come monday morning, several bay area transit agencies are planning to increase their service. good afternoon. i'm tori campbell. the union has given its notice to strike monday morning. that's when the contract extension expires. we're watching the clock. with two and a half days remaining, the 2 sides are running out of time to secure adeal. ktvu's tara moriarty is live with more. good afternoon, tara. >> reporter: good afternoon. a lot of finger pointing at one person in particular and it was not b.a.r.t.'s general manager. >> i'm a san francisco native born and raised.

i take peop coming here and disrupting my likelihood. >> reporter: union leaders lashed out to the at thomas hock, the negotiators. several -- out to thomas hock, the negotiator. now, two b.a.r.t. members attended talks. b.a.r.t. officials say they are bracing for monday. >> in the eept vent the unions do decide to go on strike monday morning, we have limited charter bus service and we were able to get our hands on more buses. our passengers will see more buses out of the same situation and we've added two more pickup locations at concord sand san lee an -- and san leandro. >> reporter: the board went into closed session with thomas hock. that was around 10:00. we understand they've just or thed lunch and they a while.

negotiations started at 11:this morning -- 11:00 this morning. remember, we still have today and this weekend for these two sides to come together and strike a deal. but at this particular point, it doesn't look like that's going to happen. live from oakland, i'm tara moriarty, ktvu channel 2 news. bay area elected officials sent a strong message to b.a.r.t. and its unions to consider the riding public and find a solution to the labor dispute. >> it is no longer a matter of inconvenience to the ridership. it is hardship. it is hardship for people trying to get to work. in many cases, people trying to get to two places of work. it's hardship. >> san francisco mayor ed lee was joined this morning by the mayor of south san francisco. other elected officials, business leaders and

california's labor secretary. the group says the two sides need to consider the impact on the public that another prolonged strike would have. the looming b.a.r.t. strike means thor than 400,000 daily b.a.r.t. riders will be forced to find alternative transportation. janine de la vega was at the b.a.r.t. station in fremont talking to commuters about their contingency plans. >> reporter: as commuters arrived to b.a.r.t., they were already upset thinking about a possible strike. it is going to hurt. it's not going to be inconvenient. b.a.r.t. wants people to repair alternative ways to get to work. one is casual carpooling. there are numerous locations for people to meet. riders are dropped off at fremont and howard or downtown. after noon pickups usually happen on beale street. for those who aren't going to carpool there are other options. b.a.r.t. will provide free charter buses for people who want to get into san francisco. the buses between the east bay

and san francisco will run during peak hours at 5:00 a.m. the buses will be at select b.a.r.t. stations carry 4,000 passengers a day. a.c. transit is working on providing extra buses across the bay as well. some commuters are still working on a plan. >> i don't know yet. i'm trying to figure out the buss schedule to oakland because that's where i work. i know they had shuttles last time. >> bum a ride to mountain view, hop on caltrain and catch caltrain where i can catch mew muni -- catch muni. >> reporter: a popular option last time, taking a boat. ferries will launch earlier in the morning and the number the boats will increase from 8 to 13. >> i wish b.a.r.t. wouldn't go on strike. we have to do what we have to do. >> reporter: start early and be patient. janine de la vega, ktvu channel 2 news. >> stay with ktvu for continuing coverage of the

10,000 state prisoners by the end of the year to ease prison overcrowding. the state arced most nonviolent offenders are being held by the counties. today crews began to test the new anchor rods being used in the bay bridge. they were tested in a saltwater bath. the saltwater bath promote corrosion which can shorten the life of boths -- boths. >> these bars may have no problems and may be just fine. >> each test bed placed -- will be placed under a tent. so direct sunlight doesn't cause the bolts to react differently from those inside the bridge. new at noon, richmond, the city, is suing chevron over the refinery fire. the mayor just wrapped up a news conference about the

lawsuit and the fire's impact on that city. ktvu sea brian flores was there and joins us live. good afternoon, brian. >> reporter: good afternoon. well well, the city of richmond filed this 40-page plant complaint in county -- in contra contra costa -- in contra costa -- in contra costa court. they say they hope that this goes in front of a jury where they will decide how much chevron may pay. they claim chevron was negligent on 12 different occasions in front of the explosion and it could have been prevented. now, during a press conference that just ended minutes ago, the mayor and the city's hired attorneys representing them spoke on the issue. >> we don't want to see another

toxic plum traveling across -- plume traveling across richmond and the bay area. we don't want to see people lined up to get help as a result of their injuries again or to have children experience the trauma and impact of such an incident again. >> the real question is, they won't let the city of richmond or their council members into the board meetings because this is a question of corporate culture and decisions that have been made by chevron over more than two decades. >> reporter: now, in the meantime, chevron also released a statement shortly after the filing. it says the city's meritless lawsuit is a waste of resources in another example of its failed leadership. the baseless allegations against chevron are intended to divert attention away from city council. they will deep fend the action action -- according to the pt-- attorneys we spoke

with, they say this could take 12, 18 months. there is a planned protest. live here in richmond, brian flores, ktvu channel 2 news. thank you. chevron is reporting huge quarterly profits today. but they are a lot lower than last year. they say the profits in the second quarter were 5.37 billion. that's down 26% from last year at the same time. chevron blames the lower profits on lower oim prices and -- oil prices and maintenance works. the stock is down over 1.5%. chevron's report also dragged down the entire energy sector for most of the day. an east bay head start program has been selected to receive a $7 million federal grant. that word comes from eric swaulwell. he says the money is going child, family and community services in union city.

they operate a number of headstart programs in the east bay including this one in hayward which he visited in april. one of two men accused of sexually abusing a 15-year-old girl and keeping her in a box confesses as we learn more about the alleged marijuana farmers. and it's just starting to warm up around the bay area. ktvu meteorologist steve paulson will be here with more on what you can expect this weekend. >> reporter: six cars destroyed, two others damaged. but no one was hurt in this carport fire. why did one man end up going to the hospital in an ambulance? ♪ ♪

♪ the u.s. state department issued a travel alert that said al qaeda may be planning terrorist attacks soon in the middle east and north africa. as a precaution, the u.s. is closing 21 embassies and consulates in 17 countries on sunday. officials say they have credible information about a possible attack. first word of the concern came yesterday during the daily state department briefing. >> the department has been apprised out of an abundant of caution, indicates we should

institute these precautionary steps. >> the closed embassies include those in iraq, egypt, libya, saudi arabia, afghanistan, yemen and 11 other countries as well as consulates in iraq, saudi arabia and united arab emirates. the state department issued a worldwide travel alert this morning for that part of the world. berkeley police are checking for surveillance video in an effort to help solve the city's third homicide days of the year. police responded to several 911 calls around 9:15 last night about shots fired at san pablo avenue and delaware. they found a man suffering from gunshot wounds outside of bing's liquor store. he was rushed to the hospital pronounced dead a short time later. >> i heard three bangs. it didn't sound like gunshots at first. one girl was screaming call 911. call 911. >> the victim's not has not been released. he was reportedly 24 years old.

berkeley's first homicide of the year occurred just a few blocks over. san francisco police say the driver of a white pickup drove off after hitting a man and possibly headed toward the bay bridge. the pedestrian is expected to be released from the hospital later today. a hayward fire scene has officially become a crime scene. investigators say they are getting closer to determining a cause but neighbors decided early on who was to blame. claudine wong tell us why one man ended up going to the hospital as anger over the fire erupted. >> reporter: the flames were spotted just after 3:15 this morning. neighbors awoke to see their car ports and cars going up in flames. >> i pulled it out. it was on fire. i got my sweater and put it out. it's parked outside. >> reporter: as the drama

unfolded there, it was unfolding with residents at this montgomery street apartment building. >> i don't want to point any fingers but it's very sketchy. >> reporter: she and her neighbors pointed at this neighbor known as vade, who they believe started the fire. he said he didn't start it. but he said his eye makes it clear he didn't. what happened there? >> that happened after the fire was being put out. they decided it was my fault. >> reporter: as day broke, the fire so hot, it burned the tires right off the cars and gutted the vehicles, livings to try to -- leaving residents to try to figure out what's next. and then the fire was considered a crime scene. this woman watched her car go from this, to this. >> it was devastating. we just had our car painted barely two weeks ago. we put so much money into it. >> that was my family car. my wife pregnant, i got another

baby. that was our car. >> reporter: for some it's not just about transportation but a sense of safety because residents say that, too, went up in flames this morning. in hayward, claudine wong, ktvu channel 2 news. two suspected lake county marijuana growers accused of keeping a teenaged sex slave have pleaded not guilty to federal drug charges. a 30-year-old and 20-year-old entered their pleas this morning in federal court in san francisco. according to court documents, prosecutors obtained a recorded confession from baletta. the documents say the 15-year- old southern california girl was sexually abused by the men and kept in a 4-foot by 2-foot box. she was also forced to help process marijuana. both men face life in prison if convicted. a san francisco sheriff's deputy charged with bank robbery was back in court. he's accused of ronning a bank of america -- robbing a bank of

america branch. this week, he was also arrested on a charge of felony grand theft of a firearm. the district attorney's office told us today they will file a motion next month to have the two cases consolidated. prosecutors say they believe the two matters are related but would not give details. solano county has confirmed the first human case of west nile virus. a fairfield man developed the virus after he may have been bitten by a mosquito. they say the man in his 60s is back at home after being in the hospital for a few days. there have been five you human cases of west nile avoice the state this year. one person -- across the state this year. one person has died as a result of the disease. well, on this friday afternoon we have a little warmup, especially aday from the coast, mainly inland areas. north bay, east bay, coast about the same, same for the bay. we're seeing mostly sunny skies. there's some fog kind of hanging on. a lot of it was getting brushed north to south and being chewed

stocks, the labor department said the u.s. added fewer jobs than in july. unemployment declined to 7.4%. the report suggested the economy's subpar growth and modest consumer spending are making many businesses cautious about hiring. the dow, down 2. the nasdaq is actually up 8. s&p flat. meanwhile shares of dell computer up over 5% now on news the company's board agreed to an increased offer from its founder. michael dell and his investment group want to buy out the company and take it private. but major share shareholders oppose that saying the original price is too low. stock holders were scheduled to vote on that buy back offer but the vote has been postponed until september. two more whole food stores are planned for the east bay. one is said to open on hacienda bay. the other will be in walnut
