters from carrying certain items from demonstrations. it comes after a attack on a server during a recent protest. claudine wong is live for us this morning in oakland and says this proposal has been debated in the past. claudine? >> reporter: it has. but with more protests expected this weekend with the violence and vandalism, this weapons ban will get another look. it didn't get a positive reception from protesters the first time around. this proposal came on the table after occupy protests. i want to show you video of those. we know at that time, these

weapons were used there. this proposal came up that would ban things like hammers, clubs and shields. last year, the president said they were using these as a cover. in may 2012, this is a public safety meeting where they tried to talk about the ban -- >> i want to tell you pat carnagan that i could walk up with you and [bleep] kill you with a pencil. are you gonna outlaw pencils? >> reporter: angry protesters took over the meeting. getting pretty aggressive with their rhetoric and actually that statement about the pencil elisted cheers from some people. the president just ended the meeting. really the proposal didn't go much further after that. >> please --

lake merritt before kicking the man's car and putting a dent in the back of it. police are asking anyone who knows the people in the photos or video to give them a call. three men have been charged for cims in connection to protests in oa following sawrgt's acquittal -- saturday's acquittal. two are charged with vandalism. they are accused of smashing windows monday night at the men's warehouse at 15th and broadway. a third man, jeffrey clark is accused of throwing a rock at a police officer. more demonstrations are planned for across the country for trayvon martin including a proposed boycott. coming up, why the son of martin luther martin luther king, junior wants people to stop buying florida orange juice. we're learning about the storage cost tied to this month's crash at the san

francisco airport. sfo has given asiana airlines until july 26th to remove the wreckage. asiana has no plans to extend the deadline. investigators are still trying to answer some critical questions involving one of the teenagers who died in the sfo tragedy. they still don't know if she was alive when hit by a fire truck on the runway. they are still trying to find out how her body ended up near the left wing of the plane. federal investigators say she was sitting in the back of the aircraft at the time of the crash-landing. they now hope video from a firefighter's helmet camera will provide some answers. police are investigating allegations of child abuse at a mountain view preschool. the mountain view voice reports police are looking into claims a staff member at little acorn

christian preschool may have touched a child inappropriately. police are interviewing children at the preschool. a letter has gone homes to the parents -- gone homes to the parents -- gone home to the parents. a staff member has been placed on leave. the municipal transportation agency had proposed removing all parking on one side of the street and some on the other side. the spaces would be turned into dedicated bike lanes. businesses in the area criticized the idea. the new proposal removes only one-third of the parking spots on polk. let's turn to sal. you are keeping an eye on that serious injury crash there. eastbound 880? >> yes, on the cumming ramp. it's a crash. someone was briefly trapped inside. they scrambled a medical helicopter to help take someone away. this is eastbound 880. but trma

westbound as people slow to take a look at what's going on. i want to move the maps to another problem. 880 southbound reported near tennyson, there's there. my maps are freaking out. across the bay, northbound 101 at keo, an injury crash reported there. three spots to start off. let's go to the bay bridge toll plaza, backed up for about a 10, 15-minute delay. it's not all the way back to the maze. and 237, we have some stop-and- go traffic there as you drive across interstate 880. let's go to steve. sunshine for some already, some very thick fog for others and some of the low clouds. it looks like they will persist near the coast. not much change there. inland temperatures will start their move up. napa, 79. very foggy. a couple of reports coming in. livermore was 83. san jose, 74, palo alto 76. today, 84, 91 and 80.

they are getting back up there. we actually were slightly below average on some of the temperatures. a thicker fog bank. foggy coast. even some inland airportias. still a decent surge on the clouds. it will burn off much sooner. i think by 9:00 a lot of that will burn off fast compared to the last couple of days. santa cruz coastline saw the sun yesterday before the noon hour. they will probably see that again today. but our fair-weather friend, if you will, is beginning to move back towards california. it looks like it will be here for about a week. the fog will be thick. the coast will stay in the 60s and 70s. inland will have the biggest jump. 92 to 102 on saturday. not as hot as that last episode but still well above average. 52 to 58 top to bottom. everything is close. west-southwest 16. that's pretty decent in

plenty of low clouds and fog, emphasis on fog for some. once that burns off, it will be sunny. some of that area is coming down. 50s, 60s coast to bay. homeowners in lake county say an undetected leak in the county's water system may have caused landslides that destroyed several homes. seven homes are uninhabitable. ten others were voluntarily evacuated. an attorney has filed claims on behalf of 41 homeowners asking for $5 million each. county supervisors say an irrigation system put in by the homeowners association as well

as construction defects may have contributed to this. the owner of the hallmark house apartments, a lawsuit says, failed to properly maintain the building and they claim the building didn't have enough smoke detectors and a sprinkler system should have been died. one person died and 97 people were left without a place to live. 23 people, including three firefighters, were hurt. happening now, u.s. lawmakers are lonerring former south african president, nelson mandela. this is harry reid speaking right now. today is mandela's 95 birthday. again, this is a live picture going on of the ceremony that's happening at the capitol visitor center in washington, d.c. participants include top congressional republicans and democrats, including, as we see here, harry reid, and also nancy pelosi, house speaker john boehner spoke a short time ago.

mandela remains in a south african hospital for a recurring lung infections. while there were reports he was close to death his family says his condition is much better than a week ago. less than 24 hours after the u.s. house voted to delay part of president obama's healthcare law, he will argue it's working. as ktvu's kyla campbell reports from our washington, d.c. newsroom, the president says the americans are already receiving rebates under the law. kyla? >> reporter: tori, the white house says in california alone, $1.5 million have received 65,000 in rebates. the president's plan requires medical care to be spent not in overhead expenses. if they don't, they have to refund the difference. the senate and white house won't sign on. people will have to prove they are insured this coming january or they will face fines.

covered california will have access to so much personal information. add minute straighters are doing background checks on the enrollment checks who are being hired for covered california. today samsung and apple will see if technical experts can break the new security futures on the phone. george gascon is one of the leaders of the task force. the group is concerned about the skyrocketing number of fines that involve smartphones. so they are asking all phone makers to make the phones less desirable for thieves. tiburon police are defending license place tracking. the aclu says the cameras raise privacy concerns. but tibby on's police chief said they are a crime deterrent and 10% of the town's cases are solved due to this. police say the data not linked to a crime is reraced after 30 days -- erased after 30 days.

streets in honor of trayvon martin. the demonstrators marched to a county courthouse where they held a rally and called for justice. a santa clara county district attorney's office appears divided over whether to prosecute a 49er player of assault. ahmad brooks is accused of hitting a teammate over car keys. the team might, divens, needed stitches. late last month, prosecutors obtained an arrest warrant which was then frozen by managers. the fans of the seattle seahawks are hoping to invade the new 49er stadium. seahawks supporters have raised several hundred dollars online to buy a commemorative brick at levi stadium. they want to inscribe the message "go, hawks" or some

a santa cruz woman is asking for compensation after a police shooting on her property. ktvu's janine de la vega just spoke with the woman who owns the property and janine, the mayor of santa cruz paid her a personal visit as well? >> reporter: yes, that's right. i spoke with the woman on the phone. she said she was touched the mayor did that and she said the mayor was going to reconsider

whether the city should pay for the damage done on her property. the gun battle between the police and suspect took place near the garage on doyle street. it's been fixed. but i've counted on this pillar, one, two, three, four -- six different places where a bullet pierced this pailar. she said it's too expensive to fix. she said her five-unit apartment complex was severely damaged by the rounds that the sheriff shot at jeremy goulet. the property owner said she was left with bullet holes on the property. her family had to clean up the blood and human remains left behind by the shooting. she was surprised by this. most people we spoke with this morning sympathize with her.

>> i've never seen so many police and military people in my life. the whole situation was under control. the guy was compromised and then they went ahead and smashed in the door anyway, just as a precaution. i think the owner is not unreasonable to ask for compensation personally. >> reporter: the property owner said she personally waited several months after the shooting to file a claim out of respect for the investigation. she is not sure what to expect from them. she's hopeful but she feels in all of this that she was a victim as well. reporting live from santa cruz, janine de la vega, ktvu channel 2 news. this morning berkeley police are investigating the city's second homicide of the year. police found a man who had been shot just before 7:00 last night on derby street. the man later died at the hospital. police are interviewing witnesses but have not named a suspect. anyone with information about the case is asked to call the

berkeley police department. happening today, the uc board of regents is scheduled to confirm janet napolitano as the next president of the ten- campus system. ktvu's brian flores is live in san francisco to let us know why some are not happy about this. good morning, brian. >> reporter: good morning, tori. the soon to be former homeland security secretary is expected to be introduced at the meeting this morning. but not before immigrant rights supporters, expected to hear their voices heard. police are preparing for the day as well. now, napolitano has received praise and criticism. some consider her the face of the current immigration policy. many immigrant groups are planning a protest around noon before the confirmation meeting is to take place. they say they are upset because napolitano oversaw an

unprecedented $1.5 million deportations. and then there's the question of experience, while napolitano is expected to be the first woman president in the campus's 145-year history. some in academia are questioning her qualifications in the job. some are also praising her as a choice, especially as governor of arizona twice where she increased the education budget in 2006 and also voiced her support for a fixed tuition rate. some say her washington connections will help seek government funding. the first thing she says she plans to do is visit all of the campuses in the uc system. we're live in san francisco, brian flores, ktvu channel 2 news. the uc regents faced controversy over the stew dent regions. some jewish students came out against the first muslim

regent. critics say her calls for the recall -- >> i will be doing a lot of outreach to make sure all student voices and concerned are being addressed. >> she says her priorities during her two years as a student regent are to work on financial aid system reform and to work on making the campus a safe and welcoming environment for all students. we have new information about a wildfire that's burning out of control in riverside you county. officials announced it's grown in size to more than 35 square miles. it has already forced 6,000 people to evacuate. it is located in a rugged mountain terrain, southwest of palm springs. the fire is only 15% contained and moving toward more populated areas. 3,000 firefighters have been brought in to try to stop it. >> they just said get out of the house.

we've been running around trying to get the trailer hooked up. i have a business at the house with a lot of products in it. >> the fire is sending smoke and ash in the air. a smoke advisory has been issued throughout the region. fire in the los padres national forest has forced the evacuation of about 100 people, including a group of boy scouts. the fire began yesterday in a retreat south of carmel. calfire gave us this photograph of the smoke. the fire has destroyed more than 500 acres so far. oakland police continue to investigate the disappearance of a missing toddler a day after family and friends held an emotional vigil for her. ♪ jesus came and laid his hands on me ♪ >> last night's prayer vigil parks one week since 21-month- old daphne webb was reported missing. daphne's parents say police have received a lot of tips but

his front door has about 12 bullet holes in it. he says last night, there was a knock on the door and the children went to answer it. that's when someone opened fire in the home. police say shots spotter picked up the shots here near macarthur boulevard. police say his nephew, 7-year- old niece and her 8-year-old friend staying the night were shot. >> i didn't know if she was dead or what. but she was bleeding, you know, i was telling the police you -- i said to the ambulance, you guys need to come. it was taking them pretty long. >> reporter: the four shot were transported to a hospital where the 8-year-old girl was pronounced dead. he's not sure who did this to his family. in the meantime, oakland police are looking for anyone who knows anything about this to give them a call. they've not released any information about a suspect or a motive. live in oakland, i'm paul

chambers, ktvu channel 2 news. pg&e is working to restore power after an outage near the embarcadero. claudine wong is on scene. claudine, what can you tell us? i know it's located on the bay bridge. >> reporter: that's right we're at spear and harris. the pg&e crews are trying to reroute power to this block so they can get the power on while repairs are being made. i can turn you around over this way, and you can see the problem up in the wires there. if you take a close look, they are all twisted into each other. they said there was some kind of flash or spark at 6:45 this morning. the wires got twisted, knocked power out and they are still trying to figure out how that happened. if i can show you some of these buildings, there are residential areas. pg&e says about 45 people may be affected by this. these are big buildings. we have been talking to residents out here who say they've been in the dark for a

while trying to figure out when they will get their power back on. if we pan down to harrison, they are directing traffic because those lights are out. but really the other blocks around the area when we drove through here do have power. that looks to be the only problem area in this section. again, spear and harrison where traffic is slower because of the repair work that's underway. how long will this take? that's still unclear. again, it's a rerouting issue right now. they are trying to get power back on the block. the repairs will take much longer. you have that pole right there. they shut off the power to it. that's the start of the problem. you are talking about one, two and maybe another four poles that they will need to fix. no word on what started the problem. but it will take hours to fix. claudine wong, ktvu channel 2 news. an oakland city council man wants to ban protesters from

airline for storage costs. the airline has been given to july 26th to move the airline. they are not giving an extension. investigators are still trying to answer some critical questions involving one of the teenaged girls who died in the sfo tragedy. they still do not know if she was alive when hit by a fire truck on the runway. they are still trying to find out how her body ended up near the left wing of the plane. federal investigators say she was sitting in the back of the plane at the time of the crash. they now hope video from a firefighters' helmet camera will provide investigations. police are investigating child abuse at a mountain view preschool. police are looking into claims that a staff member may have touched a child inappropriately. police are interviewing children at the preschool.

francisco to let us know why some people are not happy about the regent's choice. good morning, brian. >> reporter: good morning, tori. yeah, napolitano is expected to be introduced shortly after 1:00 this afternoon but not before immigrants rights protests will have their voices heard. uc police have added officers as well as put barricades around the entrance. now, napolitano has drawn both stances for her homeland security work as secretary, but also some criticism as well because of the current immigration policy. many groups plan to rally before the nomination meeting is to take place, again, just after 1:00 this afternoon. the group says they are upset because they say that napolitano oversaw an unprecedented 1.5 million deportations. we understand the regents will discuss and vote on her compensation package before she's introduced shortly after

1:00 this afternoon. while the regents are not commenting on her nomination before the meeting, we've also learned she's one of 300 candidates considered for the position. >> the appointment of a president is a big day in university history, always. it's an exciting day for many reasons. >> i would encourage napolitano to bring students, faculty and employees altogether to the table to overhaul uc's finances so we're putting students first instead of wall street. >> reporter: there's also a question of experience as well. while napolitano is expected to be the first woman president of the campus's 145-year history, some question her qualitycations for the job which -- qualifications for the job which has been typically filled with scholars who have some experience within the university system. some are praising her as well, especially when she was governor of arizona.

some say that her washington connections will be a benefit for the benefit to seek government funding in the future. we'll have a live report coming up on the news at noon. we're live here in san francisco, i'm brian flores, ktvu channel 2 news. >> thank you, brian. the uc regents face controversy over the confirmation of a student regent. some jewish groups came out against the 21-year-old cal student, the first muslim student regent. critics say her call to the university to tie vest from companies with ties to the israeli military make her unfit to represent all uc students. she says her priorities are to work on financial aid system reform and to make the campus a safe and welcoming environment for all students. we have new information about a wildfire burning in riverside county. officials announced it has grown in size to more than 35 square miles. it's already forced 6,000 people to evacuate.

it's located in a rugged mountain terrain west-southwest of palm springs. the fire is only 15% contained. it's moving more toward populated areas. 3,000 firefighters have been brought in to try to stop it. >> they just said get out of the house. we've been running around trying to get the trailer hooked up. i have a business at the house that has a lot of products in it. we had to get all of the stuff out of the house. >> the fire is sending smoesh and ash in the area -- smoerk and ash in the area -- smoke and ash in the area. and a fire in monterey county forced the evacuation of a group of people, including the boy scouts. the fire began in a remote area of the los padres national angeles. calfire gave us this photograph of the smoke taken from a plane. firefighters say they believe they have stopped the planes from advancing. the retreat advised people with reservations not to come here

today. we want to check in with sal, see what's happening on the roads in the east bay. >> we're looking the at freeways. it's a -- looking at the freeways now. it's a little dicey because of a make accident northbound 880 -- motorcycle accident northbound 880. we've had a lot of slow traffic on 280 and 101 heading south because of earlier problems there. let's take a look at the commute on 880 northbound in the oakland area. that looks pretty good. i've saved the best for last in this report. the bay bridge toll plaza has been nice. it's been really light in this 8:00 hour. it's 8:40. let's go to steve. thank you, sir. sunshine for some already. a couple of days ago, it was fog, fog, fog. all the way out to sacramento. there's still some fog there. it's getting lower and thicker. temperatures are beginning to warm up. yesterday was still below average.

today, palo alto, 80. 81 san jose, 90 livermore and 84 in napa. san francisco, though, still dealing with a lot of low clouds and fog. again, as long as the fog is there without a north or northeast wind, the coast, 60s and 70s. warmest temperatures along the coastline. we'll go 67 today for a high in san francisco. very warm air started yesterday. that started to send the fog bank down, down, down. we'll probably have reduced visibility, already getting foggy in spots. had some reports of that today. fog is retreating sooner today. there's still plenty out there. it just needs to be lifted along. that's not going to happen for about four or five days. high pressure builds in and will sit on top of us. this does not look like a really strong high-pressure system like we had about two, three weeks ago, that was the biggin'. this one is still big enough. inland temperatures will start to warm up. it starts today and takes us probably into sunday. a little discrepancy on when things will cool down.

family and niece and niece's friend was shot last night. his front door has about 12 bullet holes in it. he said last night there was a knock at the door. the children went to answer it. that's when someone opened fire. shots spotter picked up the shots and police say an adult woman, his mother, 4-year-old nephew and 7-year-old niece and the 8-year-old girl staying the night were inside the apartment. i spoke to the little girl, whose woman basically considers her her grandchild. here's what she had to say. >> i saw her from the stairs and i said is alicia next door. he said yes. they were supposed to be brought to a modeling talent scout or something tomorrow -- today. >> reporter: police have not released any information about a suspect or the motive or

investigators in the united kingdom are recommending that honeywell emergency locater beacons be disabled in boeing 787 dreamliners. this recommendation comes after a vacant boeing 787 caught fire last month in london. investigators say a battery in an emergency beacon likely sparked the fire. passengers on board a packed plane bound for the bay area had to endure a grueling delay in a very hot jet. the allegiant flight from phoenix landed here with 157 passengers on board. the flight had been delayed for two hours while sitting out in the arizona sun with an outside temperature of 106. the passengers had to sweat it out due to a problem with the jet's air conditioning. >> any time you're body gets overheated, you have a risk of getting heat stroke and it was probably around 100 degrees. it was like being in a hot car. however, the passengers say

the airline did everything possible to make them comfortable. allegiant airlines says the delay was due to some type of mechanical problems. the city is holing off on assessing damages from the chevron fire. according to the contra costa times, the city has decided to consult with a lawyer before coming up with a total estimate. richmond's mayor had been pushing to hire an outside expert to come up with the cost of damages. the fire sent 15,000 people to the hospital last august with complaints of breathing problems and other symptoms. b.a.r.t. and the labor union have just two and a half weeks to reach a deal before workers could strike again. ktvu news has learned the talks are not going well. the two sides remain far apart on nearly all of the main issues ahead of the august 4th deadline. however, there's still hope they can reach a deal and avoid another strike. management and union negotiators will meet again tomorrow and are ready to work around the clock to reach an
