dumbarton bridge traffic looks good. bullpen is280 and 85 commutes are doing el w let's go to -- are doing well. let's go to the bridge. now northbound 280 and san jose, i think a lot of people have heard about 101 and they are getting on 280. it's slower approaching the 17. back to the desk. the ntsb is sending a rapid response team to investigate a deadly crash involving a u.p.s. cargo plane in birmingham, alabama. both the pilot and copilot were killed in the crash. the plane was flying from louisville, kentucky to birmingham when it went down. a website that tracks flights, four minutes before the crash,

the plane plummeted more than 9,000 feet in two minutes. >> we don't know why it crashed. but it left a pretty long debris field and broke up into several parts with the fuselage and the wings separated. >> the cargo plane crashed into an open field not far away from a crowded neighborhood. no one on the ground was hurt, though. brian flores is following the story and will have an update in the next half-hour. 7:05. back here at home, happening today, the family of missing oakland toddler daphne webb, they are planning a walk, showing their commitment to finding this little girl. that walk is scheduled to start at 1:00 outside of the oakland police department. that's at 7th and broadway in downtown oakland. it's been five weeks since daphne's father reported her missing. he told police, the 21-month- old girl was taken from a car outside of a store. a technical error was

responsible for mistakenly sending out an evacuation order to cell phones all over contra costa county last month. the contra costa county emergency service officials say that evacuation order was only meant for parts of alamo after a gas leak on danville occurred on july 24th. instead, though, the alert went out in the form of text alert, evacuating all people with no explanation. that alerted a lot of cell phone users who got that message. the error has now been corrected. it's a big day of firsts for students and teachers at a san jose middle school with new faces, new technology and a new way of grading students. it's just one of five schools creating an innovative way to teach students. katie utehs has been at the school all morning talking with teachers creating this creative new curriculum. what can students expect will be different as they start this

new school year? >> reporter: a lot of innovation, a lot of excitement. things are really starting to pick up at burnett middle school. classes start at 7:30. the kids are rolling in. the teachers are rolling in. again, with those untraditional teaching methods that will be rolled out here and other places in the district over the next few years, students can expect to not see traditional letter grading. >> this is an example of the four criteria involved with math. >> reporter: music teacher shows the new grading system teachers are creating. it's one of five schools in the san jose unified school district granted extra funds to create new teaching models. the pilot programs relate to teaching, grading and innovative technology will be rolled utd over the next three years and could be used districtwide if proven effective. they are looking to get rid of the traditional a-f grading system. many teachers are excited to

the school district says property tax revenues and the bond measure made it possible to add new buildings to some schools including joupgrades in classrooms and a new george zimmerman at -- and a few gym at gunn middle school. we have information at ktvu.com including start dates and many more resources. developing news near san leandro, where just hours ago, a man was shot to death. it happened around midnight on robscott avenue. claudine wong has been there since 4:30. you are back now and you are seeing the crime seen technicians arrive. >> reporter: that's right. they are still out here processing the scene. in the last few minutes we've seen the investigators make their way from house to house trying to figure out if anyone seen or saw something that will help them with this information. as we push down the street, you

can see one of the crime scene vehicles, the doors opened. in between the vehicles you can see a blue tarp. we believe that's where the victim is located. they expect to be out here processing the scene for the next couple of hours. police got calls after midnight about shots fired. they got on scene and found a 33-year-old man suffering from gunshot wounds. paramedics tried to save him but he was pronounced dead at the scene. >> about 33 years old from the area. >> reporter: does he live in the neighborhood? >> he does not live in this neighborhood. >> reporter: it's still unclear what he was doing here or if he was alone when he was shot. police are still searching for witnesses. residents in the neighborhood told us they are in shock about what's happened. >> yes, i woke up about 4:00 this morning and i turned on the news and i seen what happened and it was shocking. i went and got a cup of coffee and came around here, and they

bridge will -- bay bridge will open on labor day weekend. the crews are testing what's being called a one-of-a-kind lighting system that includes steel poles with 38,000 l.e.d. lights. >> all of the lights that are illuminating their lane of traffic are all pointed away from them. it's kind of like a second set of headlights. >> now that federal inspectors approved a temporary fix for the broken bolts on the bridge, the bridge oversight committee will tell us when it will open the span at morrow's public hearing. the multi-million dollar evening celebration will be -- opening celebration will be camed back because of the setbacks. and there could be traffic gridlock before it opens. caltrans needs to shut down the bridge for four full days just to make the transition to the new eastern span. the chp is preparing for the possibility of a labor day weekend opening. they are bringing in extra officers for security and also for traffic control. if you see a small brush

fire in santa rosa today. don't be alarmed. firefighters will burn brush on stony point road near the santa rosa creek trail as part of a scheduled drill. they say that will help prepare for the upcoming wildfire season. the drill is expected to continue tomorrow. this morning, the american fire in the tahoe national forest keeps growing. it's about 30 miles west of lake a -- lake tahoe. it's about 5% contained. nearby counties have issued air quality viges due to heavy smoke. biologists have noticed what could be considered a good side effect from climate change. the majestic redwoods and other areas in northern california are growing faster and bigger than expected. researchers say sunlight, warm conditions and enough rain are spurring more redwood growth than any time in the last century. >> all right. 7:13. this is now day two of that

7:16. the violence in egypt continues after dozens are confirmed dead. security forces stormed two camps full of protesters. they've been demonstrating for six weeks. ktvu's kyla campbell is in our washington, d.c. newsroom with developing news this hour about a state of emergency. kyla? >> reporter: there's word that egypt's interim president has declared a state of emergency beginning today and lasting for one month. in the past, that's meant restricted freedom of speech for people in egypt. and police having the right to jail people indefinitely. security forces used bulldozers, tear gas and guns to invade two camps of protesters today. demonstrators demand the reinstatement of ousted president morsi. 28 were killed in cairo as another 25 were killed south of the capital. the muslim brotherhood claims at least 200 were killed including a seepier member of the group and his -- senior member of the group and his 17-

relationship with brazil. he will address the concerns about u.s. surveillance in their country. 7:18. two college friends of the surviving boston marathon bombing suspect, they've entered not guilty pleas to charges of obstructing justice. these college students are accused of taking a laptop and a backpack with fireworks from dzhokhar tsarnaev's dorm room after that bombing. they could get up to 25 years in prison if they are convicted. meantime, former illinois congressman jesse jackson, junior will be sentenced for campaign fraud. you are looking at new video this morning. jesse jackson junior and his wife arriving at u.s. district court. jackson pleaded guilty in february of illegally spending $750,000 in campaign money on expensive items like a gold- plated rolex watch, minkg capes

and -- mink capes and several flat-screen tvs. bob filner finally responds to the growing attempts to throw him out of office. in a written statement, he lists his accomplishments as mayor saying he's committed to moving forward. he never mentioned why some people want home to respond. allegations by more than a dozen women that he made by women about unwanted advances. if he's not going to resign, they will start to collect 100,000 signatures to force him out of office. and mayor fillner is no longer welcome at san diego hooters restaurants. signs have been posted on all san diego hooters locations. the notices say the mayor will not be served at hooters and women should be treated with respect. 7:20. let's get you to where you need

to go. sal, 280, how's it looking? >> well, you know 280 was good. i'll looking at it now. this is northbound 280 getting up to highway 17. you are going to see a little bit slow, 101 was very slow and people, eventually they heard about that, and now they are using 280 instead. as we look at 101 in the south bay, you can see that traffic is very slow. that earlier crash has been cleared at story road. those road sensors are showing where the camera is, northbound 280 near downtown. 85 is a good deal. let's move up to another commute. that would be westbound 580. it's spread into livermore and dublin. some earlier problems at the altamont pass. bay bridge toll plaza is backed up for a 20-minute delay. it's not too bad. if you have the luxury of waiting around, it might get better after 8:00. it looks like it could unless there's a problem on the bridge. if you are driving or taking b.a.r.t., we just checked in

yesterday. he did have a gun. he took three people hostage. he later freed a female bank teller, but just before midnight as the situate teams were moving in, he shot two of the hostages and killed one of them. police -- >> not intent of fuaed abdo ahmed to rob the bank. information was obtained from his apartment was that written notes, plan he actually had a book for negotiations. >> the gunman was killed by the s.w.a.t. team. the other hostage shot is in critical condition. investigators say the gunman was mentally unstable. he actually believed there was something implabted in his head that -- implanted in his head that made him do what he did. we're hearing from the ntsb on a deadly crash this morning involving a u.p.s. cargo plane. what the u.p.s. pilot union told ktvu about the aircraft and its load.

up to highway 17. now, a good alternate would be 85 northbound if you can get on there. northbound 87 at kurtner there is a crash reported in the area. moving along to one of the busiest commutes, that would be from the altamont pass and tracy to livermore. we've had several minor incidents and we had a major crash earlier that's gone. traffic is way below the speed limit. southbound 242 near clayton road there is a new information in contra costa county. bay bridge toll plaza remains slow. it's backed up for about a 20- minute delay. 7:33. back to the desk. we want to go back to the breaking news this morning of a deadly plane crash involving a u.p.s. cargo transport a plane -- transport plane. a flight that lasted less than an hour ends in disaster. two people are dead and the investigation into what went wrong is just beginning. brian flores has more. >> the ntsb is sending a team to alabama. they are expected to arrive there around 8:00 our team to

begin only what is expected to be a long investigation. let's go to live pictures now we're getting from the scene. okay. we lost live pictures there. u.p.s. flight 1354 on its way from louisville to alabama, crashed about half a mile north of the runway. the ntsb says it's an airbus a- 300 series car gee plane. this crash -- cargo plane. this crash happened before dawn. still unclear what happened. we understand conditions were calm at the time. crew also to put out fires from the wreckage which is reported to be spread a distance of half a mile. no reports of injuries on the ground or homes or buildings damaged, except for the two pilots. they were killed this morning. here's more. >> the board has a very good success rate with being able to recover the recorders. at this point, i'm optimistic we will be able to recover

those. >> i got off the phone with the u.p.s. pilots' association. they are the union for the pilots. they are letting the ntsb provide most of information but they tell me typically a plane usually carries cargo but he wouldn't say what kind of cargo was in the plane and many originate in the louisville area. u.p.s. has released a statement about the incident. it says "this incident is very unfortunate. our thoughts and prayers are with those involved. we will immediately engage in with the investigation and work exhaustively on response efforts." that was from u.p.s.'s president, mitch nichols. we're live in the newsroom, brian flores, ktvu channel 2 news. >> thank you. cal/osha is investigating a deadly cons struction accident yesterday at -- construction accident yesterday at san jose college. a woman was killed when she was hit by a construction vehicle

that was backing up. we don't know if the victim was a student, we don't know her name. we talked to one person who left flowers at the accident site. >> everybody is so close to each other. even though you didn't know the person, it's like losing somebody you did know. >> while classes are not in session, many are on campus preparing for the start of school at the end of the machine. the machine operator work works for preston pipelines of milpitas. he reportedly told investigators that he never saw the victim. that's there's a new twist surrounding accreditation of a city college. the committee is embroiled in its own mess. ktvu's tara moriarty is joining us live. she's at the city college campus now. what's going on, tara? >> reporter: well, that accrediting commission is in its own hot water. it's in risk of being stripped of the power unless it fixes several problems of its own. this morning at 11:00, the college is going to be holding

a knew teleconference to discuss these latest developments. the u.s. department of education notifying the accrediting agency that it is out of compliance. this after teachers and other unions had filed a complaint about the city college. it found that the commission failed to follow federal and state laws and was overly stringent in the oversight. what this development means for the state of city college is not really clear. could it force the commission to rescind penalties that was slapped on? we do know it will be part of a review process that the college can request in a week. the commission voted last month to strip the accreditation after determining it had not been made enough progress to correct problems in a dozen errors.

the college would lose access to state funding and federal financial aid if that ruling stands. city college would subsequently be forced to close next june and that would leave 80,000 students in the lurch. we'll keep on top of the story and bring you the latest as it develops. live from san francisco, i'm tara moriarty, ktvu channel 2 news. hundreds of city workers in hayward now starting the second day of a three-day strike. we're keeping an on eye on things. these are live pictures. we're looking outside of city hall. you can see some of the picketers are set up now. this is day two of the contract. they've been working without a contract since april. they reportedly want a 5% pay hike. the city wants them to give up 5% of what they eash and pay more -- earn and pay more. >> i just want my little house in hayward and my little job.

>> the city says although the economy is getting better it's still facing a projected $2.6 million budget deficit for the next year. it says city department management have agreed to reductions already. police are still investigating an incident involving a pick picketer and a -- involving a picketer and a driving van. he was hit by a van union leaders thought might be driven by a replacement worker. the driver said i was just applying for a building permit. the union worker was taken to the hospital. we have no information about any injuries suffered by the worker. prosecutors are scheduled to present their closing arguments today in the murder trial of accused serial killer, joseph naso. the 79-year-old old is representing himself. joseph naso rested his case last friday. he's accused of killing four women in the 1970s and 1990s. he's expected to give his

closing arguments on friday. a doctor is recovering after being choked by a prison inmate. the department of corrections said it happened on monday at the mill creek prison. officials say the inmate -- say an inmate grabbed the 65-year- old doctor by her hair and started to choke her. the doctor activated a personal alarm device. other staffers grabbed the inmate and say he had a weapon made from raiser blades. new information about the 10-year-old boy mauled by a pit bull in antioch on sunday. hunter's mother said her son will have more surgery today for severe head and facial injuries. hunter already had surgery on monday that reattached his right here. doctors say he may be paralyzed on the right side of his face. hunt her's mother says -- hunter's mother says he was visiting a friend in antioch over the weekend when he was attacked by two pit bulls, one

of which mauled his face and arms. hunter's mother is pushing now to have that dog euthanized. investigators in east palo alto believe a domestic dispute took the life of a beloved member of the community. it happened monday night at this apartment complex o on highway 10 -- complex on highway 101. police say they discovered the -- what happened here, a very unusual way. the suspect identified as 48- year-old richard slaughter was arrested on drunk driving charges. investigators say he told them he stabbed the woman to death. >> i wish god would have taken me instead of my sister. she was the baby of the family. always happy. >> she worked as a counselor at a nearby drug and alcohol rehab facilities. officials have told us the

nail of -- the name of the victim who died in the party bus accident. he was the only passenger in the van when it crashed near portolo valley. the driver of daly city was arrested for drunk driving and manslaughter. a glimmer of good news for a michigan ban visiting the bay area. we told you earlier, the band had their van stolen with all of their instruments inside after they parked it in berkeley. they bought another van with some generous donations but the good news, the stolen van has been found. it was located in oakland. it was pretty much trashed. the instruments are still missing. but some cds and t-shirts were still inside. the lost and found at outside lands is full of owl sorts of stuff. orkers are trying to -- organizers are trying to return

louisville, kentucky, to birmingham, alabama when it went down around 4:00 pacific time. the flight should have taken 45 minutes or so. but again, that plane went down. a website that tracks flights says four minutes before that crash the plane actually plummeted more than 9,000 feet in two minutes. >> we don't know why it crashed but it left a pretty long debris field. the cargo plane crashed into an open field. luckily no one on the ground was hurt. investigators are sending a team from washington, d.c. as well as an investigator from their office in atlanta. they will examine the plane, the prms of the pilot, the air traffic control. the weather, everything involved and the investigation will take some time.

8:03. back here at home, a deadly shooting. it happened in the east bay and a neighborhood has been on edge for several hours. this happened just after midnight in san lorenzo. claudine wong has been there since 4:30. she's back now and deputies are now talking about the victim. claudine? >> reporter: that's right, dave. we've seen the coroner's van arrive here on scene to take away the body of the victim. they are get -- they are getting -- they are getting close to wrapping things up here. what do we know about what exactly happened here? >> reporter: we know that time after midnight after midnight there was -- after midnight last night, there were gunshots fired. when deputies got here, they found a 33-year-old man laying in the street suffering from a -- street suffering from a gunshot wound. >> reporter: do we know if they heard a car or if this is a drive by, why this victim was in the neighborhood? >> that's what we're gonna find

although some of the earlier trouble is gone on interstate 880 heading south. 580 still pretty slow coming into livermore. it's improved but it's going to be behind schedule all the way to dublin. 8:32. let's go back to the desk. 8:32. want to give you an update on the developing story of that deadly crash of a u.p.s. cargo plane in alabama this morning. reports say as the plane was trying to land, it clipped power lines near the birmingham airport, knocking out power to some of the nearby neighborhoods that are still without power. brian flores is in the newsroom right now. and the federal government is taking the lead in the investigation, bryan. that's right. we understand the crash is not affecting flights as we speak at birmingham's international airport. about 140 residents had their power cut up as crews fought flames from the wreckage as a precaution. the ntsb is expected to arrive shortly. they say it's still early on in

the investigation. u.p.s. flight 1351 was on its way from louisville to alabama when it crashed. the ntsb said it's an airbus a- 300 series cargo plane. they say the crash happened as the plane was on approach towards birmingham- shuttlesworth. officials say the pilot and copilot were killed at the scene. it's believed they were the only passengers on board the plane. at this point, it doesn't appear any homes were affected and no other injuries were reported on the ground. but the mayor of birmingham says debris is spread all over the place. >> we don't know why it crashed. it left a pretty long debris field and broke up into several part parts with the -- parts with the fuselage and the wings separated. >> several residents reported hearing explosions on impact. one told a local news station there that the plane sounded like it was struggling on approach and that he saw flames before it crash-landed. we also spoke this morning to

america. gun control supporters faced off yesterday against gun right supporters at the assembly committee on public safety. that committee approves several bills that would among other things ban all semi-automatic rifles that detect attachable magazines. it would make it illegal to own any magazine that holds more than ten rounds and would add more crimes to the list of those that would prevent someone from owning a gun. state lawmakers are tee debating a bill to revoke the boy scouts' tax-exempt status. it would restrict this from any youth group that discriminates based on gender identify tie. pack in may, the scouts voted to allow openly gay youth as members. >> we're encouraged by their -- the direction they are taking but unfortunately, equality doesn't have an expiration date. what are we telling our youth that when you turn 18 you are

no longer welcomed. >> the measure was approved by an assembly committee yesterday. it already passed the state senate. the u.s. post master general is holding a conference call with reporters to talk about the dire financial situation facing the postal service. on monday, the postal service's cfo said he projects the government agency will end the fiscal year with just five days of operating cash. he says that's dangerously low. really not enough of a cushion to run a business the size of the postal service. the postal service lost $16 billion last year. a well-known building is going to explode this weekend on purpose. pasm -- pam cook has more. >> students are saying goodbye to warren hill. it's been part of the east bay skyline for 41 years. we're told it will take 12 seconds to come down.

the building has been declared seismically unstable. it's set to be imploded this saturday at 9:00 a.m. security on campus is high since the explosives to be used are already on site. the entire campus will be shut down starting with nearby parking lots on friday. then everything within 1400 feet of the building by 7:00 saturday morning. the demolition will serve as an experiment. the survey will record the vibrations from the blast hoping to learn more about the hayward fault. >> they are putting sensors all over -- not just in the campus but the surrounding community. they will monitor the ground, if you will, or the effects on the surrounding area once the implosion happens. they are hoping to get good data out of this. >> this is called a control release of energy. so the blast will be able to simulate the effects of an

a second ago, they revised the death toll, 149 people were killed in egypt. the government broke up protest camps by supporters of the follower president of egypt. a man driving a construction vehicle whack backing up yesterday when he hit and killed a female yesterday. now, school officials haven't given us the victim's name yet. they are notifying her family. a homicide investigation is underway as we speak in the east bay. ktvu's claudine wong joining us live to tell us what deputies are saying about a deadly shooting that happened hours ago in san lorenzo. >> reporter: in the last couple of minutes they've opened up robscott avenue. we did show you live a few seconds ago, the fire trucks leaving the scene after they done their part of a cleaning up the area. that gave us a good indication this area would be open for

soon after being shut for hours overnight. what the investigators have been doing, collecting evidence, they've done a 360- degree photograph of the scene. they came out here after midnight after getting calls of shots fired. we were out here very early this morning. we talked to the sergeant on scene about what happened. >> don't know why he was here. he does not live in this -- very close vicinity. he's a resident of alameda county. he's not a complete outsider. what we're trying to figure out is when we do identify him through the coroner's office is who he is and then you start tracking his last moments and finding out why he was here. >> reporter: all we know at this point is that multiple neighbors heard multiple shots befired after midnight. this 33-year-old latino man was found in the streets suffering

with teachers preparing this new curriculum. what will be different for students this year? >> reporter: well, there's gonna be a lot of new things. you know, the first day of school is always exciting. new faces, new teachers. at this point, a lot of new innovation at burnett middle school. it's one of five schools in the district which are granted extra funding to create new teaching models. if the ideas are effective here, many could be introduced districtwide one idea is getting rid of the tradition tal a-f grading system -- a through f grading system. >> here they're gonna get a lot more information about why they are at their level. really get a direct understanding of how they stand on the knowledge of content area verses the content of
