going to go away. good morning. it's tuesday, september 3rd. i'm brian flores, in for dave clark. >> i'm tori campbell. pam is part of the team coverage of the bay bridge this morning. first let's get a look at traffic and weather. steve is off today. rosemary is here. >> we're transitioning to drier air, mostly clear skies in many cases this morning. it will feel more pleasant for the day. we have patchy fog along the shoreline. patchy dense fog. it could be a little dangerous as you drive along the stretch. what happens is you have the clear skies and hit by a wall of fog. be careful as awe head out the door. along the coastline, we have fog this morning as well. visibility reported actually pretty good in that area. so good visibility along the coastline. i slide in just a little bit. you can see it stretches along the east bayshore line area right around oakland, hayward,
6:02 am
down into fremont. a little farther into parts like berkeley this morning. getting across the bridges, looking good. that includes the bay bridge stretch this morning. for the afternoon, temperatures will warm to what we felt yesterday. it is going to feel better. not as sticky. as you get out the door this morning, drier air in place. we are a few degrees cooler in areas. mostly sunny skies for lunch hour. mid to upper 70s for the inland cities. for the afternoon, mid-60s for the coast. mid to upper 80s for the warmest inland communities. all in all, a great day. we have a warmup in store. when the temperatures will really heat up. >> rosemary, good morning. right now traffic is doing well around the bay area. as a matter of fact, in most areas. but at the bay bridge, let's go right to it. that backup looks very familiar, doesn't it? the backup is going to be the
6:03 am
same as it was before. it might even be a little slower today because more people might want to use that bridge. it looks like it is indeed slowing down. after a few days and the novelty will wear off, you will see the traffic is moving well and that the carpool lanes have not changed. none of the lane configurations have changed at the toll plaza. let's look at the span. our new every day look at the eastern span here. you can see traffic is moving well in both directions of that span in and out of treasure island. we're looking at the livermore valley westbound 580. that traffic looks good. but it will be slow coming out of the pass. if you're driving from tracy, you will see a lot of slow traffic. once you get into dublin, it looks good. back to the desk. >> we are heading to pam. thank you, sal. years in the making but now drivers can officially go over the span of the bay bridge. >> let's check in with pam cook
6:04 am
who is live at the toll plaza this morning of the bay bridge. you are enjoying the bridge and so are lots of commuters as well. >> reporter: definitely. they're stopping to say hello to us since they are going slowly right now. it's definitely backed up quite a bit. as you can see overhead, news chopper 2 can see the extensive backup. i think this is pretty typical for about this time of day. i've been doing the morning shore faux quite a while. probably a little extra out here as well because there are probably people taking advantage of driving over the new span. it pays to carpool. the carpool lane is moving quicker. it is a gorgeous morning out here. it is very nice. not as windy as it was last night when we were out here live for the chain-cutting ceremony. the good news for the morning commute, i think it could have been worse had they needed to wait until this morning, just before 5:00, which is the original plan for opening the bridge. as we know, the bridge opened
6:05 am
several hours ahead of schedule, shortly after 10:00 last night. we understand that some drivers waited in line for hours to be among the first to cross the new bridge. many of those drivers did slow down to take pictures with their phones. it is very tempting. it's a gorgeous view. it's new and wide open. but the chp warning stopping on the bridge is not only dangerous, it is illegal, unless there is an emergency. so -- [cheering and applause] >> reporter: instead of a ribbon cutting we mentioned the opening of the new bridge was celebrated with a chain-cutting ceremony. the lieutenant governor used air torch to cut the ceremonial chain to mark the completion of the new eastern span of the bridge. he says the breaking of the chain symbolizes the beginning of a new era. i hope the progress is for a
6:06 am
generation to dream big dreams and to do big things. >> reporter: several speakers at the ceremony talked about the long process of getting the new span designed and built. the state senator says that lawmakers will review the project to make sure that delays and cost overruns don't happen on future projects. now we watched the caravan of vintage cars driving across the span last night. some of the cars went all the way to san francisco. others turned around at the island and returned to oakland. i'm sure that some people will probably be doing that this morning, take the drive, see it. maybe more as the sun comes up and they get a better view of the new span and the bay. you can see it from the bridge. we are going to be crossing. we have been crossing the bridge all morning long. ktvu channel 2 reporter -- a little loud out here.
6:07 am
alex savage is driving across the bridge for us. you have gotten great views, alex. >> reporter: i'll tell you what, we upgraded the ride. we have the convertible so you can get a good view of the bring as we pass through. we turned around at the island and just getting on heading eastbound back toward oakland at this point. here you go. give it a second. you will see the full view there. there it is. that beautiful tower. the world's longest self- anchored suspension bridge. it is a glorious sight this morning. things look very crowded to me. the toll plaza as we came through heading west, things were crowded this morning. it looks like a lot of extra cars on the road. a lot of people that want to soak up this view. it is a beautiful ride as you pass under that 520-foot tower. and cars, though, not going any slower than they should be. the speed limit is 50 miles per
6:08 am
hour. and the chp has said that they do not want people to slow down to take pictures or just to take in the view. it seems as though that is the case. i talked with a chp officer and he told me that everyone this morning is behaving themselves. nobody pulling off to the shoulder to snap photos of the new bridge. people are behaving themselves. i had the opportunity to talk with a toll taker, one of the gentlemen working overnight here. he was on duty as the new bay bridge opened last night. he said it was an amazing night. people were so excited. >> someone asked me for an autograph. i was shocked too, man. >> they wanted your autograph. >> oh, yeah. >> historic night. >> i want your autograph. i said are you sure about that? i'm not famous. you're making history for america, man. i said thank you, thank you. >> reporter: we bring you back to a live picture. heading down the incline, back toward oakland right now.
6:09 am
obviously heading eastbound back in toward oakland. you see off to the right-hand side, there she is. that is the old eastern span of the bay bridge. the rest of it will be demolished over the next couple of years and then it will be history. a bridge that brought us between oakland and san francisco for so many years will be demolished. now we are driving on the beautiful bridge heading back to oakland. we will see how things are progressing. it looked packed at the toll plaza at least from what i could tell. we will swing back around and head back to san francisco and let you no he what the commute looks like. the first morning commute on the new eastern span of the bay bridge. alex savage, ktvu channel 2 news. >> reporter: thank you, alex. what a welcome it's going to be now coming into oakland with that new wide-open bridge instead of underneath that metal tunnel that was the lower deck of the old bay bridge.
6:10 am
now, the new eastern span was of course more expensive. it took a lot longer than originally planned. this all started back in 1998. everyone agreed on a plan for a self-anchored suspension bridge and engineers said it would take four years to build. it was supposed to cost 1.4 billion. the construction took 11 years. and the cost $5 billion more than that original estimate. now, the really exciting thing that will happen later today also is bicyclists and pedestrians, people will be able to bike and walk across at least the first portion of this. they're excited about the new bay bridge. jeanine is out there. jeanine, you already talked to one bicyclist i know this morning who woke up at 5:00 to be the first across the bridge. >> reporter: yeah. a couple of people actually did. we're here near the ikea in
6:11 am
emryville. they already have a map posted here. it shows the bay bridge trail. and then here is the entry to the new bike path and walkway. there has already been a couple of people stopping by this morning, wanting to use it. now, at noon today, a portion of the walkway will be open and it will allow pedestrians and cyclists to travel all the way to the bridge tower. one lane for bike riders and another outside lane designated for walkers before the pathway can fully connect to treasure island. crews need to demolish a portion of the existing bridge. once that is done, the pathway will extent 2.2 miles to the island. some early birds that woke up this morning were already out taking pictures, figuring out a way to try to use the walkway. >> i heard the bridge was open and i want today drive across it while i had the chance. and i got a good look at it. and now i'm ready to bike
6:12 am
across it. but -- in fact, i have my bike here with me. i'm not sure that i will get away with it yet. >> reporter: the rest of the bike and pedestrian path will be completed in 2015. it is named after the late founder of the east bay bicycle coalition, alan zuckerman. there will be a plaque with his name along the trail. his granddaughters will be the first ones to ride across the bridge at a chain-cutting ceremony at 10:30 this morning. the pathway will officially open up to the public at noon today. a lot of excited people out here, especially cyclists who want to bike across the new bay bridge. reporting live from emery jill, ktvu channel 2 news. >> reporter: and it's very exciting to be -- it's very exciting to be out here as the new span opens up. it's funny, i'm noticing as i'm standing out here, i can see the cars coming through the toll plaza heading into san francisco. i can also see the cars coming
6:13 am
from san francisco towards oakland. and it seems to be quite a bit more crowded this monk. i'm sure a lot of people may be getting up early to take that drive across the new span. so we're going to be out here all morning long and hopefully hearing more from commuters. right now let's go back to brian and tori. >> thank you, pam. again, we will in with pam at about 6:30. >> that's right. coming up, out with the old, in with the new. how will the old bay bridge go out. the plan to take it down for good. >> bart's 60-day cooling off period is passing quickly. we will talk the ongoing labor disputes. >> it is getting more crowded at the bay bridge now as a lot of people are coming in. suddenly we have a bigger than usual crowd at the toll plaza. we will tell you more on what is happening. >> the unpleasant muggy weather from the holiday weekend is out of here. for today, sunny skies, dry conditions. nice weather in the forecast

we have a bigger backup than usual as the people want to be on the bridge. bay bridge toll plaza westbound from the ground shot it is going to be a little slow. let's take a look at the maps here. 580 and 880 and 880 heading south, there's is a crash near a street that is being pulled off. watch for some slow traffic also as you drive up across the san mateo bridge. 6:33. let's go back to the bridge. >> it has been years in the making but drivers can officially go over the new span of the bay bridge. we have team coverage of the opening this morning. >> anchoring that coverage for us, pam cook is out there. you have been out there since 4:30 when it was pitch-black and now you are seeing the traffic build up. >> reporter: definitely. i have been out here since 4:00 this morning. traffic is building up. it seems to be what it is typically heading into the city
6:34 am
to be honest with you. certainly as the sun is coming up, we are getting a nice view of the bridge. the lights are still on the new bridge. we are getting a nice contrast of the lights being on and seeing the new span. it does hudson river crossing like a few more cars heading eastbound, maybe taking the drive for the first time getting to enjoy the new span. overhead, we have news chopper 2. you can see the extensive backup. it is crowded all the way to the metering lights and beyond a bit. it definitely benefits to carpool. the carpool lane is moving along just great. but coming back out here live at the toll plaza, officer sam morgan, chp, joining me this morning. born and raised in san francisco. this must be exciting to see this happening. >> it's more interesting than exciting for us. it's just another roadway opening. having said that, the motorists will get a new driving experience. one of your contemporaries
6:35 am
described it as going from analog to digital. we have shoulders on both sides. that aides if you have a stranded motorists or disabled vehicle, we can get them out of the traffic lane to the shoulder and render the necessary services. we want motorists to observe the speed limit. it is still 50 miles per hour. it's a brand-new roadway. everything has been repaved and restripped. we want them to enjoy the roadway but remember that it's a means of transportation. having said that, we want them to observe the speed limit. we want them to follow at a safe distance. we don't want any distractions even though one of the wow factors is there. we don't want them to become overwhelmed with the wow factor and forget that they are operating a motor vehicle. this backup is typical as far as traffic volume. no significant incidents to report even though we had one
6:36 am
party that stopped on the old structure to take pictures. as a photographer, i can appreciate things like that. having said that, do not stop on the old structure or the new structure. we had one person driving under the influence. other than, it has been a smooth opening. so far, no significant incidents to report. we hope it stays that way. >> reporter: you mentioned it is safer with the wider shoulder. for chp, you must be concerned about that wow factor. the view, it is stunning and it's quite a distraction for drivers, i'm sure. >> it can be a distraction. it is a new driving experience. if you are used to driving on the old structure and the way it was laid out and now you come to this new structure, you will definitely see a difference. but having said that, we want the motorists to continue to focus on priority number one is safety operating a motor vehicle. if you want to get an excellent
6:37 am
view, access the bridge by the bicycle path. you can walk, take your time, take photographs and absorb the new view and the whole atmosphere. that is the best way to do it. definitely do not stop on the bridge. the only time that you can stop on the freeway is for an emergency or if you're directed to do so by law enforcement. >> i know you're taking a page from the golden gate bridge. you're used to monitoring bikes and pedestrians on a bridge. it is new to this side. and there is going to be some extra training to kind of handle that added effect, right? >> that's correct. we will have bicycle officers who have already gone through the training foreign forcement bicycle techniques. they will be available to assist pedestrians and bicyclists accessing the pedestrian and bicycle paths. they will be getting training in crisis intervention. they will get training in emergency first aid. they will be there to provide public information to assist as
6:38 am
prudent and necessary. it's not a new detail for us because we have bicycle officers assigned to the golden gate bridge, the state capitol in sacramento. it will be new for the bay bridge. this is the first time that we have pedestrian access when it was opened in the last century, it had pedestrian access. this will allow individuals to come out and get a good look and feel. it's a beautiful day to access the path that will open later today. >> reporter: one more question before you go. something that struck me last night. i could see the wide picture of the new bridge. it seems like a low profile, the edge of the bridge may make people nervous. are you nervous about cars hitting the side? is it more dangerous. >> it is not more dangerous. it is a thoroughly safe roadway. if it wasn't, caltrans wouldn't open it. it is different. it is safe. the ultimate responsibility lies with the driver.
6:39 am
irrespective of how the roadway is designed, the driver has a responsibility of safely negotiating the roadway. having said that, wide open, it does have enough barriers to keep people from going over the side, if that's a concern. >> they seem low. >> they seem lower than the old structure. we also had the cat walk on the old structure that was a deterrent from going over the side. we're not so concernedabout that as we are just motorists having the right attitude, displaying the right driving behavior, safely negotiating the roadway and making it an enjoyable driving experience as we often say driving to arrive alive. >> reporter: nice. thank you for coming over and talking to house. >> you're welcome. >> reporter: good luck on this first morning commute with the new bay bridge. again, as you mentioned, good advice, take the bike path or pedestrian path if you want to get a nice photo. right now we want to toss it over to tara who is over on
6:40 am
urban buena island. a nice view of the span. >> reporter: unfortunately the led lights are not on right now. that is impressive. the bridge is painted white because the architect was inspired by container crates at the port of oakland. the bridge was constructed in oakland and san francisco with parts coming in from china, japan, canada and england. after 11 years of construction, it is finally open. [cheering and applause] >> reporter: with a blow torch, lieutenant governor cut the ceremonial chain marking the opening. traffic was allowed on the bridge at 10:15 last night. the bridge went way over budget and decades overdue. most politicians focused on the fact that it came before the next big earthquake and the design is impressive. >> the progress that is being
6:41 am
represented at this moment is for a generation to dream big dreams and to to do big things. >> reporter: last night we saw some of the first drivers across the span. the bridge was replaced because a section of the eastern span collapsed during the quake in 1989. it cost nearly 6 and a half billion dollars, four times the original estimate. in upcoming public hearings, the senate will review how it happened and how it can be prevented in the future. coming up, one motorcyclist says why he couldn't go to sleep until he crossed the bridge. ktvu channel 2 news. >> we have a whole team of us out here for the new bay bridge for the first morning commute. alex savage is driving across the bridge getting a great shot. alex. >> reporter: good morning. i want to clarify. i'm not at the wheel.
6:42 am
we have someone doing the driving this morning. we are in a convertible to get the best view possible of the bay bridge. i think a lot of drivers will think this is a historic first morning commute across the new eastern span across the bay bridge. we just finished coming up the incline. you can see the beautiful tower right in front of us. you can see the traffic moving slowly. we are going about 20, 25 miles per hour as we came up the incline here. i should say that as we came through the toll plaza, we came from emryville and came through the toll plaza, heavy traffic. just a warning, the traffic is thick. it seems like a lot of people want to take this ride this morning. maybe they take public transportation normally. who knows. today, they thought the first morning that i can drive across it this beautiful new bridge and i would like to do that. this is the shot right here. not a good job if you're driving to take a look at the tower. if you happen to be a passenger in the car, that's a beautiful
