we are looking at traffic that is getting busier all over the bay area. let's take a look at these pictures. bay bridge metering lights have been turned on. it's much better if you are in the car pool lane. this is a look at interstate 880. westbound 580 they are clearing a crash at the dublin interchange to the right hand side. let's go back to the desk. police say a party bus crashed at about 11:00 p.m.. alex savidge is near the scene tells us police have a man in custody. he may be the driver. alex. >> reporter: it's possible. the driver though was gone. the driver of the party bus nowhere to be found when chp officers first pulled up to

this crash a short time later they did find the man. he has since been detained for key questioning. veered off the highway, hit a tree and went down an embankment. one man a passenger was found dead inside that wrecked bus. the crash was just before 11 crank last night on northbound 280. just south of the alpine road exit. investigators don't know what caused the bus to crash. mainly because they haven't figured out who was driving yet. a chp spokesman says the man that was found near this scene is not being cooperative. >> we are trying to figure out if he was the driver or any way

involved in the collision. >> reporter: and the chp says if that man turns out to be the driver, he could of course face charges for the death of the passenger. the man that was killed here was in his mid to late 30s and from san francisco according to the chp. investigators have not figured out what may have caused the crash. at this point all lanes of 280 northbound are back open. live near power tole la valley alex savidge. time 6:03. the judge granted the governor a requested 60 day cooling off period. bart trains are still running today but there is no contract. katie utehs is joining us live to tell us when they may start negotiating again. >> last night union leaders blamed bart for not addressing

their safety concerns. the 60 day reprieve gives them a new deadline of october 10th. tom hawk is going home to cincinnati. >> if swab sea -- >> reporter: one union leaders alleges hawk isn't the reason -- to put the pressure on the bay area and the people that interact with the public. the front line employees. >> reporter: bart's general manager says negotiators increased their payoff to a 10% pay raise over four years. the union is asking for 15% over three years. from has been some movement on pension contributions. health care remains at a

standstill. bart would cap its contribution at the cost of basic plans while the unions want top limit worker contributions to 5% each year. at this point there has not been a date set for negotiations to resume but we are told talks could start again later this week. coming up in my next report the bart board has remained hands off so far. i will explain why some are asking for them to get involved. live in the newsroom i'm katie utehs. mayor ed lee applauds the governor for taking the steps necessary so bay area residents will not endure another unbearable bart strike. he continues to urge them to -- puts bart on strong. oscar walked away from his

like scaling back prison sentences for minor drug. right now federal prisons are operating at almost 40% above capacity with haft of the inmates serving crimes for drug related crimes. hillary clinton will be at the bar association meeting today in san francisco. she is due to receive the aba medal for distinguished service. she will also address the delegates. >> that money is passengers can still sue the airline.

a new white house report says the nation's power grid needs to be upgraded. the report says weather related power outages cost the economy between $18-33 billion a year. and it will keep rising. billions of dollars can be saved by making the power grid stronger. two people reported missing after this mud slide in colorado. but they've been found safe. mud slide swept up cars on friday. witnesses saw one woman hanging on to a tree as the mud was rushing by. at least one person did die. six houses were destroyed. 30 others were damaged. the federal jury is beginning its fifth day of deliberations in the trial of

accused boston crime boss james whitey bulger. the jury has deliberated for 30 hours so far and has not reached a verdict. the 83-year-old has pleaded not guilty. the trial of army psychiatrist that killed 13 people will continue today. hasan faces the death penalty if convicted. he is acting as his own attorney but so far he has raised few objections and only questioned two witnesses. some top republicans in congress now talking about the strained relationship between the u.s. and russia. as ktvu kyla campbell reports from our washington, d.c. newsroom they agree with president obama's recent

from the freeway. you can see behind me we have the suisun fire district. the fire itself you can pan upwards. you can seat smoke up here. we understand that the fire is under control. of that fire at one point the smoke being black. it's now getting better. you were not here when the fire happened but you got a frantic call from your wife. >> yeah she called me at 5:30 just panicky. saying the house next door was on fire. where was i? and i said i'm getting ready to leave work. so i zoomed home and got here as quick as i can. yeah she is all upset.

loire. there's been a lot of low clouds around. we'll go a little warmer than yesterday. low clouds that were associated with that low. the low is up into seattle. there is a little system spinning underneath. temperatures really are not moving too much here. due to the overcast. southwest 23. usually that is a sign of a cooler pattern. yesterday was about 15. and temperatures warmed up inland. there is still lots of fog. thickest from point rays south. there is a little system right there. we'll see a slightly warmer pattern starting tomorrow. today is that between day. but then warmer weather as fog gets into that dense category.

low clouds and fog. nice to mild to warm. depending on the proximity to the coast. 60s and 70s and 80s. these are still slightly below average for this time of year on the temps. it's been a long time since we've been near average. warmer tuesday and wednesday. tough call thursday and friday. it looks like warmer temps return inland. retailers say customer returned almost 9% of almost everything they buy. now stores are hiring outside help to track which people make a lot of returns. they are doing it to identify people who might be buying things, using them, and returning them. and it's looking for thieves that things and return them for store credit. good news for people heading out for one last vacation before the end of summer. gas prices around the country continue to slip. they are down eight cents in the last two weeks for the first time in months it's averaging less than $4 a gallon and even the most expensive

tell us a little bit from -- >> we had several buildings fully involved. vehicle starting. we had to shuttle water in. so it took some time to get water in. we lost three out buildings, two vehicles, and a truck. >> reporter: and then the people that were living in the home next door they were evacuated. >> they evacuated them prior to our arrival. >> reporter: do you know how many people had to get out of the home? >> there were four folks in the houses. >> reporter: do yo

developing news near portola valley. there was a party bus crash on northbound 280. it happened around 11:00 last night. alex savidge is live near the scene. you say a man walking nearby may have been the driver. >> reporter: the driver of this party bus was gone when chp pulled up to the crash about 11:00 or so last night. a short time later officers did find an injured man walking on a road nearby and he has since been detained for questioning. of course investigators want to figure out if he was the man behind the wheel of this small bus that veered off the highway, hit a tree, and went down an embankment. there were no other cars involved in this accident. there was one man a passenger in the bus that was found dead. this crash happened just before 11:00 last night on northbound

280. just south of the alpine road exit. the party bus was not being used for an event at the time of the crash. investigators believe it was only the driver and passenger who were on board. but investigators say that man they talked to and detained isn't being very forthcoming. >> at this point we haven't been able to get much information out of this gentleman. we don't know whether it's because of a medical condition or the fact he's just not being cooperative . >> reporter: the chp says if that man is the driver, he could face charges. the man who died in this accident was in his mid to late 30s. at this point investigators don't know what exactly caused the crash. live alex savidge ktvu channel 2 news. happening right now the

florida sink hole that is causing a resort to collapse look at these photos. the damaged building falling into this huge sink hole. this is happening at the summer bay resort. it's part of a second building that has already collapsed into the 15-foot deep hole. again the summer bay resort in florida it's about ten minutes from disney world in central florida. the estimated 35 guests in the building were evacuated. we understand safely. some of them called for help saying they heard crashing noises. >> there were windows breaking everywhere. one of the security guards ran up was evacuating people. >> reporter: firefighters say about 30% of one of the villas collapsed around midnight our time. rooms as high as the third floor fell into that sink hole which is about 60 feet high. now to our continuing conch

and the family member believe it's sandra coke. police for following on a lead after arresting randy alana. sandra coke's family said and i'm quoting our hearts are heavy to think she may not be coming home to us but we have been sustained by this outpouring of love, concern, and prayers from all of you. a teenager from southern california who is the subject of a multistate amber alert has been reunited with her father. hannah anderson was rescued on saturday.

welcome back. time now 6:45. happening today in san francisco attorney general eric holder is expected to make a big announcement that could change the way minor drug offenses are dealt with. ktvu brian flores is joining us live. he is where holder will make that announcement. good morning. >> reporter: good morning, dave. this has to deal with reducing the prison population which is way over crowded. not only in the state but throughout the country. holder will be making that announcement here at the american bar association annual meeting that is being held at 10:00 this morning. he will be the keynote speaker. low level offenders will not get high prison sentences. changes also include diverting low level drug offenders to

treatment programs along with expanding an early treatment program. holder is also asking 94 u.s. country across the now the justice department believes this is one way to reduce the prison population. one figure we are showing is that federal prisons are operating at 40% capacity and costing the country $80 billion to run the prisons. holder is expected to travel across the country to promote this plan. live in san francisco i'm brian flores. in san jose family members and friends of the victims of a deadly weekend car crash are planning a fundraiser. the crash lapped early sunday morning. five teenagers were leaving a party they lost control of a car that was going about 90 miles an hour. the three surviving passengers are still in the hospital. the friends are planning a car wash to raise money. happening today in san diego a rally calling for the

resignation of san diego mayor bob filner who is accused of sexually harassing more than a dozen women. today demonstrators have planned a filner not welcome back rally. the post office has its eye on alcohol this morning. let's check in with tori campbell with a look at what is coming up on mornings on 2. >> today the founder of paypal and tesla cars plan to release designs for a new form of transportation. it would get you from coast to coast in about an hour. it's called a hyper loop. and we will explain how it would work. postal services have come up with a rather creative way to involve money.

a lot of people did go out and enjoy themselves. i heard neighbors from very far. let's take a look at westbound bay bridge. 15 minutes to 20 minute deray. you can tell it's not as bad as it normally is. as i look at 880 over there coming down on the ramp the left is usually more crowded. here we are still in august. some people still making vacation. usually it's september whenever every commute on a monday is bad. today this is not the case. here's a look at. a little farther into the core of the bay area 880 southbound we got a little bit of slow traffic. now let's go to steve.

sal, i have a darrell hall story. >> you do? >> yeah. we went to see him years ago. he had blue shoes on and he was touching his shoes -- and she was touching his shoes while he was singing. he looked down and was like what are you doing? the push on the fog is not nearly as far inland as we have seen say a couple days ago. we've been in a pretty cool pattern for august. it looks like things will change. the low which gave us that big cool down is all the way up visiting seattle. that amainly 50s on the temps.

the forest service in cal fire battle hang 800 forest fire. it's about 17 miles northeast of forest hill in placer county. that started saturday afternoon. it's giving off heavy smoke which has drifted into reno about 50 miles away. fire burning in steep narrow canyons that make it hard to fight. containment though may take several days to a week. state lawmakers get back to work today in sacramento with a wide range of gun control bills topping their to do list. the proposed gun control legislation would give california the toughest gun laws in the country. they include banning a wide range of semi automatic rifles and tough new regulations on ammunition. and they will hear legislation already passed by the the assembly including bills that would create a state data base of all ammunition purchases.

make it a crime to have a gun at home that is not locked up and extend the time that someone is banned from owning a gun. people who illegally dump trash in oakland could be criminally charged and forced to pay thousands of dollars in fines. could make an average citation at least $4,000. penalties are part of a new effort to keep abandoned furniture off city streets. firefighters knocked down that big fire and forced evacuations in vacaville. more on the damage and property losses. over night crash involving a party bus. why police think a man they now have in custody could be the missing driver. ♪
