taking no questions about this investigation which they say is very sensitive. we do know an exboyfriend of cope is still in jail. he has not been charged in sandra cope's death. family and friends say this positive i.d. of cope's body is the sad news they were expecting to hear. a friend and neighbor carried flowers to door of sandra cope's home in oakland. >> god bless her family. >> she had just learned what oakland police confirmed. the 50-year-old who disappeared more than a week ago is no longer missing. teams searching for her found the woman's body on friday. >> the coroner's office has

identified the woman as sandra cope. >>reporter: opd's spokesperson took no questions after that announcement. last week, police say 56-year- old randy alana was seen with sandra cope the night she disappeared. he was supposed to be wearing a gps ankle monitor. as we first reported the california department of corrections issued a warrant for alana for failing to participate in the gps monitoring program. that was two days after cope disappeared. law enforcement sources say alana's cell phone information, not a gps signal, lead them to search parts of the county last week. in a statement, sandra's family made no mention of alana. instead, they thanked those who searched for her and said the cope family is devastated by the loss of our beloved sandra. all of us will miss sandra's beautiful givinging spirit. today i check t with the coroner. he is not releasing sandra cope's cause of death also citing this

sensitive investigation. police are only calling randy alana a person of interest and not a suspect. however, we are continuing to gather more information about him and we're putting that together for 6:00. live in oakland, ktvu, channel 2 news. >> members of the federal defender office for sandra where an investigator issued a statement today saying they are heart-broken. its in partisan doctor was a compassionate, intelligent, thorough investigateor. a devoted single mother and friend to her coworkers. she dedicated her work and her life to looking for the best in people. now to our continuing coverage of the new eastern span of the bay bridge. this is a live look at where that project stands right now. we -- the federal government has given its okay for a temporary fix that should allow the bridge to open sooner. ktvu joins us live now with how this fix will work and why it could be in place pretty quickly, tom. >> yeah, in fact, we're going to all learn early thursday morning when the committee meets and what we're going to

learn is that it's likely to be a very early opening because this letter from the federal government and other experts reports suggests that the so-called quick fix is the way to go. the toll bridge oversight committee is likely to approve the quick fix later this week. >> it's actually quite straightforward and it won't take very long it all -- at all. >> it will be a quick fix. >> both of the roadways are held up by three seismic devices each, a primary one and two back-ups. it's the primary one that has had problems with its broken bolts. so the quick fix is to temporarily bypass the primary seismic support until it is completely repaired in december and used these two as sub substitutes. now, these back-up seismic devices are al very flexible to allow for the passage of traffic over them. and the big bolts holding them down are working just fine. now, if you can stitch these

up, they would be as strong or stronger than the original primary earthquake supports. now, this is one of the stiffners. it's called a shim and what they will simply do is put these in the places that are open. one, on either side. in fact, everywhere where there's an open space that allows for flexibility, they will install these shims temporarily to stitch the entire bearing up. and then in december when this elaborate saddle system is fully installed on the bridge, and then concreted over, the bridge will be done. these will be loosened up and the bridge should last for 150 years. the new bridge is infinitely safer than the old bridge. the question is when are we going to open it? >> this all coming up at 6:00. how safe will you feel on that bridge and what about that giant party they were going to have in we'll have the answers coming up. ktvu, channel 2 news. so, do you feel comfortable

with the safety of the bridge if it opens on labor day? that is the question we're asking our viewers on facebook tonight. you can share your thoughts. search for ktvu, channel 2. in a few hours, the crews plan to turn on the lights for a new span of the bay bridge. at 8:00 the full roadway in both directions as well as the self- anchored suspension span main cable will be lit. the lights are energy-efficient leds specifically designed to protect drivers from glare. the bulbs use half the energy of standard lightbulks -- bulbs and last five to seven times longer. a homicide investigation on the way in the peninsula. a man arrested for dui lead police to the discovery of a woman's body. police have justified the suspect as 48-year-old richard slaughter. investigators found the body around 6:00 this morning in an apartment complex on newell road in east palo alto. police have not yet released the information on a motive or how the woman was killed. slaughter remains in custody

but has not been charged with homicide. coming up at 6:00, we'll hear from the victim's family in a live report. the santa lara county coroner's office has released the identity of a woman found dead last week inside her sunny vale home. investigators say 55-year-old marlene hes was killed by her estranged husband. the couple was in the process of getting a divorce. michael was shot and killed by police after they say he rushed them with a knife at the end of a two-hour stand- off. the cause of the woman's death has not yet been releasedded. happening now, day one of a three-day strike. hundreds of city employees are on the picket line tonight. ktvu live at city hall there where workers are making it clear how they feel about stalled contract talks. >> they certainly are. and just in the five minutes, the picket line here has expanded. there's a rally that is

supposed to get underway any minute now with some speeches. they're about 280 city workers who are on strike right now. they have been picketing since 6:00 a.m. and there are six spots around this city. there was one big confrontation here earlier at city hall. a striking worker reported he was hit by a white van at about 9:00 a.m. union leaders thought the van driver might be a replacement worker but the driver told ktvu he was trying to get a building permit. an ambulance did take the union worker to kaiser hospital for minor injuries and police are investigating a very rocky start to today's strike. teresa grew up in hayward. i never thought she would be picketing in her hometown. over a job she's had for 15 years. >> i have an 80-year-old mother. i have a granddaughter. it's not just me she's supporting. >> the city ising asking for more concessions and a 5% paycut. >> i just my little house in

hayward. i just want my little job. i just want you to stop taking away from me. that's all i ask. >>reporter: today she and other members of sciu local 1021 took to the picket line. their contract expiredded april 30th. they asked for a 5% pay increase and say the city wants a 5% pay cut with increased worker pays to their pension. >> last year we took a 12% structural change. this year they want another 25%. it's too much. >>reporter: although the economy is improving, the city still has a $2.6 $2.6 million deficit in the operating budget with no funding for infrastructure or retirement liabilities. >> what we have asked is that all groups forego for five years so the current proposal from the city actually has concessions in the first two years in wage increases in the final three. >> union members in essential services such as waste water treatment and 91 # 1 dispatchers are working during this strike and city hall is open. the strike is expected to last through wednesday. reporting live in hayward

tonight, ktvu, channel 2 news. the agency that has threatened city college of san francisco's accreditation is now in hot water itself. federal education officials today sent a warning letter to the accrediting commission for community and jr. colleges. the agency found the commission violated requirements. for example, the accreditation commission allegedly did not have is enough academic personnel on the team that evaluated city college. the commission now has one year to correct those problems. and the ninth circuit court of appeals in san francisco tomorrow could block a new state law banning the sale of shark fins. the justice department found the brief last no in support of lifting the ban. it called the new law unconstitutional saying it's pretempted by existing federal law. representatives and advocates for the chinese community are hopeful that the federal court will step in. >> we feel very grateful and you just feel happy, you know, and i think we have a good chance to win this case.

>>reporter: the advocates say the launch should only ban the sale of fins from sharks that are being caught illegally. under the current law, position of shark fins is punishable by six months in jail and a $1000 fine. the defending america's cup champion is being investigated for cheating. just after the measurements committee found a legal modification on team or 8:00 smaller 45-foot cat ma rans which could make them go faster. those boats were used during exhibition races last year and early year this year. now, team or 8:00 has been ordered to return any trophies or awards associated with those races. oracle announced it is withdrawing from those races retroactively. a big drug bust in san francisco, and it could be linked to a big event. >> we're happy if it is just a coincidence. >>reporter: new at 5:30, where police say $1.5 millions worth of drugs may have been headed. then an eight-year-old girl killed and her 12-year-old brother accused. tonight we hear from their

some consumers could be paying more for healthcare out of their pocket than previously promised. opponents are jumping on this chance to criticize the law.

the white house says the affordable care act will eventually fulfill its promise of affordable care. who will pay the price for the delay and when in. >>reporter: starting in january, the affordable care ability limits how much people have to pay out of pocket for deductibles on copayments. contributions for medical and prescription expenses combined are capped at $6350 for individuals and 12,700 for families. but some employees will have to pay twice as much. that is because employers who use separate providers for medical care and prescription drugs don't have to combine the two until 2015. >> it is kind of scary a little. once again, it's just a matter of can people afford stuff? >>reporter: i spoke with officials at the white house and the department of health. officials tell me the affordable care act is providing historic consumer protections by requiring health plans limit out of pocket spending. before this law, there was no cap. >> this is just one more example of the unintended consequences.

>>reporter: critics say this newly discovered glitch is one more reason the president's healthcare law won't work. >> what it actually does it upsets or altars the coverage that 85% of americans have today. >>reporter: but the white house maintains consumer protections have never been stronger. people will get healthcare regardless of preexisting conditions. providers can't limit how much they'll cover and their healthcare plans must cover essential services n. washington, kyla cambee -- -- a merger door that -- deal that would create the largest airline in the world is in jeopardy. the justice department sued to blow off the proposed $11 billion merger between american airlines and u.s. airways. six states and the district of columbia joined in the lawsuit. they say the plan would decrease competition leading to higher air fares and baggage fees. consumer advocates agree. >> there are no real benefits to consumers from this merger. there are definitely a negative to this merger. >> american airlines and u.s.

airways today vowed to fight the legal challenge. they say the merger would create a stronger network of flights to give travelers more choices. organizers of the three-day outside lands festival in san francisco are asking attendees to claim lost and found items. they are asking anyone who lost something at the event to pick it up at the bill grand civic auditorium between 9:00 a.m. and 5:00 p.m. by this friday. they also posted a long list of unclaimed items on the internet. lost items include passports, driver's licenses, credit cards, cameras, wallets, backpacks and keys. that website was down for a while this afternoon. if it reappears, we'll post a link at ktvu.com under web links. here at the halfway point of august and finally it feels like true summer. let's go now to our chief meteorologist bill martin. bill, gentlemen been waiting for this for weeks. >> it's been a really cool august so far. temperatures are getting about as warm as they have been certainly this month. all signs of fog has cleared. i have fog showing up.

take a look at the live camera there. the last few days. the last few weeks the shot at that fog. a lot of fog. there is the tower fog-free. to the left of your screen there you see a little bit of patchy fog. let's come in close on the satellite. we'll show you that fog. that is a live picture. this is how it looks on satellite image. you can see that fog sitting just a little bit south of bailey city and that fog is going to be lingering. and coming back again tonight. so even though it's cleared in ocean beach, fog returns into the forecast but it's not getting very far inland. hence, the very high temperatures. 94 in livermoore. 9 in fairfield. it's hot in the inland bay valleys today. it will be hot again tomorrow in the inland bay valleys. tomorrow is a day a lot like today with a marine layer or fog bank that is really pinched down and can't get up over the coastal hills. the extended forecast calls for minor changes. the warming is all brought by this compression of the marine layer. that is what we're seeing right

now. it compresses it up and pushes it away from the coast. that is what we are seeing on san francisco's ocean beach. tomorrow we go through the same process. if you have fog tomorrow morning, look for it to burn out very quickly. fog is not going to make it very far inland. temperatures in the burke lee hills upper 70s. you'll get into the 80s quickly in the east bay hills. in mount diablo in the mid 90s. a big warm-up -- not a big warm- up, but a big change from what we had last week at this time when we were doing temperatures in the 70s. forecast high 87 in napa. 95 in fairfield. you'll find higher temperatures further east. there will be some upper 96. very sometime what we had today. livermoore 95. 93 had in -- 88 in san jose. that's hot in those urban centers and you get almost 90 in downtown san jose. the concrete heats up 3:00 in the afternoon. you're down by see czar chavez park. the ambience air temperature may be 88. down on the ground where you're

sitting it could be # 0 to 95 because of the radiant heat off of the concrete. five-day forecast. a you nice little warm-up. tomorrow is right there with what we had today. and temperatures start to trend down a little bit as we head into your thursday, your friday, and your saturday. now, look what happens on sunday. temperatures kind of ratchet up on sunday and into monday i think we'll see some mid and upper 90s again. so exactly right. you no, it feels like august. because it happens. >> does it feel like it should feel. >> it feels like it's supposed feel right now. california should be getting a crop of raisins this summer. the largest in five years. the u.s. department of agriculture predicts the central valley will produce 2.4 million tons of raisin grapes this year. that's up almost 26% over last year. california had seen a steady drop in raisin production as growers switch to wine grapes and nut trees. this year more raisin grapes are expected to grow on each vine raising overall production. up next, oprah speaking out

francisco where it all happened. police are looking to a possible connection here, david with the outside music festival. >> they are looking at that as well. yes, and witnesses here tell us this drug bust began at a dramatic way with a man diving out of this apartment window early sunday morning. more than 30,000 hills and 23 kilos of powder. san francisco police today showed off what they say may be a record drug buts for their farm. it's mdma, more popularly known as ecstasy. estimated street value? $1.5 million. >> sometimes you do get lucky and in this instance, we were lucky. >>reporter: the bus came after an unusual incident sunday morning outside this mission street warm building. witnesses described to us seeing a man dive through a glass window. >> i saw a gentlemen hanging from the fire escape and when i got closer, he just kind of dropped from the fire escape and fell into the glass. >>reporter: responding police tracked a trail of blood to an apartment. that is where they

discoveredded the drugs and $30,000 in cash and arrested 36-year-old ben gammon and 31-year-old steven tarrel both of san francisco. in february, ktvu investigated how molly is increasingly tied to the music scene. san francisco police are looking into whether the drugs. >> and if it isn't just a coincidence, it is not. we're very happy that none of this found its way out to the fields. >> police say they are looking for more suspects and once the drug enforcement administration and the u.s. attorney's office to review the case for possible federal charges as well. reporting live in san francisco, david steenson, ktvu, channel 2 news. the san francisco man killed sunday when the driver of a party bus crashed on interstate 280 has been identified. the santa lara attorney's office says 38-year-old was the only passenger in the party bus when it veered off the

freeway and into a tree. the driver, 43-year-old of daily city was arrested for drunken driving, manslaughter and hit and run. he's being held at the santa clara county jail without bail. a double homicide that took place in oakland five months ago may be linked to the theft of a giant possiblehead. 28-year-old garcia and 34-year- old ford were killed during a home invasion robbery near apricot and glen nonstreet. it happened during a house party. well, today prosecutors charged three men with the killing. they say the gunmen robbed eight people including at least one of the people killed. they say the gunman took a couple of flatscreen tvs along with that possible head. palo alto car owners are being warned about leaving things in their cars after a rash of smash and grab burglaries. palo alto police say there have is been 70 car break-ins this summer and 50 of them occurred in june. many of the break-ins have been in the el camino area and the stanford shopping center. burglars often target rental cars because drivers are more likely to

leave valuables like laptops and cell phones inside. fire investigators say they think gasoline in a storage closet may have started an early-morning apartment fire in santa rosa. it broke out at the marrow low apartments about 1:00. the fire took nearly an hour to put out and caused major damage to at least three units and minor damage to several others. at least 25 people were displaced but no one was injured. as students head back to school, more and more children will find themselves in classrooms without walls. san francisco schools will expand its program of holding classes outside in an effort to improve learning. but, as ktvu's health and science john fowler reports live from san francisco, some districts are struggling with the idea. john? >> well, all day today, teachers spent the day preparing for classes for next week. here at jefferson elementary, this is one of 22 schools that in san francisco that teach science here outdoors.
