locally dense up in parts of the north bay. visibility has been under miles for mapa and santa rosa. stepping outside the door temperatures are in -- napan is a surprise to me. 48 degrees, cooled off with the presence of that fog bank. san francisco 60 degrees and livermore at last check reporting 62. off to a cooler start this morning, you have that fog. temperatures in upper 50s to mid60s and by 12 fair skies, coastal fog, we will warm back up inland by four. 63 to 85. we have the fog this morning, clearing back to near the ill leftover patches near parts of the coastline later on today and temperatures ranging from the mid60s for the beaches, lots of 70s around the bay. warmest inland, 80s toward antioch, livermore and fairfield. we will look at your weekend forecast in a few. >> mark, good morning.

right now we are looking at the traffic that's moving along relatively well. there is a bit of a back up building at the toll plaza in those middle lanes, it's stretching all the way back to the 880 over crossing. some of the outside lanes doing well. this is the time we start seeing slow traffic. yesterday was a mess. tara will talk about that. may be interesting to see why it was a mess. she will have the update. this is a look at the san mateo bridge. traffic moving along well. heading out to the high rice. no major problems as you drive through. we are looking at the drive, just a general drive here in the bay area. not all that bad as we push into the south bay, northbound 101 getting slow >> our breaking news that we are following this morning, fire investigators called to the scene of a deadly fire at a mobile home park. early this morning neighbors saw flames coming from a trailer they say belonged to an

elderly woman. they say they heard the woman screaming for help. they tried to get in but couldn't get in the front door. >> i ran over here and it was about three neighbors. some of them were breaking the windows, i came over and broke the windows. >> unfortunately firefighters say those broken windows allowed more oxygen into the fire which grew and killed the person inside. neighbors say she was an elderly woman who was disabled. >> excitement over the new bay bridge. it may take a while but traffic still going strong how the two may be connected. >> reporter: lot of people driving slowly when they approach the tower because the view is just so dramatic. that's the reason traffic was such a mess. behind me you can see traffic is backed up all the way to the

880. if you were here at just about any time yesterday, you hit a bottleneck this was the scene in san francisco at 5:30 last night as driver was trying to go on. tempers were flaring. some came from out of town to look at it. officers say with back to school, back to work, after the long holiday weekend that played into it as well. >> it's a little ridiculous. it's really backed up. my office is on market and it's all the way backed up. >> four hours from sutter street. >> you aren't even on the bridge. >> no. >> what's the problem? >> you are supposed to know that. >> reporter: the new bridge has the same number of lanes as the old and the speed limit is still 50 miles an hour. the only thing different is that view. the chp caught plenty snapping photographs while driving. they spent much of yesterday giving out tickets and

warnings. the chp cited a motorcyclist going 70 and the first arrest happened four hours after the bridge hoped, a woman was pulled over on suspicious of dui and the first accident, minor crash involving three cars. reporting live >> thank you. the bridge doesn't have emergency call boxes on the new span. officials say they didn't have time to install them for the labor day opening but plans are in the works to add them. there are call boxes on the bike path but driver also not be able to access them. a bay area man wants to build a house using parts the old bay bridge. he created bay bridge house.org. he wants to use some of it to create a housing and multiuse space. demolition contractors say they

won't give him the terms calling it a liability issue. he may have to appeal. >> it's harder to find a parking spot in an area of east palo alto and some say that's leading to problems in palo alto. >> reporter: we just talked to a man we found walking from east palo alto into this neighborhood. he said he has to park here and he knows people here are upset but he said he just doesn't know what to do there are several parking restrictions on woodland road making hard for resident who live in apartment complexes to find parking the mayor found one property owner painted curbs red reducing parking spaces and residents have complained it's led to an increase in noise and litter. that prompted the city to approve a one year ban of

overnight parking in the crescent park neighborhood >> no places for parking. we had to park in the one and we need two. a lot of people -- the neighbor latinos like it because a lot of car over here. >> reporter: the east city council discussed the issue last night and they are working on a plan to help the area in their part of the city. they are going to follow up with property owners about additional parking being added. reporting live >> the fire battalion chief who captured the moment a passenger was struck and killed on the tarmac at sfo after that plane crash is now facing discipline. the san francisco chronicle reports that the battalion chief mark johnson was repriman ded after images the video became public. the fire chief report said said

the personal camera violated department policy. >> ariel castro is dead in a suicide. he was found hanging in his cell last night just weeks after pleading guilty to holding three women captive in his home for nearly ten years. last month he was sentenced to life plus a thousand years for kidnapping and raping the three women the three were rescued from his home in may. happening today, the penalty phase in the trial of a convicted serial killer. a jury found him guilty of killing four women. some of the murders date back to the late 70s. he is also the suspect in a 5th murder in nevada county. during the penalty phase they plan to reveal new evidence that links him to a 6th killing.

he could receive life in prison. a preliminary hearing is scheduled this morning for a woman accused in a deadly hit and run at san francisco's twin peaks neighborhood. the defendant faces charges including manslaughter and driving under the influence pres say she was drunk when she hit a group of pedestrians. a 56-year-old woman was knocked down a hill and died. >> underaged drinking has led to four more cases of alcohol poisoning at berkeley dorms. the latest happened over the labor day weekend berkeley police say they have officers focused on keeping an eye out for underaged drinking and businesses that sell alcohol to minors. >> coming up addressing a problem that's casting dark, possibly dangerous shadows on san francisco. how city leaders working to keep the street lights on. >> and the president continues his push for action in syria.

. welcome back. there are new concerns about radio active water at japan's nuclear power plant. officials say radiation levels in the tanks at the plant have jumped dramaticly since saturday. radiation levels are so high in fact they could kill a person who isn't wearing a protective gear in a few hours. the announcement of the levels comes after japan's government said that it'll spend hundreds of millions of dollars to build an ice wall around the plant to keep the radio active water from going to the ocean. >> the president is in sweden and is speaking at a news conference with the prime minister. kayla campbell reports, both leaders are talking about responding to syria. >> reporter: the prime minnesota sister said he

condemns the use of chemical weapons and wants the un to get involved. >> the prime minister and i are in agreement that in the face of such acts the community can't be silent and failing to respond to only increase the risk of more. >> reporter: the president will then be at the g20 summit tomorrow and friday. that summit is supposed to be about the world economy but syria will be in the spotlight. russian president is hosting the summit. he said there is not enough proof to justify military action. the president will try to convince international leader there is will be backlash in the president is not held responsible for using chemical weapons. here in washington the senate foreign relations committee started a closed meeting. house foreign affairs committee members will get their chance today to question top united states officials, i'm working on that for you at 7:15

>> in his weekly general audience today the pope called for peace in syria. the pope urged catholics and nonalike to take part in his planned day of fasting and prayer for peace on saturday. this is video of the pope addressing the 50,000 people gathered in saint peter's square. he has called for a negotiated settlement and is condemning the use of chemical weapons. >> several churches in antioch are being targeted by thieves. a reverand said thieves have stolen security camera and copper wire. volunteers patrol around the clock. two other churches have also reported thefts. a reverand at antioch church family said burglars stole computers, speakers and a flat screen tv. san francisco's decades old street light system is causing concerns. the lights keep going out and some say they take to long to repair. according to city records, act 6,000 of the city's

approximately 45,000 street lights burn out each year. that's an average of 16 per day. many people who live in san francisco say darkened streets pose problems. >> for someone who is an elder as i am and talks walks it feels dangerous. >> it takes way to long to fix those light when is they burn out. we are trying to get a more reliable system. >> the supervisor expects to hold a hearing about the outages with pg&e and the public utilities commission in about a month. >> san francisco is a big step closer to new bike lanes. they approved a project to add new bike lanes between the civic center and market street. the plan is to have a landscaped median separating the bike lanes from street traffic. muni said the goal is to make it safer for everybody. a new bill approved by lawmakers would ban teen drivers texting while driving

about it. i have, a lot of the reporters have acknowledged that people are just getting used to this new span and it's a little slow. as you may -- just driving through, trying to take it in, the jaded driver by next week will be like let's move along. let's go out to the toll plaza, no major problems there. we are also looking at the east bay and the traffic hasn't been all that bad. i'm looking at the road centers, it's better today than yesterday and on 24. >> hi. watching the live cameras, the fog and low clouds, regrouping expanding in coverage. a factor this morning at least in the short term, in to the afternoon it'll be mild to warm. tonight partly cloudy, and this is the next developing weather headline. a warming trend. 90s returning inland. right now the low clouds and fog, coast side and around the bay and up in the north bay.

reduced visibility. drop off, basically over the past couple hours, you can see what the fog is doing, 48 degrees, off to a cool start. san francisco 60 and livermore right now 62 degrees. as far as san jose the forecast for today as you can see 7:00 this morning, lower 60s, by 12, 72 and then 80 degrees. not a big exchange from yesterday. this area up here to the north and west. this moves out of town into the weekend but it stick around for today. not to much change. the fog pulling back to near the immediate shoreline later on today. here is the change starting friday and this to the weekend. this is what you would expect this time of year especially with the off shore winds, with that more sun, fire danger will be on the increase. that will be the biggest draw back. here is the forecast model this morning. show you the fog at seven and then we will put it into

. welcome back to the morning news, just morin credible video of flash flooding, last night the national weather service issued a flood warning for the palm springs area. that storm hit the area setting off these flash floods, a wave of mud and rock covered up and damaged several roads, forcing them to close. mountain area that burned earlier this area are at risk to flooding debris flows. >> dangerous rays a sky scraper are melting cars and

sparking fires. the unfinished building in london reflecting sunlight on to the pavement below. that intense glare has burned carpets, blistered paint work. temperatures recorded at 197 degrees on the pavement as well. you see someone even shown frying an egg. the problem lies in the building's surface. >> the building is huge. that's a lot of solar energy. that's going to focus down to a tiny point just like a glass. it gets ridiculously hot. >> ouch. developers say its caused by the elevation of the sun in the sky and that lasts about two hours a day >> firefighters in marin say an electric motoo may be to blame for a fire at sky walker ranch. that fire started at about 4:00 yesterday morning at a shipping receiving facility on lucas

of the -- to use some of the cash. >> good morning. thank you for joining us on ktvu morning news. i'm brian flores. >> i'm pam cook. time now 6:30. thank you for joining us. mark is in for steve. how is the weather? >> the weather, the fog has been increasing, probably about sleeping six hours ago but overnight we had mostly clear skies over a good portion of the bay area. as you can see that fog bank expanding in coverage this morning. it could be a factor near the coast. around the bay and up in the north bay toward santa rosa, reduced visibilities. downtown san francisco, 60 and livermore currently checking in, 62 degrees. here is the forecast model showing you some of the fog coverage clearing back to near the shoreline. partly cloudy for the beaches later on today. more subinland and that's reflected in the forecast beginning at the coast this morning. areas of fog by three, partly sunny, 63 to 68 degrees, around

northbound 101, i think i put the arrow in on the wrong day. there you go. you will see that traffic is going to be slow. we are looking at the camera. 280 still looks good driving in through downtown. if you have the option i would do that. let's go back to the desk. >> thank you. we continue to follow breaking news in san leandro where neighbors cried their desperate attempt to save a woman trapped in her burning home . >> reporter: let me show you hde this trailer. you can see fire investigators all ors inside as they continue their investigation. we saw a woman's hand whose were cut by the windows she tried to break, a man's fingers blackened by the door. all evidence of their efforts to try to save a woman trapped inside that trailer. there is little left of the trailer. a shell that used to be a home.

neighbors describe it as a trap and despite desperate rescue attempts if was a trap that the woman inside couldn't escape. >> i did everything i could do. there was nothing i could do. >> reporter: it happened this morning. neighbors say at first they didn't think the fire was that big. they thought they could get the woman inside out and say they could hear her inside. >> i told her are you okay? she said no, i'm not. you know, no i'm not. we were -- my son came you out and we were breaking the windows. >> door swings inward and it was locked. so -- i took a crowbar, hit the door, poked holes in and reached in to grab the handle and opened it. >> reporter: the oxygen that came in from the broken windows and the open door fed the fire and it just took off. >> i don't think it was a mistake. they were trying to do the best

thing possible. >> reporter: the victim has not been identified by authorities. neighbors say she lived here for years, describe her as older andabled. septemberors -- investigators are on scene >> we are following developing news out of texas. a 16-year-old has been stabbed to death at a high school this is near houston. it happened just about 90 minutes ago. this a live picture of the school, helicopter overhead. this is in -- a community of spring texas, at least two other people have been airlifted by helicopters to a nearby honesty. from what we understand there is no word yet on the attacker. we are following this story again, a high school student though, we understand has been stabbed to death there. we will bring you more information as soon as it becomes available. >> the excitement over the new

bay bridge may take a while to wear off but traffic is going strong. tora joins us now from the toll plaza with what it is like so far. i know -- i watched it build and everybody crawling along. >> reporter: and about 20 minutes ago the metering lights went on. it's very slow going. no surprise, this happens pretty much every single morning at the plaza, let's take a like look at this new span. yesterday what was unusual was that the traffic never really let up. a lot of people are chalking it up to the new bridge many drivers had a cell phone in one hand, the wheel in the other as they took video. the new span was the main attraction of the bay area yesterday. the chp issuing plenty of warnings for distracted driving. many folks slowing down when they approached the tower trng to grab video.

i love having access to waterway. i usually run hilly areas nearby house and this is a nice change of venue. >> bicyclists can get on the path at the ikes parking lot. it does end at tower on the bay bridge for now that was the big chain cutting, the mayor was there for the ribbon cutting and hopped on a bike as well. plans call for the path to be extended. it has to happen offer the s curve on the old bridge is demolished. the bike path closes to bicyclists at dusk. >> in an east bay homeless community faces eviction despite a show of support. more than 30 protesters marched in favor of allowing urban campers to stay in a park area known as the albany bowl. the people who live there say

there is no low income housing in albany but opponents say they have taken over a public park and many are afraid to go there now. >> we want to make sure it's used in the way it's supposed to, it should be open to everybody, not just them. >> i have been in the same home for six and a half years, the same spot, same piece of land. >> the city has a no camping ordinance and it plans to start enforcing that law next month. >> this morning firefighters are investigating the cause of a fire on the grounds of a elementary school that. fire burned a trailer last night where a care taker was living. the care taker was not hurt but two dogs and three ferrets had to be rescued. they are being checked out by a vet. a san jose school has been the scene of a death

investigation the school is on east san anton," o near king road. police aren't calling it a murder but the homicide unit is investigating. officers say all the children at the elementary school are safe. >> the sam trans board is considering proposals to save riders money. they include daily, monthly and yearly passes. they said it wants to offer discounts to bring more riders on board which would generate more revenue. if approved the changes would go into effect in january. the board meets in san carlos at two this afternoon. >> for the first time we are hearing the fran disc 911 calls from an incident that led to a place shooting in union city. >> there is someone firing a shot gun >> what witnesses say happened just moments before shots were fired. >> a battle between residents from east palo alto and palo

. welcome back. al-qaeda's leadership has groups of engineers trying to find ways to shoot dune or hijack united states drones. the newspaper said it obtained details of the attempts to fight back against the drone campaign from classified documents provided by edward snowden. reportedly al-qaeda engineers trying to develop jammers to interfere with the gps sing naturals. >> we know the name of a man shot and killed by police in union city he has been identified as 4 of- year-old virgil worrell. he was shooting randomly near homes saturday afternoon. they just released several calls people who saw him. >> we -- there is someone firing a shot gun.

please. >> it's a hand gun. we just drove by. he almost hit us. >> police say he was screaming curses and they say they tried to calm him down but when he pointed the gun at them they shot him. investigators are still trying to determine a motive for his behavior. >> a battle over parking between people who live in neighborhoods in palo alto and east palo alto. we are live palo alto. >> reporter: the mayor of east palo alto wrote this letter to the mayor of palo alto apologizing for any problems that his residents may have caused by parking here in palo alto. we have seen more than a dozen people cross canning that bridge from east palo alto and then walking here into palo alto to park and to get their cars. there are several parking restrictions on woodland road in east palo alto making it

pretty much. >> how did that make you feel? >> really uncomfortable. >> an indianapolis auditor is pushing to have officers wear cameras as well. police strongly deny the department has a problem with racial profiling and they say their new policy will help them collect data to prove it. >> there is encouraging news about the reservoir with standing the rim fire. two power plants that provide power to san francisco are back up and running, the power houses near yosemite went off line at the height of the fire night. the public utilities commission said water shows no evidence of ash from the fire. the reservoir supplies water to 2.6 million customers in the bay area. the rim fire, 80% contained now. it has burned nearly 236,000 acres, that's almost 370 square miles or larger than san diego. there are still 4300 firefighters on the scene, the united states forest service
