we wanted to see the video because it was pointed at the crime scene but it didn't capture a thing and it is all because of money. >> reporter: on almost every corner there are cameras. how many record? >> absolutely. i got four dvrs. >> reporter: he says cameras fight crime and he was almost a victim. standing a few feet away from a shooting. >> i just hear five gun shots. everybody closed their businesses down. >> reporter: a purse snatcher opened fire and wounded four on this sidewalk. and this camera was pointed at the spot. he was visited by police. >> they asked me if i had footage available. >> reporter: he doesn't have a video recorder that costs 1500

bucks. >> i have security inside. but i haven't had the budget to do it outside. >> reporter: he started a good fund me site to help his and other businesses. he gone to the city for a grant but says money is tight. but oakland police say they are working on a an to help businesses get these cameras on and recording. >> that would be welcomed news. >> reporter: police have a plan to help the businesses but no details on the plans or when it might begin. he doesn't want big brother out here, he wants businesses to have cameras with the ability to hand over video that shows violence on the streets. ken pritchett, ktvu channel 2 news. >> more details on redevelopment cuts in oakland. 80 jobs were lost because of the budget cuts. the lack of funds also impacted park maintenance in oakland,

libraries and sennier centers -- senior centers and the zoo. happening now, camp sites outside of yosemite national park shutting down as the wildfire continues to gain ground. thousands of miles of dry brush and steep terrain are fueling the fire. governor jerry brown declared state of emergency to free up money and resources to respond. the fire has grown to 53,000 acres. containment rolled backward over night from 5% down to 2%. 1300 firefighters are trying to surround the flames. 2500 structures are in jeopardy. ktvu's robert handa met up with the people who are rushing to evacuate the area. robert? >> reporter: this is a fire that is changing hour by hour. we are along highway 120 near yosemite national park. as you watch the flames, it seems to be getting bigger.

that makes life more stressful for those waiting to evacuate. >> reporter: when a fire gets as big and spreads as fast as the rim fire it is hard for people to predict if their homes will end up in the path of the flame said. the fire tripled in size, 53,000 acres by this afternoon and still growing. >> i have never ever seen anything like that. never. >> reporter: after getting a warning today they began packing up. the destruction is bringing back bad memories. >> reminds me of my mom losing her house 24 years ago. that was real problem for her and i don't wish it on anyone. >> i will wait till anyone knocks on the door. i will prepare to get ready. >> reporter: how fast can you get out of here?

smoke. here is another image. this is from the national weather service. our chief meteorologist bill martin is tracking the weather conditions tonight on this fire. coming up in 12 minutes what he is seeing that could impact the fire fight. a case in concord prompted a police department internal investigation. it involve as san francisco police officer who has been arrested on a serious charge. ktvu's david stevenson is in concord with what he pieced together. >> reporter: this is an unusual case. one in which investigators on both sides are remaining tight lipped. a san francisco police officer was arrested tuesday in concord and suspended that same day. this case involve as molestitation allegation and being -- molestitation

law enforcement in san jose today launched a major sweep of homeless sex offenders. there are 535 sex offenders who are classified as transient. locating the sex offenders can be difficult. >> it is challenging. just walking along you can see there is clothing, garbage over here. and they are hard to find. >> police arrested 8 people but no sex offenders. officers did locate 5 sex offenders but they say all of them had registered properly. the s.w.a.t. team was on the scene of a eviction operate in oakland. several people have been living illegally in an apartment building for some time.

turned ugly. it looks like the usual scuffle but police say a teen was injured as the ball was ripped from his hand. crushes are common when fans try to catch home run balls but police are treating this as a robbery. ktvu's john sasaki is in san francisco with the seriousness of the crime. >> the giants are hosting the pirates tonight. pirates are the robbers of the sea but tonight the giants and police are concerned with a robber closer to home. the crime happened yesterday when stephen drew hit a home run. people dove on it ground for the ball. investigators say when a 16- year-old fan grabbed the ball someone twisted his wrist and snatched the ball from his hand. you see two arms tangled up. the man got up and walked away.

police say this was a robbery because robbery is taking someone from somebody by force or fear. we talked to fans and to the police about this case. >> looked like a wrestling match. people jumping on top of each other. kicking and scratching. everybody wanted that 1 ball. >> the suspend grabbed -- thesent grabbed the wrist of the -- the suspect grabbed the wrist of the juvenile and took control of the ball and took it away from the victim. the victim did sustain minor injuries to his wrist. >> once in a life time opportunity to get a ball, especially a home run ball. that doesn't happen very much and he probably should be charged with robbery. >> reporter: police want to find this man. 5'9", 230 pounds and wearing a black sweater. officials are in contact with the 16-year-old and his family.

the giants are trying to get the red sox to get a signed ball from stephen drew to make him feel better about his visit to san francisco. john sasaki, ktvu channel 2 news. >> more details now. the fight over barry bonds' record breaking home run ball in 2001. a fan was escorted out of the crowd holding the ball but another fan claimed he caught the ball first and he ripped it from his hands. a long legal battle ensued and in the end the ball was sold and they split the proceeds. the senate approved a bill. operators of commercial websites that collect personal information would have to say whether they do or do not track installs from users.
