smoke. he got at the scene and was made aware of a second smoke. >> reporter: back out here live, firefighters say the recent closure of this station, fire station in contra costa county may have impacted the response to the fire. some think a crew from this station might have got there at the same time as the cal fire team. eric rasmussen, ktvu channel 2 news. >> and we have new pictures of the fire zone from news chopper 2 taken this afternoon. the morgan fire 70% -- fire is 70% contained. burned 3100 acres and all road closures and evacuations have been lifted. now the concern is what happens when heavy rain hits the burned mountain side. >> really big concern. >> they are talking about mud slides and land slides. the flames burned 5 square

how we compare from year to year. >> the men were arrested over the weekend and both charged with murder. san jose police are still searching for a man accused of killing two women in a hit-and- run accident. they were all on their to work september 2 early in the morning when a driver hit the car the women were in. the driver then ran away. police say they will not rest till the person responsible is caught. more and more stray animals need help and a home but budget cuts mean there are fewer resources available to help. ktvu's rob roth is live in san francisco where the problem is growing. rob? >> reporter: san francisco animal control says it is running on financial fumes. hard on the animal whose need

help. >> reporter: this is jewel an officer found discarded like a piece of trash. she is one of 10,000 animals the shelter takes in each year but they say it is getting harder and harder to care for the animals. >> services are increasing. public demand is increasing and we don't have the funds to meet that change. >> reporter: in the past six years the shelter seen a 50% increase in the number of dogs and cats. but its budget remained slack. the service cuts to the budget are taking a toll. the shelter was once open 7 days a week, now it is 5. there were 12 officers here, today there is 8. there is no longer a officer on call 24 hours a day. >> if i see something going on,

lost their lives. >> daddy i miss you so much. >> in a ceremony at ground zero relatives read the names of the 3,000 people who died. there were also moments of silence at the moments when the two planes hit the world trade center and when they fell. the memorial features reflecting pools and a large museum will open by next year's anniversary. in washington president obama along with michelle obama, joe biden and his wife jill biden observed a moment of silence. the ceremony began at 8:46 a.m. the time the first plane struck the world trade center in new york. and the president headed to the pentagon for a ceremony. 184 people were killed there when terrorists crashed a jet

the 343 firefighter whose died on 911. >> it is a career they are getting into it. it sets a good tone to never forget what this job is about, helping save lives, and sometimes you sacrifice your own life. >> reporter: this is a formal remembrance of 9/11. >> it fills my heart with love for our country. >> reporter: she an organizer of the lafayette flag rugade that plants american flags on the bridge. it is the largest over pass flag display in california and a tradition dating back to the days after 9/11. hundreds are expected to gather tonight. >> we are very proud. thousands of people honk their horns. >> reporter: the individualal and flag display in lafayette over highway 24 continues till 8:00 p.m.

sketch of the shooter and ktvu's mike mibach spoke to police about their investigation and here now with what they are telling him. mike? >> reporter: a big break after weeks of silence. witnesses have come forward and because of it police say there is a sketch of the killer and a new clue surfacing in the case of who killed alaysha carradine. >> reporter: blowing the whistle for 22 years is a crossing guard. here where alaysha carradine was supposed to be in third grade. today she not. on the night of july 17 someone shot through the door of an apartment killing the 8-year- old and injuring three others, including two children. >> this is a significant announcement. >> this is it. the face of the killer. witnesses gave investigators enough of a description to come up with this detailed sketch.
