revere avenue. ktvu's claudine wong just spoke to a witness who is providing some chilling details about the shooting. >> reporter: good morning. yes. we know a lot of people out here heard the shots being fired last night. we're hearing from neighbors anywhere from three to five. we're getting a clear picture of what happened in the moments after the shots fired. the shots were fired down the street where the victim was apparently in his car. but after he was shot he drove down the street coming just a few houses from where we're standing right now. there was a van parked there. he apparently crashed into the van. the entire time, however, he was apparently calling out for help. desperate cries for help for anyone who was listening. police were here very quickly. one woman who didn't want to go on camera tells us what she saw as police helped save the shooting victim's life. >> he said i'm bleeding. i'm bleeding. please help me, help me. and the cops are like don't

worry. they are on their way, talking about the ambulance. they are on their way, they are on their way. and he -- then the police pulled him out of the car and laid him down on the ground. a few minutes later, the ambulance came and they got him up and put him -- took him away. >> reporter: now, this was all about 10:00 last night. after the victim was sent to the hospital, investigators spent hours out here on scene and didn't leave until shortly before 4:00 this morning. the victim is in his 30s, he lives in hayward. he does not live in this neighborhood. what led to all of this is still unclear. we're hearing the victim may have been in an argument prior to the shooting. he may know someone who lives on the street. we know police have got be one suspect description. they are trying to chase that down confirming it by any possible witnesses. they are hoping to hear from more witnesses. we've been talking to police throughout the morning. we haven't talked to them in the last hour and a half and hope to talk to them to get

more on their investigation to see if it's yielded any more information on the suspect. the victim at last check was in icu. claudine wong, ktvu channel 2 news. >> thank you. 7:03. san francisco police are looking for two men they say stabbed a man and a woman. it happened at 2:30 in golden gate park near stanian and haight streets. police say the suspects are both african-american. one is described as heavy-set with dreadlocks. the other was wearing a white hooded sweatshirt. they left the scene in a maroon car. 7:04. in santa clara county, cindy chavez is the apparent winner of the special runoff election to fill the seat of george shirakawa. with 100% of the precincts counted, chavez has 55% of the vote. her opponent, teresa alvarado,

has 45%. the results still have to be certified. the winner will replace disgraced supervisor george shirakawa. he resigned in march after pleading guilty to using tax money to support his gambling habit. justin timberlake and jay-z performed at candle still park. the chronicle says tickets were given away to city hall, including the parks and rec manager and supervisors. the freebies range from $150 to $310 for luxury seat tickets. officials say it's a long- standing policy that the city receives complimentary tickets which they often pass on to nonprofits. a special ed teacher in antioch has been charged with

abus children with autism in her clath room. she turned herself in yesterday after an aren't for her arrest was issued. she's accused of pinching, slapping and verbally abusing six children while teaching kindergarten and 1st grade at grant elementary school. she resigned in february after parents reported her to police. she's expected to enter a plea on august 12th. happening today -- special bedbug sniffing dogs are being brought in by goodwill at their warehouses. brian flores is live in burlingame at the warehouse there. it's been shut down because of an infestation. what's going on? >> reporter: well, goodwill says this will be a huge financial hit for them. as many know, they depend on donations from the public. over the weekend, bedbug dogs detected bedbugs at the location off 11th and mission.

those same dogs will be here because of another case of reported bedbugs here. goodwill says they've lost hundreds of thousands of dollars of revenue because of this. they've had to throw away items and steam clean garments, clothes and fabric. goodkill says they don't know where the -- goodwill doesn't know where they came from but they are doing everything they can to get rid of them, that includes hiring exterminators. they will treat an area where it's believed the bedbugs were. where this hurts goodwill is the financial dollar which trickles down to employees. 80% depend on the operations. they don't believes bigger stores will affected.

victim's head was slammed into a sidewalk.

prevent security problems but workers have not been living up to its standards. >> the tsa lists integrity as one of the core values but unfortunately that's been loss. >> reporter: tsa workers are sleeping on the job and letting family and friends bypass security, and then there's also thefts. the audit shows 17% of employees were fired for misconduct over the past few hours. lawmakers want more details on how the tsa files up with those workers who are punished, reprimanded or suspended. we'll have more developments for you next hour. kyla campbell, ktvu channel 2 news. dianne feinstein is speaking out about controversial surveillance programs. in an editorial with "the

washington post" feinstein calls for greater transparency and private protection. she says the nsa's collectors have made that attack. this morning secretary of state john kerry says israeli and palestinian negotiators will meet again in the middle east within two weeks. kerry also says two sides hope to have a peace agreement in nine months that could lead to an independent palestinian state. the announcement comes after both sides met privately with president obama at the white house. analysts say many obstacles still stand in the way of a peace agreement including in the west bank and east jerusalem. a popular romance novel is apparently also popular with terrorism suspects at guantanamo bay. a congressman says the "50

shades of gray" novels have the most request the -- requested. they've been asking for the books. at least 15 high-value detainees are being held at camp 7 including khalid sheik mohhamed, the man accused of the september 11th, terrorist attacks. gay athletes and tourists who go to the 2014 winter olympics in russia could be arrested and deported. russia says it will not suspend its new anti-gaylas during that -- gay laws during that competition. the international olympic committee says it will support gay athletes despite the law. 7:17. m.i.t. has released the results of a long-awaited report on hacking allegations against internet

activist aaron schwartz. the report cleared m.i.t. of wrongdoing. but the family says he committed suicide after being accused of this crime. the m.i.t. did not seek prosecution and did not support a plea bargain. this morning, oakland police are asking for the public's help to identify four men who may have information about a man's death. oakland police released these pictures taken by darien stone of fremont the night he was killed at a halloween party in 2011. police believe the women in the photographs were with stone the night he was caught and may have new information about a possible suspect. if you have any information, you are asked to call oakland police or crimestoppers. 7:18. san francisco police investigating a weekend pellet gun attack. it happened in the mission district. they say it's the latest in

several similar incidents. the most recent shooting happened sunday at my corner cafe, right at the corner of south van ness and 26th street. the man heard the sound of gunfire, then realized he had been hit in the torso by a pellet. police say there have been similar reports in the area. the shooter is described as a man between 16 and 25 years old. he has long hair and tattoos. new details about the drug suspensions coming to star major league baseball players. the league has told the players' union who it wants to suspend for the scandal. there could be a big announcement on friday. the two sides are trying to reach some deals on how they will be punished. yankees' star alex rodriquez faces a 50-year game suspension or possibly the year if he does not reach a deal.

and colon and cabrera won't be punished any more likely than they already have. they were suspended last year. a medical marijuana dispensary will not be allowed to open near a residential neighborhood in richmond. the contra costa times reports richmond's city council voted against the dispensary's permit application after hearing from neighbors that it would increase crime and drug use in the neighborhood. the owner of richmond compassionate care. berkeley's commission on labor is still considering an increase to the city's minimum wage. state law requires the min ma'am wage of $8 an hour and berkeley uses that as its base. but there is a push to raise the city minimum to $-- to 10:50. some employers say that could

hurt their businesses. but one economist says businesses with a higher minimum wage would attract and maintain more quality workers. we have more cool weather in the bay area. look out the window. we have clouds, too. steve paulson will tell you when the temperatures are expected to bottom out. hawaii is offering one-way tickets for free. there's a catch and it may stop people from taking advantage of the offer. westbound 24 between walnut creek and oakland looks pretty good. i will tell you more about the morning commute and the bay area weather. look at 'em.

in spain, investigators say the conductors in the deadly train crash was talking on the phone with a colleague when it happened. 79 people died. the black box shows the conductor hit the brakes seconds before the train jumped

the tracks. the train was going almost twice the speed limit when it derailed. the conductor has been charged with negligent homicide. hawaii has come up with a way to reduce benefits to the homeless. they are working on a program called return to home. hawaii says it can save millions of dollars each year on food, shelter and other services by giving the homeless a one-way plane or cruise ship ticket stateside. cities such as san francisco and new york have a similar program offering homeless a one- way ticket out of town as a way to save money. walnut creek's city attorney has resigned in the latest allegations of a sex abuse scandal. he claims city council members were pressuring him to shut down an alleged sex abuse investigation. there was an investigation whether the people at the lesher center were acting

appropriately to report sexual abuse of teenaged girls. let's check in with sal. how are things moving on the east shore? >> things are moving more crowded. we're seeing levels a little better than normal. let's take a look at what we have with the commute on 80 westbound. it looks pretty good. there are no major problems as you drive to the bay bridge toll plaza. there's a little bit of a backup there now. it looks like something could be going on. whenever i look at this, it's this crowded, there could be something on the bridge. it's slowing things down in san francisco. we'll get to the bottom of that. also looking at the commute in san jose. it's improved quite a bit. traffic looks pretty good now. the thing that may be going on is there is a crash on the shoulder westbound near the metering lights. it's not in the lanes. people may be looking at what's going on as as i lean in to tell you more. let's go to steve. a lot of low clouds around.

increase. we see a rebound of the temperatures as we go to the weekend. 7:26. things really heated up at an oakland city council meeting. two hot-button issues came up for a boat. what the council decided about the use of surveillance in the city and also new rules for protesters. >> reporter: an assault on a college campus sends one man to the hospital. we're live in san jose and tell you the details. less than five days away from another possible b.a.r.t. strike. we spoke to a union leader. she says why she thinks things are not looking good in labor talks.

coming up on 7:30. police are looking for the person accused of an assault on campus at san jose state university. ktvu's janine de la vega is there now live to let us know how students are reacting to this news. good morning, janine. >> reporter: good morning, tori. well, news of this assault is not sitting well with the students i spoke with this morning. they received an e-mail alert from the university detailing what happened here on the grass next to the science building. university police say a 22-year- old man was beaten last night at 8:30. he was walking with a group of male and females when an argument began. police say the suspect struggled with the victim on the grass between the martin luther king library and the

science building. and started to slam the victim's head against the sidewalk. the victim was washed to the hospital with multiple injuries to his face, non-life- threatening. the suspect ran towards east san carlos. >> when i was a student here, didn't really see that much crime around, you know, petty crimes here and there. but you can definitely feel the police presence. it's not the same when i used to go to school here. >> reporter: this is the second violent assault to happen on campus in the last week and a half. in the first incident, a man was pistol-whipped and robbed. the suspect in that case is still at large. in the latest case, police are still searching for the suspect. the difference between the two cases is that in the assault last night, police seem to indicate that the suspect and the victim may have known each other since there was a group of people walking together and somehow the argument spurred

from that. we're still trying to here back from university police. we're hoping to learn more details and possibly a suspect description. janine de la vega, ktvu channel 2 news. today, an antioch man accused of killing people at a san francisco jewelry store earlier this month is scheduled to enter a plea in court. 23-year-old barry white has been charged with killing two employees at the jewelry store and seriously injuring the store's owner. prosecutors say white attacked the employees because he thought he had been overcharged for an item he had purchased. deputies in santa clara county want your help to find a man to tried to rob a bank in cupertino last week. authorities released this surveillance photo of the suspect. they say the man walked into the bank of america on stevens creek boulevard, demanded money and threatened to shoot customers. the teller refused to hand over the money and the man ran off. investigators are asking anyone who recognizes the man to give them a call.

and pleasanton police are looking for a man who robbed a verizon wireless store yesterday. police say the man walked into the store on johnson drive shortly after 11:00 a.m. he started to grab cell phones off shelves. store employees say he threatened to spray them with pepper spray if he did not stop them. a transient has been arrested in newark accused of stealing a piece of lawn art that meant a lot to a little girl diagnosed autistic. police in newark say the man stole the lawn ornament from a home back in may. it's a pink pig. it rides a rainbow colored bicycle. investigators say it was given to the 7-year-old girl by her grandfather from japan and the girl was emotionally attached to it. since then neighbors have replaced that ornament. the man arrested for the crime is being held in the santa rita jail. turning to our continuing coverage of the countdown to

yet another possible b.a.r.t. strike. the august 4th deadline is now just four days away. there's still hope. the two sides can work out an agreement and keep the b.a.r.t. trains rolling. in 90 minutes, the two sides are expected to meet again. ktvu's tara moriarty is here now with more on the issues still on the table. tara? >> reporter: well, in less than two hours, they will be at it here again at caltrans headquarters. we've been speaking with b.a.r.t. they say they are making headway. but according to union leaders they are no closer to striking a deal. we all know what that means -- another possible strike. the three big issues still on the table, wages, pensions and healthcare. b.a.r.t. says it's gone from 140 million in takebacks to employees to 33 million in givebacks but union members say those numbers are inflated and they have a long way to go. >> we're trying to get things done. we're like dentists. we have the tools but it's like pulling teeth that are not

there. we cannot get a response and it's frustrating. >> reporter: b.a.r.t. riders say they are frustrated. they say that b.a.r.t. has a voice, the unions have a voice but they have no say in the looming strike. >> i've been thinking and planning and stressing and what are we gonna do about child care, gas, parking, leaving early. >> reporter: transit workers say a second b.a.r.t. strike would be far worse than the first. the overall number of commuters will be 10% higher than the 4th of july week. we learned that b.a.r.t. plans to use the same shuttles last time. officials say there's plenty of money available of the $20 million available. only $750,000 was used. tara moriarty, ktvu channel 2 news. >> stay right here with us for

inland temperatures will come down. 50s on the temperatures just because of the fog. they've not moved whatsoever. they've stayed right around there. a couple of areas in marin county, i did see some 40s. some clearing taking place off the sonoma coast. i say off because there's clear areas. weak system. our fog system. it will slowly head back to the coast today. but i think by tonight. i think it starts to begin to fly in. as the low-pressure system responsible up north drives that into the pacific northwest. 50s, 60s, coast bay and then you get over the coastal hills. more 70s. there will be soft 80s but i think most of these locations will be in the 70s or very, very low 80s. fog, sun, hazy, the sun sets -- the sunsets have been like mars, the red. fog near the coast. haze inland. some 80s, yes, still some.

st. helena, calistoga, 86. petaluma, 74. santa rosa, 77. 80s from pittsburg, antioch, oakley, brentwood, livermore, danville, upper 70s and then 60s berkeley, alameda, oakland. low 70s castro valley and into hayward. a little warmer in santa clara valley. fremont, 74. low 80s in los gatos saratoga. 75 palo alto. atherton, probably belmont, woodside and portola valley. cooler into thursday and this looks like we saw the fog bank max itself out and that will allow the temperatures to warm up a little bit on the weekend. better awareness of what's going on in oakland or an invasion on privacy? that's the debate after an important vote in the wee hours of the morning. here's more from pam cook. >> it was a long debate.

the decision did not come until 1:20 this morning. the oakland city council has reportedly voted to expand the use of surveillance cameras in the city. a $2 million federal grant would be used to wire surveillance cameras around the city with license of plate readers and eeventually social media. the idea is to give authorities better awareness about what is going on. many are concerned this will criminalize the people of oakland and invade their privacy. >> i think we should all be concerned about our privacy. we think it is an important issue as well. and we're willing to work with privacy experts. >> now, according to the oakland tribune, the grant money will be used for a domain awareness center but the video will not be recorded until privacy safeguards are adopted. the report states that surveillance video will only be collected from city and port cameras and that footage from

schools, the coliseum or other agencies such as caltrans cannot be treatmented without approval from the council. now, oakland city council voted on a ban for protesters. the "oakland tribune" reports the council voted to make it a misdemeanor to bring hammers, slingshots, fire crackers and other items to demonstrations. that proposed ban comes after a waiter was hit in the face with a hammer while trying to protect the restaurant under the george zimmerman verdict. that vote did not come quietly. in our next hour of "mornings on 2," some of the strong reactions from people who are -- who were at last night's meeting. pam cook, ktvu channel 2 news. 7:41. we're keeping an eye on facebook's stock this morning as it does something it has never done before. the president is making a rare visit to capitol hill. we'll talk with jasmmy dupre about what -- jamie dupree about what the president is

trying to accomplish.

triple-digit gain for the dow. steady growth in the u.s. economy and higher company earnings are pushing the stock market higher in early trading. the dow up 102 at 15,623. the nasdaq is also up 19. s&p up 9. i'm just checking and facebook's stock right now is up. it is up to $37 -- actually down slightly right now. it just dropped down to $37.55. right after the opening bell, the stock was trading as high as $38.31. that's a significant milestone.

that's because until today, it had never traded above $38 which was the price at its ipo 14 months ago. now, facebook shares have surged 40% since its latest earning report which show that facebook has found a way to make money off of mobile ads. apple is being sued by two former workers at the stores. they claim they were required to have thorough bag searches every time they left the store including for their breaks. they say the searches took five, ten minutes each and they were not paid for that time. the workers are seeking class- action status for their lawsuit so other employees could join in. a final vote is coming for a student loan compromise. the deal would link interest rates for student loans to the financial markets. that means borrowers would see lower rates for classes starts as early as this year. however, costs are expected to go up as the economy gets better. the house is expected to vote

today. there's a new study out showing a change in which college graduates are finding a harder time finding a job. a georgetown pro-- professor says those with a degree in information systems have a rate of 15%. but the rate is only 6.4% for theater majors. the professor says it jobs, they are cyclical and more people with technical degrees. he also says fewer people with degrees in drama and the work is -- well, the work is not as heavily affected by a recession. in about three and a half hours, ben bernanke is expected to speak out about the latest fed policy meeting. but many economists say he will not offer any major signals on interest rate policies. that's because the dow sank more than 500 points in two days after bernanke announced the fed was likely to end its

bond-buying program by next year. a new report says the finance crisis is costing the economy more than $14 trillion. that's the equivalent of a full year's gross domestic product output. and the financial crisis that ran from 2007 to 2009 will continue to you hurt the economy for years to come. the report adds this does not include the possible cost associated with the lost of trust factors. president obama heads to capitol hill to meet with democrats to drum up support for his plan to create jobs for the middle class. washington insider jamie dupree joins us live via skype with more on the president's proposal and the reaction it is getting from his own party. >> reporter: he's just downstairs in the basement meeting with house democrats and then he will meet with senate democrats. closed-door meetings. we're not sure if he will come

up. yesterday he was in tennessee. he laid out -- we'll call it a new plan but a lot of the elements of it had been discussed before. not only by the president but democrats in the congress. basm the bottom line is he wants -- basically, the bottom line, he wants a reform of the corporate tax code that would bring in some new one-time revenues that would be used to pay for infrastructure programs like road and bridge construction. >> the one red flag that went out for a reporter is this -- nowhere was it mentioned how much money would be spent on infrastructure. past plans from the president have usually been around $50 billion. even those proposals the president has made since 2009, none of them have been voted on by democrats in the senate. there's not been support for it. the reaction has been pretty much expected along party lines. shockingly, the republicans are opposed to the plan. what exactly don't they like?

>> reporter: i think for one, the republicans look at it and say if you are gonna reform the business tax code, you have to reform individual taxes as well. because for those who are in small businesses, most of their income is treated true the regular individual tax code and not through the corporate tax code. republicans don't like using the reform of the tax code to bring in new revenue and when they look at the president's other plans, the stimulus spending is what it reminds them of. the democrats say, come on, everything this president proposes, the republicans are gonna say no to. >> we mentioned a short time ago the compromise that congress reached on student loans any chance we might see a similar compromise now. it's possible for -- >> reporter: anything is possible. people also say bipartisanship

is dead. i say this week we had the fbi director confirm he was nominated in june and confirmed in ulj. anything is -- in -- in july. anything is possible. it takes some real wheeling and dealing. i think the republicans in order to enter into what we might label a grand bargain are gonna have to get more than just the idea of a reform of the corporate tax code. as an old source used to tell me the devil is in the details. it might sound easy to talk about tax reform but getting that done is extraordinarily difficult for both parties. >> you said they are going on a break the end of the week and will be back after labor day? >> reporter: yes, the senate will be gone, i bet by tomorrow afternoon. the house will be in on friday. and then they are gone until september 9th. then they come back and work two four day weeks and are off another week.

rabid bats have been found in davis in yolo county. the bats found over the underpass have tested positive for rabies. health officials say this does not mean there is a rabies outbreak and human cases they say are rare. they are warning everybody, if you see them, don't pick up any bat that may be found on the ground. sonoma county's public health officer is investigating the sale of tiny red eared turtles as pets. investigators say the sale of these turtles is illegal because they can carry salmonella. a man in a white van has been selling them to people in santa rosa shopping centers and the sebastopol flea market. he's described as latino or asian in his mid-50s. the health department is advises everyone not to buy these turtles as pets. at-risk youth are being paid to help protect nature in marin. they are part of the marin

freeway. northbound 880 is pretty slow getting up to the high street exit and this morning's commute is going to be moderate on the east shore freeway. that's cleared up quite a bit. westbound 80 at ashby avenue, there was a collision there or a little while ago. that's been moved off to the shoulder. it's not really causing any slow traffic, it seems. this is westbound 24. and here it is busy through la fayette. let's go to steve. all right, sal. thank you, sir. we also have a pretty busy fog bank. it definitely is large and in charge. and is keeping many locations on the cool side. a couple of breaks in there. it's making its impact feel well. that along with a rather strong westerly breeze all equals a cooler pattern today. can't get much cooler by the coast. socked in for the longest time for three weeks. kind of a weak system up to the north. that's enhancing some of that fog. 60s, 70s and 80s. minor warmup yesterday. a little cooldown today.

it has not been all that bad, the morning commute. overall, we've been okay looking at the san mateo bridge. you can see traffic is moderately heavy getting out to the high rise. golden gate bridge had been rather uneventful. 8:00, back to the desk. >> all right, sal. a man shot several times last night in hayward is fighting for his life this morning. this happened on revere avenue. claudine wong has been on this story all morning. you just talked to a witness who had some chilling new details about what happened out there, claudine. >> reporter: that's right. she tells us what happens in the moments after the shooting. i also spoke to a woman who said she's a family friend of

the victim. she said he does live in the neighborhood a few blocks up with his mother. he was shot down the street from where we're standing but then apparently drove his car up here before it came to a stop after he hit that parked vehicle, that ran right there. all of this apparently happened while he was calling for help. this happened about 10:00 last night. most people we spoke with said they thought the shots were fireworks. one neighbor we talked to said he was awake and talking in his car when police got on scene. >> when the car stopped, the guy said i'm bleeding out. please help me. the cops are like don't worry, don'try. the ambulance is on the way. police pulled him out of the car and laid him on the ground and then a few minutes late, the ambulance came and they got

him up and took him away. >> reporter: the victim is in his 30s. he was taken to the hospital. last worder was in icu and they were unable to talk to him about what happened. investigators spent hours on scene overnight. they cannot -- they did not leave and what led to this is all still unclear. his friend who didn't want to go on camera, said he may have been driving home because he lives a few blocks away. there are some reports that the victim may have been in an argument prior to the shooting. police say they have one vehicle description. they are hoping more witnesses come forward to give them a better idea what happened before and what led to the shooting. claudine wong, ktvu channel 2 news. san francisco police are busy searching for two men accused of stabbing a man and a woman early this morning in golden gate park. it happened about 2:30 near stanian and haight streets. police say the victims are

homeless. they will survive. it also appears the attacks started as a fight in a bar. now, police say the suspects are both african-american men, one described as heavy-set with dreadlocks. the other reportedly was wearing a white hooded sweatshirt. they left the scene in a maroon car. the investigation goes on. labor city cindy chavez is the apparently winner of the -- the eight parent winner of the -- is the apparent winner to fill the supervisor's seat. the vote results still have to be certified. chavez has 55%. alvarado has 45%. the winner replaces george shirakawa. he resigned in march after pleading gety to using tax payer money to support his

gambling target. justin timberlake and jay-z were performing in front of 50,000 fans in candlestick report. the chronicle says 25,000 worth of tickets were given away to city hall personnel including the recreation and parks general manager and city supervisors. those free tickets range from $150 to $310 for the luxury suite tickets. official say it's a long- standing policy. the city gets complimentary tickets which they pass on to nonprofits. a former teacher in antioch has been accused of abusing children diagnosed autistic in her classroom. she turned herself in yesterday after a warrant for her arrest was issued last week. now, she's accused of pinching, slapping and verbally abusing six children while teaching kindergarten and first grade at -- and first grade at grant

elementary school. she's now expected to enter a plea in the case august 12th. 8:04. happening today, new efforts to fight a bedbug infestation that's costing goodwill industries thousands of dollars. brian flores is live in burlingame about what's being done to not let the bedbugs take too much of a bite out of their bottom line. >> reporter: it's taking a bite out of their bottom line this morning. over the weekend, bedbug detecting dogs found bedbugs at their san francisco warehouse location off 11th and mission. but those same dogs are expected to be here sometime this morning to check out a second location here in burlingame off california drive. goodwill says they've lost hundreds of thousands of dollars in potential revenue because of the bedbugs found. they had to throw away several items and steam clean clothes, garments and fabrics as well.

they've thrown away 15 positions of donated goods which is about the same as filling up a tractor-trailer. goodwill says they don't know where the bedbugs originally came from but they are doing everything they can to get rid of them. that includes hiring exterminators at the san francisco warehouse and they will tent and treat a 20-square foot area where it's believed the bedbugs are found. >> we immediately called an exterminator to assess the situation. we've decided on saturday morning to close this warehouse and ure san francisco warehouse -- and our san francisco warehouse. >> reporter: where this hurts goodwill is the financial dollar. that trickles down to the employees who learn important job training skills. 80% of goodwill's operations depend on operations. the good news, the silver lining, they don't believe that any of the goodwill's 21 steers are affected. the bad news is that for now, two goodwill warehouses will be shut down as experts scope the

building and goodwill will have to decide whether as well more goods will need to be thrown out depending upon what they found. it will take time for the warehouses to be reopened. goodwill says if you would like to donate still the best way to do that is through finance am donations to offset the cost of the revenue that was lost because of this. brian flores, ktvu channel 2 news. doctors believe they have traced the source of a rare parasite that made people sick. it's from a prepackaged salad mix. the outbreak has sickened 172 people in nebraska and iowa. a total of 372 people nationwide. health departments have not released the brand of the salad mix. doctors say it contained iceburg and romaine as well as carrots and red cabbage. they add that the tainted food has been pulled off store shelves. let's quickly go to sal. don't tell me there's been a

crash at the caldecott tunnel. >> yeah, westbound -- well, there's a couple of them. i've been trying to figure them out. i've seen two reported. one thing we know for sure, westbound 24, approaching the tunnel, it's going to be a big backup. it's a three-car crash. the fire department is on the scene. you know how that gets. i also heard a chp officer on the radio say that eastbound 24 is a mess in the area as well. there's only one tunnel open at this time of the morning going back to orinda and it will help when the four tunnels are open one day. right now, i would say avoid the caldecott. both directions are bad. one direction has a crash in it. let's move along and take a look at live pictures. the bay bridge has lightened up considerably getting into san francisco. and this morning's commute is not bad on 880 northbound. it's a little bit slow as you drive up to high street. sunshine for tomorrow.

temperature was july 4th. i watch the delta breeze in the summertime. 36 gusts today. yesterday it was about 20. that's a big rampup. that tells me it will be cooler today. altamont pass had gusts 32 earlier. 50 on the temperatures. the low cloud deck kind of preventing that. there's plenty of low clouds. a little bit of clearing off the sonoma coast. maybe that may translate into sun for some. our fog shows a pretty good push. it will head back to the coast. it will be hugging the coast and then i think it gets another small surge. it might have a bigger push tomorrow. a lot of low clouds. sunny, breezy, a little bit hazy. clearlake going 89. although chloe saying it will be 90. supporters gathered in san francisco. injury crash, westbound, chp has issued a sig-alert for this crash. watch for very slow traffic out of orinda on the way to oakland. another traffic update is just moments ahead. >> 8:15. happening now -- pretty tough questions on capitol hill for airport security officials about a blistering audit of the tsa. kyla campbell is live on capitol hill to tell us what the tsa audit said the security people did and did not do, kyla. >> reporter: dave, house members want to know why misconduct among tsa workers jumped 26% over the past few years and what tsa officials are doing to stop it. but they learned this morning in some cases officials loose oned the reins. >> we found the review board once they reviewed some of these misconduct cases, they either overturned or rolled back the penalty 15% of the cases. >> reporter: he's the lead auditor for a report released yesterday that shows nearly

9600 cases of tsa worker misconduct over the past three years. that includes everything from excessive absent ism to sleeping on the job letting friend and family bypass security screenings and stealing from passengers' luggage. half of the workers received a letter of reprimand. 17% were fired. the auditor says the tsa deserves some slack. it has 56,000 employees at about 450 airports. the tsa has implemented new programs in recent months to address the problem. to ensure that allegations of misconduct are thoroughly investigated and that discipline is appropriate, consistent and fair across the agency. >> reporter: he says like with any other employer they have workers who "do stupid things" but he believes the tsa is fulfilling the mission to protect americans from terrorists. live in washington, i'm kyla campbell for ktvu channel 2

news. the d.e.a. will be changing some of their policies following a multi- million dollar settlement from a san diego student who was put in jail for four days and for gotten. >> i was kicking and screaming. i put shoelaces out through the crack of the door for visual signs. >> he was arrested for a drug raid. the dea decided not to pursue charges but say agents left him inside a tiny windowless cell with no food or water. when he was discovered, he had dehydration and kidney failure. the dea will pay him more than $4 million. they also plan to install cameras and check those cells every day. anthony weiner is not dropping out of the race in new york despiting dropping to fourth place.

>> i though there are people who say i wish that guy would wit. they don't know -- quit. they don't know me. >> he released this ad after acknowledging that he exchanged sexually explicit messages with women up to a year after he resigned in congress. a new poll released monday finds just 16% of likely democratic voters say they support him for mayor. the san jose city council has rejected bob fillner's request for the city to pay for his legal bills in a sexual harassment lawsuit the vote came as an eighth woman came forward to say that the mayor made unwanted advances towards her. he will not design, he says and will undergo intense therapy. two efforts to recall him got underway earlier in the week. facing a lot of pressure, the public commission is now proposing new rules for regulating ride sharing

services. the state says companies like lift, side car and uber, they are under its jurisdiction. the commission concluded those services must be licensed. now the proposals include requiring drivers to undergo criminal background checks. there would be zero tolerance for drugs and alcohol. ride sharing services need minimum insurance of a million dollars. the earliest the state's pus could consider the ideas is september. [horns honking] >> and then san francisco cabdrivers blasting their horns outside of the cpcu office and protesting the ride-sharing startup companies. the cabdrivers see ride-sharing services as illegal taxis steeling -- stealing their bis. >> unfair regulation and unfair competition, not paying insurance. that covers passengers in the event of an accident. >> the san francisco cabdrivers

a student housing crunch at san jose state university has left had00 student ops p a wait -- left 400 students on a waiting list for dorms. nearby off campus housing has been tough to come by as well. classes begin in three weeks. students are rushing to find places to live so they can settle in before school starts. >> i'm really upset because my idea of a typical college education includes living on campus. >> university officials tell ktvu they have been able to house all first-year students who live more than 30 miles away and applied by the may 1st

deadline. returning students who lived in the dorms last year have been accommodated. bay area rents keep going higher. the average rent in san francisco is about $3,000 a month according to real facts. that's a company that tracks apartment rents. that's up 8% from the last year. real facts also says rents in oakland average about $2,000 a month, up almost 11%. in san jose, rents are slightly less than 2,000 a month. that's up nearly 10%. let's go back to sal. big problems in the commute near the caldecott tunnel. >> that's right. the middle bore is closed for an injury crash, westbound as you drive up to the tunnel. you have to stay to the far right. so the crash is right here, westbound on 24. it's backing up out of orinda. today might be a good day to take b.a.r.t. while you still have it, i guess. westbound 24 is just a mess. as a matter of fact, maybe we can see what 24 and la fayette

a campus assault that happened at san jose state is making many students nervous and -- and feeling unsafe. janine de la vega spoke to a young man who said sometimes he's afraid to walk alone. good morning, janine. >> reporter: good morning, dave. this is the second time in the last week and a half where there's been a violent assault in a campus. in the first place, a man was pistol-whipped and robbed. in this case, a man was beaten near the science building and the martin luther king library. a 22-year-old man at 8:30 last night was walking with a group of men and women between the two buildings when an argue mortgage started. it turned physical and -- argument started and it turned physical and the victim's head was slammed into the sidewalk. he had multiple injuries to the face. he's at the hospital. his injuries are non-life-

threatening. the suspect ran southbound near east san carlos. he's still at large. >> i kind of feel unsafe. it's never happened to me. it usually happens at night. i feel it needs to be in danger unless i wonder out at night alone. >> you don't do that? >> no. >> now the sparten daily, the student newspaper, reported that according to california's state university's annual report on crime stats. san jose state university ranked second highest in the number of crimes reported among the 23 csu campuses in recent years. now, in this case, police have not released the suspect description. but it sounds like there were multiple witnesses in this case because it was a group of people walking. they are asking anybody who has information to give them a

call. san francisco police are investigating a weekend pellet gun attack and says it's the latest in several incidents. the most recent shooting happened on sunday at the corper of south van ness avenue and 26th street. a man says he heard the sound of gunfire and realized he was hit in ther to -- in the torso. the shooter is described as a 16 to 25-year-old man with long hair and tattoos. new restrictions on pilots flying for foreign airlines and landing at san francisco international airport. those jets can no longer land at the same time at another jet is landing on the parallel runway. u.s. airlines can still land side by side. the new rule has not caused many delays, the faa says, at sfo. in spain, investigators say the conductor in last week's deadly train crash was on the phone talking with a colleague when it happened. at least 79 people died in that

crash. the train's black box recorder show the conductor hit the brake seconds before the train jumped the tracks. the twain was going almost twice the speed limit when it derailed. the conductor -- the conductor has been charged with negligent homicide. the august 4th deadline for the b.a.r.t. stik is four days a -- strike is four days away. there's still hope the two sides can reach an agreement and keep b.a.r.t. trains rolling. both sides are due back at the negotiating table. in 30 minutes, in fact. tara moriarty has more on the obstacle b.a.r.t. unions say they are facing. good morning, tara. >> reporter: good morning. b.a.r.t. says they were making progress unless thomas hock rushed from his trip. they say the mood changedded and now the two -- changed and now the two are back to where they started. b.a.r.t.

says it's made some concessions going from $140 million in take backs to employees to $34 million in givebacks. but union numbers say those numbers are inflated and they are frustrated by the general manager of b.a.r.t. and thomas hock. >> she's giving direction. the board has tired her to do the job to run this organization. and as such, she's giving him direction. i believe that. i think that it's pretty clear. >> reporter: b.a.r.t. official alicia released a statement saying we're looking forward to another day at the table as we work to bridge our differences on salaries, pensions and medical contributions. transit experts say a second b.a.r.t. strike would be far worse than the first. they anticipate a 10% jump during the 4th of july holiday week. for now riders are keeping their fingers crossed as the sunday midnight deadline

bridge. it's light coming into san francisco. no major problems. i do want to mention there's police activity at the embarcadero station at b.a.r.t. we don't know what's going on. but they are holding all of the trains and there will be big delays at b.a.r.t. something is going on at the embarcadero involving police. we know that trains are being held at all of the stations on the east bay. this will cause a big delay on the system. this is 880 northbound and southbound, that traffic looks pretty good. let's go to steve. >> thank you, sal. >> you are welcome. >> we're at alameda harbor here. we have a very gray pattern, overcast skies. it will be cooler and a little warmup yesterday. it will be -- today will be a cooler pattern. this has been a tough, tough for many on the coast. 26 days out of 31. san francisco reported fog or low clouds. that's really high. and the last time you had a 70- degree temperature in san francisco was july 4th at 75.

not one since. a system to the north, that's all it takes, to give us 60s, 70s and 80s inland. you can punch in about 62 to 66 for san francisco. i think you would be in the ballpark for three weeks. today we'll go 62. 55 to start. 59 at noon. just too much fog. when you get a delta breeze, it starts to pick up its heels at 30 miles an hour. yesterday, it was about 17, 18 miles an hour. we'll go 82 on the high today. yesterday was 84. the wind was 36 gusting. of you can see a little spin in the atmosphere. that has to move through. that's definitely enhancing the fog. some low 60s for some. 50s for others. kind of fog, low clouds keeping temperatures stuck. there's plenty of low clouds around. a little bit of clearing off the coast, sonoma, marin. hazy, not as smoky, hazy. we've had -- the sunsets have been like we're on mars.

my goodness. red sky. a.m. fog, sunny, breezy to windy. we'll see 60s, 70s and 80s. even out to vacaville, 89. it could be warmer than that. 80s for antioch, brentwood, oakley. livermore, pleasanton, and 60s alameda. 78 san jose. a little warmer east san jose, los gatos, saratoga, low 80s. capitola in there as well. very cool and foggy. south san francisco, san bruno, brisbane, san mateo mill, millbrae, burlingame, a few 70s. menlo park, atherton, belmont to los altos, a little cooler today. slightly warmer inland temperatures as we go in through the weekend. check this out. strong storms near florida combined to form this waterspout. the water is weaker in strength and only appears over water.

the storm hit yesterday evening and brought thunder and high winds. the national weather service said the waterspout lasted about 15 minutes. tomorrow, crews will spray for mosquitoes in san jose to stop the west nile virus. the fogging is scheduled to start at 11:00 tomorrow night near the montague expressway, sierra road and orchard parkway. last week, crews sprayed sparts of the east san jose. mosquito -- mosquitoes were recently found in the area. it was a big night in oakland. it turned into an early morning with two controversial votes. pam cook is in our newsroom now to el it us what was the -- to tell us what was decided in the morning. >> reporter: the vote didn't come until 1:20. the oakland city council decided on two issues. one regarding protests. the other the use of surveillance cameras in the city. now, according to the oakland tribune, the council voted to accept a $2 million federal grant to be used to connect

surveillance cameras around the city with license plate readers and then eventually social media. the idea is to give us better awareness about what is going on around the city of oakland. many are concerned that this will criminalize the people of oakland and invade their privacy. >> i would not want someone to follow me, you know, say, like the fbi in a car. so why would i want cameras to follow me around? >> i think this is about public safety. public safety for the community and public safety for our first responders. >> now, renee domingo is head of the oakland's office of emergency services. she said the program would route the video from hundreds of cameras around the city in the poerd of oakland to one central location. it would also collect information from license plate readers and then essentially -- eventually social media as well in an effort to make the city a safer place. the city council voted on a ban

economic growth. back here at home, a man is fighting for his life after being shot several times in hayward. it happened around 10:00 on revere avenue. ktvu's claudine wong has been there since early this morning. she's back now with the latest information you found out there. claudine? >> reporter: that's right, dave. we've been talking to police, neighbors out here. we talked to a woman who said she's a friend of the victim. what we now know and we're getting a better picture, the victim in his 30s actually lives up the street from where we are with his mother. he was driving down revere avenue, the street here we're on now, headed in that direction when he was shot. he was shot further down and came up here in -- apparently calling for help the entire time and hended up -- and ended up right where you see the blue minivan. he crashed into the parked vehicle. it all came to a stop. this all happened at 10:00 last night. we've talked to several neighbors who say they heard the shots.

some reportedder aing three. others five. most people we talked to said they thought it was fireworks. the victim's friend says he was shot seven times and did need emergency surgery. nans say police were out here quickly. most said they heard the shots and then very quickly after that heard the sirens. one neighbor we talked to told us the victim was awake and talking in his car when police got on scene. when the car stopped, the guy said i'm bleeding. i'm bleeding. help me. the cops said don't worry, don't worry. they are on their way, talking about the ambulance. and then he -- then they -- the policemen pulled him out of the car and laid him down on the ground. a few minutes later, the ambulance came and got him up and took him away. investigators were actually out here on revere near albany on scene for almost six hours this morning. they didn't leave until about 4:00 this morning. what led to this is all unclear. again, he may have been driving

their calaveras county home. lela fowler was found stabbed to death in april. her brother was charged with second-degree murder. the boy has pleaded not guilty to the charges. oakland police have some new leads in the shooting death of alasha cara deep. the police captain told us -- carradine. the police captain told us there may be an arrest very soon. >> some new leads have come to ure attention -- to our attention. >> yesterday the funeral was held for her. she was one of four people hit by gunfire when someone rang the doorbell, then started shooting. >> the other victims survived. a man is accused of killing his wife and two daughters in shasta county, he's one of america's most-wanted fugitives. the u.s. marshal service added 45-year-old shane miller to the

list of most-wanted fugitives. law enforcement says he has outdoor survival skills and he knows how to live in the wild. rural metro, the private ambulance service in santa clara county has paid its overdue bills. the ambulance company owed about $2.5 million. that's according to the san jose mercury news. some of that money included franchise and communication thieves. however, $500,000 came from fines for slow response times. ten minutes before 9:00. a transient has been arrested in newark accused of stealing a piece of lawn art that meant a lot to a little girl who is considered autistic. newark police say the man stole this ornament from a home back in may. it's a pink pig riding a rainbow colored bicycle. investigators say it was given to the 7-year-old girl by her grandfather from japan and the girl was emotionally attached

to it. neighbors have since replaced the ornament. the man arrested for the crime is being held in santa rita jail. >> we're getting new details on the drug suspensions coming to major league baseball stars. the league has told the mayers' union -- players' union who it wants to suspend. an announcement could come friday. the two sides are trying to reach deals on punishments. alex rodriquez likely faces a ban of 50 games or more or even a lifetime ban if he does not cut a deal. bartolo colin and melky cabrera will reportedly not be punished any further. they were suspended last year. a medical marijuana dispensary will not be allowed to open near a residential neighborhood in richmond. the contra costa times reports that richmond city council voted against the dispensary's permit application after hearing from neighbors who were worried it will increase crime

and drug use in the santa fe neighborhood. the owner of richmond compassionate care says he offered to pay for 24-hour security and also to pay for two additional police officers to patrol the neighborhood. in berkeley, the commission on labor still debating raising the city's minimum wage. state law requires a minimum wage of $8 an hour. berkeley uses that as its base. there is a push to raise the city minimum to $10.55. that's the minimum in san jose and san francisco. some employers say that will hurt their businesses. but one uc berkeley commit says businesses with a higher minimum wage will attract and maintain more quality workers. the solano county fair gets underway today. this year's theme is home grown fun. it will focus on what solano county cities and rural areas have to offer. the fair will feature carnival
