we do have good news to report for you today from the fire lines on mt. diablo this morning. we'll have live coverage. what kind of world would we live in if the united states of america sees a dictator brazenly violate international law with poison gas and we choose to look the other way? >> president obama delivering his message on syria to a war weary nation. also you're taking a live look at ceremonies under way. this one in new york city because 12 years ago it happened. america today will remember the september 11th attack. and we're live in san jose where customers will have less choices when it comes to where they buy groceries. we'll tell you which stores are expected to close and why.

and we're showing you this live picture. once again. this is the ceremony at ground zero at the two-year-old memorial plaza that sit there is now. as it happened in years past relatives of the victim are stepping up one by one to resite every single name of the nearly 3,000 people who died when those hijacked jets crashed into the world trade center. good morning, and welcome back to the ktvu channel 2 morning new. it is wednesday september 11th i'm claudine wong in for pam cook. >> and i'm dave clark. we are going to check your weather and traffic. but first to steve paulson. we have a couple little things going on. one is cloud cover coming in from the sierra nevada. we have a blustery condition for some. cooling trend which started yesterday looks like it levels

off today. the lows are very mild. everyone is unbelievablely close. between 60-64 degrees. if you are waking up and saying it's warm out, it is. we will go 68 in san francisco. starting off at 62 degrees. some of the cloud cover tahoe and truckee if you are up at the mother load. some can drift toward the north bay and east bay. low clouds and fog. breezy to windy. cooler inland. 60s and 70s and 80s. here is sal with an update on highway 4. >> it's slow, steve. let me put one more thing on my maps here. i think i got it. traffic will be slow on highway 4. if you are driving through here on highway 4 it is very slow. we had an earlier accident. it's slower than it usually is. you're asking is it really slow? yes, it's very, very slow. it's much slower than normally is. let me get rid of this.

see the crowd gathered out there. president obama will be attending a very special memorial there at the pentagon at 6:30 our time. we will be watching that live as well. we'll continue to follow all of these ceremonies and bring them to you throughout the morning here on ktvu. san francisco firefighters are inviting everyone to a remembrance ceremony this morning. it will honor all those that died. this is video of last year's event. the remembrance ceremony will start at 6:45 this morning. union city has a flight 93 memorial seventh scheduled at 9:00 this morning. it's dedicated to the 33 passengers and seven crew members who died 12 years ago today on board the united airlines flight 93. and the city of hayward has

approved final plans far 9/11 memorial on mission boulevard. here is a look at what that memorial will look like once it's finished. it will include granite statues. about $150,000 is needed for the property. and here are some of today's other observances. they are on your screen. there will be a flag raising ceremony at 10:30. the lafayette flag brigade 12th annual. your time is 6:07. new this morning a powerful car bombing in benghazi libya that rocked a foreign ministry office. take a look at the pictures it blew out the side of that building. damaged a bank and also injured several people. the car bombing happened just one year after the attack that

killed u.s. ambassador chris stevens and three other americans in benghazi libya. today is also the 12th anniversary of the september 11th attacks. as for the attack that killed chris stevens the u.s. involves several extremist groups were involved in it. the washington post is reporting several sealed indictments have been issued. but so far no arrests have been made. ambassador stevens graduated from right here in the bay area. piedmont high school. as well as uc berkeley. he joined the foreign service in 1991 after going to law school at ut hastings and practiced as an attorney. school board members will vote tonight on whether to remain

piedmont. there is good news to report from the fire lines this morning. this morning the wild fire that ripped through thousands of acres is now 60% contained. ktvu tara moriarty is joining us live from camp park in dublin with the very latest. >> reporter: we're at cdf makeshift headquarters. it's an old military bass where the crews have been stationed. if you take a look to the right you can see some of the inmate hand crews are getting an update. when we reported on this fire you could see the ridge all aglow. now you don't see that and neighbors are grateful. cal fire has lifted the evacuation order for dozens of families. we got a much closer look at the blackened hillsides and down power lines. at the summit the fire started just shy. cal fire says there could have been a major radio communications blackout across northern california if the

towers had burned. monday night winds whipped embers. but crews were able to hold the fire back. homeowners were relieved to see the houses still standing when they returned last night. >> it was it was a little bit scary because i guess we kept seeingth orangey smoke above the ridge there. and we didn't nose really if the wind was -- we didn't know really if the wind was going to change. >> reporter: firefighters say it will take another week to get the fire completely under control. it has burned more than 3200 acres on the eastern slopes of mt. diablo. no homes were lost and there have be no serious injuries. we are expecting an update here from live from dublin tara moriarty ktvu channel 2 news. big story for you bay area consumers you'll have less of a choice when it comes to shopping for groceries.

grocery chain fresh & easy is about to close a lot of its stores. janine de la vega is joining us. what happened and what can we expect? >> reporter: fresh and easy has not released a list of the stores it's closing. i tome -- he told me he hadn't pressure and easy parent company announced it's selling $150 of its stores that are lose money in the united states. the san francisco chronicle is reporting the store in san francisco's bay view district will close and at least one of the three stores in san jose will also close. fresh & easy markets itself as a neighborhood style store that

shells fresh. it's unknown how many employees will be out of it will protect -- to see if they are concerned about their jobs or if they have been told which of the stores will be closing. janine de la vega ktvu channel 2 news. controversial plan to prevent foreclosures in richmond was given the green light earlier this morning. how the city plans to use eminent domain to help people with under water mortgages. how capitol hill is responding to president obama's speech on a possible attack on syria. and we have big traffic trouble in the altamont pass. but also getting slow traffic now building on all other commutes. including the trek to the south bay. low clouds in place. maybe higher clouds too. kind of a little different twist here in the forecast. we'll explain.

welcome back. time now 6:15. president obama giving diplomacy more of a chance now before launching an attack on syria. the negotiations are under way now on a possible united nations resolution to force syria to give up control of its chemical weapons. kyla campbell is joining us live now in washington, d.c. to explain more about the president's shift in his polllies over the next couple of weeks. good morning, kyla. >> reporter: first the administration says a strike

was necessary and seemed imminent but now president obama says he will wait for congress support. >> chemical weapons were still used by the assad regime. however, over the last few days we have seen encouraging signs. >> reporter: president obama is conditionally endorsing an offer from russia that would put inspectors in syria to seize and destroy chemical weapons. the obama administration says syrian leaders are only considering giving up their poison gas because of the threat of military intervention. and our military must remain ready to strike if they give the order. they asked congress to postpone a vote but he still wants their support and this morning classified closed door briefings on syria continue on capitol hill. this hour negotiations are under way on a united nations resolution that would force syria to give up the chemical weapons but there are objections from russia an syria's behalf.

manipulated her into a sexting relationship. that is her in the red dress. apparently weiner does not feel the same way about her. >> he decided to rearrange his schedule because apparently he doesn't think he can handle confronting me or me being in his presence. >> at one point weiner was the front runner in the race for mayor of new york but his campaign fell apart after miss leather's came forward about sex messages and photos she shared. fremont police arrested a man in connection with a hit and run crash that seriously injured a woman. 46-year-old sero is accused of crashing into several parked cars. police say he sped away hitting and injuring an elderly woman in the process. and he is now facing felony hit and run and dui charges. big changes could be coming to van ness avenue in san

francisco. members of the city municipal transportation agencies are moving forward with a plan for dedicated bus lanes on two of the six lanes of traffic. the goal is to speed up mass transit and increase ridership but that will mean all left hand turn lanes expect for broadway would be gone. many bus stops and parking spaces would also be lost. the city is hoping to have this plan in place in less than five years. time now 5:19. major commute problems. sal, what happened on the byron highway? >> it's closed right now which is right near the aqua duct there. i want to put it on a map. a lot of people use byron highway. it's an injury crash. a big rig involved. all lanes are blocked. the chp just issued a sig alert. this is not effecting interstate 580 or 205 but a lot of people use the byron highway. you may be listening and say that is me.

well, you can't get through. there is no way to get get through. so please give yourself extra time in the area. also contra costa county highway 4 still slow after an earlier crash. westbound 4 right near the lodge area. this traffic will be really busy. even though the crash is out of the way. so again this crash is the main head line. let's take a look at 280 in san jose the traffic moving well there. if you are driving at the toll plaza now we have more of what we normally see here. it's about a 15-20 minute delay. let's go to steve. sal, thank you. a very good morning. under most lid cloudy skies. there is clear areas. a lot of low cloud deck in place and really mild on the lows. if you feel a little warm this morning, it is. but the afternoon highs will be cooler. we are sandwiched between two lows. one in the four corners

twist. had a nice tweet from mark. he said it's raining. you can see why. so tahoe, truckee, reno, and coming off the sierra nevada a couple high mid level clouds. temperatures 80s for many or 70s. temperatures a little below average here today. it looks like tomorrow we will start a little warmup. we will get a bump up on the temps on friday but another cooling trend as we go into the weekend. a warning this morning about pot stock scams. shares of companies selling anything related to medical marijuana are being touted as hot stocks. federal regulators say e-mails and online ads touting such investments could be pump and dump stocks. they design to lure people into making bad investment decisions have spiked in the past year. time is 6:22. today the nation is marking

you are taking a live look back in new york city at the site of the memorial there. as that little girl there now just makes an imprint of a name on that memorial that surrounds that water. today of course is the@anniversary of the septemberset terrorist attack. there are ceremonies under way at all the sights of attacks and at that memorial center there is the reading. you can hear it in the background of the names of the nearly 3,000 people who died. there are other events planned across the country including here in the bay area and we'll keep you updated here. time 6:26. we are learning more about the impact of the rim fire of a reservoir that provides a lot of water to the bay area. just 1% of the hetch hetchy watershed has been effected by the rim fire.

the water from the reservoir is safe to drink. the rim fire itself is 80% contained. full containment is not expected until next friday. san francisco nonprofit group has launched a new campaign to help yosemite recover from that devastating fire. they are raising money and gathering volunteers for recovery work. that has seen the worst fire damage. they are also working with senators dianne feinstein and barbara boxer to get extra. more than 2,000 people have signed up for a one-way ticket to mars. a dutch company took applications from applicants around the world. four applicants will be picked to land on mars in 2023 and the process to choose those applicants will continue for

the next two years. how some of the things stolen from those firefighters can never be replaced. and the city of richmond makes history moving forward with a controversial plan to help preconvenient foreclosures in this city. we'll tell you how the city could be using its power of eminent domain to help struggling homeowners. also the opening bell is about to ring on wall street. we'll have the early stock numbers for you. injury crash blocking all the lanes here. let's get right to the chopper picture. i want to show you this crash set at -- sent at least people to the hospital including one.

couple big rigs, a mini van was involved. someone was briefly trapped inside that mini van. two medical helicopters and three ambulances have arrived on the scene. the helicopter has taken off. one took off to children's hospital and the other one went to john pure medical center in walnut creek. this highway which is normally really busy at this time people trying to avoid the major freeways. it's become quite a busy road over the last decade or so. right now it's completely shut down. this truck here as you can see is jackknifed here. so you will -- this will be closed for awhile. chp issued a cig alert. again several people have been injured and flown to hospitals in the area after this injury crash happened about an hour ago. or maybe 45 minutes ago now. let's move along and take a look at the bay bridge toll plaza. that is backed up for a 15-20 minute delay getting into san francisco. no major problems by the way on highway 4 anymore.

on monday it was like 500. and more than double that now. >> yeah i just got a new number. we are scaled back to a little over 1300 firefighters. we will start releasing a bunch more resources today back to their home units. >> reporter: and what is it looking like? i know you expect containment by friday. >> correct. we expect containment by friday. firefighters were able to put in more containment line last night. very successful with that. and then they will continue to improve that containment line and also start some mop up of areas today. >> reporter: for folks that don't know what mop up means explain that. >> any hot spots in the containment line. they will try to extinguish those hot spots. so that we don't have anything blow outside of the perimeter. >> reporter: you are getting ready for your briefing this morning. normally the media is not invited to that but today you are making an exception. why is that?

richmond city council became the first to approve eminent domain to buy under water home mortgages. alex savidge is live for us in richmond for what this means for hundreds of struggling homeowners. >> reporter: good morning. richmond made history becoming the first city in the country to threaten the use of eminent domain in an effort to fight fore yours. foreclosures. the debate was contentious. there was a huge turnout for this meeting. such a large turnout they had to hold it inside richmond memorial auditorium. this meeting wrapped up very early this morning when the city council voted 4-3 to move forward with a plan to possibly use eminent domain to seize under water mortgages as a way to reduce foreclosures. they often use eminent domain to take over private property for public use.

richmond is using that and restructure those loans to make theme affordable for homeowners. in richmond half of all homeowners are under water right now. this unique idea does have its critics including the national association of realtors and a number of large banks but richmond mayor gail who has been leading this charge to take over about 600 mortgages says this will hopefully keep people in their homes. the city has to do something to slow foreclosures. >> we are going to stand up to wall street and for our community. >> reporter: but there are some on the city council that worry using eminent domain in this way would cause credit to dry up in richmond. ultimately hurting homeowners. before the city tries to seize any of those under water properties, there are legal issues that have to be settled. several large banks have filed a lawsuit trying to block this plan. and a federal judge will hold a

hearing on that suit tomorrow in san francisco. under this mortgage plan richmond would set up a coalition of cities interested in hoping to rescue struggling homeowners. the mayor believes there are a lot of other cities that would potentially follow suit. live in richmond alex savidge ktvu channel 2 news. it's 6:44. we are going to go back to our september 11th coverage. fire stations throughout san francisco are holding 9/11 memorial services to remember the brave first responders and victims who lost their lives during the attacks 12 years ago today. brian flores is live for us in san francisco at fire station seven where a ceremony is set to begin just minutes from now. brian. >> it's a question that gets asked every single time september 11th rolls around. where were you? what were you doing when the planes hit the first world trade center. right now as you can see live right now many of the cadets

have lined up. they are beginning this ceremony that is set to begin. and many of the firefighters have colleagues in other cities that is a close bond. and they are remembering those lives that were lost on that very fateful day 12 years ago today. the event scheduled to take place here at station 7 on 19th and folsom. there were supposed to be a couple fire trucks that were rolling out here. but at 6:49 the exact time the south tower got hit the fire department will ring a bell. three sets. three chimes each. and at 7:00 exactly they will lower the station flag at half staff observe a minute of silence a and at 7:02 there will be a recognition service where they will read the names of the 343 new york city firefighters that lost their

lives. it will be a very somber day. many remembering exactly where they were during that fateful day. when we come back, we'll have more on the ceremony and talk to some of the firefighters and get their responses on where they were and what they were doing 12 years ago today. live in san francisco brian flores ktvu channel 2 news. this fire engine pulled from the rubble of the world trade center will soon be on permanent display. it is one of the many exhibits planned for the national september 11th memorial museum at ground zero in new york city. visitors will also be able to view details on the lives of every victim of the 2001 attacks and the 1993 world trade center bombings. the museum will open to the public on september 23rd. we will have continuing coverage of the anniversary here on the morning news. time 16:47. a bill to improve limousine safety in california is heading

to a full state senate vote after the assembly passed it yesterday. this bill is a result of the limo fire on the san mateo bridge in may. it requires limos that carry fewer than ten passengers to have two push out windows and two rear doors. limo drivers will also need to teach their passengers about the limos safety features at the beginning of the trip. still not clear when the senate will be voting. one-half of the bay bridge could get a name change as early as today. we've been telling you the western span of the bay bridge could be named the willie brown junior bridge after the san francisco mayor. the name changing measure is expected to go to the state senate today or tomorrow. governor jerry brown though is speaking out against it. he says he has nothing against willie brown but the bay bridge should just be called the bay bridge. parents in vallejo are being barned about an

a standstill. two air ambulances flew people to two trauma centers. you can see as news chopper 2 pans to the left this whole thing is completely blocked. people are doing the alternate route. not a great way to go if you take the byron highway. let's move along and take a look at the upper deck of the bay bridge. there is something going on the other side. it looks like they are clearing a stall. the traffic is slow. you can see on that span getting through treasure island. give yourself extra time at the toll plaza. it's about 30 minute delay. san jose in the south bay northbound 101 at the capitol expressway there is a stalled vehicle there. once you get to san jose proper it's okay. if you drive in the santa cruz mountains so far so good. now let's go to steve. thank you, sal.
