coming up. breaking news. happening in hayward. the hayward police station is evacuated after someone found some white powder there. this is a live look at the scene from newschopper2. you can see some fire trucks and police cars on the right as we zoom in. you see plenty of officials on the left in front of the building. now, this incident began in the mailroom of the police station in hayward, where a record's clerk noticed white powder in a half-open envelope. at first, the entire two-story building has been cleared. people have been allowed in. but the first floor is still in lockdown. paramedics were sent to the scene. there are no reports of anyone ill. we'll update you as soon as we hear more. the shooting death of an 8- year-old girl at a sleepover

stunned the bay area. there's been little progress until now. mike mibach is live outside of the oakland police station with more. mike? >> reporter: good afternoon. opd calling this a significant development, a new clue, a new lead that's led to this. it was a sketch released about 90 minutes ago. police say a man who looked like this is the man who killed the 8-year-old girl, the little girl was at a sleepover in oakland's diamond district back on july 17th. someone after 11:00 p.m. someone rang the doorbell. alicia was on the other side of the door. after that multiple shots went through the screen door, killing her and injuring others, including two children. police say it was a number of witnesses who recently came forward to provide investigators the details that led to the sketch. it's clear and hopefully police say it is a lead that will lead

to an arrest. >> this is the largest break in the case that we've had so far, and we want to find this person, we want to find them, find them and arrest them. that's the focus right now. we're reaching out to the community. >> reporter: she says the home was targeted by the gunman but did not say who was the intended target yet. investigators are looking at surveillance video on the area of the shooting but did not say what was on it. the man in the sketch is described as african-american, 17, 2'05"7, 170 pounds with a thin mustache. if you recognize him, call police. investigators say this is the man who killed the 8-year-old little girl. live outside of opd headquarter, mike mibach, ktvu channel 2 news. >> thank you, mike. today, the nation is pausing to remember those killed 12 years ago.

[bell tolling] >> those bells marked 8:46 a.m., the exact hour the first plane hit the north tower of the world trade center in lower manhattan. president obama, first lady michelle obama, vice president joe biden and his wife, jill biden joined white house staff to observe a moment of silence at the white house. the president then headed to the pentagon, where the third hijacked plane, flight 77, crashed at 9:30 a.m., east coast time killing 184 people. he joined defense secretary charles hagel to observe a moment of silence and then address the crowd. >> it is here that we confirm the values that guide us. let us have the strength to face the threats that endure. as long as those that will strike our citizens we'll stand vigilant and defend our nation. >> the president paused at a wreath honoring the victims

before joining relatives and friends of victims. [bell tolling] >> large crowds gathered, once again, at ground zero in new york. there were moments of silence when each of the twin towers was hit by a hijacked plane and then collapsed. family members of victims read the names of the nearly 3,000 people who died 12 years ago. the tribute continues tonight when two beams of light will shoot skyward. this was the scene in shanksville, pennsylvania, as the 40 passengers and crew members were honored. flight was on its way to san francisco when it was hijacked. officials believe the hijackers were trying to crash the plane into the u.s. capitol building in washington, d.c. but passengers and crew stormed the cockpit so the plane crashed in a field in shanksville, pennsylvania. there are a number of memorials here in the bay area to honor the victims of flight 93.

brian flores joins us live from one ceremony in union city and shows us other local tributes. good afternoon, brian. >> reporter: good afternoon. family members of the victims as well as residents here in union city showed up here at a ceremony that ended about an hour and a half ago. of those affected, they say time has healed wounds but the scars of what happened 12 years ago will always remain. >> gerald mark bingham. >> the names of each person on united flight 93 were read aloud in remembers of a tragic day. on september 11th, lauren was three months pregnant when she went on united flight 93. as jack stands at a memorial in union city for her and others, he says he will never forget the phone call he got from his wife before they crashed.

>> she just said there was a little problem. it didn't scare me. she said that -- that she was fine for now but she wanted me to know that she loved me more than anything and to share the love with her family. >> for the heroic captain, jason dahl, they will never forget what happened. they say they are moving on through the words of their grand son. >> he set the tone for the family. he said i'm into the the first child to -- i'm not the first child to lose a parent. he accepted that. >> reporter: firefighters at stays number 7 remembered the firefighters who lost their lives with a ceremony that also included reading of the names and the lowering of the flag to half staff. they say they will never take this day for granted. >> it's to appreciate the time you have with your coworkers. we all know that at any time we can be called to a huge

emergency and we may not return home. ♪ >> reporter: such an emotional day for so many people, so many lives changed, including myself. a friend of mine was on united flight 9312 years ago today. she was a -- 93 12 years ago today. she's a coworker of mine. i will never forget her. she will always be a shining light. brian flores, ktvu channel 2 news. >> poignant day for many, including yourself. thank you. plans for a memorial in hayward have been approved for mission boulevard near d street and will cloud four granite statues for the four planes used in the attack. about $150,000 still needed for the project. it's estimated to be completed by september 11th, 2015. and a tribute was also displayed on the coit tower. our crews shot this video earlier this morning.

under control. tara? >> reporter: we're close to the summit. crews have been schedule offing hot spots trying to make sure none of the flames re-ignite in the wind. if we take a look over here, you can see how it looks like no-man's-land and this tree, half of it was spared but the other half completely charred. over there, you can actually see where the fire stopped. right now, calfire is at 70% containment and hopes to have everything fully under control by friday. at 8:00 this morning, hundreds of firefighters left base camp in dublin and headed for the mountains. there are nearly 1400 firefighters. many will be released today, however. calfire has lowered the number as acreage burned 3,133 acres. it's lifted evacuation orders for dozens of families out of their homes. >> what our focus will be, keep it in the box. we have it pretty much

contained, but it's not out. there's still a lot of interior burning going on, trees are still on fire. lowgs are smoldering. all it takes is one gust of wind for one ember to take it across the line and we're back on a new fire off to the races again. >> reporter: now, the big battle is pressing the mountain to avoid mudslides when the rainy season hits. crews bulldozed a lot of line when they were cutting lines around here. now they have to recede for winter. calfire says this will likely be finished by the weekend and then the rehabilitation begins. live from mt. diablo, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you, tara. more details now. investigators are still trying to determine the cause of that fire. several neighbors tell ktvu they heard target practice gunfire before the fire was reported which could mean sparks ignited the -- the grass

security in benghazi is on heightened alert following an early morning car bomb. the bomb blew you out the side of the foreign ministry building that once caused the u.s. consulate. a bank branch was damage. a security guard and people passing by suffered minor injuries. so far no one has claimed responsibility for the attack. this attack comes exactly one year after the u.s. consulate in benghazi was attacked killing christopher stevens and three other americans. u.s. officials believe several extremist groups were involved in that attack. according to reports, several field indictments have been issued but no arrests have been made. and because ambassador stevens is from the bay area, there are

several plans to honor him today. tonight, the piedmont school board is scheduled to vote on renaming the library at his alma mater piedmont high school. on friday, he will be remembered with a moment of silence at the foo piedmont high school football game. he graduated in 1978 and attended uc berkeley after that. continuing to our coverage of the crisis in syria. it's not clear if president obama's speech last night to the u.s. public changed many minds in the house and senate while the president asked congress to delay a vote. lawmakers were still debating russia's proposal to hand over its chemical weapons to be destroyed. >> i believe that russia's goal is, in fact, to eliminate these weapons. i would point out that that is also our goal. sources say the united nations is planning a closed-door

meeting in syria. they will discuss a resolution calling on syria to hand over its weapons and threatening syria's consequences if it does not. the penalty phase in the trial of convicted killer joseph naso continues today in marin county. yesterday, a woman who was his neighbor testified he tried to rape her. naso said she was perjurying herself. he was convicted of killing four women during the 1970s and 1990s. prosecutors have been trying to convince the jury to choose the death penalty by linking naso to more victims. two schools in alameda were placed on lockdown this morning after reports of gunfire. someone called police around 8:00 a.m. and said shots were fired at island high school. a lockdown went into effect at the high school and the nearby elementary school. the caller then said the gunfire took place several blocks from there at webster street. police say they were not able

to confirm the report. the lockdowns were lifted about 9:00 a.m. the city of richmond is moving forward with a controversial plan to save struggling homeowners from foreclosure. the city council approved a proposal during a crowded meeting last night to use eminent domain to seize underwater properties from lenders. the city would restructure the loan to make payments affordable for homeowners. normally this is used to claim private property for public use. the mayor has led this large. >> it's not an option to stand on the sidelines waiting for the next wave of foreclosures. that is the risk that is really confronting us. >> already, several large banks have filed a lawsuit trying to block richmond's proposal. criticks say it could hurt the city's credit. a federal judge will hold a hearing on the lawsuit tomorrow. the highway patrol just reopened byron highway in the

east bay 30 minutes ago after a major injury accident this morning. four people were hurt in a multi-vehicle crash around 5:20 a.m. east of bruns road. the highway patrol says the collision involved several cars and a big rig which jackknifed across the road. an adult and child were flown to hospitals. two others were transported by ambulance. about 50 gallons of diesel spilled complicating the cleanup. no word on what caused the collisions. california schools could lose federal funding after the state senate approved a bill to end star testing. schools have used the tests to measure learning since 1999. but state lawmakers want to replace the multiple choice test with tests measuring common core standards. now the state has to obtain a waiver from the department of education to avoid losing federal funding. well, the advertised

cooling trend remains right on track. a lot of cloud cover out there even at this hour with some low clouds right around san francisco, still scattered around the bay. a few partly cloudy conditions reported well inland but temperatures today just barely making it up in the lower 80s for afternoon highs for the warmest spots. remember, just on monday and tuesday we're talking about tribl-digit heat. right now you can see all of the overcast. santa rosa reporting mostly cloudy skies. as we move to the maps closer to the bay, overcast in san francisco across the bay bridge. even lingering cloud cover in the south bay as well out towards san jose. the crowds will work their way back to the coastline. but still, sun/cloud mix into the afternoon hours. current temperatures, san francisco, 67 degrees. 70s towards fairfield, livermore. san jose, 71. half moon bay checking in at 64. some stronger winds as you would expect out towards the delta. there's the wind. that's the cooling direction. 21 miles an hour.
