a little system. a lot of tropical clouds. look at that moisture down toward las vegas. it looks like it will stay south of us. for overall temperatures a little bit cooler today. some clouds and sun mostly low clouds there. afternoon breeze. definitely an on shore push today. highs today 60s and 70s. and also come 80s. here is sal. steve, good morning. we are looking pretty good around the bay area. so far. as we look at interstate 880. it is a nice looking drive passing the coliseum with no major problems. also we look here at the commute on the bay bridge. it looks like some of the right lanes are a little crowded. otherwise we are doing pretty well. if you are driving out to the -- i think this is it. this is a look at traffic on the bridge. let's go back to the desk. >> we have continuing coverage of the rim fire burning near yosemite national park. right now the fire has destroyed nearly 144,000 acres and is only at 7% containment.

almost 3500 fire personnel are also on the scene. 23 buildings have been lost but it's not clear how many of those are homes. >> this fire quickly spread into the subdivisions where the homes were. before we could get our engines and equipment in. >> firefighters say the dry conditions and hot weather are the perfect fuel for the flames. right now a mandatory evacuation order is in effect. people in tyle plea city are being advised to leave as well. the u.s. forest service says it does not know if any buildings survived. the camp was evacuated last thursday. another berkeley owned camp uc berkeley layer of the bear is also in the fire lines but has not yet burned down. this is video of the rim fire shot from an air tanker. this type of plane with drop

3,000 gallons of water in five seconds. this unit is 146th air lift wing. and they have a dozen choppers that can provide air shots. the rim fire is edging closer to hedge hespy reservoir. that provides the drinking water for the reservoir. utility workers says water quality is still good. two young girls are part of four that were shot in a brazen shooting. two little girls ages eight and 12 were wounded along with a man and a woman. no one else was seriously hurt. this latest shooting involving children is fueling fears that no one is safe. >> there have been a lot of problems that seem insurmountable. jim crow seemed insurmountable.

snake story was a scam and her home had been burglarized. there was a similar incident in nearby union city last week. time now 4:37. there may be relief at the pumps. gas prices continue to fall. the average price for a gallon of gas has dropped four cents over the past two weeks and it's down 20 cents compared to the same time last year. here's a look at where we stand in the bay area. the cost for unleaded $3.90. in oakland drivers are paying $3.77. and in san jose drivers are paying an average of $3.76 to fill up. the warriors plans to build a new waterfront arena in san francisco is months behind schedule. new city documents show the team could miss its 2016 target

welcome back. time now is 4:43. people in southern california have a big mess to cleanup this morning after thunderstorms that dropped several inches of rain causing flash floods and mud slides. in india just east of palm springs high waters swept across roads stranding drivers in their cars. some flooding measured up to five feet high. leaving neighborhoods under water. >> take a look at the stop sign. it is pretty halfway. it's there. it's ridiculous. i don't even know how people are getting in and out. >> more of the same rain is expected to continue today as tropical moisture moves through the area. and people are being told to avoid roads if at all possible. this news just in reports out of syria that one of the cars carrying united nations weapons experts were shot at by

snipers this morning. inspectors are on the way to investigate a reported weapons attack. this is new video of the inspectors leaving their hotel this morning. bashar assad has denied his troops used chemical weapons. some members of congress are urging swift action. the group doctors without borders says 355 people were killed in the attack last wednesday and that included the use of toxic gas. time is 4:45. the army psychiatrist convicted in the deadly fort hood rampage will appear in court today. will faces a rare possible death sentence for the deadliest mass shooting ever on a u.s. military installation. at the least he will spend life in prison. he showed no reaction after being found guilty last week. the first day of school has arrived for students in oakland

and it's coming at a higher cost for educators. public schools in california will no longer be able to require parents to chip in for activities and supplies. california lawmakers say they passed the new law to insure students have equal access to opportunities. many teachers say they support the idea but some say access to government funds is not always reliable. >> i think that if lawmakers are going to make a law like this, then they need to follow through all the way and make sure there is funding made available that is protected. >> by passing the law state legislatures were able to get a class action lawsuit filed by the aclu dismissed. they say school fees violated the state constitution. today assembly member nancy skimmer will call for equal access to federal meal programs in the oakland unified school district. they want congress to incorporate the regional cost of living to determine the families eligibility when

closure. i have the info for you. let's take a look at what we have now. we are looking at the san mateo area and the traffic is looking breath good on the bay shore freeway. as you look at the entire bay area, we can look into livermore valley. that traffic looks pretty good coming in on 205. a little slowing already over the hill. until major problems from dublin to castro valley and 880 traffic looks good. let's go to live pictures and show the bay bridge traffic looks good at westbound. no major problems getting out to the toll plaza. if you are driving into san francisco northbound looks good. and so does southbound 101 heading down toward the peninsula. thank you, sal. a very good morning. it is back to school for oakland. one of the few that will focus on today. starting off very mild. 62. we'll go 68. a high of 72.

it's very mild air mass. so there in lies a muggy humid forecast. a little bit for some. a lot of clouds continuing to do their usual thing. it's very close to moving up in the sierra. it's going right across. just south of las vegas but there is a lot there. a lot of moisture continues to stream up there. for us it's south. so morning clouds mild to warm. 60s and 70s and mainly 80s. so there will be some 10:s. tomorrow a few high clouds. possibility of showers. we'll see if that helps out on the rim fire. so far it's staying south. 40s up in the mountains. 50s or 60s. a loot of that cloud cover holding down palm spring. a little cooler morning low clouds and sun. on shore breeze as well. low to mid.

upper 70s to low 80s for much of the north bay. san jose 79. livermore down five from 89 to 84. 60s and 70s on the coast. kind of a quiet week here. the highs 80s or very, very low. it does look cooler as we go into the weekend. the 2013mtv music awards it will up the center last night as the legendary pop group nsync. justin timberlake will be making a stop in san jose in january. the butler isn't letting go of the top spot at the weekend box office.

autopsies could be done today on two people killed in union city. in the first top homicides of the year two young men were shot near 11th and d streets. one of the victims died at the scene. the other at the hospital. one neighbor said he heard four gunshots followed by police sirens. he says they are not common sounds for the area. >> this neighborhood gets a bad rap. but it's not a bad neighborhood. we don't have any shootings like other places. >> at this point police say they have very little leads to go on and so far they have not released any information about the victims or what may have led up to the shooting. a former child psychiatrist who plead no contest to

molesting boys is said to find out his fate this morning. hi made the no contest plea just four days into jury selection in his second trial. his first trial ended with a hung jury and subsequent miss trial in 2009. ayres faces up to 20 years in prison. in the next few weeks san francisco police officers will be wearing chest cameras. the department says the cameras will be worn while serving search warrants and only by supervisors. the cameras are to insure they are following correct procedures. this comes after a video surfaced. time now is 4:55. san jose may soon become the largest city in california to approve a ban on plastic foam food containers. the city council is expected to vote on the proposal tomorrow. many restaurants and business

groups that oppose the ban say they are recyclable. but reporters say most of the containers end up in landfills any way. if the ban passes restaurant chains will have to use alternatives by 2014. thousands of bay area residents are headed to nevada for this years burning manifest value. it all gets under way today. the week long festival brings about 68,000 people. the festival goers set up a massive tent city in the area. the bonfire is a tradition that started more than 20 years ago. two teams that have spent the summer engaged in a series of verbal battles will meet on the san francisco bay to determine who wins the 34th americas cup. new zealand took the win. they won the largest margin of victory. that means new zealand will
