wednesday. another system moves into the north, thursday, friday. warmer weather on the weekend. here's sal. we're looking at traffic that's a lot more crowded in many areas around the bay as we start at the bay bridge toll plaza. it's backed up for a 15, 20- minute delay. it could be much worse. it looks like it could be one of those days where it clears up after 8:00. this is a look at the -- pardon me, san mateo bridge, that traffic looks good heading up to the high rise with no major issues. if you are driving on the nimitz freeway nearby, traffic is busy from 238 down to union city. let's go back to the desk. >> thank you, sal. breaking news in vacaville. a large fire is under control after burning three buildings and other property in a residential area. ktvu's tara moriarty has been gathering details from firefighters who took on 30- foot flames and she joins us live. good morning, tara. >> reporter: good morning. actually, the deputy chief says those flames shot up to 40 feet

in the air. if you pan to the left, you can see the backyard where the fire started. investigators are trying to figure out exactly what started this fire. we checked out the backyard. the fire broke out in one of the out buildings. plams pretty much decimated -- flames pretty much decimated everything. the fire broke out the at 5:00 this morning off poplar road off interstate 80. four people had to be evacuated. about 30 firefighters were on scene and had a big challenge tackling the flames. >> we're in a rural water, all of the water -- rural area, all of the water, we have to bring in. we have five of them doing a round robin. >> reporter: if we take a look from some aerials shots up from the helicopter, we can kind of

lock down on the air you and see how widespread the damage is here. crews are still putting out the hot spots here. but they've pretty much wrapped up everything. the flames were under control fairly quickly, according to the chief. and the sheriff's department is on scene here as well trying to assist. the four people have not been allowed back in. the power has been shut out. arson investigators trying to figure out what started this fire. live from vacaville, i'm tara moriarty, ktvu channel 2 news. 7:05. the investigation goes on into the deadly overnight crash of a party bus on northbound 280 near portola valley. it happened around 11:00 last night south of the alpine road offramp. ktvu's alex savidge is near the scene. when police arrived, the driver could not be found. >> reporter: right. the driver was nowhere to be found. no sign of that person. they did, however, find a passenger dead inside this wrecked party bus.

but a short time later, after chp officers got to this scene, they found a man wandering on a road nearby. he had some injuries. that man has been detained for questioning. so chp investigators at this point are trying to figure out if this man who was treated by paramedics last night, was the person behind the wheel of the small bus that veered off highway 280, hit a tree and went down an embankment. there were no other car cars involved in the late-night accident. one man sitting in the front passenger seat was found dead in the wreckage. the crash was just before 11:00 last night on northbound 280. this is near portola valley. the chp says this party bus wasn't being used for any sort of event at the time of the crash. but it holds approximately 10 passengers in the back area. investigators believe it was only the driver and passenger on board. the chp says the man they found wandering near the crash site, the man who is now being

detained and questioned, isn't being helpful. >> at this point, we are looking to see if he was the driver or involved in the collision. if he was not the driver, we're trying to get some information if he was involved he can tell us who the driver was. >> reporter: the chp says if they figure out the man was the driver of the bus, he could be responsible for the passengers who died. investigators don't believe there was anything mechanically wrong with the bus, the tires or anything, but they don't know what factors led up to the accident mainly because they don't know who was driving the party bus at this point. all lanes back open in 280 near portola valley, alex savidge, ktvu channel 2 news. less overnight, a 40-year- old pedestrian was hit and

killed in east contra costa county. that happened about 10:30 on railroad avenue and east 17th in pittsburg. police say the driver, a 20- year-old man, is cooperating with investigators. witnesses say the victim was crossing in the crosswalk when hit. the investigation continues. 7:07. a livermore man accused of killing his 6-month-old baby is scheduled to be arraigned in court this afternoon. 26-year-old robert daly iii is facing murder and child abuse charges. he's accused of beating and shaking his son to death two weeks ago. the baby was rushed to the hospital. but he died. the baby suffered serious injuries, broken ribs and a broken femur. ashna airlines announced a payout plan for survivors of the plan crash last month. the airline is offering initial compensation of $10,000 to each survivor to help pay medical bills and transportation costs.

now, asiana may pay more. passengers can still sue. four bay area families are suing on behalf of 12 of the passengers. california's high-speed rail project facing another delay. construction was supposed to begin last year. now it may not start until last year. a construction company set to build the new phase, there's problems with permits and the state still needs to buy a lot of the land where they plan to build the project. today is the deadline that the entrepreneur mosque is set to unveil his transportation

problem. >> concord, and an air hockey table. >> others say it's more like a tube. musk says he will release the plans by today. he adds he has no plans to build it himself. he's kind of busy right now. it will be open so anyone can use the plan and improve it. he's made a name for himself in the transportation world. in addition to being the co- founder of paypal he co-founded space-x. b.a.r.t. trains are still running this morning after a judge imposed a 60-day cooling off period to put a possible strike on hold. yesterday in a rare court hearing, a san francisco superior court judge improved an injunction asked for by governor brown. that means b.a.r.t. workers cannot go on strike until at least october 10th. the talks may resume later this week. the talks ended last week with no deal. negotiators say there's still big differences to get over.

service wants to start delivering alcohol. the postmaster general is hoping the postal service can start to deliver beer, wine and spirits right to your doorstep. now, smaller wineries and craft brewers are worried they won't have enough workers or money to help with mail order alcohol. by the way, congress would have to overturn a 100-year-old law banning the postal service from delivering alcohol. >> that's right. we want to check in with sal. how is the bay bridge toll plaza looking? >> it's getting more crowded. westbound coming up to the pay gatesles you will see traffic backed up to the macarthur maze. metering lights are on. but this may be the peak. if you wait until 8:00, you might see some improvement. i can tell by looking at the traffic patterns how quickly the cars are moving through and how quickly the meter, lights are -- metering lights are cycling through.

the aaron hernandez murder investigation has now shifted to his feian say. police think she's helping hide the gun they say was used to kill odin lloyd. police think she removed a gun safe or lock box from the couple's home. the warrants claim she was seen on surveillance video loading a box-shaped object into her sister's car and driving off. the warrants say she put the weapon in the woods or a storage facility. today, the california supreme court is set to rule on a very emotional issue that will affect a lot of students and parents. who can give insulin shots to

diabetic students. a nurses' union says no one should be able to give those injections if a school nurse is available. but parents say that staff and faculty who volunteer for training should be allowed to fill in if there's no school nurse. both sides agree the problem could be resolved if there was enough funding for nurses at all schools. several bay area school districts are phasing out peanuts from lunchboxes, eliminating all peanuts. they say the reason, a number of children with peanut allergies have skyrocketed. others including mt. diablo are banning peanuts from elementary school campuses but they are still offering themed a intermediate and high schools. now, our ktvu web team has put together a special back-to- school session at ktvu.com. there you will find starting dates for all bay area school

[ sirens ] >> last week, tests revealed that five out of eight sirens are broken. the sirens are located along 30 miles of coastline from pacifica to pes pescadero. in the meantime, the county will use text alerts, e-mail and call people if there's an emergency. the state senate could pass a new bill that would help make trampoline parks saver. the goal is to regulate the construction and parks. the cost is estimated to be $640,000 but will be covered by fees on park owners. right now trampoline parks are

are using the carpool lanes. highway 4, slowing in antioch to pittsburg but after that it looks good. 680 slows after 232. pockets of slow traffic. that gets better buyer the time you reach alamo. let's go back to the desk. happening today in san francisco -- attorney general eric holder is expected to make a big announcement that could change the way the country deals with minor drug offenses. brian flores is live at the moscone center where holder will make that announcement today. good morning, brian. >> reporter: good morning. the basis of this whole thing is because it wants to reduce the state and the federal prison system overcrowding in the system. we all know that the prison system is heavily overcrowded, not just here in the state buttate across the country. eric holder expected to make the announcement at the american bar association. he will be the keynote speaker. he's expected to announce that under a proposed drug policy, nonviolent or low-level drug

offenders won't get severe prison sentences. instead, will get shorter sentences or sometimes no jail at time. the offenders must not be tied to gang or large-scale drug organizations. we've spoke with some attorneys who are attending the conference this morning who say this plan is long overdue. >> we need to restrict the prison system to shows folks that really need it and find treatment for people that need treatment. >> reporter: the justice department believes this is one way to reduce the prison population. federal prisons are operating at 40% over capacity with the cost of incarcerating offenders around $80 million. as we take it out here live, he will be the key speaker at the american bar association in san diego. he plans to make this plan

>> she says the resort security guard muscled his way into guest rooms to help him out. crews say the sinkhole is 60 feet wide and 15 feet deep. we're expected to learn the identity of a body found in vacaville this afternoon and the family of a missing oakland woman is waiting to hear if it is sandra coke. she disappeared on friday. police moved the search for her near an area at lagoon lake. police were following up on a lead after arresting the 56- year-old man, a person of interest in her disappearance. in a statement, the family said -- 7:35. a kidnapped california teenager

who was the focus of a major multi-state amber alert is now reunited with his father. 16-year-old hannah anderson was rescued saturday in the idaho wilderness. an fbi agent shot and killed the former family friend suspected of kidnapping anderson and killing her mother and brother last week. a couple that was out horseback riding spotted them on wednesday and he says the suspected kidnapper really stood out. >> he might have been an outdoorsman in california. but he was not an outdoorsman in idaho. he didn't fit. >> well, the man and woman, the couple called the police after watching the news later that night and recognized anderson and her suspected kidnapper on tv. the suspect's blue nissan that was part of the amber alert, it was found in the idaho wilderness. authorities released these photos you are looking at showing he used piles of brush and twigs and logs to try to hide that car. well, an amber alert has been canceled now in rhode island after a 2-year-old boy

was found safe. the alert for isaiah perez was issued yesterday morning. neighbors reported seeing a strange man leaving the perez home. when police arrived, they found two people dead inside. the suspect, 22-year-old malcolm crowell, was arrested a couple of hours later at a rehab facility. a second suspect has been arrested. family members believe one of the people killed may be isaiah's mother. 7:37. home builders in eastern contra costa county will continue to get a break on transportation fees. developers pay a fee for every home condo or apartment they build there. the regional fee and financing authority approved continuing the 50% discount on that fee but only through the end of this year. then the discount will gradually be phrased out. city leaders say developers still need a bit more financial relief to continue recovery efforts. a new white house report

developing news in vacaville. three buildings went up in flames r ktvu's tara moriarty is there. you talked to neighbors. some had to evacuate and you have new photos of the fire, tara. >> reporter: that's right. we understand that six people had to be evacuated from the home nearby where the fire started. two of them children have left the scene. the others we had seen milling about but they were taken out. there are fire crews on scene. you can see the damage. we want to show you a picture taken by a neighbor, flames shot 40 feet into the air. neighbors say they woke up to sirens. the sounds of popping and crackling. they could feel the heat of the fire felt several yards away. we have video. two cars and a boat were burned. luckily, no one was hurt. all of the people in the maybehouse got out safely. now, the fire broke out -- in the main house got out safely.

the alpine road offramp. alex savidge is live at stanford and says when police arrived, the driver was nowhere to be found. >> reporter: good morning. the chp says the person driving this party bus had left the scene by the time their officers got there. a short time later, chp officers found an injured man walking on a man near the crash site. that man was treated by paramedics, brought here to stanford university medical center and he's since been detained in connection with this crash. the investigators are trying to figure out if he was, in fact, the man behind the wheel of this small bus that veered off the highway, hit a tree and went down an embankment. ktvu has learned this bus is registered to a company called maximo limo party bus. one man sitting in the front passenger seat was found dead inside this wreckage. the crash happened before 11:00 last night on northbound 280 just south of the alpine road exit near portola valley.

there were no other cars involved in the accident. the chp says this party bus was not being used for any sort of event at the time of the crash. investigators believe it was only the driver and the passenger on board. this has become a tricky investigation because the man detained by officers. the one found wandering near the crash is not being helpful and won't say anything to officers. >> we've not been able to get much information out of this gentleman. we don't know whether it's because of a medical condition or the fact he's not being cop rative. >> i -- cooperative. >> reporter: i did check in with the spokesman for the chp. he says the man near the crash scene, detained, he's not been arrested. if investigators figure out he was driving the party bus he could face charges for the death of the passengers. the man who died in this accident was in his mid to late 30s and lived in san francisco, according to the chp. at this point, investigators

faces charges of child abuse and he took his baby. the baby died three days later. the baby suffered serious head injuries, a broken leg. the wildfire which began last wednesday has bushed more than 20,000 acres and destroyed more than 26 homes. ten firefighters were hurt and a mountain biker suffered serious burns. the cause of the fire is under investigation. the forest service and calfire are battling an 800- acre forest fire. the american fire is burning in the tahoe national forest. that's about 17 miles northeast of forest hill in placer county. it started on saturday afternoon and is giving off heavy smoke which has drifted into reno about 50 miles away.

the u.s. has reopened most of its embassies in the middle east and north africa. they had been closed for a week after terror threats in al qaeda. the embassy in yemen and pakistan remain closed because of specific threats in those countries. the leader of al qaeda in yemen posted a message on militant websites today vowing to free all al qaeda prisoners from prisons everywhere. the message tells the prisoners to remain faithful to the

into the bay area here. the weed is called stink wart. yeah. it's appearing in vineyards. it looks like a tumble weed. it rarely grows taller than 3 feet. it has the flowers that are small with tiny yellow pedals. right now, it cost the state of california about $82 million to fight the weeds in the wine country. if the stink wart keeps growing out of control, the price of fighting it could go higher. ant to will be a great night for amateur astronomers to see the meteor shower. there may be as many as 90 shooting stars an hour. the best time to see it after 11:00 p.m. and before dawn tomorrow morning. you will need to be away from the fog along the coast. the experts say let your eyes adjust to the dark. they also say you can get the best now by not using a telescope or binoculars. there's a chance for you to go into outer space in your

passengers. the investigation goes on. the tsunami warning sirens in san mateo county will be replaced because most don't work. [ sirens ] >> there's one that does work. last week, tests revealed five of the eight sirens are broken. the sirens are located along 30 miles of kestline between pacifica and pes da der row. county officials say the problem should be fixed early next month. the county will be using text alerts, e-mails and they will call people if there's an emergency. a teenager from southern california who was the subject of a multistate amber alert has been reunited with her father. 16-year-old hannah anderson was rescued in the identify hee wilderness on saturdayant fbi agent shot and killed james dimaggio suspected of kidnapping anderson and killing her mother and younger brother last week. a couple of out horseback riding spotted them on

wednesday and called police later that night after watching the news. >> the news flashed on. the amber alert was on the television and i told my wife i said, that's the girl we seen on the mountain. >> dimaggio's blue knew sawn part of the amber alert was found in the idaho wilderness. authorities leased the photos -- released photos showing that dimaggio used television and brush and logs to hide the car. another amber alert has been canceled in rhode island after a 2-year-old boy was found safe. the alert for isaiah perez was issued after neighbors reported seeing a strange man leaving the per reds home. when police -- perez home. when police arrived, they found the suspect arrested a few hours later after a rehab facility. a second suspect was also arrested. family members believe one of the people killed to be isaiah's mother. a federal jury has entered

a fifth day of deliberations in the trial of accused crime boss, james whitey bulger. jurors have deliberated 30 hours so for. bulger is accused of 19 killings and 13 counts of extortion and money laundering during a 20-year period. he's pleaded not guilty. the trial of the army psychiatrist accused of killing 13 people in a shooting rampage continues today in fort hood, texas. so far 40 witnesses have talked about how major hasan opened fire on unsarmed soldiers in -- unarmed soldiers in 2009. he's facing the death penalty if convicted. he's acting as his own lawyer. he's raised few objections and has only questioned two witnesses. in egypt, authorities have postponed a plan to storm camps

occupied by former president mohamed morsi. thousands have refused to leave two sit-ins until the former president is reinstated. security forces said they would move against the camps this morning and forcibly remove the protesters. a security official said that was abandoned because they want to avoid bloodshed. some businesses are now happy the u.s. postal service warrants to start to deliver alcohol. the postmaster hopes they can deliver beer wind an spirits to customers' door steps. smaller wineries worry they won't have enough money or workers to help with mail order alcohol and congress would have to overturn a 100-year-old law preventing the postal service from delivering alcohol. 8:41. a large sinkhole in florida, right near disney world, swallowed part of a resort. we'll let you hear from a woman in one of the buildings that

begin last year. now it may not begin until next year according to a construction company picked to build the new phase. there are problems with company contracts and federal permits. the state still needs to buy much of the land on which it plans to build. let's bring you up to date on some of the other top stories -- police are busy investigating an overnight crash involving a party bus. it happened around 11:00 last night on interstate 280 near puerto had law valley. the driver was not there when the police arrived but police now say they've detained a man who may have been the driver. later on today, we may find out if a body that was found last week in vacaville is that of 50-year-old santra coke, a miss -- sandra coke, a missing woman from oakland. she disappeared about a week ago of the police say a convicted sex offender is a pesh of interest -- person of interest in her disappearance. six people were evacuated in vacaville this morning as a

fire burned three buildings, two cars and a boat. tara moriarty is joining us live from the scene. you've been out there for several hours and firefighters have been very busy. >> reporter: arson investigators are now sifting through the rubble trying to determine exactly what sparked this fire and they just finished putting out some hot spots behind me. you can see the damage is pretty extensive. it's very close to a house. this is the house where six people were inside, including two children who had to be evacuated early this morning. we want to show you a picture taken by a neighbor. flames shot 40 feet into the air. neighbors woke up to sirens and the sounds of popping and crackling. our newschopper video shows how flames des mated three -- decimated three buildings. two cars and a boat were burned. nobody was hurt. we're off leisure town road off interstate 80. neighbors say the fire was so

one person remains missing after this mudslide in colorado. it swept up cars in manitu springs on friday. two people reported missing have been found safe. but a woman last seen clinging to a tree has not been found. one person died. six houses were destroyed. 30 others were damaged in the slide. 8:54. happening now, the florida sinkhole, 15 feet deep.

that's sinking that resort. these are the pictures. this is happening at the summer bay resort. this is about ten minutes from disney world in central florida. the part of one building is already collapsed into the hole. another building is slowly sinking. about 35 of the guests there evacuated. some of them called for help as they heard the crashing noises. >> there were windows breaking everywhere. one of the security guards ran up and was evacuating people, urge baaing into their rooms -- barging into their rooms. >> firefighters say 35% of the one of the villas collapsed midnight our time. the rooms on the third floor, fell into the sinkhole. the resort has accounted for every guest there. no injuries reported. today, the california supreme court is set to rule on an emotional issue that will affect many students and parents, who can give insulin shots to diabetic students.

a nurses' union said no one should be allowed if a school nurse is available. pantsparents say staff and those volunteers trained should be allowed if no one is available. several bay area school districts are phasing out peanuts from school lunches. the fremont unified and foster school districts are eliminating peanuts from all school campuses. they say the number of children from peanut allergies have skyrocketed. others, including mt. diablo, are banning peanuts from elementary schools. our web team has put together a special back-to- school section on ktvu.com. you will find start dates for all bay area school districts,ways to save on school supplies and more. look for the back 2 school link near the top of our home page.
