. a major announcement to reform sentencing for some drug offenders. the policy changes the attorney general proposed a short time ago in san francisco. one person is dead after a party bus crash. we'll tell you who investigators are now questioning. cleaning up after outside lands music festival in golden gate park. the major difference in crime between the latest festival and years past. . good afternoon. i'm tori campbell.

attorney general eric holder made a major announcement that could change the country policy on minor drug offenses. we're live in san francisco with more on the plan and how it will affect prison over crowding. >> reporter: the justice department says they spent over $80 billion in 2010 alone incarcerating minor drug offenders. the federal prison system is 40% over capacity. the tone general said today this would not only free up prison space and also target major drug offenders. holder making the keynote address at the american bar association convention this morning in san francisco. he announced a plan in which low level, nonvine drug offenders with affiliations to gangs or drug scale operations would not get severe prison time for manner to minimum sentences. the new plan would call for low level drug offenders to get reduced prison time or be diverted to drug treatment programs instead. the plan calls for early release programs for elderly and nonviolent offenders.

he said that this plan will save american taxpayers money, free up space in fe prisons, while allowing federal resources to target major drug offenders or organizations. >> boy targeting the most serious offenses, prosecuting the most dangerous criminals directing assist tons crime hot spots and pursuing new ways to promote public safety, deterrence, efficiency and fairness, we in the federal government can back smarter and tougher on crime. >> reporter: holder says some cases are better handled at the local level and not federal court. he also says this would allow judges to individually decide on a case by case basis the severity of the punishment instead of mandatory minimums. most of the attorneys that attended the conference agreed with the attorney general's policy changes but some were skeptical. >> i do think opening up drug use, especially to young kids, can lead to further problems down the road. i would be careful and very

circumspect about what you legalize and exactly what drugs you do legalize. >> reporter: the attorney general along with the president says that this is a pragmatic approach to crime fighting. the attorney general will now go to various cities across the country to gain support. back to you. . >> thank you, brian. former secretary of state hillary clinton is also at the american bar association meeting today. she is set to receive the aba medal for distinguished service at 3:00 p.m. today in san francisco. she will address the delegates. today the alameda coroner is scheduled to cut an autopsy on the body found in vacaville friday. the identity is not expected to be released until tomorrow. the family of missing oakland woman sandra coke fears the body may be the 50-year-old. coke disappeared just over a week ago on friday police moved the search for her to an area

near lagoon valley park in vacaville. that's where the body was found. police were following up on a lead after arresting 56-year- old randy alana who is a person of interest in coke's disappearance. coke's family said, our hearts are heavy to think she may not be coming home to us. but we have been sustained through this ordeal by the unbelieve be outpouring of love, concern and prayers from all of you. the chp has tried to figure out who was driving party bus that crashed into a tree killing a passenger overnight. the accident happened along highway 280 near portola valley. the unusual scene officer found. >> reporter: the whole right side of this party bus of sheared off in the accident. it veered off highway 280, hit this tree and went down an embankment. the crash happened just before 11:00 p.m. last night. chp officers found one man dead in the front passenger seat. the driver of the bus was nowhere to be found.

>> that is always a little suspicious. >> then a little while later officer spotted this man walking along a road close to the crash scene. he was treated for minor injuries and then detained for questioning. the chp is trying to figure out if he was behind the wheel of the bus. the man isn't talking. >> we have not been able to get much information out of this gentleman. we don't know whether it's because of a medical condition or that he's just not being cooperative. >> the chp can't say why this bus left the road. it appears there were no other cars involved in the accident. according to dmv records, this bus is registered to a company called maximo limo party bus. we could not reach anyone with the company for a comment. the man who died in this crash was in his late 30s and lived in san francisco. if chp investigators figure out the man found wandering near the crash scene was the driver of that party bus, he could be charged for the death of the passenger. back to you.

. authorities have released the name of the 19-year-old driver who was one was two teenagers killed in a crash in san jose late saturday night. police say fabian perez was going 90 miles an hour when he lost control in his 1999 ford contour and hit a tree in the center median. also killed was a 16-year-old. three other teens are in the hospital with injuries. the five had had just left a party. police say they don't know yet if drugs or alcohol were a factor in the crash. a boston jury about one hour ago announced its verdict in the whitey bulger gangster case. the jury found whitey bulger guilty of eleven murders in the 1970s and 80s along with dozens of count was racketeering. whitey bulger was one was nation's most wanted fugitives after he fled boston before a 1994 indictment. he was arrested in 2011 in

southern california after 16 years on the run. the 83-year-old bulger faces life in prison. golden gate park is getting back to normal after the massive outside lands music festival over the weekend drew almost 200,000 people. we are in san francisco with a look at who is tackling this major cleanup operation. >> reporter: good afternoon. crews right now are still breaking down the stages here at golden gate park. we walked around the polo fields. everything looks clean there. that's because every night after the last concert would end they had 75 people picking up trash. officers say volunteers were constantly picking up trash and workers picking up the garbage throughout the course of the festival which started friday. paul mccartney, the red hot chili peppers and nine inch nails were the top headliners. 65,000 fans packed the park each day. officials kept the party very

ecofriendly. >> at each recycling bin they had a person manning the stations, making sure that people put the compost in the right bins, recycle in the right bins. after the event was over, they went through and cleaned up the park by hand. they were going around with plastic bags picking up trash. it was pretty clean every night. >> it's gone really well thus far. we've hauled away 650 cubic yards of compost and recycling and only 60-yards of trash thus far. not bad for three days of complete shenanigans out here. >> reporter: police had no reports of rape or sexual assault as they have in years past. most restaurants and nearby merchants welcome the extra business, there was one eatery that closed yesterday because it didn't want to deal with over crowding and intoxicated customers. owfer awl, organizers and the city are billing outside lands music festival a success. back to you.

. >> thank you. investigators are looking into the cause of of a fire that sent three buildings up in flames in unincorporated vacaville. it started just after 5:00 a.m. today behind a abuse house on poplar road. six people including two children were told to evacuate the property. three out buildings, two cars, and a boat were burned behind the house. everybody in the house got out safely. the flames shot high up into the air and neighbors feared the fire would spread. >> it was fully engulfed. so there was a lot of heat and the flames were super high. i was hoping they didn't come across and catch these trees and stuff on fire. >> the fire was the challenge for firefighters because they had to shuttle water from a hydrant about a mile away. bart trains are up and running. contract talks are still far apart. what's next in the labor dispute now that a cooling off period has been ordered?

. a court imposed 60-day cooling-off period requested by governor jerry brown kept bart trains rolling today. union and bart negotiators are still far apart from a contract agreement. what's next in the ongoing labor dispute? >> date force the next round of talks are still in the works between mediators and leaders with both sides. some are calling for bart's board of directors to had help broker a deal. from union negotiators to bart, both sides express bewilderment over their negotiation stalemate and contract talks came to a halt last night. >> it's a good offer. you know, i wouldn't have a problem taking this offer other places and getting it accepted. >> bart's most recent offer came late saturday. the transit agency increased its offer of a pay raise to 10% over four years. the union is asking for 15% over three years. there has been little movement on pension contributions and no

agreements on health care plans. >> we have a number of employees still with bart's current proposal that would be more than $1,000 in the red at the end of the contract san francisco bart managers call the offer fair saying they need to invest in maintenance and improvement. union leader want bart board members to step in with negotiations. >> to be more involved. they've had pretty much a hands-off approach and hired some people from outside the bay area who aren't with familiar how management's run, how bart's run. >> a long time board member says he and others are ready. >> we have members on the board that have had labor negotiations under their belt which could provide that experience. >> some fear the 60-day cooling-off period won't put enough pressure on negotiators to strike a deal. >> i'd rather have this problem than trying to arrange for buses and alternate transportation for the 400,000 passengers we carry. >> the new deadline for a contract agreement is now october 10. back to you.

this point. everybody besides the scare is in good condition and good spirits. >> resort officials say the rest of the complex appears to be stable but that the surrounding buildings were evacuated. a kidnapped california teenager who was the focus of a multistate amber alert has been reunited with her father. 16-year-old hannah anderson was rescued saturday in the idaho wilderness. an f.b.i. agent shot and killed the family friend spixed of kidnapping hannah anderson and killing her mother and brother last week. a couple out horseback riding spotted them on wednesday. he says the suspected kidnapper, james dimaggio, stood out. >> he might have been an outdoorsman in california, but he was not an outdoorsman in idaho. he didn't fit. >> the couple called police after watching the news later that night and recognizing hannah anderson and james dimaggio on tv. in about an hour, tesla's c.e.o. elon musk is expected to

share his plans for a new mode of high speed travel. elon musk says the so-called hyper loop is faster than a jet and can get travelers from los angeles to san francisco in less than 30 minutes. he says the solar powered system would also be cheap and travel at speeds greater than 600 miles per hour. others sea it's more like a niewm attic tube that uses air pressure to move things quickly. he will publish the link at 1:30 this afternoon. ep he has no plans to build it himself. the plans will be open source. a jet skier was killed yesterday near betle island when he collided with another man on a personal watercraft. the accident happened around 1:45 in eastern contra costa county. the man who died was 57 years old. the sheriff's department says both men have limited

experience with personal watercraft and were not trained in water safety. a wildfire in the tahoe national forest has burned 800 to 1,000 acres. the fire started saturday afternoon. it's not near any heavily populated areas and there are no evacuations. it's been dubbed the american fire and is burning along the american river northeast of forestville. it's in steep, helicopter wooded terrain making it hard for firefighters. >> probably a few days to a week before we have a good handle on this. >> smoke from the fire has stretched to a number of nearby towns. investigators have not determined the cause. . we have a warmer day shaping up around the bay area. mostly sunny skies over mount diablo. for most of us sunny at this time. a few clouds lingering right around the bay and along the coastline. the pacific satellite shot,

this system here, this was the cool weathermaker positioned right about here late last week. then during the weekend it began to shift to the north. so as it gets out of our way allowing our warm-up over the weekend and temperatures continuing to warm today, we have a weak trough that remains off the coastline. it won't keep our temperatures down. ridge of high pressure from the desert southwest is building our way. for start week, temperatures will be up. it's a trend we'll see into about wednesday. here's a look at a one-hour time lapse. continuing to burn off at this hour, but still may have cloudy conditions over areas like berk lee emeryville and hugging the coastline. mostly sunny skies for the afternoon away from the coast. the onshore breeze has not left. 20 miles per hour through fairfield. temperatures are up from three to six degrees, inland four to eight degrees. in live eleven already 81 degrees in livermore. 74 in fairfield.

. news of several corporate deals are the focus today on an otherwise quiet day on the stock market. mining companies were up after a rise in gold and silver pricing advanced. the dow is currently up two.

the nasdaq is getting a lift from apple. apple stock is up almost 3%. nasdaq is up ten. sex and p down one. the reason apple stock sup today, it's expected to show its newest iphone early next month. according to a popular tech blog, apple will unveil the new blog on september 10. the blog says the product could be a cheaper phone. some experts expect samsung to upstage apple with the newest version of the galaxy phone on september 4. the san francisco giants are apologizing for what looked like a racist gesture by a fan at at&t park. the fan threw a banana on the field yesterday in the direction of balance more orioles outfielder adam jones. jones who is black tweeted that someone tossed the fruit after he hit a three run homer in the ninth inning. the giants issued a public apology today to jones and say they're reviewing vel surveilness video to see if they can identify the person who
