>> reporter: good morning, everybody. it's a slow commute coming in on westbound 80 as you come into the city off the bay bridge because of this, a big rig fire early this morning. we'll bring you the latest coming up. alternate routes are your way to go. today, the bay bridge is very, very slow, barely moving at the toll plaza and very slow on the

bridge. we'll tell you the alternates. >> reporter: b.a.r.t. trains are running thanks to governor brown. we'll tell you what he did. also, the surprise for some b.a.r.t. shuttle drivers up bright and early this morning. "mornings on 2" starts now. good morning. welcome to -- welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. a big rig fire near the bay bridge has shut down two lanes of westbound traffic. brian flores is live to tell us when the lanes could reopen. good morning, brian. >> reporter: you said it. good thing the b.a.r.t. trains are running. traffic is moving very slowly here, west 80. as you can see there, san francisco crews dousing this

big rig fire that happened at 5:45 or so. we understand the big rig caught on fire. there was some type of a flat tire. let's bring in the sergeant. tell us more about what happened. >> roughly 5:45, the gentleman driving that big rig realized he had a flat tire. he pulled to the right shoulder and exited his vehicle at that time he realized there was smoke coming from the engine department and a couple of minutes later, the vehicle was fully engulfed. >> how is the driver doing? >> the driver is fine. he got out in plenty of time. he was carrying groceries. >> reporter: in terms of traffic, i see traffic moving slowly. how long is the sig-alert gonna last and what are the alternates? >> probably four hours. it will take a lot of time to get this big rig out of here

once the fire is out. >> reporter: what is the plan to get the big rig out of here? i know they are dousing whatever smoke is coming out of here. do you have a tow truck out of the way? >> we have two tow trucks poxed off 5th street wait waking to retrieve the -- street waiting to retrieve the vehicle once it is safe. >> reporter: thank you. firefighters are still putting out the flames. we understand the driver was coming in from castro valley, carrying sushi and rice. again, the driver doing okay. we'll bring you the latest in a few minutes. for more on the traffic, sure glad the b.a.r.t. trains are rolling. sal, how are you doing? >> doing okay. we have a lot of traffic. this is the toll plaza. it's backed up. traffic is being stifled getting off the bridge only two

lanes. when you get off the bridge, there's a big bottleneck at fifth street. this could last until noon. now, one of the things you might want to do, take b.a.r.t. b.a.r.t. is running. you know, you may be waking up and not realize that. today is the day to take b.a.r.t. you can use the san mateo bridge. it's not all that bad. the san mateo bridge looks normal for this time of the morning. and so does the dumbarton bridge getting over to the peninsula. 101 looks good. that would be your alternate. if you haven't -- if you don't have to take the car, take b.a.r.t. westbound 80 traffic is just a big mess. back to the desk. >> all right, thank you, sal. developing news involving this morning's commute. as we mentioned, a b.a.r.t. strike has been averted. trains are running this morning and they will continue to run for at least the next seven

days. late last night, governor brown stepped into the heated labor dispute two hours before the midnight strike line. we have team coverage. alex savidge is covering the surprise for some b.a.r.t. shuttle drivers. we begin with tara moriarty to explain why the governor stepped into the dispute in the 11th hour. good morning, tara. >> reporter: good morning. governor brown giving the two sides a time-out here, if you will. he's issued a seven-day injunction. meantime, all b.a.r.t. trains are running. shortly after 10:00 last night, union leaders emerged from the caltrans headquarters where negotiations have been going on. they revealed the governor's announcement. b.a.r.t. asked the governor to intervene. a board of inquiry will investigate and determine if both sides have been playing fair and square. >> that board will look at the facts and recommend to the governor, he ultimately will decide if he wants to grant a 60-day cooling off period.

he's urged us to keep bargaining. we want to keep bargaining. that was our goal not to extend this over the weekend and any longer than needed. >> reporter: negotiations will be put on hold. meanwhile, union leaders are lashing out at b.a.r.t. officials. >> we heard from the mayor of san francisco just a few days ago how it was unnecessary to keep the public on pins and needles. it's absolutely true. there was no reason why we had to continue this drama, continue this stress on the public and on the work force. >> reporter: b.a.r.t. officials say the unions are using the threat of a strike as a scare tactic. union leaders accuse b.a.r.t. is bargaining -- b.a.r.t. of bargaining in bad faith. b.a.r.t.

says they need the funds to upgrade the system. so the trains will run for another week until we hear what the governor has to say about it. >> here's a look at what's next in the seven-day inquiry into b.a.r.t. negotiations. a three-member board appointed by governor brown will investigate the negotiation process so far and look into b.a.r.t.'s request for a 60-day cooling off period. that board must submit a report on the findings to the governor in seven days. based on that report, governor brown will decide whether to authorize a cooling-off period. and the three members of the governor's board that will investigate the b.a.r.t. labor talks will make $100 a day this week for their

efforts. this is -- now, the board chairman is jacob applesmith, the current director of the department of alcohol beverage control. and two other individuals. ktvu talked to gavin newsom right after the governor averted the strike. but newsom said very little at least publicly. >> when you make a commitment not to have a conversation publicly at this stage, which i'm more than happy to do, just not at this moment. i appreciate you finding me and track meeg down. i want to -- tracking me down. i want to fulfill my commitment i made of both sides. >> the plan who replaced gavin newsom issued a statement. ed lee wrote -- >> the governor got involved two hours before the strike deadline making sure the trains will run for at least the next

bit. not too much. i would still say if you are a carpooler, you are in better shape than anybody else. looking at the south bay, northbound 280 traffic looks good. the santa clara valley in general is off to a good start. 7:09. let's go to steve. >> thank you, sal. plenty of gray out there. a lot of low clouds making a strong inland push. it will be a cool week. no doubt about it. area of low pressure, i will show you off the coast right there. that broke off in the pacific northwest over the weekend. we topped out last friday, saturday it will be one of those cooler weeks, it looks like. the normal high for august 5th, 60s to almost 90s. well, 61, san francisco. well below. last time it was 70 was july 4th. that's a long stretch. oakland, 67 downdowntown. livermore, 81, santa rosa 73, should be 83. a very cool pattern in place.

in fact, a lot of low cloud and position enhanced by the low off the coast. it's not going anywhere until wednesday and thursday. we'll be cooler inland. there's the low spinning there. that's all it takes this time of year and it will ramp up the fog bank. a very, very strong, robust sea breeze, up to 37, 38 miles an hour. earlier at travis, kind of coming down. that tells me some of that low cloud deck is making a strong, strong surge. it's not going anywhere. some locations will be hard- pressed to see anything in the way of sun. things have really changed. high pressure is in the middle of the country. actually, texas, oklahoma, it's really hot. for us it's cool for early august. i don't see much change. it will be getting a little bit warmer. 7, 10, 15-day outlook, keeps us near average. there is drizzle near the coast. some areases are in the 60s, 70s and 80s. when clearlake is coming in

like that, that tells you everyone else will be cool. pleasanton, 79. 80 morganhill. 76, san jose. santa clara, 75. and 50, 60s on the coast. 60s south san francisco. parts of the peninsula, only low 70s. not much of a change until wednesday. temperatures will climb slowly as we go into the weekend. >> thank you, steve. the new decision about the credible terror threat that's closed 19 embassies in the muslim world. plus -- what san francisco police are askings public to do -- asking the public to do as they respond to the threat. and a man who deliberately crashed his car into a crowd at venice beach. what he's seen doing moments before the crash.

good morning. we do have a big backup at the bay bridge toll plaza because of a problem in san francisco just after you get off the bay bridge, the two right lanes are closed as they clean up the remnants of a big rig fire. it will be there for a while. traffic is not going to improve for the morning commute the carpool lanes are getting through. it will still be slow on the bridge. 7:15. we're following developing news this morning out of japan. a u.s. air force helicopter has crashed at an american base. the helicopter crashed in a training area with four crew meles on board. this is new video of the cash site. the japanese defense minister says three of the four crew members ejected from the helicopter landed safely. the fourth member was injured and taken to the hospital. the air force is not confirming that. we'll keep you updated throughout the newscast. 7:15. u.s. officials say intercepted

al qaeda messages are run reason for shutting down u.s. embassies in the middle east and africa. the state department says the closures are out of an abundance of caution. as kyla campbell reports from our washington, d.c. newsroom, some of the lawmakers say the potential threat is very serious. kyla? they are comparing this -- >> reporter: they are comparing this threat to those received before 9/11. senators on the intelligence committee say the nsa's controversial spy program is what picked up on messages sent among senior al qaeda operatives. the state department decided to keep 19 u.s. embassies and consulates in the muslim world closed through friday. they point to the al qaeda threat, major prison brea in the middle east and the ramadan coming to a close this week. less than two hours from now, secretary of state, john kerry, is slated with meet with military leaders, thousands of

troops in the middle east and in europe are on high alert. why they say last year's deadly attack on the u.s. consulate in benghazi is playing a role in this latest threat when i see you next. back to you. >> the state department's warnings are the reason why san francisco police are on high alert. there's no threat to san francisco but they are increasing patrols, focusing on government buildings and places of worship. they want everybody to keep an eye out for unusual activity. >> it's kind of unusual they are there. you ask yourself why. >> police say they are being proactive because it makes it easier for them to respond to a quicker threat. 7:17. out of afghanistan. an bomb hidden inside a cart

killed ten. u.s. senator john mccain and lindsey graham are in egypt to meet with the interim leader. they are making the trip at the request of president obama. they will attempt to break off the political standoff between supporters of ousted president mohamed morsi and supporters of the new the government. since morsi was forced from power last month, hundreds of people have died in clashes between the two groups. a sentencing hearing for bradley manning will continue this week. he was convicted of releasing classified information to wikileaks. a state department official is due to testify today about how manning's leaks strained relationships between the u.s. and its allies. manning has been convicted of giving wikileaks 250,000 cables and other documents about the wars in afghanistan and iraq.

if you are just joining us a b.a.r.t. strike has been alerted. b.a.r.t. trains are running this morning. they will keep running for at least the next week. the governor government involved and said the strike would endanger the safety and welfare of the public and took action to keep the trains running for at least the next seven days without the threat of a strike or a walkout. stay with us for more. the man accused of deliberately running his car into a group of people in venice beach has been

identified. one person was killed. 11 others were injured. reporter gigi graciette is there where memorials for the victims have been set up. >> reporter: good morning, tori. this is where it happened. this is where the trail was left behind. the driver identified as nathan campbell. this video we're gonna show you is traffic. now, it was caught on camera at the corner cafe at the board walk. surveillance cameras captured the man behind the wheel, nathan louis campbell. he was seen parking his car on saturday around 6:00 p.m. he walks back and worth from the car to the boardwalk and back before finally getting into the car hitting the gas medal. severeswerving around poles.

the car reached 40, 60 miles an hour and it appears that he was swerving on purpose to hit as many people as he could. this only lasted seconds, but the devastation, the death that he caused, 11 people were injured. one woman was killed. we're learning more about her. she's 32-year-old alice gruppioni of italy. she was with her husband on their honeymoon. they were just barry -- married on july 20th. the girl who died is the grur of gruppioni -- is the daughter of gruppioni. back here live, no word yet on why this man did what he did if he gave any reason or excuse to police, they've not said yet. he's currently behind bars being held on bail set at $1

million. tonight here on venice boardwalk, there's a candlelight vigil planned for the victims. and that is the latest. we're live in venice beach this morning, back to you. >> all right. >> thank you. 7 -- about 7:25. let's go back to sal. there's so much to tell you about. b.a.r.t. is not on strike. you got a lot on your plate. >> reporter: yes. i think it's a good option for you to get into san francisco. you can see the fire department still putting water on it. but the traffic is going to be slow for a good, long time. they have to make sure that -- that it is completely out. after it's out, then they will be able to tow it away. obviously -- they have to make sure it's completely out. i want to show you the traffic is just a mess coming through into san francisco approaching fifth street. in is a look at the toll plaza. that's backed up all the way

out to the macarthur maze. i had one of my friends tell me he got to the city. he used the carpool lane and is now in his office. he said traffic on the bridge was okay but the carpool lane was a huge advantage. you might -- if you are a carpooler, you still might want to try the bridge. this is the san mateo bridge. traffic looks okay getting into the peninsula. 7:25. let's go to steve. >> all right, sal. thank you. a lot of low clouds. a few breaks on the peninsula. but mostly sold out. some of the low snrvl cloud deck -- low cloud deck has made it out to sacramento airport. that's helped along by the low. that's enhancing everything. you can kind of see it to the left of the screen. san francisco, again, 70 degrees. the last time was july 4th and so we're looking for foggest is what we're calling it. a lot of fog in august for the bay. cool monday. no doubt about it. some sun inland. it will be a cool pattern.

today, tuesday, into wednesday, maybe thursday, temperatures will be below average. 50s for many. when up get a gust to 35, 38 miles an hour, that will tell you it will be a cool pattern. the temperatures right -- that's the low spinning off the coast. that's means a cool pattern. it will be breezy, windy for some. 50s to 60s, 70s and low 80s. not much change through the rest of the week. it does look warmer by the end of the week. >> it, steve. 7:-- thank you, steve. 7:27. a big rig fire, causing major problems for bay bridge commuters. and b.a.r.t. riders get a break as the strike is call off. we'll tell you about the confusion involving some shuttle buses set to carry commuters into san francisco. >> reporter: a frightening morning for several families in

a big rig fire just off the bay bridge in san francisco has shut down two lanes of westbound traffic. ktvu's brian flores is live near the bridge where he just talked to the highway patrol about the fire and the situation. good morning, brian? >> reporter: yeah, tori, good morning to you. the situation, traffic not moving too hot as you head westbound 80 off the bridge. if we plan to the right, you can see the san francisco fire department crews, still an active scene. they are continuing to douse this big rig with fire. they've been doing that for quite sometime after this fire that happened at 5:45. we want to take a look at video that a vur shot. you can see huge flames coming out from the big rig. according to the chp, the driver was making a delivery, near the 9th street exit when he said the truck caught on fire. he said he was carrying sushi and rice in the trailer of the truck.

he was on his way to make the delivery in south san francisco when he says the tire blew. that's how somehow that fire started. again, he's doing okay. he was shaken up this morning. here's more from the chp on what happened. >> be patient and use alternates if you -- if you know of them or leave later if possible. but the damage is done and there's not much we can do about it now. >> reporter: from what we understand, the traffic is the length of the bridge. in terms of traffic, westbound 80 gonna be a mess this morning. at last check, the chp said the sig-alert expected to last three or four hours. a couple of tow trucks have arrived on scene where they will tow the trailer away. the right two lanes are closed. obviously, that's creating a backup all the way across the sphan of the bridge. as we take it back out here live again, you see the traffic moving slowly. there are times when the chp will shut down the lanes to

make sure emergency vehicles come in. be advised of that. sure glad the b.a.r.t. trains are rolling. let's go to sal. >> good morning, brian. right now on westbound bay bridge, just got word from someone on an a.c. transit bus sent me a tweet saying traffic on the bridge is moving very slowly. but she got onto the bridge because the bus was able to use the carpool lanes sitting there kind of an observer watching all of the traffic go by slowly. if you do want to -- if you're going to be getting on the bridge via the carpool lane, it won't be that bad. but if you are in the regular lanes, it will be a very, very long commute. we're taking upwards of an hour before you make it across into san francisco. some of the alternates could be the san mateo bridge over to the peninsula and the peninsula looks good. 101 into the city looks great. i would say that's a great alternate for you. we'll have another traffic update in a few moments. let's go back to the desk. all right.

thank you, sal. a b.a.r.t. strike has been averted for now. b.a.r.t. trains are running this morning and will continue to run for at least the next seven days. late last night, governor brown stepped into the heated labor dispute just two hours before the midnight strike deadline. b.a.r.t.'s board president said it became clear the two sides were still very far apart. b.a.r.t. decided to turn to governor brown to keep the trains rolling. >> the cooling-off period is an injunction. so immediately everybody is eninned from striking -- enjoined from striking. everybody works under the old contract. there's seven-day fact-finding period. >> b.a.r.t. asked the governor for 60 days to cool off. but after a seven day review, negotiations by a three-member board, the governor will decide by sunday whether to extend the b.a.r.t. contract another two months which would delay a strike until october if a deal is not reached. now, governor prown released a

letter after announce -- brown released a letter announcing "for the sake of the people of the bay area, i urge in the strongest terms possible the parties to meet quickly and as long as necessary to get this dispute resolved." >> all right. 7:34. well, b.a.r.t. union leaders responded to the governor's announcement by saying b.a.r.t. officials are bargaining in bad faith. union leaders hope the investigation will reveal how little time b.a.r.t. management has spent bargain in the past 30 days. the negotiator has been working with both sides to reach a new contract. >> we're going to prove that we've been bringing forth proposals that should have been agreed to june 30th. >> back in early july, a strike snarled traffic all over the

bay area. commuters are reacting about the strike being averted. alex savidge is in walnut creek. what are people telling you, alex. >> reporter: b.a.r.t. riders are in a very good mood as they head off to work. the trains are moving today. b.a.r.t. had a whole plan in place in case the strike did happen today. in fact, even though workers did not walk off the job, we saw shuttle buses show up here early this morning ready to get people off to work. the trains were running but we still saw several charter buses lined up here at the walnut creek b.a.r.t. station. apparently, no one told the drivers of these buses that the struck had been called off today. >> you are not frustrated at all? >> no. >> this is fine. we go home. we'll come back next week or whatever.

>> reporter: whenever you need -- >> yes. >> reporter: it would have been nice if they told you you didn't have to be here? >> front a problem -- not a problem. just part of the job. get here and do whatever. >> reporter: i've called a b.a.r.t. spokesperson to ask about this mixup with the shuttle buses and whether b.a.r.t. will still be paying for the shuttle buses that are no longer needed today. i'm still waiting to hear back. meantime, riders are relieved that b.a.r.t. is up and running. they won't have to wait in line for buses or ferries. with the threat of a b.a.r.t. strike looming right up until the last minute, a lot of people say they spent quite a bit of time trying to figure out other ways to get around. >> frl most people -- because most people had been making preparations for this week. i'm happy that i didn't have to use that but i almost went to get in the car and that was money that would have been spent. >> reporter: still commuters know they are not in the clear.

another b.a.r.t. strike could still be in the cards after this one-week cooling off period ordered by the governor. riders are hoping that both sides can use that time productively and try to work out a deal that can spare the public from the pain of another b.a.r.t. strike. alex savidge, ktvu channel 2 news. >> thank you. new this morning, a midnight apartment fire forced several san jose feales out of their homes. the damage affected five units in this complex on waterberry court in southwest san jose. ktvu's janine de la vega has been talking to victims. what are they telling you? >> reporter: well, they are just glad they are alive you can see it's a big mess. workers had to put up plywood just because of the damage here you can see there's charred debris. the heat and flames were actually so powerful that it

actually broke windows in the next building over. we got a first-hand look at just how close the fire came to neighbors who were sleeping in the apartment unit here on waterberry court in west san jose when the fire began. they woke up to screaming at about 12:20. a woman in a first floor apartment said her boyfriend was cooking and left oil in an apartment unattended. the fire spread quickly, dmut gutting two u -- gutting two units and everyone evacuated before firefighters came and were unharmed. >> the red cross is putting us in a hotel. i'll figure something out. you know, everything happens for a reason. >> it's unfortunate but me and my children are still alive. >> reporter: it took firefighters an hour and a half to knock down the two-alarm fire. it displaced several families including children and adults.

the red cross is putting them in hotels and giving them spending money for the last few days. you are looking at an suv that was damaged because it was parked close to the fire. insurance is most likely to cover that. as far as all of the damage done to the apartments. we are told by the red cross none of these people had renters insurance. it was a complete loss for them. the red cross spokesperson was telling me that renters insurance is not terribly costably. so again, this is -- costly. so again, this is a total loss for people who lived here who lost their belongings. janine de la vega, ktvu channel 2 news. >> tough story. let's check in with sal, see what's happening on the the roads. you are watching the east shore, the toll plaza, everything. >> when the toll plaza is slow, it affects all of the east bay commutes. westbound bay bridge approach from the east shore is backed up all the way up to the golden gate fields. 580 is backed up to the

lakeshore curve. this is getting to the toll plaza. when you get there, it's very, very slow. traffic on the span itself was moving along slowly. car pot lanes have -- carpool lanes have a little bit of an advantage. you can get on there but you will be in slow traffic. the alternate route to be the san mateo bridge heading over the high rise and into the pol. heading into the peninsula. let's go to steve. a lot of gray, mainly on the peninsula. there's a couple of breaks there. most locations say cloudy. san jose cloudy. some of this will last a while longer here. average temperatures are way below average. we should be in the 80s for many or 90. today, 61 in san francisco, oakland 67. livermore, 81. san jose only 76. santa rosa only 73. microclimate shows 50s and 60s.

san francisco really stuck. most of the coast tough to warm up. upper 60s around oakland, berkeley. pretty far inland area as well. we'll find some 80s if you get far enough away from the marine layer influence. it made a strong push even out to the parts of the delta and sacramento valley. morning fog. sunny, breezy. there's mist drizzle. a couple of reports of that. the cooling trend will take us into wednesday or thursday. the low will punch through around then. 50s on the temperatures. san jose stuck at 60 but overcast. we have a lot eflee clouds. there are a -- a lot of low clouds. there are a few breaks in there. the low is spinning, going right over the bay area. it won't be for a couple of more days. that gives us a lot of low clouds. it will probably max itself out. when the fog gets this sprong

both the dow and s&p index started the morning in record territory. stocks are mixed at the start of a quiet august day on wall street. there's little new data to trade on. the dow is currently down 26 at 15,632. the nasdaq is up 4. s&p is flat. it's likely that major league baseball will suspend alex rodriquez today. despite the punishment coming his way, the new york yankees' star is expected to play tonight for the first time this season. how could that be? adam housely has the details on the possible suspension. >> reporter: this is the

biggest issue baseball has had to deal with with the exception of the balco situation in san francisco. this is the lab in south florida that's had people sit out for the entire season. what's happened, you have a number of players, depending upon who you talk to, between 8 and 20 players. baseball's had a chance to negotiate with some of these players. for the most part we've been told that mlb has dealt with these players, their agents and the players association. that's allowed them to get them to agree -- to get to how much they were involved. alex rodriquez along with ryan vaughn. he was the mvp last year. those are the two biggest nails. vaughn agreed to the suspension a few weeks ago. the latest report is this -- it

was first gonna be at noon eastern. 9:00 local time. we're being told it may be pushed to 3:00 eastern. we'll hear what they will do. we've been told they will ban alex rodriquez for the rest of this year and all of next year. roughly 214 games. that's $34 of his salary. he will appeal that ban. when that happens, it will take about 20 days or so before it goes in front of an arbitrator and the final decision will be made. he could be banned from baseball and play, 15, 16, 20 games in the middle of a pennant race. he may be allowed to play as he's banned at the same time. it's very interesting to see how it will play out. for bay area fans a couple of other names bartolo colin is expected to be mentioned. he's also yesterday, there were a couple of players that were of note, one of them played for the texas rangers, helped them

the investigation continues about the girl covered by foam and run over by a responding vehicle. the chronicle reports that new video of the crash scene shows san francisco fire department supervisors were not notified by firefighters on the scene that a passenger had been found near the plane. that video was taken by a firefighter's helmet camera and has been turned over to the ntsb for the investigation into her death. now, according to the chronicle, there's some confusion over whether firefighters were told about the girl lying on the ground and if she was actually spotted by one crew that thought she was already dead. now, the san mateo county coroner determined that the young girl was alive for several minutes before being run over by that emergency vehicle. now, in our next hour of "mornings on 2," some of the words heard on that helmet camera video that reveal the horrible scene when that girl's

body was discovered. dave? >> all right, pam. as we've been telling you, the b.a.r.t. strike was averted late last night before governor brown stepped in to avert a strike, b.a.r.t. union leaders heckled tom hock, telling him to go home. this is debra interviewing from ktvu. >> will you get it done tonight? >> i hope so. but we'll see. >> union workers were pretty angry that tom hock was hired from out of state to lead the b.a.r.t. negotiating team. they also criticize him for taking a vacation late in the negotiating process. >> we're part of this community. this man does not pair, period. who would go on vacation for eight days in such a critical time? >> union leaders say hock has been standing in the way of real negotiations, affecting the livelihoods of 2,000 workers.

the bridge. you can show us how the traffic is doing now. it's been pretty bad out there. >> reporter: yeah, it is pretty bad out here. good morning to you. those lanes remain closed. as ut take a look at the traffic, it looks like traffic is moving nicely once up get past a certain point past the big rig fire. but traffic is already impacted across the bay bridge. you take a look at the big rig that caught on fire. san francisco crews periodically spraying water on the big rig that caught on fire early this morning, roughly around 5:45. we want to take a look at video that a viewer actually shot and propose vidded to us at ktvu as they were on the road this morning. huge flames coming out from the big rig. several fire crews he responded when the fire hit this morning. according to the driver, he says he was on westbound 80 just before the 5th street exit when he noticed a tire that blew and then sparks flying. he pulled over to the right shoulder of the skyway, pulled out a fire extinguisher.

the chp issued a sig-alert. fire crews responded and they say that alert could last, two, three hours at this point. the driver says he was carrying sewershy and rice in the trailer of the truck. he was on his way to make a dlafery in south san francisco when -- delivery in south san francisco when this happened. he's doing okay. he was a little shaken up. here's more from the chp. >> be patient. use alternates if you know of them or leave later if possible. but the damage is done. not much we can do about it now. >> reporter: again, the driver said he was on his way from the castro valley to south san francisco. he goes on to say that he did all of the normal checks this morning before he left, making sure the tires were okay. he says nothing seemed out of the ordinary. he says the tires were three months old. you can see traffic moving slowly on westbound 80. they do these periodic steps to make sure that fire crews, emergency crews ka make their way on the scene here. as soon as traffic starts

picking up and moving normally again, they do these periodic checkpoints to make sure everything is on the way. traffic could be bad for the next three or four hours. for more on the traffic, also go to sal castanedo. >> good morning, brian. it's really a mess there. i want to show you the tampa at the bay bridge. it's very slow. i just had somebody else say that it took them better part of an hour and a half to navigate this commute. so they texted me and -- as soon as they got to the office there. westbound traffic is very, very slow getting across into san francisco. that's because it's not only slow at the toll plaza but slow on the bridge as well. this is unone of the unusual situations. it's also slow on the span.

it will help you if you are a carpool lane. if you are in the regular commute here, it will take a long time. more than han hour. let's move along to the alternate, the san mateo bridge, it doesn't look too bad. a lot of people are using that. you will get to slow traffic in san mateo. i would still say it's a better way than using the bay bridge. let's go back to the desk. all right, sal. turning now to ourer top story -- to our other top story, a b.a.r.t. strike has been averted for now. they are running. they will keep to run for the next seven days. governor brown stepped in and got involved two hours before the midnight deadline. we have team coverage. let's start with tara moriarty. she's gonna tell us why the governor got involved in the 11th hour. tara? >> reporter: well, basically, b.a.r.t. asked him to. what the governor did, he

issued a seven-day injunction. what it means is that b.a.r.t. trains will keep running. meanwhile, a panel will investigate as to why these two sides can't seem to move forward. at the end of the investigation, the governor will decide whether or not a 60- day cooling off period is necessary. shortly after 10:00 last night, union leaders emerged with the governor's announcement and b.a.r.t. had asked the governor to intervene. while the unys say they -- unions say they are happy, they are also frustrated that the investigation will take time away from the negotiating table. >> we're extremely disappointed at their continued posturing, their continued negotiations which are in very bad faith, their continued failure to address a single safety proposal. >> the last thing we wanted is to see the train shut down again. as we were facing the prospect of the unions walking out again, we said, all right, what

welcome back. time now, 8:23. about 100 homes evacuated in a small town in louisiana after a train derailed and spilled hazardous chemicals. it happened yesterday about 60 miles west of baton rouge. one of the cars leaked a chemical that is very hazardous. another car leaked oil. so far no serious injuries reported. oakland police are investigating a crash that injured four children. a pickup truck lost control on 73 about 8:00 last night. the car slammed into a telephone pole and a fire hydrant, as you can see. a father and four children were in the car. all of the children were taken to the hospital. two had serious injuries.

drivers the strike had been called off. i've reached out to b.a.r.t.'s spokespeople to ask about about the mix mumm-- mixup. commuters are glad they got a break and are hopeful a deal can be worked out. alex savidge, ktvu channel 2 news. 8:36. new this morning, 17 people in san jose now need a new place to live after an early-morning apartment fire. the flames damaged five units in the complex on waterberry court. janine de la vega has more. >> reporter: i want to tell you, the fire happened here at this apartment complex. it's an eerie coincidence because in december, there was a couple of and grandfather who died in the fire. the people involved in this fire remember that. you can see the damage here. a lot of charred debris on the

ground. the flames were so powerful that they gutted that apartment there on the second story as well as the one below. the heat and the flames again so powerful that they broke out the windows here in the next building over. now, this fire started at 12:20 this morning at a first floor unit on waterberry court in san jose. firefighters say a man was cooking and left oil in a man unattended. when he came back, the kitchen was on fire. the smoke alarms activated. they ran out. but the fire and smoke spread to the second floor and traveled to the next building. a woman who lives there says her two daughters and grandson were sleeping in this bed -- in bed. >> my daughter said, mom, mom, the house is on fire back there. i didn't hear anything, no alorm or anything -- no alarm or anything. then we started to hear popping

stuff. we just tried to get out and grab stuff. the woman was screaming to her husband. >> reporter: it took firefighters an hour and a half to knock down the flames in all, two units were gutted. three received heavy smoke and water damage. fire officials are ruling the cause of this is accidental. the red cross is assisting the families who have been displaced which include 12 adults and five children. back out here live, i want to show you some of the damage to the car that was parked right outside of the apartment. you can see it's completely melted on the fender and the back lights. again, the red cross is gonna be helping these families by giving them some spending money and a hotel to stay at the next few days. they are also gonna help them with withouty -- with actually finding another apartment to live in. so that they can sort of rebuild. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right new this morning, fire damage early today at a san francisco apartment building happened at 12:45 on

24th street. between the 24th street mission b.a.r.t. station and cap street. several families live in that three-story building. at least one person was treated for a non-life-threatening injuries. the cause of the fire still being investigated. 8:39 is the time. we get a little reprieve from a possible strike but the threat is still there for next week. let's check in with sal. right now, traffic is doing vell in many areas but the bay bridge is not one of them. b.a.r.t. strike not being theror not having a strike has really helped out with this commute. a lot of people are taking b.a.r.t. this commute here at the bay bridge is done. it's gonna be this way for hours to come as they have the traffic on the bridge getting into san francisco. it will take more than an hour. if you are at the end of the line, this could be one of those days when it takes almost two hours to get across. you might want to think about using the san mateo bridge

there's little new data to trade on other than the report for the institute for supply management other than the u.s. sector expanded in july. the dow which started at a record high this morning is currently down 50 at 15,607. the nasdaq is also turning in a negative territory, down 1. and s&p tub down 2. samsung lost a round in a legal round with apple. a trade representative for the obama administration vetoed a ban on some phones. the u.s. international trade commission order the ban last year. it ruled the apple devices violate a patent held by sam suge. since they are made in china, they are eligible to be babbed from u.s. imports.

11th hour. tara? >> reporter: well, b.a.r.t. asked him to give a cooling-off period. what it got was an injunction for seven days. that means a panel will come in and investigate, the b.a.r.t. trains will keep running. at the end of the investigation, the governor will decide whether or not a 60- day cooling off period is necessary. while the unions say they are happy that a third party will now see what's been going on in labor talks, they are frustrated that the investigation will take time from the negotiating table. >> if the district could come to the table and bargain with us in full -- in good faith for a fair contract, none of this would be necessary. the governor would not have had to get involved. the public's worries would not have been even necessary. >> i don't own a car. so yeah, i know there is a lot of people like me in the bay area. they can't get to work.

minutes before being run over by an emergency vehicle. what's still unclear, though, is how she ended upen on the runway -- ended up on the runway. now, the san francisco chronicle reports that new video of the crash scene shows san francisco fire department supervisors were not notified by firefighters that a passenger had been found near the plane. that video was taken by a battalion chief helmet camera. it has been turned over to the ntsb. according to the chronicle, aleast two firefighters saw the girl on the ground and determined that she was already dead. two other firefighters have told investigators that they saw the young girl on the ground and that they drove their truck around her after pointing out her location to supervisors. the article says the battalion chief's helmet camera did not record any such communication. it reportedly does record the heartbreaking moments when the chief was told about the young

the city council in palo alto is considering a new ban against people who live in their vehicles. tonight, councilmembers will discuss the proposal. if the ban passes, people will no longer be allowed to park overnight. opponents are planning to protest outside of city hall before the hearing. deputies in contra costa county have arrested a man in connection with a deadly stabbing of an ace hardware employee. employees were called to oliver's yesterday morning about 9:00. deputies found a 49-year-old man with multiple stab wounds. the suspect, a 34-year-old man from hercules, fled the scene but was found in a nearby home. the victim was pronounced dead at the hospital. 8:55. police in los angeles are

boardwalk. one more time let's check in with sal and things are still pretty bad. >> i wouldn't advise driving on the bay bridge. you will be there for an hour. westbound bay bridge at about 5:45 this morning, a truck caught fire. it managed to make it off the bridge just before fifth street. it got there to the right lanes. the two right lanes are blocked -- are blocked. i want to show you this dramatic video of the fire. i think we have some video earlier when the truck was on fire. westbound traffic is going to be still very slow approaching fifth street. so the bay bridge is narrowing down from five lanes to two. you can see some pictures there of the truck when it was on fire. i want to show you the toll plaza here at the bay bridge. it's almost as a -- at a standstill. san mateo bridge could be an alternate. it's busy but it's better than the bay bridge at this point.
