help. >> reporter: this is jewel an officer found discarded like a piece of trash. she is one of 10,000 animals the shelter takes in each year but they say it is getting harder and harder to care for the animals. >> services are increasing. public demand is increasing and we don't have the funds to meet that change. >> reporter: in the past six years the shelter seen a 50% increase in the number of dogs and cats. but its budget remained slack. the service cuts to the budget are taking a toll. the shelter was once open 7 days a week, now it is 5. there were 12 officers here, today there is 8. there is no longer a officer on call 24 hours a day. >> if i see something going on,

sketch of the shooter and ktvu's mike mibach spoke to police about their investigation and here now with what they are telling him. mike? >> reporter: a big break after weeks of silence. witnesses have come forward and because of it police say there is a sketch of the killer and a new clue surfacing in the case of who killed alaysha carradine. >> reporter: blowing the whistle for 22 years is a crossing guard. here where alaysha carradine was supposed to be in third grade. today she not. on the night of july 17 someone shot through the door of an apartment killing the 8-year- old and injuring three others, including two children. >> this is a significant announcement. >> this is it. the face of the killer. witnesses gave investigators enough of a description to come up with this detailed sketch.
