spots. probably more likely tomorrow than today. everything stays to the north. the fog will get chewed up. morning low clouds, nice to mild to warm to hot. in near 90 degrees, let's face it, that's hot. these are a little bit above. 60s, 70s, 80s to low and even a few mid 90s. it's been a long time but we'll see warmer temps. here's sal. >> right now we are looking at the roads. still a pretty good drive. we're going to look at live pictures and traffic continues to move nicely westbound as you head out to the macarthur maze. it is a very nice drive and there's no road work on the stretch or here at the bay bridge for that matter. it has been a nice drive with no major problems. livermore valley westbound 580, we have road work coming up in the dublin area not causing a huge delay. if you are driving on

880 southbound, it's a smooth drive from 238 to fremont. let's go back to the desk. >> thank you. opening day of the new span of the bay bridge could come sooner than expected now that a federal agency approved new plans for fixing it. alex savage is live on treasure island with what those plans are. >> reporter: good morning. the federal highway administratn put stamp of approval on a plan to fix the broken bolts. could put the opening of the new eastern span back on track for labor day just three weeks from now. there's been no decision just yet. in a letter to the chair of the toll bridge program oversight committee, reviewed a plan to use shins to shore up stabilizers and they would provide adequate seismic safety until a permanent fix is completed. could bode well for

a labor day opening. another sign labor day may not be completely off the table, the chp last week started signing up staff members for extra round the clock overtime shifts just to be ready. the bay bridge oversight committee will be looking at the findings of the federal highway administration later on this week and make their decision on when the bridge will open. as we bring you out to a live picture, prep work continues. officials need to test the led lights and to do that later on tonight, all the lights will be turned on so the bulbs can be tested. they are so efficient, they only need to be replaced about every 10 to 15 years. the prep work continues here. after getting federal approval for the temporary fix for the broken bolts, the oversight committee will make a decision in the coming days potentially about when the new span will be opening.

live this morning, alex savage, ktvu, channel 2 news. >> happening today in just 90 minutes, hundreds of city workers in hayward are expected to walk off the job to begin a three day strike. a longstanding contract dispute between workers and city hall. union workers have been without a contract since april and say they have not had a raise in three years. the city manager says the city is facing a huge budget deficit and needs help to close the gap. >> we're looking for ways we can retain our employees and workforce and continue to provide services while asking for minimal contributions. >> wouldn't be doing this if we didn't have another choice. >> the striking city workers include crime scene technicians, street maintenance crews, water treatment workers. the city is bringing in some replacement workers including many retired employees. a live report at 5:00.

bart management and its labor unions say it's eager to resume contracts but waiting for state mediators. no one knows when those talks will begin. negotiations ended sunday night with the two sides still far apart on pay, pension and healthcare. they are certainly in a 60 day cooling off period. >> new this morning, the red cross is helping 8 people out of their homes after an early morning apartment fire in santa rosa. broke out around 1:00 this morning and was knocked down about an hour later. multiple units were affected and no one was hurt. new questions are being raised about a person of interest in the disappearance of an oakland woman. oakland police are expected to announce today if a woman's body found is sand acoke. dated her briefly 20 years ago and recently asked for her help in getting his life

back together. he was required to wear an ankle bracelet after rape and robbery convictions. he was seen with coke the night she disappeared. not saying if he's device had stopped working by then. >> this morning bay area hospitals are accusing a woman pretending to be a nurse. wearing scrubs and a thethascope. she even had a fake id. cook would not have been able to access critical areas like the emergency room though because her badge was not a real key card but patients are calling for better security. >> one of her claims on facebook was she was part of a pediatric heart transplant procedure which is made up. we don't do them here. >> deputies have not said why cook was impersonating a nurse. she has no medical background

and no evidence she treated any patients. time now 4:35. a 4th grader attacked by a pitt bull is scheduled for another operation today. hunter is recovering from major injuries. the little boy was visiting family friends sunday morning when the pit burg got into the house. the dog then jumped on him and repeatedly bit his cheek, head and arms. surgeons had to reattach his ear. >> he's going to have to have many surgeries, skin graphs. it's a shame. my heart breaks for him. i told him i loved him and be strong. he was still in shock. >> the pitt bull has been taken by animal control officers and will remained quarantined for a week. the mom says she's going to do everything possible to make sure that dog is

euthanized. what police say a man did to his father's dog and what he had to say afterwards. that story coming up. >> time now is 6:36. died after falling over 100 foot water fall. happened in madero county. daniel greenlaw was directing to a swimming hole when he slipped and fell over to his death. a search and rescue team found his body on sunday. the 65-year-old went missing while on a hike. she worked as an attendance clerk. an autopsy is planned for later this week. >> former secretary of state hillary clinton kicked off what she says will be a series of speeches around the coming months. criticized the court decision that stripped part of

the voting rights act. >> anyone who says racial discrimination is no longer a problem in american elections must not be paying attention. >> clinton received the aba medal for her work as an attorney. no mention of whether or not she planneds to run for president in 2016. michael bloomberg is promising an appeal. under the policy, police can stop, question and frisk anyone they consider suspicious. the judge calls it indirect racial profiling because most of those targeting are african american and latino men. the policy has been affective at reducing crime. >> we go to where the reports of crime are. those, unfortunately, happen to be poor neighborhoods and minority neighborhoods. >> the judge appointed outside monitor to oversee changes to

the policy and ordered police in some precincts to wear body cameras to record the encounters. stop and frisk is a tactic that was being considered by the oakland police department. speaking in san francisco u.s. attorney general proposed a big change in the way drug offenders are prosecuted. he wants to scale back mandatory prison sentences for low level nonviolent drug offenders. >> by reserving the severe penalties for violent drug traffickers, we can better promote public safety and rehabilitation. >> the attorney general also called for new policies enabling sick or elderly and put out a violent path. >> neighbors propose apartment complex spoke out at a city council meeting. >> we believe this huge project is wrong. >> plans for the terraces of

welcome back. time now is 4:44. a woman reported missing after this powerful mud slide in colorado has been found. police say she is safe and doing fine. that means all three missing people have been found.

one person did die in friday's slide. he was found unburied in debris. two large wildfires are burning in central idaho. the elk complex fire has charred more than 90,000 acres. so far only 5% contained. mandatory evacuations but some people are refusing to leave. further south the pony complex fire spans 144,000 acres and 30% contained. fire officials say lightning started both fires. the silver fire in riverside county is 100% contained. that burned more than 20,000 acres, burned 20 homes and seriously injured a mountain biker. damages are estimated at $10 million. >> this morning the 16-year-old girl who's kidnapping triggered an amber alert is recovering with family in san diego. hannah anderson did not know her mother and brother had been

killed by the family friend accused of abducting her. anderson's father said her rescue is a reminder is an importance of paying attention to amber alerts. >> some of you might find the amber alert is annoying, keep your eyes open. let's bring those children home. >> officials say james dimaggio fired one shot before he was killed in the idaho wilderness. >> a man accused of drowning a dog in a public pond is facing felony animal charges. several people witnessed 21-year-old brian hold the dog under water yesterday. now he's accused of carrying the dog to the pond at the city civic center. he admitted killing the pit pull terrier mix. he didn't know why he did it. he's being held without bail. a good samaritan helped a dog recover from a deer attack.

breeze. the low cloud deck is struggling. high pressure is building in. as it does, squashes it down to the deck. things are lifting up north. the low which gave us that cool down is long gone. so warmer pattern will kick in. it will take us to about thursday and then a little cool down friday. but today into wednesday and thursday definitely look warmer. that kind of levels off. warm it up and keep it there. 60s, 70s, 80s and 90s, some locations have been low. fairfield 92. santa rosa 82. oakland 76. these temperatures finally going over average. we've been below a long time. 91 livermore. 78 san mateo. warm weather will continue into thursday or hot depending what your definition is. it does look cooler friday and saturday and rebound again sunday. sglt thank you, steve. 4:50 is the time. the family of a 12-year-old california boy accused of

12-year-old boy accused of killing his sister says he does not believe his son committed the crime. >> the first one in that house i saw his demeanor and the way he carried himself. >> the 12-year-old pled not guilty for charges that he stabbed his sister. police say he tried to blame the death on an intruder causing panic in the town of valley springs. the step mother says her family does not know why she was killed. >> the community wants answers. >> her brother is scheduled to appear in court for a hearing to set a trial date. >> police in atlanta are investigating the death of a baseball fan during the braves/phillies game last night. the man fell 65 feet from upper level balcony. his body was found in a secured parking lot.

the fell happened during a rain delay. investigators can't say what conditions contributed to athe fall. at this point the death is considered an accident. the baseball fan who threw a banana on to the field is reportedly apologizing. the incident happened when adam jones who is african american hit a home run. after the game, jones tweeted quote i want to thank whatever exploitive threw that banana in my direction. way to show that class. >> we have too many people who have not found it in their hearts to embrace african americans. >> the san jose mercury news claiming to be that fan says he threw it in disgust towards the giants and not racist act. the giants are trying to find out if that was the person who threw the banana. tell us what you think. join the conversation on

the ktvu facebook page. >> there are are charges that team oracle cheated. officials say they found extra weight in boats. the extra five pounds could have made the boats faster. oracle announced they are withdrawing. ordered to return any trophies or awards associated with those races. >> asiana airlines says it is not responsible for last month's plane crash. the airline made the design in court in san francisco. also said passengers contributed to their own injuries. plans to pay $10,000 compensation to each crash survivor. the court filing is in response to two lawsuits filed by a lawyer on behalf of some passengers. >> students head back to school, state education officials are facing a challenge. how to

prevent students from taking photos during classroom testing. the state department of education warned four bay area schools after photos were found online of the star tests. across the state, students at 242 schools posted pictures online during testing. the students were not cheating but still against the rules. >> teenagers are sneaky. i think it's going to take more than just the teachers and administrators. a big part on the parents and just everybody in general being able to step in and make sure that the kids don't have access to their electronics during testing. >> now, at this point school officials say they'll just keep reminding the students that taking photos during testing is forbidden. >> ktvu has a special back to school section. look for the tab on the front page and you'll find school start dates, help saving on your back to school shopping and many more resources. >> i'm ready for them to go
