avoid another strike. >> complete bay area news coverage starts right now, this is ktvu channel 2 news at noon. >> i am tori campbell. for the second time in a month a child is fatally shot while inside a home in oakland. the father was also killed. ktvu's mike mibach joins us live from the scene in oakland. good afternoon. >> reporter: good afternoon. the house behind me is the center of the investigation. detectives focused on the bedroom. you can see the window shattered. the hunt is on for the person or person whose shot and killed the father and son. >> the time 2:46 a.m. shots fired. 400 block in east oakland. >> the shooting took place at the rear of the residents. the suspect entered the yard and shot through the rear of the residents. father and his one-year-old

son who were sleeping inside the room. the father died at the scene. >> he was a good guy. 20 years old. >> reporter: his son drew jackson died at the hospital. >> crazy. shouldn't no baby deserve to died. shouldn't no mother burry their child. the violence needs to stop. >> reporter: her nephew was a smiling active baby. >> liked to play outside. liked animals and all the other stuff. loved to play. and now we have to go home and my sister has to explain to her daughter. >> reporter: the shooting is a reminder several children have been shot this year in oakland. >> it is troubling. this is a time when the city of oakland and our community

really need to come together. and work, sharing information to solve the crimes. >> reporter: relatives say the father is from fresno and was staying in oakland longer this week in order to attend a funeral. police can't funfirm if this was target -- confirm if this was a targeted shooting. mike mibach, ktvu channel 2 news. >> thank you. the double homicide as the city grapples with three unsolved cases. starting with the disappearance of daphne web on july 10. then she was shot and killed when she opened the door of a friend's home on july 17. and on july 24 dog walker judy was shot and killed as she drove not far from her home.

family and friends start to pass passing out flyers in the search for a missing woman. the last time anyone heard from her was saturday night. her sister says it is worrisome that her personal and work cell phones have been found since her disappearance. >> you know, it is not like her to be separated from her phones and so we are really very worried. >> her daughter says her mother told her she was going to meet someone who had information about her dog who was taken during a burglary in may. to our continuing coverage of the labor negotiations between bart and its union. right now in an effort to avoid another strike both sides are beating with board of inquiry. ktvu's claudine wong was there and joins us now.

good afternoon. >> reporter: good afternoon. we are 90 minutes into the hearing in front of the board of inquiry for the governor and if how it is going is any indication we have a long way to go. >> reporter: lot of numbers being presented today by bart. bart spent time talking number ins terms of operation expenses, contract proposeles and financial goals and talking about numbers in terms of a strike. we can't forget these pictures in july when the strike hit. bart said only 83,000, 21% of riders used mass transit options during the strike which means everyone else drove or stayed home and bart says a strike now would be worse. >> a strike will be worse

because ridership is 10% higher than the holiday week. a strike in the near term means the transportation network will have to accommodate 40,000 more people than it did during the strike a few weeks ago. >> bart is negotiating with three unions. all three unions unions and the public will get a chance to speak today. bart is working its way through speakers and the panel is asking questions, including one thatphoneses on replacement train -- that focuses on replacement train operators. >> [ inaudible ] >> at this point we have no plans -- [ inaudible ] >> reporter: we expect a report without recommendations to go

to the governor by sunday, that is when the 7 day cooling off period ends and then the governor can decide if he wants 60 day cooling off period. both sides may go back to the negotiation table tomorrow and maybe again friday. but if what we are hearing this morning is any indication there is a lot of work to be done before anyone can talk deal. claudine wong, ktvu channel 2 news. >> thank you. there was good news are commuters after a.c. transit reached a last minute deal avoid a strike. a.c. transit agreed to a 9.5% raise over three years for 1600 union employees. the deal was made just after midnight and kept buses running. >> it has been a hard negotiation period. we have been in negotiations for five months. at times it seems that we weren't going to be able to get

an agreement. but getting an agreement was always our goal. >> union members still need to ratify the contract. a.c. transit serves 181,000 riders a day in the east bay and san francisco. an amber alert remains in effect for two san diego children and their kidnapper. authorities believe james lee dimaggio may be on his way to canada or texas with hannah anderson and possibly her brother ethan anderson. the mother's body was found with an unidentified child. family believe that is ethan anderson but authorities say they are still looking for two children. >> there is a possibility that the child's remains that were found in the burned out home is that of ethan anderson. but we don't know. we haven't been able to make a positive i'd at this point. >> family and friends held a vigil for the missing children. james lee dimaggio was a family

friend but cheesepressessed concerns about -- she expressed concerns about his behavior. he is driving 2013 blue nissan versa 4-door car, california license plate number 6wcu986. ariel castro's prison in cleveland, ohio is now a pile of rubble. crews tore the home down today with help of michelle knight and her mom. she was locked in that home with two others. she released yellow balloons in homes of other missing children. prosecutors said ariel castro cried when he signed over the papers for the demolition. former child psychiatrist is back behind bars after a court appearance this morning. the 81-year-old child molester faces up to 20 years in jail and today the judge revoked his

with him and competing with us. and that wasn't unfortunate. >> they lost yesterday's race but they are hoping for a victory today in the second heat. that race is set to begin at 1:00 p.m. santa clara county reported its first confirmed human case of west nile this year. officials say the victim was a woman who contracted the disease in july. was hospitalized and now receiverring at home am -- recovering at home. they have had 11 other cases since 2006. the last one in 2011. california had 14 human cases of west nile this year. two have been fatal. new study indicates california failed in its trying to stop the spread of fruit flies. as many as 9 species are now permanently established in california.

and they continue to spread. over the past 30 years california has had 300 programs aimed at araidicating route flies -- araticating fruit flies. 5 small grass fires are under investigation. it took firefighters 30 minutes to put the fires out. the largest fire burned 1 acre. it is too early to know what may have caused them. well, our unusual cool august continues and today probably maxing outlet on the fog bank. -- out on the fog bank. i will tell you this has been slow to burn back. there are inland areas not even in the 70s yet which is unusual this time of year. the low responsible for it is finally moving. it will move in but it won't go
