"mornings on 2" starts now. good morning. welcome to a brand-new day. it's tuesday, it's july 30th. welcome to "mornings on 2." i'm dave clark. >> i'm maureen naylor. tori campbell is off today. we want to start with weather and traffic. steve, still fog out there? >> a lot of fog and haze from the fires. that will be with us today. low cloud deck in place. inland temperatures have cooled down. not much change. here's sal. >> traffic on highway 24 westbound is moderate between walnut creek and oakland. not all that bad. when you get to the toll plaza, it's backed up. but on the toll plaza of the golden gate bridge, it's not. back to the desk. we have developing news coming in from san francisco. firefighters have found an

illegal marijuana grow operation. you are looking at some of the video there. alex savidge is there and the police are looking for whoever is responsible for this. good morning, alex? >> reporter: good morning to you, dave. that search is underway still. this growth operation took up five rooms here. i want to show you some of the things they they pulled pulled- - things they pulled out. you can see lights in this debris. the home was locked up. firefighters had to force their way in. the battalion chief told me there were probably 60 or so pot plants inside and also grow lights and two small bags of marijuana ready for sale. this fire was called in at 1:00 a.m. this morning by a neighbor who smelled smoke. the flames were knocked down fast. the fire posed a huge challenge

for crews. meter was bypassed and so that meant that firefighters couldn't fix it. they had to call in pg&e. >> this seems to be a more common occurrence. it's becoming our bread and butter operation. they often ply use plywood over windows and doors. it makes it a challenge for firefighters. >> reporter: officers have seized the marijuana inside the home. officers are trying to figure out who was doing this. one neighbor said there were several people what appeared to be living here. one of them, she said, was here after the fire broke out. she said that man walked off before the firefighters arrived

here. we expect police to be back at this home later today to gather additional evidence. live this morning in san francisco, alex savidge, ktvu channel 2 news. it's an emotional day for the family and friends of an 8- year-old girl who was shot and killed in oakland during a sleepover early this month. the funeral for alasha carradine is set for 11:00 this morning. police say she was at a friend's home for a sleepover when someone rang the doorbell, then started shooting. two other children and a grandmother were also hurt. so far no arrests have been made in this case. 7:04. a radio tower in the east bay has collapsed in what is being called an act of vandalism. tara moriarty is live with the damage done and what park officials are saying how it happened. tara? >> reporter: well, we put a call into parks police as well as the sheriff's department. so far we've not received a call about the downed tower. we know it's in a remote area

at the end of bullenjer canyon road. the toppled tower collapsed from a lack of support after vandallals cut through the lines. it happened around 12:30 yesterday morning. officials say someone sliced six lines possibly with bolt cutters. the damage, more than a million dollars. officials have not said why the vandals did this, if perhaps they were after copper or what. we were at the foot of the trail that leads to the tower earlier this morning. it's at least a 20-minute hike to get up there across steep terrain. the roads are blocked off with gates and the park closes well before midnight. the people were obviously very determined. the police say they are looking for any information about who may have done this. this tower is on the list of registered microwave towers in san ramon and is used for radio purposes. we're trying to get more information about how any damage services might be impacted if at all. we'll let you know who we find

out. tara moriarty, ktvu channel 2 news. recycling workers in oakland are walking off the job saying they are fed up with abuse and disrespect from city contractors. this video is from two weeks ago from a similar protest. 200 workers are involved in today's walkouts. that makes it one of the nation's largest protests in recycling history. they are expected to converge on oakland city hall plaza at 10:00 a.m. this morning. sal is now tracking a transformer on fire in oakland? >> that's what we thought it was. >> okay. >> i just got new info, dave. not a transformer fire. now it's downed wires. the first report was a transformer fire of some sort near third and harrison. we were just on the phone with oakland fire department. there's wires down in the area. some of the businesses nearby are without power. we're trying to investigate further but if you come up to a traffic light not working in

the jack london square area. that's why. let's take a look at the bay bridge toll plaza. westbound as you come up to the toll plaza, it's backed up from the macarthur maze. the metering lights are on. about a 20-minute delay, maybe 25 minutes. now we're getting to the peak of the morning commutes. interstate 880 in oakland it's getting busier. if you are heading south to hayward you will see slower traffic as you approach a street. we have a look at the livermore valley northbound. westbound 580 there is a crash on the shoulder. also, southbound 8le 0 we have slow traffic. it's ramping up from 238 to mowry avenue. about 18 minutes. if you are driving to san jose, northbound 101 is slow after 280 and pockets up to sunnyvale. at 7:07, let's go to steve. very good morning. cloudy skies. a westerly breeze in place. it's an onshore wind. a couple of fires, one down in fresno county and a big one

korean war soldier has been brought home. quite a somber scene. san jose police giving an escort and the fact this has been so much longer, the family is saying how much more important this was for them. >> yeah. we'll have more on that story a little bit later on. happening right now -- president obama is preparing to unveil some big changes to the corporate tax rate. kyla campbell is joining us live in our ktvu newsroom. >> reporter: dave, republicans this morning say the president's plan is not a bargain, let alone grand. here's a closer look at the plan to lower corporate tax rates. the current rate is 35% but he wants to lower that to 28% and he also wants to give manufacturing companies a better rate of 25%.

the president wants to impose a minimum tax on foreign earnings in order to keep bizs from using tax havens abroad and paying less taxes. he will be in tennessee at an amazon. they plan to hire in 13 states including california. on top of that, he wants investments in middle-class jobs. but house republicans say that means simst stimulus -- stimulus spending and that's something they oppose. so before the president even lays out his plan publicly this afternoon, senate minority leader mitch mcconnell is shooting it down this morning. his reaction, when i see you next. live in washington, kyla campbell, ktvu channel 2 news. 7:17. the federal reserve's two-day policy meeting starts today. investors are hoping ben

bernanke and his colleagues will give some sign as to when they are gonna slow their economic stimulus program. it's not likely when the fed will say when it will cut back the bond-buying program. but they say the fed could choose to clarify the issue about raising rates. breaking news out of oakland. brian flores joins us live from jack london squares where emergency crews are on the scene after a power outage. good morning, brian. >> reporter: good morning, maureen. we're on 3rd street between harrison and webster. the power outage happened just before 7:00 this morning of the a couple of downed power lines as well as a couple of downed transformers as well. pg&e crews as you just saw, you can see a lot of residents hanging out here because their power is out. they also described hearing a couple of loud explosions as well, kind of like a couple of gunshots because the transformers blew. but i want to talk to tom, who

lives at the lofts near where this happened. what did you hear and see? >> it was about 10 to 7:00 and i heard a loud boom. it didn't sound like a gunshot. it sounded like an explosion. and then i saw flash and then i heard another loud noise. i honestly thought it was something coming from the freeway. >> reporter: yeah. >> i got out of bed and heard some people out in front of my loft and came out into the hallway and saw that all of the power was out. >> reporter: yes. what's next for you? i know you're on your way to work. are you just gonna wait this out until pg&e crews fix the electricity or are you gonna call it a day? >> no, i can't call it a day. i have to go to work. >> reporter: i understand that a couple of downed power lines are down here. oakland fire department crews are here kind of core don'ting off where the -- cordening off the power lines are. pg&e just arrived. you are taking a look at the

fire crews keeping a watch on everything. and you saw the black box up there in the pole. that's where one of the transformers blew. we understand some of this burned a sidewalk a couple of blocks from here. some displaced residents. we'll keep you updated. brian flores, ktvu channel 2 news. 7:20. president obama is scheduled to meet this morning with israeli and palestinian leaders at the white house. the new talks come a day after negotiators sat down to dinner with secretary of state john kerry. >> thank you. very, very special. we have not very much to talk about at all. >> kerry is also expected to speak about today's talks later this morning. the two sides remain far apart on a host of issues including settlements in the west bank and settlements in east jerusalem. talks are scheduled to continue over the next nine months.

the suspect in last year's mass killing in san francisco's engelside district is due back in court. he's accused of killing five people at a home near san francisco city college in march of 2012. there's still a lot of unanswered questions in this case. prosecutors may reveal a possible motive during this morning's court hearing. newly released court transcripts revealing new details about the chandra leavey murder case. she's the woman from modesto and vanished while an intern on capitol hill in washington in 2001. her body was later found on a washington, d.c. hiking trail. court records show the man convicted of ill canning her was physically abused by marshals bringing him to court. in one case, the marshals reportedly beat his head against a wall. another cooler day is ahead. coming up next -- meteorologist steve paulson is gonna tell us

a united airlines employee at sfo is accused of stealing luggage from passengers whose flights were diverted after the asiana crash. sean sharif crudup crudup is shown giving bags to his wife and another woman. his wife returned clothing from that luggage to a nordstrom's and got $5,000 in cash. those thefts were discovered

when the victim got a call from her personal shopper. >> asked her how her vacation was and she said, by the way, why did you return the clothing? your sister returned the clothing. she said i don't have a sister. >> crudup has pled not guilty. his wife is scheduled to be arraigned next month. investigators are still searching for the second woman seen on that video. 7:24. want to turn it over to sal. i don't know if we're seeing any issues because of the power lines down in oakland. >> some of the people at jack london square are out of power. some of the traffic lights may not be working. i'm wondering if the railroad signals are on a different circuit. that certainly could be dangerous. a lot of train traffic in the area at this time of the morning. let's take a look at the commute on 80 westbound. it seems to have improved here getting out to the macarthur maze and the bay bridge. when you get to the toll plaza,

welcome back. pg&e crews are now on the scene of a power outage in the jack london square area. brian flores joins us with more to see if we're learning more about what initially caused the power problem. >> reporter: good morning. pg&e crews are here taking care of some downed power lines throughout the area of third and harrison and webster as well. also fourth and harrison. as you can see, several residents who lish in the -- live in the area are kind of hanging out on the street because the power is out. it happened shortly before 7:00 this morning. still unclear what caused a couple of transformers to blow this morning. but a couple of residents that we spoke with say it kind of

reminded them of a couple of gunshots or loud booms. they were woken to that. shortly thereafter, the power went out. i want to talk to some of the residents. paul? >> yes. >> reporter: you live here in the area? >> yes, a block away. >> reporter: tell us what you heard and/or saw. >> i live on the other side of the building. i didn't see anything. the power went out. there was an echo of a really loud boom, it came down here and one of my neighbors said he saw a couple of flashes. >> reporter: were you nervous or scared? did you run out of the building? >> no. [laughter] >> i was still in bed, actually, when it happened. i needed to take the dogs out. my girlfriend got stuck in the garage because the garage door wouldn't open. we had to get the garage door unbolted. >> reporter: are you on your way to work? >> i'm going to work in a couple of minutes. not too bad. >> reporter: okay.

san jose airport. the plane carrying the body of army sergeant joseph steinberg landed here about 45 minutes agoant at the airport -- ago at the airport. his family was there on the tarmac. they draped an american flag over his caskets. here's video taken in the last hour. it shows the funeral procession. let's go to that right now. [taps] >> reporter: the procession will be going to the los gatos mortuary. you can see it there. patriot guard riders were with the family to pay their respects to korean war veteran joseph steinberg. his niece and nephew and extended family was also escorted by army representatives. he was a prisoner of war and classified as missing in action for more than 50 years. he died of exposure and malnutrition while serving in

korea. they thought his remains would never be found. but through dna, the u.s. army finally identified steinberg in april. >> we never thought we would hear anything again. this is overwhelming. the whole thing -- that's all i think about actually and have since i heard this news that they did find him. >> reporter: steinberg was 31 years old when he died. he will be buried alongside his brothers, also veterans at golden gate cemetery in san francisco, on thursday. during his service, he was awarded the purple heart and bronze star. family members told us here that they hope that other family members of veterans -- this situation will give them hope that since steinberg's remains were identified through dna maybe other family members will receive hope that their loved ones, toos, may be found in the future. reporting live from san jose, janine de la vega, ktvu channel

2 news. 7:35. two women facing off today in a special runoff election to replace disgraced former santa clara supervisor george shirakawa. alvarado and chavez are running for the seat. both are democrats. shirakawa resigned in march and entered a guilty plea. the polls are open now until 8:00. a low voter turnout is expected. later on this evening, antioch city council will consider incorporating an additional 668 acres into the city limits. antioch and contra costa county officials say this deal is years in the making. it would make two natural gas- fired power plants and also waterfront property part of the city. they will consider the environmental and the zoning documents and work out an agreement with the county about

how to split up the land. we're getting new video of massive explosions at a propane plant in central florida. >> did you see that? >> reporter adriana houser has more information on injuries and what investigators are saying about the blast. >> reporter: maureen, good morning. the scene here is very different from the scene we saw last night. last night we saw huge flames. we saw a series of explosions and then a huge fire. it took more than 60 firefighters to control the blaze. about 20 ems workers and none of them was injured. we had the opportunity to listen to the fire chief for the city of tavarez. he confirmed there's eight people in the hospital. we don't known the extent of the injuries. but there's eight people in local hospitals. he confirmed that fortunately there were no fatalities.

authorities here in tavares are calling this a blessing. they are calling it a miracle givens -- given the circumstances. we had the opportunity to see where this occurred. the blaze has been put out. it's thousands of propane cylinders inside the facility at the time of the explosion. we spoke to the mayor, mayor robert wolf, and he said the plant was operational, functional but had been shut down for now. the focus now shifts to the investigation. authorities now believe that the cause of this incident could have been equipment failure or human error. remember all of the 24 workers that were inside at the moment of the explosion were actively manipulating this gas canister. so it's very possible as authorities said that this was human error, equipment failure or both. but we will not know for sure

until the investigation concludes and this is where the attention is right now here in tavares, florida. back to you. >> thank you. thank you for your report. 7:38. let's check in with sal. you got several things you are keeping an eye on right now. >> that's right. we're looking at the power outage in oakland. we did find out that a little while ago more than 2,000 people were without power. but i think that may have changed. so it actually -- they've improved it. it's over 100. that is actually a huge improvement, 2,000 down to more than 100. so pg&e is working fast to fix this problem. it started with a fire of some sort on a power pole that knocked some of the businesses in jack london square out. you can see some of these large buildings have been no power. that building looks like the lights are back on. brian flores will have a live

report with all of the latest developments coming up. let's go to the bay bridge toll plaza, it's backed up for a little bit of a delay. 15, 20 minutes here. no problems getting on the upper deck. the south bay traffic, northbound, slow from bascom to cupertino. here's steve. thank you, sal. a lot of fog out there. decent breeze for some, not for all, but there's still a westerly breeze in place. a little southeast towards the santa clara valley. a lot of haze in the air. a lot of smoke from the oregon fires. higher clouds visiting the north bay. a lot going on here. and this will keep us on the cooler side. our observer said no breeze but it's cool. most people seem to like this pattern. most, i say. fog or sun, kind of hazy skies. 50s by the coast in the city,

60s for a few. and then you get the 60s or 70s. temperatures are below average. especially for inland areas that are hot, hot, hot. things have cooled down. this will be a little above average. you will have to findthe 88 -- find the 88 forward vacaville. everything this low right here. that guy right there. as long as that stays right there, it enhances the fog and gives us a west-southwest breeze. if you are in the gray, it will be cool. the breeze has tailed off in fairfield. yesterday at this time it was up to 35, 36 miles an hour. a little less. maybe a sign they will warm up a few degrees. with all of the low cloud deck and higher clouds in place, probably not much.

it's still not clear what caused the power outage but several power lines are down in the area of third and harrison. at least one transformer was blown. people living in the area heard a loud blast shortly before the lights went out around 7:00 this morning. brian flores is on the scene. he's been talking with pg&e crews. he will have a live update coming up in half an hour. 8:00. an early-morning house fire in san francisco uncovered a marijuana grow operation. firefighters say five of the rooms of that home were filled with plants and equipment. alex savidge is live and you say police are searching for whoever is responsible for this. >> reporter: that's right. police were out here, they seized all of the marijuana plants. they are trying to figure out exactly who was running this indoor pot grow. i want to show you some of what firefighters pulled out of the home as they were battling the fire early this morning. you can see some lights all

part of this operation. no one was home when the fire started around 1:00 this morning. just before that, the house was locked up and crews actually had to force their way inside through the garage. a battalion chief told us there were about 60 pot plants inside along with grow lights and two bags of marijuana ready for sale. this fire was called in by a neighbor who smelled smoke coming from the home. the flames were knocked down fairly quickly but the fire posed a big challenge in another way. the electrical setup was extremely hazardous for crews and on top of that, there were several windows and skylights that were boarded over. >> the grow operation is very, very hazardous to firefighters. extremely dangerous situation for us because the way the house is constructed, it's altered and it creates different pathways. windows and egresses are often barricade and then it exposed

two other children and a grandmother were hurt. so far, no arrests have been made in the case. happening now, recycling workers in oakland are walking off the job saying they are fed up with abuse and disrespect from city contractors. this video is from a similar protest that happened two weeks ago. 200 workers are involved in today's walkout. that makes it one of the nation's largest protests by recycling workers in recent history. the workers are expected to converge on oakland's city hall and plaza at 10:00 this morning. new this morning, crews are assessing the damage to an east bay radio tower after it collapsed due to vandalism. ktvu's tara moriarty is live in castro valley this morning. tara, you just spoke with police. what did they tell you? >> reporter: well, you know, officials still don't know why the vandals did what they did, if they were after copper or what. we've been speaking with them this morning. they are really asking for the public's help in catching would whoever is responsible. they did show us photographs

locations all across the city. new this morning, ten law enforcement personnel are on administrative leave after an officer-involved shooting shooting in salinas. it happened friday night when officers tried to pull over a known parolee. police say he opened fire and led them on a short chase. they returned fire and the suspect died at the scene. eight officers from the salinas police department are now on leave along with the chp officer and a monterey county sheriff's deputy. a meeting will be held for survivors of a deadly apartment fire in redwood city. almost 100 people were displaced after that fire. it happened at the hallmark house apartments on woodside road. one man was killed, 21 others injured. city officials are hosting the meet be to give an update on the fire investigation to see what displaced residents still need. the meeting is at 7:00 at the fair oaks community center tonight. tropical storm flossie, downgraded but not before

flights. oakland reported three nights canceled and san jose, four flight cancellations. no worded on any cancellations for today. 8:16. a former reporter for the contra costa times died over the weekend while on vacation in hawaii. 50-year-old mike torr of benicia was smokeling with his family off black rock in maui. he became separated from the group. he worked as an investigative and environmental reporter for more than a decade. he became a smokesman last night for the state -- spokesman last year for the state and wildlife department. police are investigating whether the woman arrested for splattering green paint on the lincoln washington national cathedral may be connected to two other incidents. she was arrested yesterday. she was accused of defacing two chapels. investigators want to know if she's the same person who splattered green paint at the

right now. janine? >> reporter: dave, the casket of army sergeant joseph steinberg left the airport here about an hour and a half ago. it was very emotional and overwhelming for his family. they never thought his remains would be found because he had been missing for six decades. [taps] >> reporter: the patriot guard riders were onhand to pay respects and welcome home the veteran. a procession of steinberg's family members that included his niece and nephew followed the hearse carrying his coffin. while serving in the korean war he was captured as a prisoner of war and classified as missing in action. he ended up dying of malnutrition and exposure. his family thought his remains would never be found but the u.s. army used the family's dna and identified him this april.

sometime. they are here as you mentioned about 90 minutes ago, clearing some downed power lines after a transformer blew, at least one, maybe two blew this morning, again there were downed power lines around the area as well. again about 122 customers without power. the number was around 2,000 at the time when the transformers blew. oakland fire crews were one of the first to respond to the area because of the live downed power lines. the transformer blew around 6:46 this morning. still unclear how it blew but talking to some residents they described hearing a loud boom, some saw a bright flash. many residents decided to wait it out outside of their homes and some businesses were affected. >> i can't tell you why -- it's unfortunate. it's an up and coming part of

california/oregon border until friday morning. there's a big fog bank out there. it's been lifted. so the bases are way up. it has no problem clearing the coastal hills. 50s and 60s. i mean, cool start here and some of these low clouds will start to keep some of these locations in the 50s for a while. still a decent delta breeze. not everybody is in on this. there's a no doubt about it breeze out of the west. that's a cooler pattern. some locations don't have much of a breeze. others get that southeast. san jose has been on that for the last few days. other locations a west wind. 80s on the desert but not ridiculously hot. 55, ukiah. 58 sacramento. a lot of low clouds. we call it fog. sunny, breezy, windy for spots. lower other locations are kind of calm. you kind a lot of 80s -- you find a lot of 80s. i'll go 88 vacaville.

good morning. want to show you the latest numbers from wall street. currently the dow is up 23 points. there have been some positive reports. u.s. home prices jumped 12% in may. that's the biggest jump since 2006. the housing recovery appears to be strengthening. american confidence has only fallen slightly. as co the board, s&p is up 4. the dow is up 25. nasdaq is up 29. took's stock is trading around $37 a share so far this morning. they opened the morning at its highest price since the day after its initial public offering last year. and facebook's stock is up 33% so far this year.

investors were encouraged by the latest financial report that showed facebook has figured out how to make money from mobile ads. twitters's ceo is not commenting but investors say it look lines they are getting close to an ipo soon. they have a job opening for a financial reporting manager posted. it specifically says the person would be responsible for filing the company's preliminary prospectus. and twitter is hiring one worker for its sunnyvale office. they leased an 8,000-square foot office in downtown sunnyvale earlier this year. now it's looking for a softwaric near to work there. posting says twitter wants someone awesome, passionate and nice. let's bring you up to date on some of the other top stories we're following for you right now -- a very emotional day for the family and friends of an 8-year-old girl who was shot and killed in oakland during a sleepover earlier this month. a funeral for alasha carradine

is set for 11:00 this morning. vandals attacked and east bay radio tower and its claed. the rock -- and it collapsed. the rocky ridge tower has badly damaged. no arrests have been made so far. and an early-morning fire discovered a marijuana grow operation. this happened on tucker avenue in visitacion valley. firefighters say five rooms in the house were filled with marijuana plants and equipment. alex savidge has been on this story all morning. i are back with the latest on the investigation. alex? >> reporter: well, dave good morning. no one was home when had this fire started just before 1:00 this morning. the place was locked up. the first firefighters who got here had to force their way in. i want to show you some of what the crews pulled out. you can see here some charred lights. there's also a fan over here that was pulled out as well. all part of this marijuana growing operation uncovered here. firefighters tell us there were

about 60 pot plants found inside along with two small bags of marijuana ready for sale. the fire was called in by a neighbor who smelled smoke coming from the home. the flames were knocked down quickly but this fire posed a serious threat to crews. the homemade electrical setup was extremely hazardous. on top of that, there were several windows and skylights that have been boarded over. san francisco police officers came out here and they are trying to figure out who was running this pot grow. one neighbor said she saw one man who lives here but he took off before crews got here. >> he came and we called 911. he said he didn't have the key and took off. >> we don't know the neighborsle they come and go. we don't go in there. nothing unusual. >> reporter: in this case, the operators of the grow had

bypassed the electrical meter and that meant pg&e had to come out and turn off the power for firefighters. a very dangerous situation for them. it appears in this case, that this was an electrical fire. that's how it started. san francisco police tell me so far there's been no one arrested in connection with that growing operation and obviously right now, investigators are trying to track down whoever was running this grow. live this morning in san francisco, alex savidge, ktvu channel 2 news. 8:49. new developments this morning in a head-on crash between two trains in switzerland. investigators say it appears one of the trains ignored a traffic signal. authorities recovered the body of one of the passengers overnight. two dozen passengers were hurt. a man accused of the biggest leak of classified information in american history will find out his fate. bradley manning is accused of sending more than 700,000 government documents to wikileaks. well, today a judge is expected

an investigation is underway after personal items were taken from 500 grave sites at a cemetery near santa cruz. deputies say the thefts happened at the oakwood memorial park cemetery, most of them in the northeast corner on paul suite road. they say there's no surveillance camera in the area. so they do not have any information at this point about any suspects. sol of the victims believe at least two people are involved because they say so many items have been taken. we have some breaking news coming out of the new york area. an appeals court judge has ruled that new york city's ban on large sugary drinks at restaurants is unconstitutional. that decision upholds a previous ruling. michael bloomberg had proposed the ban as a bay to battle
