august 13th. >> how did you fix the sky like that? >> i think steve paints it. >> good morning, i'm dave clark. we'll check weather and traffic. steve is over there. how's our weather looking ? >> it's a bob ross painting. >> it matches your shirt steven. >> some fog but nothing compared for a long time. yesterday there were numerous holes. it will be even sooner today. if you have clear skies, a chill in the morning. it looks sunny for all and it will be warmer. there's still a little component of on shore breeze. not getting north or northeast. but 50s on the temps. everyone is pretty close here. some of that fog means 60s, 70s coast and bay. and mid 70s go 70 degrees and maybe a little higher in san francisco. mid 70s to 80 degrees. seems to take the bigger jump. temperatures were near average to slightly below. they'll go above average for some today.

it's been a long time since we've said that. low to mid 90s. and it's actually we're on the western edge of it. this is just really near average. it's deflecting everything to the north now. and lost a lot of support. fog/sun warmer. nice to mild to warm. low 90s, mid 90s. temperatures in the north bay mid 80s there. south bay likewise. some low 90s. here's sal. >> steve , good morning. the traffic is doing pretty well around the bay area. it's getting busier by the moment. and we have a report of a crash right here the toll plaza. would be over to your far left. i don't see anything obvious. however, traffic is beginning to slow down here at this time of the morning. the metering lights should be on soon and have a delay out to the macarthur maze before too long. nothing unusual.

the carpool lanes do look good. let's take a look at interstate 880. that traffic is moving along nicely. if you are heading on southbound 880, should be a decent trip if you are going that far. southbound 101 atwood side road. a car fire is out but the fire department is taking up one of the right lanes. watch for just a moment there. let's go back to the desk. >> happening right now at 6:00, hundreds of city workers are getting ready to walk off the job to begin a three day strike. tara joins us now to tell us what led up to this walk out. >> you know they just started to arrive here. you can hear them. they began the chanting behind me and not happy because the city has hired replacement workers to come in today to take their spot. joining me live is gary jimenez. explain why you guys are doing this. >> essentially we've been

bargaining since about february. and they've just walked away from the table. we told them we've given them dates to come meet with us and they are refusing to come to the table. >> they said you are doing this illegally. what does that mean? >> i'm not sure why they are calling it illegal. we're doing it because they haven't come to the table. there's a number of other issues and weren't giving us information. our research shows their numbers are off. they refuse to come back to the table. and we're asking them to come back and negotiate. >> 300 workers are striking. but you guys decided not to have this affect 911 dispatch. >> absolutely. we're not here to hurt the community. that's why we have people at animal control. 911 dispatch. if people call we want to make sure they get police or fire.

those are essentials that we felt were important the community needs to still have. >> thank you so much for joining us live this morning. we appreciate it. and there is going to be a noon rally here. we'll keep you posted throughout the morning about exactly what the workers are asking for and in turn what the city is asking for. ktvu, channel 2 news. >> also this morning, bay area hospitals are being warned about a woman accused of pretending to be a nurse. 29-year-old crystal cook was wearing scrubs when she was arrested in san jose. she even had a fake id. hospital officials say cook would not have been able to access critical areas. patients are calling for better security. >> one of her claims on facebook that she was part of a pediatric heart transplant procedure which is totally made up. we don't do them here. >> deputies have not said why cook was impersonating a nurse

but her facebook postings led to her arrest. she has no medical background and there's no immediate evidence she treated any patient. >> your time now sufficient 6:05. a missing oakland woman sandra cook. oakland police are expected to announce if a body found on friday in vacaville is that of sandra coke. her family is making no comment yesterday and friends say they are preparing for the worst. randy dated her 20 years ago and asked her for help in getting his life back together. he was required to wear ankle bracelet following a rape and robbery conviction. he was seen with coke the night she disappeared. time is now 6:06. there's a warning for you drivers in palo alto about a rash of smash

and grab break ins. katy utehs joining us live. i know you just talked to a security guard. >> reporter: that's right. he didn't want to go on camera because of the nature of what he does but he tells me he has seen that up tick in car break ins. people are often targets because they are not expecting it here. the parking garage i'm standing at here is one of the places it has been hit several times this summer. police say business travellers rental cars are being targeted because it's high yield for thieves. people often leave laptops and luggage inside vehicles. thieves are smashing out car windows and grabbing what they can see or sometimes breaking the window and popping the trunk and stealing what's inside there. of the 70 or so break ins reported this summer, 50 happened in june. other areas that have been targeted are restaurants and the stanford

shopping center which saw 6 to 7 break ins a night in april and may. other cities have seen an increase. daly city, san mateo and san francisco. police have made arrests and stepping up patrols. but they say the best way to avoid being a victim is really to keep any valuables out of sight, locked away in your trunk. don't let valuables be visible from windows. ktvu, channel 2 news. >> the driver of a party van involved in a deadly crash is now facing criminal charges. the chp says jason was behind the wheel when the van went off the road and hit a tree. he was booked into santa clara county jail on suspicion of felony hit and run, dui and manslaughter. a passenger was killed in that crash. a 4th grader attacked by a pitt bull is scheduled to undergo another operation later today. 10 year old hunter

kilborne is recovering. the little boy was visiting family friends sunday morning when a pitt bull got into the house. the dog then jumped on him and bit his cheek, head and arms. surgeons even had to reattach his ear. now, it's still not clear who owns the dog. the pitt bull has been taken into animal control officers and remained quarantined for a week. the mom says she is doing everything possible to make sure that dog is euthanized. >> governor jerry brown signed the nation's first law that protects transgender students at school. >> a bill just became a law. >> that new law allows transgender students to use bathrooms, locker rooms or join sports teams based on the gender they identify with. the law affects kindergarten through the 12th grade.

welcome back. dozens of domestic workers are scheduled to rally outside of san francisco city hall. part of a national campaign workers are calling count down to dignity. domestic workers all across the nation are calling on the u.s. government to mandate better pay and benefits for in-home care givers. the workers are demanding regular rest periods and overtime pay. officials at the missouri state fair are apologizing after a rodeo clown appeared over the weekend wearing a mask of president obama. the photo of that clown has gone viral on social media. the person who hosted it says he was offended when the rodeo announcer called

out saying if anyone wanted to see obama run down by a bull. >> i understand people's concerns. i don't think anyone is more disappointed in what happened last night than we are. we take that seriously. the rodeo cowboy's association says the act was not scripted. they didn't know about it. the missouri state fair imposed a life time ban on that rodeo clown. >> the healthcare law faces another set back this morning and you could end up paying the price. kyla campbell reports. >> reporter: the man it is supposed to protect consumers by limiting how much they have to spend. patients pay for deductibles and co-payments. the new york times reports the obama administration is delaying for a year until january of 2015. that means some insurers

can set higher limits or no limits at all. this come after the obama administration announces another delay last month. businesses that employ 50 or more won't face penalties until january of 2015. combined the two and next year could be expensive one. congress might be on recess but republicans are on top of the latest developments. what they are saying this morning via social media when i see you next. ktvu, channel 2 news. >> new york city mayor michael bloomberg is promising to appeal a judge's ruling call the nypd stop and frisk policy unconstitutional. police can stop, question and frisk anyone they consider suspicious. the judge called it indirect racial profiling because most of those targeted by police are african american and latino men. a judge appointed outside monitor

to oversee changes and wear bod yeah cameras to record the encounters. stop and frisk is a tactic that was being considered by the oakland police department. part of a discrimination case against paula deen is being dismissed. claimed racial discrimination, sexual harassment and use of treatment. cannot claim to be a victim cause she's white. but the other parts still stand. has publically apologized. >> a kansas man revealed his pen pal is one of the most notorious killers in history. bob george says he gets letters from charles manson every a week. manson first sent him letters 16 years old when he was a teacher. he wrote to say he was willing to help george teach students about the psychology of colts. >> always trying to figure out

livermore. after livermore, the traffic evens out on the way to dublin. 280 northbound through downtown san jose, that looks good to cupertino. >> thank you. most locations stay clear . patchy fog around. temperatures, everything is pointing towards a warmup. far less fog we've seen. santa rosa, yesterday. conforward 86. we'll go 90. that's going above average. most locations around 82-83. 81 yesterday. 84 today. and palo alto from 76 to 82. lost low pressure system was really ramped up about a week ago. not yet dense fog. could be pockets of it. but it's coming down . and san francisco looking almost yesterday. today we'll go 71.

looks like that fog will burn off. by noon most of the coast will be clear. 50s low for some. mid for others. everyone close between 6 and 7 degrees. and fairfield go under 10. chicago has 23. but most locations are calm. just a puff of the west or even northeast for hayward. everything's setting up shop here. and everything else lists to the north at least until friday or saturday and a system come in and give us cool down. the next couple days look like upper 80s and 90s. but a warmer pattern and some coastal nothing. there's a lot less. morning clouds will burn off much sooner. nice to mild to warm to hot. inland, 95 vacaville. napa 86. low 90s. petaluma. vallejo near

welcome back. looking at that huge fire. 1200 acres still burning. the american fire started saturday and has grown 400 acres since this time yesterday. smoke from that fire settling in forest hill, auburn, nevada city. that fire burning in steep terrain. tough to fight. being fought mainly by aircraft. two large wildfires are burning in central idaho. the elk fire burned more than 90,000 acres. it's only 5% contained. there are mandatory evacuation s. some people are refusing to leave. further south another

fire 144,000 acres. only 30% contained. fire officials say lightning started fires on thursday. falling over a 100 foot water fall. happened saturday in madera countsy. sheriff deputies say daniel greenlaw was directing to a swim hole when he slipped and fell over the water fall to his death. a search and rescue team found his body on sunday. >> a 17-year-old who survived a car crash over the weekend that killed two of his friends is talking about what caused that accident. >> i grew up with them. and it's not going to be the same. >> paul lopez says he believes the driver of the car may have swerved to avoid a second vehicle saturday night before losing control and slamming into a tree. police believe it was a single car crash and says the driver was speeding and under

the influence. he admits he and his friends had been drinking. >> i remember passing out and waking up and seeing my friends laying on top of me and the car was totalled. >> lopez has a broken leg. is expected to survive. two other people in the car were critically injured. the driver and another passenger were killed. >> a suspected drunk driver accused of causing the death of a girl on her birthday is due back in court. faces felony charges for the deadly accident in march. investigators say brewer was behind the wheel of a car that hit and killed the teenager. his lawyer says his blowed alcohol level was barely above the legal limit however prosecutors note the testing was done several hours after that deadly crash. san francisco police will hold 11:00 news conference to

business news coming up in just a little bit. >> thank you for joining us here on ktvu channel 2 morning news. i'm dave clark. >> time is 6:30. want to check in with steve who as promised it is getting warmer. >> these are the average temperatures this time of year for santa rosa, san jose. oakland and san francisco. and guess what? these are above not something we've said in a long time. been about three weeks. santa rosa 85. san jose 84. oakland 76. and san francisco 70. that went pretty quick. there's fog on the coast. morning fog are clear but then sunny, mild to warm for around the bay. and inland temps will be warmer. 80s to 90. patchy fog to the north bay. 50s on the temp s. low, mid to upper. everyone's not too far apart. and the delta breeze is okay. nothing compared to what it was. santa rosa started off with fog. 54.

we'll go for a high at 85 today. high pressure coming in from the southwest as everything moves north. that allows our fog to not have much of a chance here. there's some there but after 9:00 or 10:00, most should be retreating fast. we have some low clouds but warmer. temperatures inland 80s to 90s. around the bay 70s to 80s. and again, first time been above in a long time. here's sal. >> good morning. right now traffic is moving along very well. if you are driving in some areas, you can see the east shore freeway, the traffic here looks good. it's crowded as you head out to the macarthur maze. no major problems though. at the bay bridge toll plaza, that is backed up for about 15 minute delay. no problems there. once you get on to the upper deck, it does look good. that's about a 15 to 20 minute wait. if you are driving on hayward freeway southbound 880, traffic looks good. a little bit of slowing now on the peninsula, that earlier car fire has been removed. and traffic is not a

big problem there. also been looking at a really busy 580 commute out of the tracy area. we've had a couple of different problems that have been cleared rather quickly. but the traffic is very slow from tracy to livermore on westbound 580. 6:32, let's go back to the desk. >> happening now in hayward, the strike that began 30 minutes ago. hundreds of city workers have walked off the job starting a three day strike. tara joining us live to tell us what led to this walk out this morning. >> reporter: in about an hour and a half this could get interesting. because these city workers just started picketing a half an hour ago. and at 8:00, their replacement workers are supposed to show up. not sure if there's going to be some sort of a confrontation. last night members prepared to hit the picket line after negotiations between the union and the city reached an impasse at the table. 280 workers are striking outside

the animal control center, department of public works and libraries. workers say they've been without a contract since april and without a raise sints 2010. -- raise since 2010. >> already given 12% of our income which is roughly $5,000 per person per year. and for clerical maintenance workers that's a lot of money. and for clerical workers in particular, we don't have overtime opportunities so we have no way of making that money up. >> the city's been fair and reasonable back to our bargaining groups. many of our groups have already met concession requirements including firefighters. what we've asked is all groups forgo raises for five years. >> reporter: the city has filed state charges claiming this is an illegal strike. and we have learned those who work in 911 dispatch will remain on the job during this three day strike. we will be talking to workers throughout the morning and talking to the lead negotiator for the union workers to learn more about exactly what's going on with this contract.

ktvu, channel 2 news. >> opening day of the new span of the bay bridge could come sooner than expected now that a federal agency approved a new plan for fixing it. alex savage is on treasure island this morning with what those plans are. >> reporter: good morning. there is renewed hope for a labor day opening just three weeks from now after the federal highway administration okayed a plan to testimony playerly fix those broken bolts on the bridge. now, no decision has been made as of yet. but, of course, this means that the work can now get underway to install shims to sure up stabilizers. in a letter to the committee, the federal highway administration said it reviewed this temporary fix and determined the plan would provide adequate seismic safety until a permanent fix is completed in december. a green light could bode well for early opening. back in early july, the oversight committee nixed a

labor day grand opening because of those faulty bolts and pushed back to december. labor day could still be a reality. according to a published report out this morning, the chp last week started signing up employees for around the clock overtime shifts for labor day. a chp spokes woman told me this morning, this is a formality because the agency has to be prepared for the bridge opening. tonight, they will be testing the lights and hold a media brief ago and ask about the possibility of moving up the opening of the new bay bridge. live this morning on treasure island, alex savage, ktvu, channel 2 news. >> time is 6:36. billionaire elan musk unveil ed a system called hyper loop. released a 57 page design of a tube that would propel passenger pods up to 800 miles an hour. you could travel from san francisco to la

devices that make them targets. the parking garages are susceptible like this parking garage on high street where i'm standing. palo alto is a hot spot because of the many shoppers who come to the area. breaking into their cars is high yield for thieves from high end merchandise to electronics. thieves are smashing out car windows and grabbing whatever they can see or breaking the window and popping open the drunk and grabbing items inside there as well. palo alto online reports of the 70 or so break ins, 50 happened in june. and here are other areas that have been targeted. the stanford shopping center. 6 to 7 break ins a night reported in april and may. and cars parked along restaurants have been hit. other cities have seen an increase in smash and grabs. daly city, san mateo and san francisco. police have made several arrests and are stepping up patrol both of uniformed officers and people in plain clothes.

really the best way to avoid becoming a victim is to keep all valuables out of sight so you are not a target. live in palo alto, ktvu channel 2 news. >> well, the father of a 12-year-old boy accused of killing his sister says he does not believe his son committed the crime. >> the first one in that house, i saw his demeanor. i've seen the way he carried him out the two weeks after that. i don't think he did it. >> the 12-year-old has pled not guilty to charges of stabbing his 8 year old sister leila at their home. police say he tried to blame the death on intruder causing a panic in the town. the step mother says her family does not know why leila was killed. >> the community wants answers. we want answers. >> her brother is scheduled to appear in court next month for a hearing to set a trial date. authorities now confirm a woman's body found saturday in

welcome back. this morning a 16-year-old girl whose kidnapping triggered an amber alert. she's recovering in san diego county with her family. hannah anderson did not know her mother and 8 year old brother had been killed by the former family friend accused of abducting her. anderson's

father says she's got a long recovery ahead but happy about all of the support. >> some of you might find the amber alert annoying, please, pay attention. let's bring those children home. >> officials say james dimaggio fired one shot with a rifle before he was killed by the fbi in the wilderness in idaho. authorities believe he was infatuated with anderson. investigators are also looking into a connection between the abduction and an incident involving james' father. a woman claims his father broke into her house and tried to kill her and her family years ago. she says she was a teenager at the time and dimaggio's father also dated her mother. >> i asked him please not kill us. he said don't worry, it will be over quick. and i remember pleading with him.

away from addicts and drug dealers. all that and more coming up at 7:00. >> see you then, tori. protestors continue to camp outside the berkeley post office to keep it from being sold. brian flores joins us now from berkeley and says the building is being saved at least for now. brian. >> reporter: for now, that is definitely the key phrase and for many people in this group that are sleeping right now, 20 people have been camped out here since late july. the news comes as welcome news. they'll continue to remain here for some time. the berkeley post office like hundreds of others was seen as a cost cutting measure. the post office says they would have sold the building and rented space nearby. but just when you thought the building's future was in doubt. the u.s. postal regulatory commission came through and agreed to hear berkeley mayor to hear his pitch on why the building should be saved. that for now saves the berkeley post office from being

water and jumped in with his dog. >> that witness said he yelled at the man telling him to stop. then he went and got some help. investigators say he admitted he killed the pit burg/terrier mix. he's being held without bail. >> asiana airlines says it is not responsible for last month's plane crash that led to the deaths of three teenagers. the airline denied it in a filing in u.s. district court in san francisco. the paper says they also claim passengers contributed to their own injuries. the airline says it will pay $10,000 compensation to each crash survivor. the court filing is in response to two lawsuits filed by a lawyer on behalf of some passengers. there are charges that team oracle cheated to some of the races leading up to the america's cup. found extra weight in three of the team's boat. the extra five pounds
