>> reporter: police today said they arrested and booked 57- year-old thomas burnoski. he is being held on $315,000 bail. he has been with the parks department since 2006. people at his home declined to talk today. a neighbor described him as a nice man and said his daughter had died several months ago. at the crash site, we spoke to police after a neighbor told us she believed these sandals a few dozen feet from the accident might belong to the victim. investigators who were here yesterday told us the shoes weren't here then, but they took them away and told us they will see if the victim's family can identify them. visitors here brought flowers, along with questions. >> why would you keep on going if you saw someone? >> reporter: the victim's coworkers were too distraught to talk on camera, but issued a statement. kristy was full of brilliance, passion and kindness. her high energy impacted everything and everyone she

touched. now, late this afternoon, the vehicle manslaughter case was changed from a felony to misdemeanor, reducing bail to $25,000. prosecutors will get the case on monday. coming up at 6:00, what we've learned about complaints about park employees. reporting live in san francisco, david stevenson, ktvu channel 2news. >> viewers are been sharing condolences on our facebook page. join the conversation by searching for ktvu channel 2. developing news out of oakland, where police within the last hour arrested a suspect in a robbery and standoff. officers on the scene say it began with the theft of a car and some electronic devices elsewhere in oakland. police pinged cell phones to track the stolen items to a store on mcarthur boulevard and randolph avenue. they arrested three men and two women there, but a fourth man

stayed inside. about an hour later, a man could be seen surrendering. police then checked the store to make sure no one else was still inside and that a weapon wasn't left hidden there. no one was injured. san francisco firefighters worked quickly to put out a fire today. the flames broke out shortly before 1:00 this afternoon. authorities tell us sparks from construction work being done on a metal fence started the fire. the flames then spread to some brush. it took firefighters about 20 minutes to put out the fire. happening now, the first friday evening commute on the new bay bridge is under way at this hour. and as you can see, it is slow going in both directions. that's been much the story this week, as drivers get used to the new bay bridge. come this weekend, it is expected to get a lot busier. >> we have live team coverage. mike mibach will outline several events in san francisco that could bring thousands to the city.

but we start with chief meteorologist bill marth inn, with how all the conditions are coming together for a perfect weekend outdoors. >> it is going to be a nice looking weekend outside. we've got dry hills of the east bay and of the north bay and south bay, so fire weather watch could easily go into effect as well. current numbers outside, 93 in fairfield, 93 in livermore. temperatures came up today, right? you noticed t it's hotter today, especially inland. temperatures will increase again tomorrow and you'll notice that. with that increased temperature, well, today fire danger, kind of in the moderate, upper level of moderate range. by the weekend, by saturday and sunday, it's in the high range. things are starting to heat up around here. coming up in 10 minutes, we'll be talking about the bay area saturday. it's going to be warmer, fire danger to talk about, and boy, a nice beach weekend out there. i'll tell you where the good spots will be. we'll see you back here in a bit. >> thank you, bill. bay area air quality

officials said high temperatures and low quality are prompting a spare the air warning tomorrow. they urge residents to cut down on driving. tomorrow will be the sixth spare the air alert issued because of smog so far this year. if you've been waiting for this weekend to drive across the new bay bridge, you may want to think again. mike mibach is live on treasure island with why getting around is going to be tough on both sides of the bay. >> reporter: that's right. get prepared for the backup on the new eastern span. two reasons, one, the majority of people who actually cross the bay bridge on the weekends still do not have fast track. the other reason they say is once people are actually on the eastern span, they may be slowing down as they try to sneak a peek at that new tower. it's game time in the city by the bay. >> the view is beautiful. >> reporter: it's a hot, action- packed weekend upon us. >> i heard today is supposed to

courtroom. the 6' 8, 43-year-old oscar antonio ayala kept his head down, as he was charged with one count of murder and held without bail for the killing of rena figueroa, a popular school yard monitor at olande school. she was discovered dead inside her mini van several blocks away after going missing for several days. family members are glad a suspect has been charged. >> i am so thankful they caught this person, that broke up a family. you know, i'm so thankful that they caught this person. i just don't even imagine why he would hurt her like that. >> reporter: rain inrena's son said he recognized ayala, but said he was not a family friend. police say the two knew each other, but would not elaborate. friends say rena mentioned a guy had bon bothering her, but did not know if it was the

suspect. some answers will be harder to come by because the prosecutor said today the facts of the case have been sealed. >> we do that because of the active nature of the investigation. we don't want any of the facts to get out that would somehow inappropriately impact the police work. >> reporter: there was no one home at ayala's listed address. he returns to court on september 13, when his case will be assigned to the public defender's office. live in san jose, robert handa, ktvu channel 2news. a san francisco couple nick named landlord's from hell were each sentenced to four years and four months in state prison, after kip and nicole macy pleaded guilty to burglary, stalking, and grand theft. prosecutors say the couple tried to drive tenants out of a building so they could turn it into condos. the macies are accused of sending threatening letters and having workers cut the floorboards in one person's apartment. the couple jumped bail in 2010 and was arrested in italy last year. their sentence counts as two

strikes under california's three-strikes law. a father who prosecutors say fell asleep at the wheel before a deadly crash that killed his two daughters pleaded not guilty today in court. arvin tandel of san bruno was charged with two counts. the accident happened on november 23 of last year, on highway 101 in palo alto. tan dell and his family were driving home after a black friday shopping trip. his two adult daughters were both killed. happening now, protesters opposing military action in syria are holding a rally in san francisco. we're told there are about a dozen protesters gathered here at montgomery and market. it's in the financial district in san francisco, a very busy area, right there on market. you can see they are on the steps of the building and not blocking the street at all. we understand this group says that an attack on syria would be considered an illegal war crime. they say they want the administration to reveal any evidence it has about the use

of chemical weapons in syria. president obama will address some of those questions about syria when he speaks to the nation next tuesday. this comes as the united states is now evacuated nonessential personnel from its embassy in neighboring beirut and its consulate in southern turkey. shannon travis tells us the president is at the g20 summit trying to convince other world leaders, especially russian president vladimir putin, why we need to take action. >> reporter: on thursday, they shook hands. on friday, we learned they butted heads. the sticking point? syria. president obama and president vladimir putin of russia revealing they privately met. >> it was a candid and constructive conversation on syria. i said listen, i don't expect us to agree on this issue of chemical weapons use. >> reporter: putin's take? >> it was a very friendly conversation. we listened to each other. we understand arguments. we do not agree with those arguments, but still, we can

hear them. everything that happened with the years, around the years of chemical weapons, it is all provocation on the part of the militants. >> reporter: on the level of international support, obama revealed a majority of g20 leaders felt the syrian regime used chemical weapons. putin still unconvinced, saying it was 50/50 whether or not there should be a military strike. >> what if congress votes against authorization? the president repeatedly dodged that question. >> would you go ahead and strike? >> you know, i think it would be a mistake for me to jump the gun and speculate. >> i want to follow up on brianna's question. >> in terms of opposition, chuck, i expected this. >> i haven't heard a direct response to brianna's question. >> you're not getting a response. i put this before congress for a reason. >> reporter: meanwhile, president obama will try to

and a giant screen, hundreds are preparing to cheer ladee's launch, hoping more missions will follow. >> nasa is your space agency. it's great to see people really liking what we do. >> reporter: ladee is set to launch at 8:27 p.m. we've been told the weather looks good over virginia. so the countdown has already begun. live at nasa ames, anne ruben, ktvu channel 2news. today, nasa also unveiled its new instagram account. one of the first images on the account is a photo of the moon. the space agency says it will share pictures and video from the curiosity rover on mars, among other missions. nasa already has millions of followers on social media, including facebook, twitter, youtube, and red it. a spokeswoman says nasa is constantly looking to expand its social media portfolio. new jobs figures are out today and they show the unemployment rate is at its lowest in nearly five years

nationwide. but here in california, it's higher than the rest of the country. according to the labor department nationwide, the jobless rate dropped to 7.3% last month. employers added 169,000 jobs in august. here in california, the unemployment rate is at 8.7%. labor secretary tony perez blames congress and sequestration budget cuts for the state's high rate. he says the cuts have been a drag on the economy. >> if congress could just get out of the way, we would have an even better jobs report, but we continue to have steady growth and the president will be the first to tell you we need to go faster. >> the labor department also says unemployment is down nationwide because more americans stop looking for work and were no longer counted as unemployed. the weak jobs numbers left stocks flat today. the dow lost 14 points. nasdaq was up just 1. s&p gained less than a tenth of a point. the state assembly today unanimously pass add bill aimed at protecting the privacy of people who sign up under

california's new health insurance exchange. it now goes to governor brown. the bill requires background checks for certain employees at the exchange, which is called covered california. the law would cover those who have private information blocking to applicants. the exchange was set up to comply with the new federal affordable care act. seems like all week at 5:00, we've been talking about the warmup to come and we're feeling it today. >> it's been warming up, but today was noticeable, a good 5, 10 degrees in some places. the bay area weekend continues to warm. it's going to get hot in the inland bay valleys. around the bay area, lot going on. the america's cup finals going on, so they will be doing this saturday and sunday. and the winds won't be that strong. they don't need much wind, but the winds will be 9, 10 miles an hour tops. look at the temperatures in san francisco. for anything you're doing, ball game, football or baseball, you're looking at temperatures in the upper 70s, even some low 80s. a nice looking bay area weekend

to a gay rights pioneer. he died last month at the age of 90. today, there was an elaborate funeral service at san francisco's gays cathedral to remember him and what he meant to the gay rights movement. >> he changed the world. we wouldn't be here today, would any of us be here, if it wasn't for jose having done what he did? >> hundreds of mourners, including former san francisco mayor art agnes and other city and state leaders attended the service. he performed years as a drag queen, the first openly gay man to run for public office in san francisco. he ran for a seat on the san francisco supervisors in 1961. he was defeated, but continued on as a powerful voice for gay rights. >> very regal, very truthful, and someone who really

some things won't last 25 years. in the bay area. ah! woof! some things will. . pg&e showed off its new gas control center today. the company says it will allow it to respond faster when there's a problem with one of its gas pipelines. but at the same time, pg&e is also being called before the state public utilities commission. ktvu is at the cpuc in san francisco tonight with what you might call the two phases of pg&e. tom? >> reporter: indeed. pg&e has made vast improvements to its natural gas system since san bruno, but record keeping on what it's got still remains a bit of a problem. pg&e says this brand-new

natural gas control center better monitors second-by- second its almost 50,000 miles of pipelines. >> we can determine line by line what might constitute a big break, or a big hole in the pipeline. we can indicate, for example -- >> reporter: more importantly, they can respond more quickly to leaks, breaks and pipeline punctures. the new center even has a simulator room, where operators can drill on all manner of leaks, breaks and disruptions to better respond when the real thing happens. >> our goal is to become predictive and proactive in how we manage the gas system. >> reporter: meanwhile, pg&e was explaining to the public utilities commission why two main gas transmission lines were not as strong as initially recorded in their records. to its credit, pg&e self reported the records error to the cpuc. but since the allowable pressure in those pipes are determined by correct records, critics say the pressure should be lowered, pg&e should be fined, and other records may

well be flawed. >> even three years after the fatal explosion in san bruno, pg&e is still not keeping proper records. >> but it's really important to note this pipeline was hydro tested two years ago. so we know it was operating safely. >> can we trust pg&e? it doesn't look that way. >> we completely understand we have a lot of trust to rebuild with our customers. >> reporter: ironically, the california public utilities commission itself has faced its own certification problems with federal pipeline officials for failure to prevent the san bruno explosion by being too cozy with pg&e. ktvu channel 2news. marin county prosecutors today presented details, trying to link convicted killer joseph naso to another possible victim. the penalty phase is under way, after naso was convicted last month for murdering four women from 1977 to 1994. today, a deputy assistant district attorney showed autopsy photos of sharon lia patton, whose body was found in two plastic bags in tiburon in

1981. the doctor performed the autopsy today testified patton was strangled. prosecutors hope linking naso to additional victims will convince the jury to choose the death penalty. a teacher received a 26- year sentence today on 13 counts of molesting two boys in an after-school program. the offenses took place in 2008 and 2009. they say the victims were between the ages of seven and 11 at the time. the family of missing oakland toddler daphne webb is planning a community motorcycle ride tomorrow in her name. the toddler disappeared almost two months ago. starting tomorrow at noon, the east bay dragons motorcycle club will help post a we love baby daphne motorcycle run. it's set to start at the dragon's clubhouse on international boulevard near where daphne was reported missing. the ride will end up in vallejo at the emmanuel temple church. the family is hoping that this

event will help keep daphne's name and the efforts to find her in the public eye. a business, a home, several cars all destroyed after an early morning fire in martinez. ktvu's claudine wong shows us the damage and the kitchen item that sparked the fire. >> reporter: this is what firefighters found when they arrived on scene, just after 3:15 a.m. >> i heard about six big pops, bangs. sounded like someone was dropping metal all over the place. >> when you came out, what did you see? >> flames about 30 feet in the air, 40, at least. >> the place was engulfed. >> reporter: this is what it looked like one year ago, when rob fitzsimmons bought it. he found out about it when he turned on ktvu this morning. >> shocked. watching tv and seeing your building burn down. >> reporter: as they broke, more answers came from a couple who lived in the building's one- bedroom apartment. they had been cooking potatoes in a pot shortly before he went out for a walk. >> i was asleep on the couch

and i woke up because i smelled something burning probably and i didn't know where he was, because i had been asleep. so i was calling his name. >> reporter: she got out safely and later found ray, but the fire spread. >> it's all wood. there were many vehicles within the building. the vehicles have flammable liquids, and plastics, and that can cause fire to become very aggressive, very quickly. >> reporter: fire investigators say this is where it all started. this is the pot where the resident was making potatoes. how hot did it get? if you take a look at the bottom, there's an imprint of the grate of the stove burned into the bottom of this pan. it started there and when it was over, there was little left. >> we had nothing at all, nothing. i don't have any relatives in the area. i don't have a wallet anymore. >> reporter: the couple that lived in that one-bedroom apartment is now staying with friends. damage here is estimated at

$175,000. in martinez, claudine wong, ktvu channel 2news. more details now. contra costa firefighters say they could have been at the scene quicker. there is a fire station one block away, but it closed a little more than a year ago because of budget cuts. so the first responding fire engines came from a station more than a mile away. >> any time you've got a fire, minutes count. these fires continue to grow exponentially as time goes on. that engine being here would have prevent add lot of this fire from getting bigger. >> firefighters say it was fortunate the people in the home were able to make it out safely on their own and no rescues were needed. breaking news right now, a big rig is on fire on interstate 580. the chp says the truck is fully engulfed. >> it's actually happening, go ahead, frank, westbound on 580. >> at the santa rita road onramp. the two slow lanes are blocked in the westbound direction. fire crews are on the scene. we're also sending news chopper 2 on the way. but again, this is going to cause major traffic problems in

both directions. fortunately, this is in the non- commute direction. as soon as we get pictures from our helicopter, we will show them to you. the fda is telling consumers not to worry too much about levels of arsenic in rice, but say they should vary their diets just in case. the agency is releasing the study of arsenic in 1300 samples of rice and rice products. it shows varying levels with the most arsenic in brown rice and the least in instant rice. the fda says the amounts are so small that rice is safe to eat, but it is still studying the long-term effects. it's one of america's favorite sports. but a new film is highlighting its dangers. at 5:45, the long-term costs of playing football at a young age. >> and it's a new way to get high. the unusual combination used by some teens and why police are growing more concerned. >> plus, a heart wrenching confession by a dui driver on youtube. and he wasn't even charged yet.

a huge fiery explosion leveled one home and set two others on fire early this morning in southern california. this happened in a riverside county neighborhood, where residents say they woke up to a booming blast. emergency officials evacuated homes in the area. investigators say the house that was leveled had been vacant and was undergoing

renovation. they say a natural gas leak may have caused that explosion. no one was injured. in stockton, a fire at a recycling plant is under control tonight, but firefighters say it could end up burning for days. the fire started around midnight in a large pile of cardboard, paper and wood, about 60 feet deep. firefighters had trouble getting water to the center of it. smoke could be seen from two nearby highways. fortunately, no one was hurt. the cause is still under investigation. pleasanton-based ross dress for less is being sued. the lawsuit against the discount clothing store was filed by three people from oakland. they say they were either paid late, not paid enough, or not paid overtime for cleaning ross stores. the three worked for firms that are contracted by a company hired by ross. the suit claims ross knowingly pays that company less money than needed to hire janitors and that the company in turn hires other companies at lower cost. ross has not commented on the lawsuit. this is a very interesting story. a man from ohio is using

chopper 2 is doing a great job of showing us an awful lot of traffic, all backed up. we had reports of two lanes, possibly three lanes closed in the westbound direction, and that backup looks like it is stretching all the way back into livermore, at least. of course we also can expect that the eastbound commute, which is the commute direction, is affected as well by people who were stopping to look and see what happened. but keep in mind right now, westbound 580, seeing some very heavy traffic in the dublin/pleasanton area, right at santa rita road and westbound appears to be a little affected as well. but of course friday afternoon, pretty much always bad. football season is just now beginning, and new at 5:00, a new film opening across the country reveals how the nation's biggest sport takes a sometimes stunning toll on players. john fowler has been investigating traumatic brain injuries in football and is here now with what parents and young people should know. john? >> reporter: that's right. a three-year effort by an

scott anderson. >> i've said to myself i won't allow my kids to play the sport of football until there's an answer. >> reporter: the nfl is heavily promoting what it calls safer heads-up tackling for youth players. he challenges the league. >> you tell me the game is safer. how can you prove it? >> reporter: he encourages parents to interview coaches and discuss brain injury risk with their children before any decisions on playing tackle football. reporting live, john fowler, ktvu channel 2news. a warning tonight about a drug trend in some cities that police say is hitting epidemic proceed porings. the primary ingredient comes from pharmacies. cough syrup. investigators say young people are mixing it with soda or iced tea and adding skittles or other candy for flavor, then drinking it to get high. the effects, they say, are similar to those from heroin. experts say it's also dangerous and highly addictive. >> there's a great demand for it on the street.

the real heat, in the inland bay valleys tomorrow morning, or tomorrow afternoon, and sunday afternoon. so inland bay, livermore, pleasanton, antioch, concord, hot. upper 90s, maybe a couple triple-digit heat numbers for saturday, sunday, monday. san jose specifically for tomorrow, you wake up in the morning, 9:00, 10:00, you'll be already in the 70s. noon time, you're already in the mid-80s. by 4:00, you max out at about 90 degrees. all that concrete really heats up. you will notice it in san jose tomorrow. 90 in vallejo tomorrow. same deal. 99 in vacaville. forecast highs, spare the air day tomorrow, so worse air quality will be down in the south bay, santa clara valley, south towards morgan hill and the evergreen area. then along the coast, 70s, as i mentioned. a really nice day. great barbecue weather. take it slow and be prepared, especially tomorrow. we're talking about a lot of activity in the city. if you're stuck in traffic without an air conditioner, may want to change your travel plans, because it's going to be

an early morning crash in the south bay leads to arrests and cuts off water to one elementary school. service has been restored, but there's still more work to be done. how the school scrambled to open this morning. >> reporter: workers broke up concrete in front of carroll elementary school, as children arrived for classes this morning. san jose unified school district alerted parents a couple hours earlier by phone there was no running water at the school. >> we'll make sure the students have the things they need, rest room facilities, water, hand wash stations. >> reporter: water was shut off at the school after this lincoln town car slammed into the water main, breaking the pipes. police say at around 3:00 a.m., this car transporter traveling southbound on pearl avenue made a left-hand turn and clipped the lincoln next to it. three people were inside the

town car. >> one person remained with the car. one person went into the neighborhood here, to the east. one person went into the school. we eventually found the two people that had fled the scene. >> reporter: we captured video of one of the men who appeared to be hiding in the bushes in front of the school. he was lying on the ground, injured. that man and the two others were taken to the hospital for minor injuries. police are treating it as a vehicle collision, but if they find the driver was one of the people that fled, it could be investigated as a hit and run. >> there's suspicion there could be alcohol involved, but we're not sure. >> reporter: parents dropping off their children this morning were glad their kids weren't seriously affected. >> i'm not too concerned about that. i'm sure teachers will handle it. i think we have good teachers here and the principal. >> reporter: contractors are just doing a temporary fix to restore water to the school quickly. they will be back out here tomorrow to do a permanent repair. reporting from san jose, ktvu channel 2news. a judge in new york today ordered apple to modify contracts with publishers in an

effort to prevent ebook price fixing. the order comes after a ruling back in july that found apple had colluded with publishers to fix prices on ebooks. the judge ordered the appointment of an external compliance monitor to review the company's policies. an apple spokesperson says the company did not conspire to fix ebook pricing and says apple plans to appeal that july ruling. oakland-based youth radio is about to receive a huge grant from the federal government. it's going to receive more than a million dollars from the national science foundation. that money will be used for programs that promote science, technology, engineering, and math for underprivileged students. this is the third grant youth radio has received for that program. youth radio says the funding will help about a thousand students over the next three years. now at 6:00, oakland police commanders say gang violence is down, but how can they tell? the lack of evidence backing up

of the big rig. firefighters have put out the flames, but is going to take a while to clear the scene. and this is the result of that fire. huge backups. there are backups in both directions for drivers heading home tonight. and take a look at this. a viewer shot this photo with a cell phone camera a bit earlier this evening. you can see the flames fully engulfing the front of that big rig. we're still working to find out how that fire started and we'll let you know as soon as we get an update. the oakland police department's been reporting anedoctal improvement in gang violence, but the department isn't even collecting data to back up its claims of success. at issue here are these two highlighted areas. one's in north oakland. the other is the fruitvale neighborhood. a judge has approved gang injunction orders in these areas, limiting the activities of named gang members. well, new at 6:00, ktvu's patty lee is live in oakland, where you've learned there's little evidence to back up whether the injunction orders are working. >> reporter: that's right,
