strand hundreds of thousands of commuters. ktvu's consumer editor tom vacar has been at that hearing all day long. he's live now with what happens next. tom? >> reporter: those numbers are worth hearing again, because it's all being done in hopes of averting this. another strike. three-member board of inquiry heard from several bart executives and three unions, who vowed to go on strike if they can't get a deal by next sunday's deadline or after a possible 60-day cooling off period. the parties are somewhere between $56 million and $100 million apart on wage, pension and health care issues. but there are other issues. bart says it can be sustainable only if it can get increasing worker costs and worker rules under control. the union says bart has failed to negotiate in good faith and it does want to make a deal. though bart very much wants the cooling off period, the workers fear they will use the time to

train others to run the system, which they say is extremely unsafe. then came the public comment period. >> the average bart worker makes over $76,000. they want $60 million more. ask yourself, where else could that money go? >> the bart workers, the rank and file workers, they have to take a pay cut, because they have to pay for new trains. >> i understand unions. but i think we need to talk compromise here. >> people should get back to the table immediately and get a deal. >> reporter: the sides were so far apart before this seven-day holding period, it is still there would have been a strike. and there still maybe, either sunday or after 60 days of a cooling-off period, should the

governor impose one. he has no real power to stop a strike. reporting live, tom vacar, ktvu channel 2 news. we have been streaming today's hearing all day on ktvu.com. you can now go there for any late-breaking information on negotiations and more on what's next. transit riders are relieved. the bus agency and its union have agreed to a tentative deal. they have agreed to a 9 -- a 9.5% raise. union members still need to approve the contract later this month. ac transit serves 181,000 riders a day. now to our other major story that's been developing throughout this day. >> it's a double murder in oakland involving a father and a young son. drew jackson was just a baby, only a year old. he was sleeping right alongside his father on a mattress on the floor of a home on gormley avenue in oakland, not far from

the oakland coliseum. the gunman fired at them right through a window. this double murder is just the latest in a series of unsolved crimes in oakland. >> we still don't know what happened to a little girl that went missing in july. no arrests. judy sullivan, driving in her neighborhood in broad daylight, was shot and killed. all three cases are unsolved. we have team coverage of the father and child killed. mike mibach is in oakland with the woman who was at the home where the two were killed this morning. but first, how police are responding to these troubling unsolved crimes. >> the police chief just said he's dedicating every resource available to catch the people responsible, but he hasn't said exactly how many detectives are working these cases. lately, the department's record of solving the big cases have

not been good. a father and son shot and killed in their sleep in oakland. >> it is horrific. and it needs to stop. >> reporter: oakland police have been saying that a lot. little daphne webb has been missing for over a month. oakland police have yet to make an arrest. >> can you say how many detectives you've assigned to these cases? do you have any leads? >> well, we do have leads in some of those case. some of them promising, some more than others. >> reporter: the police chief says he's reducing internal affairs staffing and is putting more officers on the street are. while the department could not tell us how many of this year's 61 homicides it has solved so far, oakland police solved just 28% of homicides last year. san francisco police cleared 60% of homicides there. but that figure also includes some cold cases. city council member larry reed says that's unacceptable. >> are criminals getting the

message that they can get away with this stuff in oakland? >> i think they do. someone who is a friend of mine -- not a friend of mine, but one of the bad guys, he says, you think we don't watch the news? you think we don't read the newspaper? we know you don't have enough police officers. >> reporter: the chief says he has the officers available to create what he calls a dedicated cease fire team. live in the newsroom, eric rasmussen, ktvu channel 2 news. our team coverage continues now with ktvu's mike mibach. he was allowed to go inside the home where those two people, including that one-year-old baby, were killed. mike, you talked to a woman who was actually sleeping in another room when it all happened. >> reporter: that's right. the baby's great aunt said she was inside the house. she says the father and son were sleep right next to each

other when she heard about eight shots. tonight, their killer still has not been found. the time, 2:46 a.m. the location, a home on the 400 block of gormley avenue in east oakland. >> my sister was standing there with baby drew in her hand, talking about the baby was just shot. >> reporter: they were identified as one-year-old drew jackson and his 20-year-old dad, andrew thomas. >> i went in there to check and andrew, he did his last little thing and turned over. and i was like, well, i know he's dead. >> the shooting took place at the rear of the residence. the suspect entered the yard and shot through the rear of the residence. >> reporter: the son died a short time later at children's hospital. >> no baby deserves to die. >> reporter: we spoke with the baby's other aunt. >> he liked to play outside.

he liked animals and all the other stuff. he liked to play. he loved to play with his sister. now we have to go home, and my sister has to explain to her daughter how she'll never see her brother again. >> reporter: relatives say the father is from fresno and he was in oakland where he grew up, first to attend a party, and then later this week to attend his cousin's funeral. the interim police chief says it appears that thomas was targeted and it could be possibly connected to his cousin's death. there is a candlelight vigil scheduled here in oakland for the one-year-old boy at 7:30. many channel 2 viewers are expressing their outrage about the murders. you can join the conversation or leave a condolence message on our facebook page. a statewide amber alert remains in effect for two missing children. police say there is no sign of

40-year-old james dimaggio. 44-year-old christina anderson was found dead sunday. her two children, 16-year-old hannah anderson and eight-year- old ethan anderson, are missing. authorities say it's possible the remains of a child found in the burned-out home may be ethan. friends say james dimaggio had told hannah anderson that he had a crush on her. james dimaggio may be driving a blue nissan versa. a federal appeals court has upheld a death sentence for a former officer convicted of killing six people 30 years ago. jack sully received the death penalty for the killings of five women and one man over a six-month period in 1983. the bodies of three victims were found stuffed in barrels in golden gate park. a three-judge panel rejected arguments that sully did not receive a defective defense. today, a dozen health insurers signed contracts to be

part of california's health insurance exchange as part of the new health care reform law. they include anthem bluecross blueshield and kaiser permanente. fire crews are attacking another major wildfire in southern california right now. the fire started in riverside county near banning about 2:00 this afternoon. we've just learned that it has now burned 5,000 acres. and just in the past 90 minutes or so, we saw the fire spreading to homes. more than 200 firefighters are working to contain the fire. about 50 miles to the southwest, crews are making progress on the 1100-acre wildfire that's burning near lake elsinore. it's now 73% contained and evacuation orders there have been lifted. the state department of fish and wildlife says it has seen a significant reduction in the in the of mountain lions killed since the state changed its policy on handling the big

cats in populated areas. authorities say rangers are often able to simply shoe a lion or bear away from neighborhoods rather than killing them. a man who traveled from washington state to san francisco to sell an expensive watch is recovering tonight after being beaten and robbed. investigators say the suspect picked the 67-year-old victim up from the oakland airport, then drove him to san francisco. when they got there, two other men entered the vehicle and attacked the victim, stealing his cell phone, wallet, laptop and two watches. the suspects have not been caught. a crowd-funding campaign has offered a response to some highly publicized bus ads with an anti-muslim agenda. this billboard went up. it reads "hate has no place in our city." it was created in response to anti-muslim ads that ran on muni buses earlier this year.

than the rap star at elmo is pit bull. newly released records of gifts given by lobbyists to california state workers show that at&t gave out 13 free tickets to a concert by pit bull in sacramento. but the media giant gave legislative staffers 21 free tickets to see sesame street live. san jose is adding a little more zap. they presented the city with its next generation charger. the company has since built more than 200 charging stations throughout san jose and about 2500 across the bay area. after the break, hundreds of millions of dollars worth of bay area maintenance at a standstill. the reason these projects are on hold. but first, a pit stop for bay area travelers is now a

more live pictures now of a fire that is happening in riverside county near banning in southern california. these are pictures there from the sky. you can see this fire is really raging out of control right now. at least 5,000 acres have burned so far. we've been monitoring these pictures and we've seen a number of homes essentially go up in flames. i just looked at the cal fire website. there are no containment figures at all at this point. again, an out-of-control fire burning in riverside county near banning. friends and family of a missing oakland woman fanned

out today in search of any clues about her disappearance. this is the flyer they're posting of the 50-year-old sandra coke. police searched her homes. detectives say they hope computers will offer information about what she was doing when she left home on sunday night. coke reportedly told her daughter she was meeting someone who had found her beloved dog, missing since her home was burglarized. >> they're reviewing surveillance tapes and interviewing witnesses. >> police would not comment publicly. investigators tell the family they're looking at leads in the area where coke's car was found about two miles from her oakland home. new at 6, police in south lake tahoe are looking for a man you see here. they say he fatally shot a store clerk last night. coworkers say the victim was 27 years old. these photos were taken by a surveillance camera at the convenience store near highway 50 and lodi avenue. >> we got a call from a patron

who had walked into the gas station, that he had found a clerk lying down in a pool of blood. >> police say it's likely the shooter is local, not someone who was just passing through. at this point, the victim's identity has not been released. also new at 6, budget cuts in washington are holding up millions in maintenance projects at golden gate park and another famous bay area attraction. that's bad news for tourists and our economy. >> reporter: national parks in california need $1.6 billion for maintenance. but the federal government can't afford it. i dug through figures from the national park service. golden gate national recreational area needs more than $260 million. structural upgrades are needed to keep alcatraz safe for tourists. and yosemite national park has to put off more than $375 million worth of work.

officials tell me they can't do required maintenance. even landmarks in our nation's capitol can't escape the budget crunch. >> when you let these places fall apart, you're saying that you don't even care enough about your own country and your own home. >> reporter: he says local economies pay the price. california's 26 national parks brought in $1.2 billion for the local economy in 2011. between employees and tourists, businesses depend on the parks. >> whether they're mom-and-pop shops, whether they're hotels, you name it. >> reporter: the national park's conservation association says the parks project will get more attention and possibly funding for fixes when the national park system celebrates its centennial in 2016. and more details on golden gate park. the park is 1,000 acres and covers the equivalent of more than 50 city blocks.

the park's website says it is the third most-visited park in the united states. admission is free. utility workers in san francisco are dealing with a messy problem. grease clogs. crews use high-resolution cameras to scope them out. here you can see a portion of a grease buildup that stretches through 1,000 miles of pipe. adding to the problem? 30% of san francisco's sewers are over 100 years old. that makes removing the grease that much more difficult. santa clara county is reporting its first human case of west nile virus this year. a woman in her 30's, hospitalized for viral meningitis, turned out to be infected with west nile virus. she is now recovering at home. vector control showed us a typical scene these days, dead birds with west nile, which infect mosquitos that can spread it to humans. >> now i feel like i should go buy some bug spray, like gosh! >> officials will be taking

aerial photographs of the county, looking for neglected pools of standing water where mosquitos can breed. the bay area cool-down continues. lots of low clouds. already surging back into the bay. not only the cloud cover but also drizzle to start off your thursday morning. as far as temperatures from this afternoon, not a big warm- up. in fact, 60's in a few spots. livermore, 77. latest, once again, there's that cloud patch right around the golden gate bridge out toward half moon bay, also towards san francisco and southern portions of marin county. current numbers are in the lower 60's out toward half moon bay. san francisco, downtown, 63. and livermore reporting partly sunny skies and 72. forecast headlines for tonight, patchy fog clouds on the increase. it is breezy out there. tomorrow, morning drizzle. cool to mild. we finally warm up the numbers for this weekend, especially for the second half of the weekend. first thing tomorrow morning,

low to mid 50's. mostly cloudy skies. santa rosa will go 50 degrees. livermore starting out the day at 56 degrees. here is our forecast model tomorrow morning, for the morning commute. lots of overcast out there. tomorrow morning, once again, we will have drizzle near the coast and near the bay. so enough to trigger the windshield wipers for the morning commute. a few clouds around. this area of low pressure, around the bay, this area of low pressure still a big factor that will generate a few extra clouds for tomorrow. once again, drizzle for thursday morning and friday morning. and then the cooler weather pattern basically in the 60's and 70's. and there could be enough instability with this system to generate showers and thunderstorms to the north and east of the bay area. tomorrow morning, here we go with the drizzle once again. then once again, activity flaring up to our north and east. we'll have to keep an eye on this for friday.

mendocino county has the possibility of showers and thunderstorms there. warmest locations inland on track to reach the mid to upper 70's by about 3:00 tomorrow afternoon. san jose, 73. san francisco on the cooler side, 63. a look ahead at your five-day forecast, a few scattered clouds for friday. we'll be watching thunderstorms develop just to the north of the bay area. then clearing skies. we warm up those numbers for the weekend. at this point, the warmest day should be sunday and into monday. so finally, a bit of an uptick in the numbers. >> how concerned are you about the thunderstorms? >> the thunderstorms -- of course, the fire danger is somewhat of a concern, especially up towards mendocino county. it's something we'll be watching quite a bit. coming up at 7 on tv 36, what would you do with $425 million? we'll take you to one store where a powerball frenzy is in full swing tonight. and a suiter gets the cold

so i fly a lot. i like planes. i was on a plane the other day and i was wondering, "are there keys to the plane? do they need keys to start the plane?" maybe that's what those delays on the ground are sometimes, where you're just sitting there at the gate. maybe the pilot's just up there in the cockpit going, "oh, i don't believe this. oh, my god, i did it again." they tell you it's something mechanical because they don't want to come on the p.a. system, "ladies and gentlemen, we're gonna be delayed here "on the ground for a little while. "i, uh-- "oh, god, this is so embarrassing. i left the keys to the plane in my apartment." you see the technicians all running underneath it. you think they're servicing it, but they're actually looking for, like, the magnet hide-a-key under the wing. "maybe he left it up there somewhere."
